How effective are public transfers in protecting households facing financial crisis-induced negative shocks? Existing studies have not yet carefully considered the inter-relationship between public transfers and the existing private transfer network. In the context of the financial crisis in Korea, this paper investigates the possible crowding-out effect of public transfers on private transfers by explicitly considering the endogenous responses of private transfers against public transfers. By using two Korean household-level panel data sets for the periods of 1995–1998 and 1998–2003, we found a post-crisis, but not pre-crisis crowding-out effect of public transfers; more importantly, a crowding-in effect is observed during the crisis. The results suggest that private transfer networks were strengthened under the initial phase of the financial crisis, which possibly complemented public transfers due to the lack of effective formal safety nets, while public transfers became effective after the crisis, thereby replacing private transfers. Our results suggest that particularly at the initial stage of the crisis, the government could have played an important role in assisting households to weather the negative impacts of the crisis.  相似文献

Many Congolese seem to have withstood their country’s protracted economic crisis relatively well, despite its length and severity. This study analyses whether and to what extent this livelihood paradox can be explained by a strategy of asset depletion. In general, this strategy seems not to have played an important role. Marked reductions in household asset stock were limited to some secondary urban centres. Explanations for this strategy’s limited reach point to a much richer set of asset coping mechanisms which households may have developed regarding assets in times of hardship, and to a concomitant shortage of research strategies to take due account of these.  相似文献

Despite the restoration of parliamentary democracy in Bangladesh since 1991, political governance of the country is still mired by innumerable ills. It broadly features a wide array of confrontation, competition, monopolization of state institutions and resources by the party in power. This trend of politics has tremendously weakened the formal accountability mechanisms and put governance in crisis. This article depicts the nature of confrontational politics in Bangladesh, its causes and impacts on governance with supportive evidence from both primary and secondary sources. As case examples, it shows how bureaucracy and local government institutions are grossly politicized as a result of confrontational politics and their impact on governance.  相似文献

Telephone crisis lines offer an important service to individuals in crisis. The accessibility as well as a lack of other means of support leads many individuals to call the line. The role of the volunteer is to listen and support the caller as well as provide information and referrals to other agencies. Agencies are presented with a high turnover of volunteers and are then faced with the task of recruiting and training replacements. Volunteers are often exposed to horrific accounts of human pain and suffering which may affect their personal thoughts, feelings, beliefs and actions and influence the decision to quit. Compassion fatigue is one term used for this inherent "cost of caring." Many factors contribute to this cost including the nature of crisis calls, the repeat caller, and personal coping mechanisms. Educating and debriefing the volunteer are two strategies that may prevent the onset of compassion fatigue and volunteer resignation. Debriefing is viewed as an effective strategy for volunteers as it has been found to be successfull in assisting other helpers in many different contexts to cope and deal with the traumatic events that they experience or hear about.  相似文献

Abstract

Using survey data and event history interviews undertaken in Ethiopia, we investigate which shocks trigger which coping responses and why. Relatively covariate natural and economic shocks trigger reductions in savings and in food consumption, while relatively idiosyncratic health shocks prompt reductions in savings and a reliance on borrowing. Surprisingly, across all shocks, households do not rely on gifts from family and friends, highlighting the need for formal protection systems. We argue that the insensitivity of food consumption to health shocks does not imply insurability but indicates that it is not a viable response to such a shock.  相似文献

Sustainability standards are gaining in importance in global markets for high-value foods. While previous research has shown that participating farmers in developing countries may benefit through income gains, nutrition impacts have hardly been analysed. We use survey data from smallholder coffee farmers in Uganda – certified under Fairtrade, Organic, and UTZ – to analyse impacts on food security and dietary quality. Estimates of instrumental variable models and simultaneous equation systems show that certification increases calorie and micronutrient consumption, mainly through higher incomes and improved gender equity. In certified households, women have greater control of coffee production and monetary revenues from sales.  相似文献

The ongoing intensive wave of terror assaults against Israel is already approaching its fourth year. The endurance of the Israeli population to this hardship can be attributed, to a certain extent, to proficient leadership. Directing a tertiary university hospital, such as Hadassah, throughout this dire period has required distinctive leadership capabilities. Problems such as staff management during crisis, security, provision of information to the public and media, coping with the clinical routine, teaching and research activities and handling the economic burden, were all aspects of hospital administration that had to be taken care of. We believe that the core issue of medical management in time of terror attacks is establishing the right balance between the specific and peacetime routine. The measures taken to deal with these difficulties can serve as a model of contingency management in the field of medicine as well as other areas.‐  相似文献

To this day little is known about the mechanisms that help explain the mixed findings of longitudinal public service motivation (PSM) research. This study aims to deepen our understanding of post-entry PSM dynamics by focusing on the role of the often cited “reality shock” as a potential explanation for the decrease in PSM also found here. The results of this longitudinal, small-scale qualitative study of a specific cohort of newcomers who just started work as veterinary inspectors at the Dutch food safety authority suggest that a loss of PSM is not due to a generic shock effect, but is linked to having unclear job expectations and individual differences in coping behaviour.  相似文献

Abstract

Most official analyses of the recent food price crisis have focused on the market fundamentals of supply and demand for food as key explanatory factors. As a result, most of the policy recommendations emanating from the major international institutions include measures to boost supply and temper demand. In this paper I argue that international macroeconomic factors played a key role in fostering both price volatility and vulnerability, and as such they need to be recognised. With respect to the recent price volatility, the weak US dollar and speculation on agricultural commodities futures markets greatly influenced agricultural prices. With respect to price vulnerability, global economic forces played an important role in dampening production incentives in the world's poorest countries over the past 30 years, leading to a situation of food import dependence. Policy responses to the food crisis must consider the role of these broader international macroeconomic forces—both in the immediate context and their longer term impact.  相似文献

Abstract

This paper reflects on responses to Bangladesh’s Rohingya refugee crisis in the weeks that followed the increased numbers of Rohingya refugees who arrived from Myanmar after 24 August 2017. Drawing on literature on the local and international dimensions of humanitarianism, and the analytical lens of performance, it explores narratives of helping in relation to the shifting character of Bangladesh’s civil society, changing expressions of local and international religious sentiments, and the importance of understanding both formal and informal responses historically in the context of Bangladesh’s own experiences as a country born from a crisis in which citizens became refugees fleeing state-sponsored violence.  相似文献

Neo-Weberian and Marxist theories of crisis have typically been built around analysis of crisis tendencies in a single industrially developed national economy. While neo-Marxist theories of development have noted various implications of analyses that take seriously the specificities of capitalism in developing countries, there is somewhat less work from neo-Marxist perspectives on theories of crisis. The economic crisis that hit Asia in 1997 has important transnational and subnational dimensions that invite further elaboration of such a neo-Marxist perspective. This article engages such elaboration through critical reconfiguration of Samir Amin’s core-periphery spatial ontology and deployment of this reconfigured ontology to explain specific features of the uneven development of the Asian crisis. Jim Glassman is assistant professor in the Department of Geography at the University of British Columbia. His interests are in state theory and the political economy of development in newly industrializing countries of Southeast Asia. He has conducted previous research on industrial development in Thailand, as well as on the economic crisis and structural adjustment in Thailand, South Korea, and Indonesia. His current research focuses on populist and nationalist political reactions to the Asian economic crisis. An earlier version of this article was presented at the Global Economic Geography Conference in Singapore, December 1999. Although existing research has focused on the link between employee sector and formal volunteering, no differentiation is made between formal and informal social participation. This study compares the formal and informal social participation of public-, non-profit-, and private-sector employees using recent data from two sources. The results indicate that both government and non-profit employees report higher levels of formal and informal social participation, as measured in several ways. Findings provide a more complete understanding of the multifaceted ways in which citizens can get involved, and emphasize the importance of motivational differences.  相似文献

This article reviews proposals regarding the recent food crisis in the context of a broader, threshold debate on the future of agriculture and food security. While the MDGs have focused on eradicating extreme poverty and hunger, the food crisis pushed the hungry over the one billion mark. There is thus a renewed focus on agricultural development, which pivots on the salience of industrial agriculture (as a supply source) in addressing food security. The World Bank's new 'agriculture for development' initiative seeks to improve small-farmer productivity with new inputs, and their incorporation into global markets via value-chains originating in industrial agriculture. An alternative claim, originating in 'food sovereignty' politics, demanding small-farmer rights to develop bio-regionally specific agro-ecological methods and provision for local, rather than global, markets, resonates in the IAASTD report, which implies agribusiness as usual 'is no longer an option'. The basic divide is over whether agriculture is a servant of economic growth, or should be developed as a foundational source of social and ecological sustainability. We review and compare these different paradigmatic approaches to food security, and their political and ecological implications.  相似文献

A framework is developed for analyzing the impacts of information technology on politics and the public sector. By analyzing the findings in all relevant empirical research studies published in 16 scholarly journals during a six-year period, the incidence and direction of key impacts of IT are specified. In general, there is a limited number of empirical studies, with more case studies than studies based on survey-research, more analyses of U.S. politics and government than ones on other advanced democracies, and more focus on the local level than the national level. Overall, the research concludes that the impacts of information technology are generally positive, especially regarding the enhancement of capabilities, such as efficiency, effectiveness, and information quality. Impacts are more mixed on patterns of individual and group interactions and on orientations toward decision and action. The area in which the research identifies the most negative effects is the impacts on values, such as privacy, legal security and job enhancement.  相似文献

Using data from the 2015 National Crime Victimization Survey, this research explores the characteristics related to psychological distress and formal help-seeking behavior among victims of violent crime. Logistic regression analyses indicate that psychological distress symptoms vary by victim and offense characteristics. As anticipated, for example, the odds of a victim of sexual assault reporting the highest level of psychological distress are 5.88 times higher than are the odds of simple assault victims. However, when looking at subsequent formal help-seeking behavior for psychological distress, sexual assault victims do not seek formal help for their distress more than victims of other violent crimes. The analyses reveal that only gender and disability consistently predict high psychological distress and formal help-seeking behavior. Contact with a victim service agency was shown to be a powerful predictor of formal help-seeking behavior, though the analyses illustrated that victims most in need of intervention are not always the ones who receive it. In fact, only 23% of victims sought formal help for their psychological distress. This study sheds additional light on the issue of psychological distress and the limited formal help-seeking behavior of violent crime victims, while illustrating characteristics predictive of formal help-seeking, such as intervention through victim services.  相似文献

Abstract

This article hypothesizes four potential roles that states may play in dealing with local government fiscal crises: predict, avert, mitigate and prevent the recurrence of local fiscal crises. Based on a 50‐state telephone survey administered by the author to members of the National Association of State Auditors, Comptrollers and Treasurers in 2002, this article presents detailed information on states' roles in dealing with actual local government fiscal crises. The research found that ten states had formal definitions of local government fiscal crises while the remainder varied between having a working definition, having no definition, or leaving it to local authorities to define a fiscal crisis for themselves. Although the majority of states lacked a rigourous, legal definition of what constitutes a local government fiscal crisis, 36 states reported that they had had such crisis in recent history in their states. Seven overlapping categories of state approaches emerged: the directive approach, the proactive approach, the ad hoc approach, the special legislation approach, the reform approach, the takeover approach, and the responsive approach. States reported a wide range of activities under each of the hypothesized roles. In general, states tended to get involved after a crisis rather than before one occured.  相似文献

This article examines how local policy elites conceptualize and communicate potential innovations to overcome the fiscal crisis. Four austerity frames based on cultural theory are developed: an individualist, hierarchist, egalitarian and fatalist frame. Two expectations are tested by tracing frame usage in austerity speeches by the leadership in Birmingham, Cologne and Rotterdam. First, the modest contribution of the individualist frame in NPM‐sceptic Cologne is confirmed, but no evidence is found of individualist dominance in NPM‐minded Birmingham. Second, it is shown that leaders in Birmingham and Rotterdam combine elements of multiple frames so as to create a new promising narrative which opens up routes towards innovation. The importance of ‘frame flexibility’ is stressed to deal with the complexities of coping with the fiscal crisis in ways that are logical (given available views) and innovative (exploring alternative views), and highlight the importance of further developing understandings of such (municipal) coping.  相似文献

This study examined the association between level of hopelessness with stress and coping style for a sample of 80 people who had recently attempted suicide. Higher levels of hopelessness were found to be associated with higher levels of stress. Level of hopelessness was also associated with the use of problem-focused but not with emotion-focused coping. Analyses of the interaction between stress and coping style suggested that these variables influence the level of hopelessness in an independent and linear fashion.
