In this research note we employ the work of Wiktorowicz who suggests that persons who are knowledgeable of Islam may be more capable of critically evaluating the claims of militant recruiters and ideologues and thus be more resistant to their appeals than those who are not knowledgeable. This gives rise to an interesting research question: Does knowledge of Islam reduce support for Islamist militancy? To evaluate this research question, we employ data derived from a nationally representative survey fielded among 16,279 Pakistanis in 2011. Using several survey items, we construct a “knowledge index” to measure respondents’ basic knowledge of Islam, which is our principal independent variable. To operationalize support for militancy we use two survey items that query respondents about their support for two prominent Islamist militant groups based in and from Pakistan: the Afghan Taliban as well the sectarian group, Sipah-e-Sahaba-e-Pakistan (also known as Lashkar-e-Jhangvi and Ahle Sunnat Wal Jamaat). We use ordinary least squares regression to evaluate the impact of our independent variables upon support for these two groups, controlling for other relevant factors. We find that knowledge of Islam does predict less support for these two groups; however, other variables such as sectarian organization and ethnicity have greater predictive power.  相似文献

Drawing on original fieldwork in the slums of Ndola in Northern Zambia we isolate those features of a child's nuclear and extended family that put him most at risk of ending up on the streets. We find that older, male children and particularly orphaned children are more likely to wind up on the street. Families with a male household head who is in poor health are more likely to originate street-connected children. In contrast, households with surviving maternal grandparents or with a male head who has many sisters are significantly less likely to originate street-connected children.  相似文献

Using original data from client-community assessments, we examine motivations in the Ugandan NGO sector. In general, client-community satisfaction with NGO interventions is high, even though some NGO staff are viewed as unresponsive, underskilled, or self-serving. We find evidence that NGOs endeavour to redress the balance between rich and poor, although more remote communities suffer neglect, possibly for cost reasons. NGOs are less inclined to maintain a permanent presence in more remote and poorer client-communities, which impacts negatively on their assessment scores. We also find evidence that NGOs too often operate in the same location, resulting in some duplication of effort. Finally, results indicate that community participation enhances satisfaction.  相似文献

The proper role of civil servants in the development of public policy has been the subject of continuous commentary and debate. In the advanced industrial democracies the operation of increasingly complex programs in government has led many commentators to warn of the danger of “technocracy”-- a condition wherein professional career administrators more fully control the direction of public policy than do elected representatives of the people. Likewise, in less developed nations there is concern over the role of public administrators in the development of policy. The charge of indifference to and disregard for public involvement and sentiment is frequently heard. Using data from a survey conducted in the U.S., Korea and Brazil, this paper examines the extent to which civil servants in each country adhere to a technocratic outlook. We find that although societies that are more economically advanced are less likely to adhere to a technocratic view, there is considerable variation within each research setting. Specifically, we find that technocratic orientations are more likely to be held by men, those who hold more materialist value orientations and those holding managerial occupations.  相似文献

Are smaller ethnic groups less advantaged than large groups? This question has not been systematically studied. Using two new datasets, we find that when group size and status are analyzed at national levels smaller groups are generally worse off than larger groups. By contrast, when group size and status are analyzed at subnational (regional or district) levels, smaller groups are better off than larger groups. “National” minorities are disadvantaged while “local” minorities are advantaged.We theorize that two factors are at work in generating this surprisingly consistent relationship. First, a synergy exists at national levels among three features of ethnic groups: size, power, and status. The second factor is based on social dynamics. Specifically, insofar as internal migration is characterized by positive selection, then migrants and their descendants should form the basis of small, privileged groups within the region that they migrate to. Insofar as distance enhances positive selection, this explains why smaller migrations are associated with more privileged groups and larger migrations with somewhat less privileged groups.  相似文献

In this article, we investigate how higher education contributes to the employment and earnings of individuals in labour markets, and whether social origins play a role in the financial benefits from higher education. We focus on these questions in nine low- and middle-income countries: Armenia, Bolivia, Colombia, Georgia, Ghana, Kenya, Laos, Macedonia, and Vietnam. We use the recent Skills Towards Employability and Productivity (STEP) surveys of urban labour force participants to examine individuals’ educational attainment, labour market participation, and earnings. Using logistic regressions, we find that individuals from disadvantaged origins are less likely to obtain a higher education degree. We find that in most of these countries, individuals who have earned a higher education degree are significantly more likely to be in the labour force and find employment, and enjoy sizable earnings premia. The findings are fairly robust with regard to the samples of individuals examined, and the methods used to measure earnings premia. Finally, we find little evidence that the earnings premia from higher education vary by social origins or the likelihood of an individual completing a degree. These results suggest that the benefits from higher education are comparable for individuals from disadvantaged and advantaged social origins.  相似文献

New forms of public leadership are needed to design and implement co‐production of public value. We draw on narrative analysis to explore the barriers to developing the capacity for co‐production of public value in disadvantaged and vulnerable Indigenous communities and find that existing norms not only crowd out efforts at reform, but can work against them. In particular, we find that upward accountability and a focus on expert knowledge are the most problematic for co‐production of public value. We focus on how more traditional practices of public administration mediated the achievements of public leaders in their co‐production efforts when Australian governments introduced strategies for partnership with Indigenous communities for services design and delivery. The analysis suggests that creating a broader enabling environment of supportive logics would allow public leaders to engage more productively with inherent tensions between old and new ways of working.  相似文献

Rotating savings and credit associations (ROSCAs) are widespread and remain a key financial management tool for poor individuals. We analyse data from Taiwanese bidding ROSCAs and focus on how social relationships within the group influence contribution behaviour and ROSCA failure. We find that less socially-connected participants were more likely to receive the pot early in the cycle, which increases their incentive to default, yet contrary to accepted wisdom groups including more outsiders were not more likely to experience repayment problems. Our results highlights how bidding ROSCAs can be a versatile device that provide profitable savings while allowing for emergency credit.  相似文献

Previous work suggests that remittances enable governments to reduce spending on public services and divert resources to serve their own interests. We argue this need not occur. Building on recent work which shows that the impact of remittances is contingent on the domestic environment in remittance-receiving countries, we hypothesize that (1) remittances are more likely to increase government spending on public services in democracies than in autocracies and (2) remittances are more likely to finance activities that deter political competition in autocracies than in democracies. Using a sample of 105 developing countries from 1985 through 2008, we find strong support for our hypotheses when examining the impact of remittances on public education, health, and military spending. We also provide suggestive evidence for the mechanism underpinning our results: micro-level evidence on remittance recipients’ preferences and political engagement.  相似文献

The objectives of this article are to assess whether or not the feminisation of agriculture is occurring in China, and if so, to measure its impact on productivity. To meet these objectives, we rely on three data sets that allow us to explore who works on China's farms and the effects of the labour allocation decisions of rural households on productivity. We find that since the late 1990s, the role of women has increased in both the supply of farm labour and in the duties that they take on in the management of farms. While this expansion is important, we further demonstrate that when women do a majority of farm work or manage the farm, their farms are equally efficient as farms managed by men.  相似文献

This study investigates the diversity in impact of innovation platforms (IPs) on agricultural networks and technology adoption among 1200 households in nine sub-Saharan Africa countries. We explore the extent to which the 32 IPs implemented adopted the Integrated Agricultural Research for Development Approach (IAR4D). We find that IPs implemented according to the IAR4Dness principles are better at promoting networks of households with other farmers within villages. We find that IPs with more active members were more successful in promoting agricultural technologies, while IPs with many different stakeholders were less successful in promoting agricultural technologies.  相似文献

Abstract

Our purpose was to find out to what extent civil servants—managers, specialists, and experts—in 13 Finnish ministries have confidence in their management systems. We defined trust as a kind of deep sentiment, more fundamental than mere acceptance, satisfaction or legitimacy. Trust and mistrust are strong motivators for cooperation and collaboration. They are logical outcomes of social interaction in terms of management systems and context. We found out that civil servants are more likely to trust management if it acts professionally with no emphasis on political factors. Ministers, for instance, can efficiently earn their trust with administrative experience and behavior norms. Our analysis showed that there are both well‐trusted and ill‐trusted components in management systems implicating that management must be the object of continuous development. As a whole civil servants have more confidence in work community than in strategy, structure, people policies, and administrative processes of the ministries.  相似文献

This article discusses the evolution of the Minnesota Parents’ Fair Share (MNPFS) program and to identify factors that have enabled the development of innovative practice in the delivery of a government sponsored human service program. The development and success of the MNPFS program is the result of utilizing contemporary models of shared leadership and enterprise management with committed frontline leadership from a variety of human service organizations. The MNPFS program is delivered and managed by frontline staff and leadership is shared by three Minnesota counties (Anoka, Dakota, and Ramsey) by staff from the courts, child support enforcement, income maintenance, and employment and training programs. Program services are targeted to unemployed or underemployed noncustodial parents whose children are on public assistance. The program is based on the assumption that children benefit when both parents contribute significantly to their children's economic and emotional needs.  相似文献

This paper investigates the food security and nutritional status of formerly displaced households (HHs). Using the 2006 Core Welfare Indicator Survey for Burundi we compare their food intake and their level of expenses with that of their non-displaced neighbours. We test whether it is the duration of displacement that matters for current food security and nutritional status or the time lapsed since returning home. We use log-linear as well as propensity score matching and an instrumental variable-approach to control for self-selection bias. We find that the individuals and HHs who returned home just before the time of the survey are worse off compared to those who returned several years earlier. On average, the formerly displaced have 5 per cent lower food expenses and 6 per cent lower calorie intake. Moreover, we find evidence in favour of duration of displacement as the main mechanisms through which displacement affects HH welfare. Results are robust after controlling for self-selection bias. Despite international, government and NGO assistance, the welfare of recent returnees is lagging seriously behind in comparison with the local non-displaced populations.  相似文献

This article aims to advance our understanding of and confidence in the relationship between employee public service motivation (PSM) and ethical behaviour by testing the degree to which PSM predicts the ethical behaviour or behavioural intention of government employees. Building on previous research, we argue that government employees with higher PSM are not only more likely to internalize values that support public interests, they also are likely to be concerned less about the potential consequences that they may experience by reporting unethical conduct within their agencies. Using data collected through a survey from 477 employees working in a large state agency, we find that supervisors with higher PSM are more likely to be perceived by their subordinates as exhibiting ethical leadership, supervisors exhibiting higher ethical leadership are more likely to have subordinates with higher levels of PSM and that subordinates with higher PSM express a higher willingness to report unethical behaviour within their agency. We discuss implications of these findings for research on PSM.  相似文献

Abstract

We examine the determinants of gender differences in schooling choices using data on 290,000 secondary school applicants in Ghana. Over a quarter of female students choose home economics as their preferred field of study compared to two per cent of males. We find that schooling choices vary significantly with academic performance and educational norms. Higher performing female students and those from districts with a history of gender parity in educational attainment are less likely to choose home economics. Differences across geographic areas account for more of the variation in schooling choices than observable individual, family, and school-level characteristics can explain.  相似文献

Since the Great Recession, some have argued that local governments have become ‘austerity machines’ that cut and privatize services and undermine unions. We conducted a national survey of US municipalities in 2012 to examine how service provision level and delivery methods are related to local stress and capacity, controlling for community need and place characteristics. We find that local governments are balancing the pressures of stress with community needs. They use alternative revenue sources and service delivery methods (privatization and cooperation) to maintain services. Unionization is not a barrier to innovation. Further, we find that ethnically diverse suburbs are providing more services than other suburbs, thus acting more like metro core cities. We find that the Great Recession has not dramatically shifted local government behaviour to a ‘new normal’ of fiscal austerity. Instead, we find municipalities practising ‘pragmatic municipalism’ to maintain their public role.  相似文献

Abstract

This research examined the relationship of three work shift characteristics (length, working more than 8 hours, working double shifts) to work outcomes, indicators of psychological well‐being and perceptions of hospital functioning during a time of considerable hospital restructuring and downsizing. Data were collected from 744 hospital‐based nursing staff survivors of these changes. About 60% of the respondents worked shifts that were 9 hours or longer and 20% had worked two shifts back to back. Younger, less experienced nurses worked longer shifts. All three shift characteristics were significantly related to frequency of nursing errors and injuries.  相似文献

Abstract

The Internet has been widely acknowledged as facilitating many forms of youth offending. Existing research has identified important drivers of young people’s involvement in online crime, yet this has overwhelmingly relied on school or college samples. As such, it tells us little about those young people that have left the formal education system—a group who are more likely perpetrators of juvenile crime more generally. Focusing on young people’s involvement in online piracy offenses, our analysis draws on data from a nationally representative survey of England and Wales to better understand the dynamics of involvement in online crime across the population. We assess the potential overlaps between online and offline offending, the role of differential association and deviancy neutralization techniques in shaping offending behavior, as well as the protective effect of strong family support networks in reducing involvement in piracy. We find that illegal downloaders tend to be young, male, and have a higher number of delinquent friends. We also find that many of these offenders do not confine their offending to online spaces, with involvement in offline property offenses also high among this group.  相似文献
