According to several studies, poverty in rural Ethiopia has fallen significantly since the early 1990s, thanks to improved governance and economic liberalisation policies. This paper presents several arguments that challenge this view. The first questions the methodological foundations of the data from which these positive trends are derived: we argue that the original sampling frame was too small and unrepresentative to provide a basis for extrapolating national poverty levels or trends. The second argument questions the conceptual underpinnings of these studies: poverty estimates based on levels of current consumption fail to allow for non-income dimensions of wellbeing, nor for confounding factors such as seasonality, annual rainfall and food aid receipts. The third strand considers alternative sources of data on changes in wellbeing in Ethiopia: recent qualitative studies report that the poor perceive themselves as poorer and more vulnerable than poverty headcount figures suggest.

Finally, we report findings from our own survey in chronically poor and historically famine-prone Wollo. First, a significant proportion of households in the study area are destitute – destitution being defined as inability to meet basic needs, lack of key productive assets, and dependence on transfers. Secondly, the numbers of destitute people, and of people vulnerable to becoming destitute, have increased over the past ten years. Thirdly, the crisis of livelihoods underlying this trend is affecting entire communities – the dominant pattern is an aggregate downward shift, rather than stratification – and the decline of wealthier households is exacerbating the vulnerability of the poorest. These findings cast serious doubts on generalisations about poverty trends in Ethiopia. At the very least, national-level data need to be disaggregated: improving national trends may conceal pockets of entrenched poverty and a deepening livelihoods crisis in parts of rural Ethiopia.  相似文献

This study investigates the diversity in impact of innovation platforms (IPs) on agricultural networks and technology adoption among 1200 households in nine sub-Saharan Africa countries. We explore the extent to which the 32 IPs implemented adopted the Integrated Agricultural Research for Development Approach (IAR4D). We find that IPs implemented according to the IAR4Dness principles are better at promoting networks of households with other farmers within villages. We find that IPs with more active members were more successful in promoting agricultural technologies, while IPs with many different stakeholders were less successful in promoting agricultural technologies.  相似文献

ABSTRACT

There is continuous pressure on public managers to adopt information and communication technologies (ICTs) to transform the way cities work. E-government research provides insights on the institutional, organisational, and individual factors that shape technology adoption and use. Yet most studies on small and medium sized cities use cross-sectional data or rely on small samples. We lack a systematic understanding of how technology use in smaller cities has changed over time and where these cities are lagging. Drawing from a multi-year, multi-method national study of city government technology use, we describe advancements and gaps in the enactment of a range of technologies, from social media to open data portals, and explore variation across city population, department type, and manager age. Our findings show that smaller cities still lag in the adoption of key features while local government managers are more inclined to adopt and positively perceive social media than traditional ICTs.  相似文献

New information and communications technologies (ICTS) continue to consume an increasing proportion of local government expenditure. Contemporary explanations of why and how these technologies are introduced into organizations, however, are limited to accounts of strategic decisions taken by individual organizations. This article offers a new understanding of why and how ICTS are introduced into organizations by developing the emergent concept of policy networks to analyse the adoption of open systems in local government. In developing this analysis, the article advances the policy networks concept by arguing for a range of sectoral sub-networks which have emerged around the broader ICT network. Following from this, it identifies the principal actors in the local government ICT network, and their relationships. Finally, it presents a case study of the network in action, in the form of an analysis of the adoption of open systems technology in one metropolitan borough council.  相似文献

This study analyses social network effects on the adoption of mobile money among rural households in Uganda. We estimate conditional logistic regressions controlling for correlated effects and other information sources. Results show that mobile money adoption is positively influenced by the size of the social network with which information is exchanged. We further find that this effect is particularly pronounced for non-poor households. Thus, while social networks represent an important target for policy-makers aiming to promote mobile money technology, the poorest households are likely to be excluded and require more tailored policy programmes and assistance.  相似文献

Recent theoretical work hypothesises that a polarised society like South Africa will suffer a legacy of ineffective social capital and blocked pathways of upward mobility that leaves large numbers of people trapped in poverty. To explore these ideas, this paper employs a mix of quantitative and qualitative methods. Novel econometric analysis of asset dynamics over the 1993–98 period identifies a dynamic asset poverty threshold that signals that large numbers of South Africans are indeed trapped without a pathway out of poverty. Qualitative analysis of this period and the period 1998–2001 more deeply examines patterns of mobility, and confirms the continuation of this pattern of limited upward mobility and a low-level poverty trap. In addition, the qualitative data permit a closer look at the specific role played by social relationships. While finding ample evidence of active social capital and networks, these are more helpful for non-poor households. For the poor, social capital at best helps stabilise livelihoods at low levels and does little to promote upward mobility. While there is thus some economic sense to sociability in South Africa, elimination of the polarised economic legacy of apartheid will ultimately require more proactive efforts to assure that households have access to a minimum bundle of assets and to the markets needed to effectively build on those assets over time.  相似文献

Because of the importance of technology to the operations of modern terrorist groups, the factors that affect the technological sophistication of extreme organizations are of great interest. In this article, the process through which terrorist groups seek out and deploy new technology is examined by bringing to bear the deep literature that exists on technology adoption by commercial organizations. A framework is described that delineates not only the factors that influence a group's decision-making processes surrounding new technology but also the obstacles that stand in the way of the successful absorption and use of unfamiliar technologies by a terrorist organization. This framework, by taking a holistic view of the entire technology adoption process, sets out a methodology to both more reasonably predict the outcome of a group's technology-seeking efforts and to speculate about its future innovation efforts. Such a technology focused viewpoint provides a route to more fully inform risk assessment, especially with regard to the low probabilityhigh consequence technologies that have served as the focus of much recent counterterrorist deliberation. The lessons provided by the framework with respect to weapons of mass destruction terrorism and to novel counterterrorist routes are discussed.  相似文献

Abstract

“Twister,” developed by Miguel Freitas, is a social network platform centered around micro-blogging, much like Twitter. However, rather than relying on centralized servers owned and maintained by a single firm, Twister users operate a blockchain combined with distributed hash table (DHT)–like and BitTorrent-like protocols to both make posts and send private messages, and also to receive entries from other users. Twister’s raison d’etre is that it offers a social networking platform that cannot be censored and cannot itself censor. The software does not record the Internet Protocol addresses users use to access the service, nor does it notify other users of an account’s online/offline status. Growing adoption of blockchain services means that it is possible that the concept of decentralized social networks could become a norm. It is suggested in this article that blockchain-based peer-to-peer social networks present challenges to the current counterextremist practices for content removal and censorship. While there are methods to disrupt usage of blockchain-based peer-to-peer services, these approaches may have the net harm of curtailing bona fide use of legal and novel technologies. Given this opportunity cost, non-transitory online violent extremist content may need to be tolerated.  相似文献

ABSTRACT

This paper examines the trends, patterns, and determinants of Ethiopian domestic labour migration to Arab countries. The primary motive behind migration is to move out of poverty and to improve family living standards through remittances. Migration to Arab countries has intensified due to social networks, expansion of illegal agencies, and the relative fall of migration costs. This movement is also the result of a shift in demand away from Asian domestic workers who tend to seek higher wages, to cheap labour source countries such as Ethiopia. This underlines not only the complexity of human mobility across national borders but also indicates the importance of conceptualising this movement in a broader global perspective, going beyond the traditional push-pull factors embedded in origin and destination countries. Female domestic migrants have received marginal attention from policy-makers and their vulnerability to various forms of abuse and exploitation has continued over the years.  相似文献

This paper explores barriers to information sharing and how they might be overcome. Through a case study of the Texas General Land Office, computer-based information sharing is explored in the organizational setting. In particular, the State Real Property Inventory information system is examined in terms of utilization of hardware, software, and local area networks. In addition, managerial and user attitudes towards computer use are explored. We find a number of technological and organizational factors that need to be addressed in order to improve computer- based information sharing. These technological and organizational barriers combine to create an inefficient environment for adoption and use. Finally, we suggest some improvements on how management and users can utilize information sharing technologies in more effective ways in the context of structural integration of information technology.  相似文献

For large parts of the world's poor labour force, participation in global production networks (GPNs) is associated not with poverty reduction and ??social upgrading??, but with highly precarious, unprotected and exploitative forms of work and employment, resulting in a perpetuation, rather than alleviation, of chronic poverty. In this article, we seek to understand these dynamics of ??adverse incorporation?? in the context of Brazilian agriculture, focusing on the extreme ends of the spectrum of exploitation associated with what, in Brazil, is usually termed ??slave labour??. We explore two questions which reveal the circular character of adverse incorporation. First, to what extent, in what ways and under what circumstances does chronic poverty foster patterns of precarious and exploitative employment within GPNs for poor workers? Second, to what extent, in what ways and under what circumstances can the workings of GPNs, and the terms on which poorer workers are incorporated into them, be said to produce and reproduce chronic poverty?  相似文献

Recent geopolitical and economic changes have altered global social policy formation. The Bretton Woods multilateral development agencies (MDAs) have selectively incorporated ideas emerging from developing country states and decision makers, with a recent increased acceptance of social transfers as part of renewed efforts at poverty alleviation based on social risk management. There has been an instance in the use and promotion of conditional cash transfer (CCT) policies by MDAs. CCTs were a product of the emergence of a neo-structuralist welfare regime (understood as an ideal type) in Latin America – an attempt to reconcile neoliberal strategies of development with aspirations for guaranteed minimum incomes. The Bretton Woods and regional development bank MDAs have facilitated the adoption of CCTs in other developing countries, including the Phillipines. Here, a combination of actions by national political actors and MDAs has resulted in the implementation of a securitised and compliance-focused version of CCTs derived from the Colombian security state. Although poor Philippine households welcome income assistance, CCTs have acted to enforce further state monitoring without altering the national-based political and economic processes that replicate poverty.  相似文献

Research on changes in public administration associated with the adoption and use of information and communication technologies (‘informatization’), almost univocally supports the conclusion that shop floor discretion disappears under their influence. We, however, are ill at ease with this direction in thought about discretion. Our unease is based on the scholarly work about practices, organizational learning and responsiveness. In this article, we test the thesis on the relation between informatization and operational discretion in an empirical research of operational discretion and informatization in two Dutch public agencies, both large and both automated. Our findings show that informatization does not destroy operational discretion, but rather obscures discretion. Based on the work of Argyris, we show that the phenomenon at work is ‘participatory boundary practices’, the direct personal ties that keep an organization together. ICTs destroy such links and thereby affect organizational learning.  相似文献

There is a renewed interest in whether land reforms can contribute to market development and poverty reduction in Africa. This paper assesses effects on the allocative efficiency of the land rental market of the low-cost approach to land registration and certification of restricted property rights that was implemented in Ethiopia in the late 1990s. Four rounds of a balanced household panel from 16 villages in northern Ethiopia are analysed, showing that land certification initially enhanced land rental market participation of (potential) tenant and landlord households, especially those that are headed by females.  相似文献

More subtle than the manifestations of poverty are the paradigmatic means of sustaining, deepening or lessening it. Indeed, dominant knowledge structures are insinuated in policy making and conventional anti-poverty measures, some of which reflect the poverty of the intellect. Ensconced in distinctive contexts, poverty itself is shaped by the template of neoliberal globalisation. This paradigm promises that economic gain will benefit all who are faithful to its principles. It evokes a vision not only of economic well-being but also of distributive justice, including poverty reduction. In its centrist and reformist guises, the orthodox anti-poverty paradigm may be best understood as a chain of relationships: neoliberal concepts, a preoccupation with methods for measuring results, a loathness to tackle underlying factors that generate widespread privation, gender ideology, and the delinking of economic reform and social policy. On the rise, too, is growing resistance to this consensual thinking, mainly from transnational civil society organisations and allied intellectuals. Six priorities are suggested as the basis for forming multiple, decentred paradigms to expunge poverty. The challenge is to produce homegrown knowledge structures that open to learning from other experiences.  相似文献

The employment of information and communication technologies for the delivery of information and services has been considered a major objective of the modernization agenda of municipalities. This article contributes to the advances in the e‐government literature by assessing the current status of ICT adoption among larger Italian municipalities and investigating whether the municipalities at a more mature stage of e‐government adoption share any distinctive characteristics. The results show that some organizational factors, rather than environmental ones, show a positive association. However, the analysis also shows that most of the Italian municipalities involved have undertaken a non‐linear e‐government adoption process, which currently results in low diffusion of more mature stages of ICT adoption for the delivery of services to citizens and businesses.  相似文献

Identifying household-level welfare dynamics and associated dynamic poverty trap thresholds can have important implications for the targeting of poverty reduction policies. The small existing empirical microeconomic literature has found evidence both for and against poverty traps. Using household panel data from rural Pakistan and Ethiopia, this article examines whether these different results are likely driven by differences in estimation methods or whether they reflect actual differences across settings. It applies the estimation methods from the existing literature to the same two datasets and also proposes a novel semiparametric panel data estimator that combines the advantages of the previous fully parametric and nonparametric approaches. The results suggest that absent any dynamic poverty trap thresholds the effect of using different estimation methods is secondary, having a small influence on the estimated long-term level of household well-being but not the identification of multiple dynamic welfare equilibria and associated dynamic poverty thresholds. Households in rural Pakistan and Ethiopia seem to be stuck in a static, structural-type poverty trap facing an expected level of long-term well-being that places them squarely in poverty.  相似文献

Abstract

Development policies in the pastoral areas of Africa assume that pastoralists are poor. Using the Afar pastoralists of Ethiopia as the focus of research this article challenges this depiction of pastoralism by exploring pastoral livelihood goals and traditional strategies for managing risk. Investment in social institutions to minimise the risk of outright destitution, sometimes at the cost of increased poverty, and significant manipulation of local markets enable the Afar to exploit a highly uncertain and marginal environment. Improved development assistance and enhanced targeting of the truly vulnerable within pastoral societies demands an acceptance that pastoral poverty is neither uniform nor universal.  相似文献

ABSTRACT

The meaning of personal relationships for Ethiopian migrants to Johannesburg is shaped by individual connections, by imported social networks that are adapted in the host city, and by the particular conditions of livelihood creation in the emerging Ethiopian entrepreneurial enclave of ‘Jeppe’. In their migration individuals experience both rupture and reconnection – with relatives, as well as through relationships and networks that constitute social capital in Johannesburg. The social world of Ethiopian migrants in this entrepreneurial enclave is complex. Many social connections and dislocations are affected by the life choices in which income generation and economic relations are the primary aim and social relations are necessarily secondary. Others are influenced by the strength of informal social networks that serve the needs of Ethiopian migrants. And, far from ‘here’ and ‘there’ being connected through the use of technology and advanced connectivity, ‘home’ and Johannesburg are experienced as quite separate and different places.  相似文献

While the adoption of modern rice varieties (MVs) increased labour requirements for crop care and other activities, it might have induced the adoption of labour‐saving technologies. Thus, whether the net impact of MV adoption on labour demand is significantly positive is still debated in the green revolution literature. Using farm‐level survey data collected in Central Luzon from 1966 to 1990, this study estimated simultaneously the labour‐saving technology adoption and the labour demand functions. We found, among other things, that MVs increased labour demand significantly without inducing the widespread adoption of labour‐saving technologies.  相似文献
