A critical task for peace pedagogy is to challenge views of peace as primarily responses to declared war. Crisis-based politics tend to focus on exceptional situations and fail to capture the entire spectrum of violence. Premised on the idea that peace cannot be understood in isolation of larger structural problems, this paper proposes the concept of ‘everyday peace’ as a framework for peace education. Drawing from a pedagogical initiative, we examine how students engage with the concept of everyday peace and present our findings in three related domains: (1) definition of everyday peace, (2) application of everyday peace principles and (3) role of collaboration in everyday peace approaches. Our analysis underscored two important themes in participants’ definitions of everyday peace: (1) peace as a value-based praxis and (2) individual-level and systemic components of everyday peace. Applying these principles to a violent event in the local community, participant responses emphasized compassion, cultures of peace and the need to draw reflexive, meaningful connections between local and global contexts. The participants also outlined the synergistic role of collaboration in everyday peacebuilding. We discuss our findings in relation to extant research and consider implications of an everyday peace framework for holistic peace education.  相似文献

Researching in contexts affected by armed conflict presents many challenges beyond those normally encountered by social scientists. Focusing on these special difficulties has, in the past, often obstructed the task of understanding the methods that are applicable to situations of armed conflict. This paper aims to suggest a means of rectification. First, it introduces some of the particular issues that relate to field research under conditions of armed conflict and, second, it suggests a possible strategic approach to mitigating these. Overall, it is argued that a creative combination of different methods and techniques, broadly termed 'the composite approach', represents the most effective way of dealing with the challenges that working in a conflict-affected situation presents.  相似文献

Despite the fact that early work on international regimes conceptualised them as dialogic in nature, this fundamental regime property has remained relatively underdeveloped. Drawing on the work of Mikhail Bakhtin and his circle, this article proposes a dialogic framework for understanding regimes and the political struggles that constitute them. Focusing on the contextual and relational properties of signification processes within a regime, one of the key arguments is that neither their dialogic nature nor the trajectory and outcome of a particular conflict can be understood without giving full attention to language as a power-laden form of action. By focusing on how language and discourse are implicated and put to work in a particular instance of regime contestation, namely the Development Agenda proposed by a group of developing countries’ representatives at the World Intellectual Property Organization in 2004, efforts are made not only to bring to the fore the political and ideological nature of the ‘shared understandings’ without which a regime would not exist, but also the manner in which they are reproduced and reinvigorated, even by acts that set out to challenge them.  相似文献

The Chief Financial Officers (CFO) Act of 1990 (Public Law 101-576) promises to be a new era not only in federal management and accountability, but also in efforts to gain financial control of government operations. The CFO Act provides for broad reforms that will (1) properly organize the financial management function in government agencies, (2) provide the necessary systems and control to manage government programs, and (3) measure performance through financial statements, cost information, and other data, so that prompt corrective actions can be taken.

The CFO Act is expected to bring fundamental change to the federal government's weak, outdated, and inefficient financial systems. Meeting the CFO Act's challenge will be difficult, but should result in (1) improved financial systems and information with which to manage government operations, (2) better ability to foresee problems, and thus deal with them, and (3) greater accountability by those managing government programs.  相似文献

Recent statements on European Union (EU) trade policy towards developing countries (DCs) have stressed the need for differentiation between trading partners depending on their level of development. But what does this mean in practice? This article assesses the substance of EU trade policy towards a number of partners at different levels of development on the basis of the texts of recent preferential trade agreements (PTAs). It argues that EU PTA policy exhibits differentiation within a general shift towards reciprocity vis-à-vis DCs and that this needs to be assessed at the level of specific policy areas as much as partner country. It also suggests that the factors shaping EU policy vary from case to case with commercial competition and sector interests relatively more important in PTAs with emerging markets and high-income DCs and norms and institutional factors relatively more important in shaping those with least developed or low-income DCs.  相似文献

Longitudinal data on household living standards open the way to a deeper analysis of the nature and extent of poverty. While a number of studies have exploited this type of data to distinguish transitory from more chronic forms of income or expenditure poverty, this paper develops an asset-based approach to poverty analysis that makes it possible to distinguish deep-rooted, persistent structural poverty from poverty that passes naturally with time due to systemic growth processes. Drawing on the economic theory of poverty traps and bifurcated accumulation strategies, this paper briefly discusses some feasible estimation strategies for empirically identifying poverty traps and long-term, persistent structural poverty, as well as relevant extensions of the popular Foster-Greer-Thorbecke class of poverty measures. The paper closes with reflections on how asset-based poverty can be used to underwrite the design of persistent poverty reduction strategies.  相似文献

During the past decade Cuba has become a haven for international sex tourists. How do we explain this phenomenon? This article contends that the Cuban experience must be understood as part of a set of larger global processes. It utilizes a commodity chains framework in order to uncover the links between the local sex tourism industry and these larger international processes. The framework highlights aspects of production and consumption of an illicit blobal commodity and shows how tourism aimed at consuming sexual services has become a truly global industry in recent years. It also, however, seeks to avoid global determinism by showing how particular aspects of the Cuban political economy and policymaking have shaped the local development and organization of the Cuban link in the chain.  相似文献

Large-scale privatization is an unfamiliar area of public policy. The practice and study of property reforms and privatization needs to include mesolvel phenomena such as laws, regulations, institutions and standard operating procedures. There has been little comparative analysis of privatization programs around the world. The author argues that analysts should compare the most immediately relevant institutional environment of the enterprise. Conceptually, this mesolevel system is situated between the firm and the macroeconomy. This system of action is especially fruitful for cross-national comparisons of privatization programs because it is at this level that privatization strategies are designed. The problem for Eastern Europe and for less-developed countries is lack of experience with the relatively light economic regulation that characterizes industrial countries. Government leaders must also decide how much effort to devote to privatization of state-owned enterprises and how much to fostering private sector investment in new firms. Ernest J. Abstract

Colonialism affects post-colonial social formations in a variety of ways. Japanese colonial rule had a far-reaching influence on South Korean post-colonial social formation. Most legacies of colonialism diminished as time went by, but one legacy of colonialism continued or even increased its effects on the South Korean political economy from the 1960s – namely, the division of Korea. This article provides an alternative Gramscian approach to the analysis of the social formation of South Korea, with due consideration of the division of the peninsula. For that purpose, it introduces the concept of a division bloc, adapting Gramsci’s concept of a historical bloc to develop an analysis of a social formation that is unique to South Korea. Then, I explicate the two events that have been most damaging for the division bloc – the 1997 economic crisis and the 1998–2007 inter-Korean reconciliation – describing them as an organic crisis and a hegemonic project, respectively. Following this, I present reasons why the counter-hegemonic efforts of liberal nationalists to overcome the division bloc failed.  相似文献

Following Amartya Sen, this paper contends that the capability approach provides a better framework for thinking about human well-being and development than more traditional approaches which typically focus on utility or resources. This is illustrated by drawing on the results of a survey which investigated how ordinary people in South Africa view human well-being (a ‘good’ form of life). However, the results of this exercise indicate that the capability approach overlaps with both utility (happiness, pleasure, etc) and resource-based concepts of well-being. The distinctions between commodities (and their characteristics), human functioning and utility is less robust than Sen implies. In particular, the capability approach needs to make more space for the role of utility (defined broadly to include all valuable mental states) and say more about the material basis of well-being.  相似文献

Despite the fundamental social, political and economic importance of America's small towns, academic research activity concerning these communities has been sparse. Instead, scholarly interest has historically focused on larger urban settings. This circumscribed perspective has often led to an image of small towns as a largely homogeneous residual of metropolitan areas. In fact, small towns are highly diverse in character, and this quality offers intriguing opportunities and challenges to scholars and policy makers in regard to comparative analysis and evaluation. Since it is plausible to assume that dissimilar communities will present a greater variation of needs and problems than will towns with similar characteristics, an enhanced ability to understand, appraise and predict small town variation can provide the basis for improved policy-making, capacity building and service delivery.

The purposes of this study are to empirically demonstrate the wealth of diversity among one state's population of small towns, and to illustrate a set of useful and objective techniques which can be used as an extension of the more familiar deductive approach to dealing with the problem of classifying local government community systems.  相似文献
