If the 20th Century was the century of physics, the 21st Century is the century of cybernetics, biology and ecology. Technological advance has both crossed new frontiers and discovered old limits. Nobel laureate Ilya Prigogine broke new ground with his understanding that nature, including its human component, seeks to establish order out of chaos by “self‐organizing,” not only according to pre‐determined laws, but through random creative choices as well that are responsible for the endless novelty and potentiality of being. The technologically‐armed purposive role of humans in the Anthropocentric Age thus takes on a new significance: “What we do today depends on our image of the future rather than the future depending on what we do today” as Prigogine puts it. “The equations of the future are written in our actions as well as in nature. Time becomes construction.” Nowhere is this truer than in the new science of genomics, which touches the soul, and in the effort to preserve the ecological balance that has enabled humanity to flourish within the narrow band of earth's livable climate. In this section we bring together leading thinkers, scientists and technologists of our age to address these issues of mankind's fate.  相似文献

In most Western countries there has been an increasing demand for new and different types of audit, evaluation and reporting systems that reveal the output of public sector organizations ( Pollitt and Bouckaert 2000 ). Quality assessments have had a profound impact on the funding of university research, most visibly in the UK. However, the relationship between qualitative and quantitative indicators of research performance has been an ongoing source of debate ( Bence and Oppenheim 2004 ). By exploring four different types of accountability relations, this paper investigates different stakeholders' perceptions of whether or not performance funding increases accountability and transparency, and poses the following questions: Does performance funding result in high accountability and high transparency? Does high accountability imply high transparency? Does high transparency lead to low accountability? Three main empirical sources have been utilized: a comprehensive survey of faculty at Norwegian higher education institutions, a stakeholder survey, and data from case studies of four universities.  相似文献

This article argues that political participation is shaped by locally distinctive ‘rules‐in‐use’, notwithstanding the socio‐economic status or level of social capital in an area. It recognizes that the resources available to people, as well as the presence of social capital within communities, are potential key determinants of the different levels of local participation in localities. However, the article focuses on a third factor – the institutional rules that frame participation. Levels of participation are found to be related to the openness of the political system, the presence of a ‘public value’ orientation among local government managers, and the effectiveness of umbrella civic organizations. Whereas resources and social capital are not factors that can be changed with any great ease, the institutional determinants of participation are more malleable. Through case study analysis, the article shows how actors have shaped the environment within which citizens make their decisions about engagement, resulting in demonstrable effects upon levels of participation.  相似文献

The Great Arab Revolt of 2011 has moved swiftly from the peaceful overthrow of autocrats in the nation‐states of Tunisia and Egypt to brutal repression in the tribal societies of Libya, Syria, Bahrain and Yemen. Meanwhile, the wired youth bulge of the Middle East that brought change is dissipating into an impotent diaspora while the organized interests of the old regimes and the once‐suppressed Islamists charge ahead to power. For 500 years the West was on the rise, culminating in Globalizaiton 1.0—the open system of trade, information flows and the spread of technology on the terms and in the image of the West. The benefits of that system over the last 30 years have led to the rise of the emerging economies. As a result we are entering the new era of Globalization 2.0 characterized by new forms of non‐Western modernity and the interdependence of plural identities. The advent of this new era has been hastened by the fiscal and financial crisis in Europe and the United States. Turkey, with its Islamic‐oriented democracy that has become a template for the liberated peoples of the Arab Spring, and China, with its effective neo‐Confucian form of governance, are the most sharply defined new players in this multi‐polar and multi‐dimensional world. In this section, one of Turkey's most insightful sociologists examines the post‐secular transformation of that nation. One of China's more provocative philosophers proposes a hybrid model that combines what has been learned from the experience of Western and Chinese governance in a way that “enhances democracy” in both systems.  相似文献

In understanding styles of political judgement in government decision‐making, explanatory limitations of rational choice, prospect theoretic, historical institutional, groupthink, and other approaches suggest that there is space for developing other frameworks. This article argues that the neo‐Durkheimian institutional theoretical framework deserves serious consideration. It shows that it offers a powerful causally explanatory framework for generating theories of decision‐making in government which can be examined using historical comparative research designs. The value of the concept of a ‘thought style’ for understanding political judgement is demonstrated, and contrasted sharply with ideology. The theory argues that informal institutions explain thought styles. Well‐known cases from the Cuban missile crisis, and the Wilson and Heath governments illustrate the argument. The article rebuts criticisms offered of the neo‐Durkheimian institutional framework in the literature. Finally, it identifies recent developments and innovations in the approach that make it especially suited to explaining political judgement in government decision‐making.  相似文献
