This article examines the insertion of women in the formal sector labour market in urban Khartoum, Sudan, in order to explain their inferior employment status in one particular developing country environment. A number of hypotheses are tested drawing upon recent labour market theoretical developments and econometric techniques from the literature which have had limited previous applications in Third World settings, particularly in Africa. Our findings indicate that occupational segregation, rather than pay discrimination, is primarily to blame for observed wage differentials suggesting that well‐intentioned equal pay laws will do little to reduce the earnings gap.  相似文献

Abstract

The aim of this paper is to see how Asian female entrepreneurs in the United Kingdom have developed and to increase our understanding of this entrepreneurial minority. The study looks at some of the more successful Asian women who are prominent in the United Kingdom by being featured in the top 200 Asian rich list. Both primary and secondary sources were used to profile these women. Open ended face-to-face interviews were also conducted with Asian women from second/third generations who had some business ownership stake in the more traditional low value added, labour intensive businesses. Questions centred around why they started their business, the support they received, the challenges facing them specifically as Asian women in business both at start up and beyond, their aspirations for the future of the business and their motivations.

The findings show that the gap appears to have widened between the more successful Asian business woman and those women who are still opting for low value added, labour intensive firms. The practical implications of this study are that Asian women are an increasingly important part of the SME group and thus increasing the quality of business provision, advice, start up and growth would make this vital sector even more productive. This study will also help sensitise and inform business support agents, banks, advisors both public sector and private. Understanding the needs of this entrepreneurial minority is important for academic, policy makers and support professionals.  相似文献

We analyse the inter-generational relationship of attitudes towards gender roles and their impact on individuals’ labour market participations in Egypt. We find a strong correlation between mothers’ and daughters’ perceptions of gender roles. Unlike the existing literature, perceptions are not associated with the labour market status even if we control for endogeneity issues using an instrumental variable regression. Furthermore, higher-educated females are more likely to be unemployed in Egypt. These results imply that perceptions among females are not translated into their labour market behaviour and the supply-side policies alone may not be sufficient for improving young women’s employment opportunities.  相似文献

This study uses a tracer survey of secondary school completers in Tanzania to analyse the impact of educational qualifications on labour market earnings. We show that the rates of return to the highest educational qualifications for wage employees are not negligible and, at the margin, provide an investment incentive. However, we find little evidence of human capital effects in the earnings determination process for the self-employment sector. Introducing controls for father's educational background and a set of school fixed effects designed to proxy for school quality and potential labour market network effects reduces the estimated rates of return to educational qualifications. A comparison of our results with the available evidence from other countries in the region suggest that, despite an extremely small secondary and university education system, the private rates of return to education in the Tanzanian wage employment sector are comparatively low.  相似文献

The economic crisis in Cameroon has provided a test for distinct causes of labour market segmentation. Many firms that previously followed rigid legislation have ceased to do so, while a traditional informal sector has continued outside almost all regulation. We categorise workers as informal, formal, or regulated, by firm characteristics, and test for labour market segmentation between these sectors. Direct legislation is the most significant cause of segmentation. We find limited evidence that the costs of becoming formal create rationing in formal‐sector jobs. While addressing both sets of rigidities would have maximum impact on unemployment in Cameroon, reforming direct labour legislation is likely to have the most beneficial short‐term impact.  相似文献

This article investigates the relationship between gender, wage inequality, and export‐led growth in South Korea. The persistent gender wage gap in Korea's manufacturing sector is found to be linked to women's segregation in the country's major export industries where real wage growth has lagged productivity growth, despite favorable market conditions that might drive up women's wages relative to those of men. The interaction of state‐ and firm‐level hiring, training, and promotion practices that structure women's and men's employment opportunities differently appear to have resulted in a relatively weaker fall‐back position for women in labour markets. Econometric results are consistent with the hypothesis that women's weaker fall‐back position limits their ability to bargain for wage increases commensurate with productivity growth. Further, evidence is presented which links gender wage inequality to the growth of Korean exports.  相似文献

In public services that are tax funded, public goods are sometimes marketized by being delivered using private companies instead of public organizations. In addition, marketization reforms can entail service users being described as customers for the service rather than as citizens. We assess the effects of these aspects of marketization reforms on users' willingness to co-produce public services. First, service delivery using private companies risks reducing users' willingness to co-produce because firms cannot commit ex ante to not appropriate donated labour for private gain. Second, using customer-oriented language risks reductions by priming individualistic market norms that lower prosocial motivation compared to citizen-oriented language priming citizenship duty. Using three survey experiments in the United States, we find that delivery structures are not neutral. Private firms delivering local public services reduce users' willingness to co-produce, although similar effects are not evident from primimg customer rather than citizenship thinking.  相似文献

Three sets of propositions are examined: privatization will lead to lower changes in industrial relations institutions and processes; privatization will lead to lower average levels of remuneration relative to public sector firms; and privatization will lead to relatively higher levels of efficiency. In this paper we analyse the impact of a variety of private standards on worker empowerment in the horticultural export sector in Peru. Empowerment is defined as workers’ knowledge of their own rights and workers’ perceived agency to improve employment conditions. We use data from a company and a two-round employee survey, and difference-in-difference propensity score matching methods. We find positive effects of private standards on worker empowerment, with core labour standards having a more pronounced effect than standards with a small focus on labour, and thus complement previous evidence on the effects of standards on tangible employee wellbeing.  相似文献

This study explores the effect of the 1992–1998 armed conflict in Tajikistan on the labour market outcomes by gender. The focus is on cohorts that were of school age during the conflict or recently entered the labour force. The regression analysis controls for the cohort and district-level exposure to conflict. Younger women but not men who also lived in regions more affected by conflict were at least 10 percentage points more likely to be employed than similarly aged women from lesser affected districts. These results suggest a change in female employment patterns potentially induced by war.  相似文献

Migration studies have been primarily based on the movement of individuals from developing to developed economies, with a focus on the impact of migrants on host country wages. In this study we take a different angle by exploring the labour productivity of migrant-owned firms versus native-owned firms in 20 African economies using firm-level data. We find that labour productivity is 78 per cent higher in migrant-owned firms than native-owned firms. Using the Oaxaca-Blinder decomposition method we find that structural effects account for 80 per cent of the labour productivity gap. Returns to manager education largely explain the productivity advantage of migrant-owned firms over native-owned firms. Interactions with the government, access to finance, informality, and power outages are also considerable contributors to the labour productivity gap.  相似文献

We use an ordered logistic model to empirically examine the factors that explain varying degrees of private involvement in the US water sector through public–private partnerships. Our estimates suggest that a variety of factors help explain greater private participation in this sector. We find that the risk to private participants regarding cost recovery is an important driver of private participation. The relative cost of labour is also a key factor in determining the degree of private involvement in the contract choice. When public wages are high relative to private wages, private participation is viewed as a source of cost savings. We thus find two main drivers of greater private involvement: one encouraging private participation by reducing risk, and another encouraging government to seek out private participation in lowering costs.  相似文献

Abstract

This article argues that adopting a gender perspective when regulating artisanal and small-scale mining (ASM) is both necessary and achievable. The authors analyse women’s often-ignored needs and experiences as workers, decision-makers and affected community members in the ASM sector. To address these concerns, this article sets out standards for regulating ASM to guarantee women’s access to services and information and women’s decision-making and representation; to address the specific risks women face in the sector; and to provide access to effective remedies. The authors use international instruments to identify good practice benchmarks from which legislators and policymakers can draw. The article also notes where global norms fall short of addressing women’s rights in ASM. Some of the limitations of this approach are also acknowledged, notably the challenge of establishing gender-responsive laws that can be feasibly and effectively implemented. Nonetheless, the proposed approach should be favoured to better respond to the highly masculinised nature of the sector and the differentiated impacts of ASM on men and women while recognising women’s roles as beneficiaries and productive agents of the sector.  相似文献

The labor market in Russia has changed significantly during the last decade. This transformation has resulted in notable changes in employment and unemployment patterns, and in labor mobility, flexibility and insecurity. One critical question is whether these changes signal important differences in labor market outcomes by gender. The approach taken here is to focus on the Russian industrial enterprise. In our study, we find that women experience different internal labor market opportunities and external job prospects than men and those differences in experience are reflected in the actual hiring practices at our firms, with men substituting for women, and women finding it particularly difficult to negotiate the increasingly closed labor market in Russia. At the same time important differences persist among women, differences that do not exist for men.  相似文献

A significant change in the structure of employment in Brazil in the period 1988–95 took place. Industrial employment fell, especially in the most traditional sectors such as clothing, textiles and footwear. There has been a shift of workers from the industrial sector to the services sector and an increase in the share of self‐employed workers and informal wage earners. The quality of jobs being created in the services sector are not of the same ‘quality’ as those in the industrial sector, leading to a deterioration of employment conditions and of the labour market performance. Hence the rate of unemployment is not a very good measure of labour market conditions during adjustment. The creation of jobs in general might therefore not be an explicit target under adjustment. Rather the objective should be trying to change labour market institutions in order to improve the quality of the jobs and the quality of the labour relations.  相似文献

Democratic transitions by many African countries have generated much analysis of the organisational features of political parties or their role in voter mobilisation during elections. Yet, scholars have largely overlooked how parties negotiate economic policymaking or interact with the private sector in countries that are incipient democracies and emerging markets. This article argues that the stability or fragmentation of the party system affects patterns of private sector development and shapes linkages between the state, business and labour. It compares Mozambique and Zambia to demonstrate how variations in party system characteristics influence the relationship between economic and political interests.  相似文献

This article examines a public/private sector initiative instigated by Leeds City Council to redress gender inequality in employment. It uses this independent initiative, Opp2k, to assess the business case for equality of opportunity in a ‘post‐feminist’ context. It considers whether or not intended outcomes will make a coherent attempt to redress structural inequality, or whether this is a response to demographic and economic trends indicating increased demand for female labour, finally it addresses the potential impact of public/private partnerships in implementing equal opportunities.  相似文献

Financial sector liberalisation has led to market failure on a massive scale. In industrial countries market failure led to the Great Financial Crisis that erupted in 2007 and continues into its fifth year. In developing countries liberalised financial markets have failed to provide access to financial services for the vast majority of households and firms. Small and medium-sized enterprises (smes), which are critical for employment, income creation and economic development, are particularly excluded by liberalised private financial markets. Market failure necessitates government intervention. To enhance smes' financial access requires an activist role by governments—not only by ensuring an enabling policy framework and financial infrastructure for smes, but also by supporting direct provision of financial services through national development banks and directed credit programmes. More broadly the crisis also provides an opening for a neo-structuralist development paradigm to replace the failed Washington Consensus. In this context activist financial sector policies should be integrated with industrial sector strategies.  相似文献

Using two years of intra‐household data from one area of the Papua New Guinea Highlands this article examines the impact of gender relations on household coffee production. Poor relative labour returns for women and the unequal distribution of tasks within the household were found to exert considerable influence on the level of household success in cultivating coffee. The article concludes with the construction of a model linking the intra‐household distribution of economic benefits, determinants of household resource allocation and underdevelopment.  相似文献
