Abstract A great Eastern European shortfall is in trained managers for free market operations. While many management training programs have been offered for former communist countries, some of the most effective have been internships that immerse managers in the business environments of free market countries. Abstract Citizen participation is one of the core values of democracy. Democratization means an increase in citizen participation in public affairs. However, the issue of democratization is rarely studied in the field of public administration. In this article, we use the Taipei City Government (TCG) Citizen Complaints System to illustrate some tensions relating to citizen participation in a newly democratizing country. We interviewed the TCG officials to piece together the puzzle of how the citizen complaints system works. Furthermore, we conducted a survey on how each channel and media is used by citizens to file their complaints. Then, we focused on the development of the Taipei City Mayor's e‐mail box to see how the tension between participation and cost is handled by utilizing newly emerging information technology. We then evaluate these developments in terms of publicity, accessibility, and accountability suggested by Senevirante and Cracknell (Seneviratne, M.; Cracknell, S. Consumer complaints in public sector services. Public Admin. 1988, 66, 181–193). Accordingly, we propose suggestions for improvement from these three aspects for TCG and other governments as well to establish a citizen complaints system that substantiates democracy. 相似文献

Expectations are high, but evidence of the impact of microcredit remains in short supply. This article estimates the impact of an urban credit programme in Zambia on business performance and on a range of indicators of wellbeing. Borrowers who obtained a second loan experienced significantly higher average growth in business profits and household income. Inflexible group enforcement of loan obligations resulted in some borrowers, especially amongst those who had taken only one loan, being made worse off. Our methodological investigations suggest that the supply of rigorous impact studies can be increased by basing them on data collection that serves a wider range of purposes, including market research. 相似文献

This article seeks to measure the extent to which the service priorities of citizens of Seoul, South Korea, are reflected in corresponding resource allocations in the city's budget, despite there being virtually no participation by citizens in the budget creation process. We find a less than perfect congruence between budget allocations and citizen preferences at both the city and district level. Given these results, we discuss the potential for participatory budgeting to address discrepancies in resource allocation by focusing on the unique demographic and cultural makeup of Seoul constituencies. 相似文献

Beneficiary participation in development projects has been an important topic of debate during the last decades. In the empirical research on the matter beneficiaries themselves are seldom, if ever, asked about their perceptions of participatory mechanisms in place. We present such a (case) study on the Vietnamese local office of a European non-governmental development organisation, also probing into other stakeholders’ perceptions (46 interviews in total). Our observations allow us to refine some aspects of the extant theoretical insights on beneficiary participation and representation, as well as to formulate some recommendations for organisations aiming at increasing beneficiary participation in their decision-making. 相似文献

The research examines a government-initiated online engagement program in China, mainly including its history, mechanism, and how netizens participated in it. To clearly address the participation scenario, a framework is proposed to further explore the quality of participation. The result shows that participation chaos is prevalent with poor-quality proposals. A government censorship exists all the time and changes with the popularity of the forum. It also implies that the purpose of a Chinese government-initiated online engagement forum may be varied, one for engagement and the other for maintaining stability, which partly attributes to the online participation chaos. 相似文献

Public employment is a dynamic field of study, buffeted by the ever-changing and reforming public sector environment and by external events such as changing demographics and the global financial crisis. This first article to the special edition on contemporary public sector human resources provides a broad overview of recent developments, starting with the nature of public sector reforms and proceeding with analysis of the far-reaching effects on public employment. For many western countries, this has led to a hybrid model of old and new practices, with many internal contradictions and a confusing array of accountabilities. The new arrangements led to a de-privileging of public servants through reductions in merit and tenure. They also reduced the institutional capacity of central personnel institutions to co-ordinate and monitor public employment and public management. The article proceeds with a review of the implications of these changes in the face of new challenges such as skills shortages and economic pressures. This overview provides a backdrop for the variety of articles presented in the special edition. ABSTRACT This essay provides a global perspective on the democratic transformation of the state in societies undergoing democratization. Comparative research indicates that the development and effective performance of democratic political systems require the establishment of honest and competent public bureaucracies that avoid political partisanship and demonstrate respect for the diverse values and interests of the populations they serve. Especially important in democratizing the state is the development and practice of the norms of secondary democracy. The practice of these norms of mutual respect, fairness, and collaboration create the essential culture or modus vivendi of democracy. The Republic of South Africa is analyzed as an important case study of a contemporary state that is attempting to create a democratic and corruption-free public service in a country with an extremely racist, authoritarian, and corruption-ridden past. This case study reveals that the democratization of the state in South Africa, as in the case of other countries around the world, requires the members of the state bureaucracy to practice the norms of secondary democracy in their daily relations with one another and in their relations with the citizenry. 相似文献

In the fall of 2009, the city of Prague set out to conduct a critical analysis of its overall performance by closely examining the performance of the city's districts. In conjunction with the E-Governance Institute at Rutgers University, Newark, New Jersey, and the Public Technology Institute in Washington D.C., a quantitative survey of all 22 administrative districts' e-governance and online presence was conducted. Guided by the survey results, qualitative case studies of the top five performing districts were carried out in January 2010. The underlying goal of this research project is to further improve e-governance in Prague and foster a greater understanding of successful digital government initiatives. This article distinguishes the demand from the supply of counterterrorism following either a large-scale terrorist attack or campaign. On the demand side, terrorism shocks increase the willingness of civilians to sacrifice their liberties for security, thereby giving the government a mandate to augment defensive and proactive measures against the terrorists. The supply side differs greatly between domestic and transnational terrorism. Supply problems may plague countermeasures against transnational terrorism as at-risk nations act strategically. In particular, there is a strong proclivity for nations to overspend on defense and to underspend on proactive measures. These tendencies are explored using simple game theory. A country's sovereignty also bolsters the ability of targeted nations to address domestic terrorism with an appropriate mix of counter- terrorism measures. 相似文献

AbstractDisengagement from militant groups has often been explained in individual terms such as battle fatigue or the desire to rejoin family and friends. We seek to examine empirically which other factors, beyond individual-level determinants, have influenced disengagement processes among militants belonging to different types of Chechen militant organisations. Drawing empirical insights from unique in-depth interviews with former members of the Chechen insurgency, their relatives, eyewitnesses to the Chechen wars and experts with first-hand knowledge of the researched phenomena, this study examines disengagement among jihadist and nationalist Chechen militants. Focusing on group-level factors, such as the capacity to resist external pressures, the use of violence, in-group social bonds and group cohesion, this article demonstrates that disengagement has been a less viable course of action for Chechen jihadists than for nationalist militants. 相似文献
