This study examines the role of formal institutions and rules of government in the formation of joint venture agreements for economic development. Research suggests local governing arrangements play an influential role in the policy area of local economic development. This study presents an argument that form of government provides incentives that influence the decision to establish a developmental, redistributive, or regional interjurisdictional agreement. The results of a multinomial logit model using survey data collected from 12 metropolitan areas provides evidence to support the hypotheses that unreformed governing institutions, compared to cities with an appointed professional manager, are more likely to form joint venture agreements that are developmental in nature.  相似文献

This article offers an alternative understanding and a critique of how South Korea's development has been interpreted by various scholars. The proponents of developmental state overlook the fact that South Korean dirigisme harmed equity, democracy, social cohesion, and thus the people's ability to take the initiative and form a viable civil society. By considering how the state meddled with the economy as a deliberately selected course, an analysis can be made of the dysfunction of developmental statism or “diseased” dirigisme. The inequity between the deprivations suffered by small firm operators and other citizens and the gains reaped by a few business conglomerates (or chaebol), remains symptomatic of South Korea's dirigiste disease. The dominant themes in the current economic discourses are privatisation, marketisation, deregulation and the rolling‐back of the welfare state. However, liberalising the economy without state reform may aggravate the dirigiste disease in South Korea. By linking the state‐led and people‐centred arguments, this article provides a fresh discourse on principles of policy‐making and state‐action to broaden the valuation of development beyond economic efficiency or competitiveness.  相似文献

Conclusion This paper has been devoted to an assessment of contemporary theories of political and economic development. Specifically, it operationalized and evaluated the hypotheses of the most influential current approach referred to as developmental theory. A comparative study of four regional areas in Latin America concluded that this theory was conceptually and empirically inadequate to the task of explaining the results. Although the theory of structured underdevelopment was not specifically addressed by the research design, it did conform better to the results and suggested an alternative theoretical statement. The hypothesis put forward for subsequent evaluation stresses structural factors related to comprehensive and coordinated organizational forms which, in turn, are explicitly related to varieties of economic development.  相似文献

The growth performances of the Israeli economy during the years 1948–1973 were excellent by any criteria, and are comparable to the “miraculous” performances of South Korea and Taiwan. Excellent economic performances in the three countries were accompanied by the presence of an autonomous and an interventionist state as well as by strategies of governed development (in the spheres of finance, investment, and international trade). The comparison is used, to shed new light on the Israeli political economy as well as on the replicability of the developmental state model across regions, cultures, and political regimes. First, by comparing the three countries and pointing to the similarities in the role and autonomy of the state, the article offers a different interpretation of the Israeli economy from that offered by both neoclassical and neomarxist interpretations of the Israeli political economy. Second, successful cases of develoment are rare in our world; this should make the study of the Israeli political economy a valuable case-study for the proponents of the developmental state model. By pointing out the similarities in the growth performances and the developmental strategies of Israel, Taiwan, and South Korea, as well as the dissimilarities in their political regimes, their cultural traditions, and their regional settings, this article further strengthens the arguments in favor of state-guided economic development in developing countries. ABSTRACT

In the United States, competition among cities for economic development tends to be the norm. Cities are also collaborating more to improve their economic advantage. However, transaction costs inhibit various of interlocal agreements from being formed. This study examines the role of multilateral institutions in facilitating interlocal agreements for economic development. An analysis of survey data collected from city governments in eleven US metropolitan areas highlights the importance of regional institutions in moderating the effect of coordination problems on the formation of developmental joint venture agreements. The findings complement extant research on the governance mechanisms that mitigate transaction costs of collective action.  相似文献

The World Bank and UNDP have proposed that migration and mobility facilitate economic development. Yet the epidemiological and public health literature has often associated migration and population mobility with the extension and intensification of infectious diseases, most recently epitomised by the AIDS pandemic. Within the context of the well-documented negative developmental impact of AIDS, this suggests a potential clash in perspectives on the role of migration. However, if insights from public health can be incorporated into broader development perspectives, it may be possible to realise the developmental benefits of migration while mitigating or avoiding any associated health concerns.  相似文献

Communications and development in the broadest sense of the terms are examined in relation to evaluation of the work of the Communication Foundation for Asia (CFA). CFA produces, in conjunction with public and private development agencies, flip-charts, comics, a fieldworker's handbook for use in family planning education, sound cassette magazines for agricultural extension work, booklets and sound-slides on forming cooperatives, and other educational materials. CFA operates in the Philippines. A developmental radio drama produced by CFA delivered a pro-development message, one that tells people they can do something about their conditions/situations, compared to the passive, consumer-oriented commercial radio drama. The most prominent theme was achievement. The characters had complex motivations and displayed wide range of motives. Like other forms of propaganda, developmental radio drama is not welcomed by radio station owners. Not many people in the industry perceive the opportunity for increasing overall development and economic growth. All pressures from commercial radio are in consumerist directions while developmental drama encourages production.  相似文献

This article provides a critique of the Thailand 4.0 strategy to push the country out of the middle-income trap through innovation-driven, inclusive and sustainable growth. First, it argues that the policies have insufficiently analysed the persistence of structural hierarchy and uneven development in the global political economy, which will constrain Thailand’s catch-up success in the future. Second, based on writings about progressive mission-led industrial strategies, it is argued that Thailand 4.0 ought to embed a progressive social and environmental agenda more clearly in its industrial strategy. Third, it is argued that Thailand 4.0 neglects to address the high concentration of political and economic power in the country, and also continues to allow unequal access to the policymaking process that has led to socio-environmental problems. Overall, this article argues that Thailand 4.0 will increasingly aggravate the two-tier fragmented nature of the political economic system of Thailand, where few can reap the biggest shares of the surplus and participate in more advanced sectors of the economy. It also calls for a more progressive industrial strategy and an alternative developmental path.  相似文献

This article highlights the importance of housing and transportation networks in a development process with special emphasis on economic development efforts at the national and regional levels. The major characteristics and developmental aspects of housing and transportation are presented first. Then, legislative policies of the United States are used as examples of successful efforts in the development of these two infrastructures followed by brief explanations of those policies as they relate to development of housing and transportation in that country. Because an economic development effort usually signifies a need characterized by very limited capital, particularly in developing countries or in former nations of the eastern bloc, special attention is focused on financial mechanisms used in policy implementation. Ardeshir Anjomani is associate professor of city and regional planning in the School of Urban and Public Affairs at the University of Texas at Arlington. His research and publications have centered on the developing world, analysis of urban and regional problems, and land use and transportation issues. Following the stagnation of negotiations with the African, Caribbean and Pacific states, the centrepiece of the European Union's (EU's) trade and development strategy has been a reform of the Generalised System of Preferences. Although policy-makers in the Commission's Directorate General for Trade have argued they are ‘refocusing’ these preferences on the ‘neediest’, by rendering a significant proportion of emerging economies' exports ineligible for the scheme, this article argues that the reform is actually part of a broader ‘reciprocity’ agenda being pursued in the context of the current economic crisis. This is about ensuring the EU possesses sufficient offensive leverage in ongoing free trade agreement negotiations, rather than representing any mercantilist move towards greater domestic protection. In arguing that the EU's developmental trade agenda is increasingly subordinated to commercial imperatives, this article adds to a literature that has situated the study of EU trade and development policy within the field of political economy.  相似文献

The Chilean economy has grown by leaps and bounds over the last decade, thanks to a dramatic increase in export activities (and earnings), and the emergence of a more entrepreneurial capitalist class. This article attempts to explain that remarkable phenomenon using original data on entrepreneurs in one of Chile’s most important new export industries, namely, fishing. The central argument of the article is that domestic entre-preneurship flourished during the Pinochet period not because the state “got the economic environment right,” as the neoliberal ideologues are wont to argue, but rather because the Pinochet government behaved, in several important senses, like a “developmental state,”a la the states of East Asia. The analysis also reveals a heretofore ignored role of a developmental state, which is to help produce a new capitalist class culture. In the Chilean case, it was state policy as well as ideology that gave rise to a new generation of entrepreneurs. Rachel A. Schurman is assistant professor in the Energy and Resources Group and the Department of Sociology at the University of California at Berkeley. Her primary interests are in environmental sociology, and the role that natural resource industries play in regional economic development. She is currently working on the changing character of the tuna industry in the Western Pacific afters the Third U.N. Convention on the Law of the Sea. In this article it is argued that one must distinguish between the arbitrary, short-run power of the state and the long-run, infrastructural power of the state. Game theory concepts are used to illustrate these ideas and successful development is linked to the infrastructural power of the state. The evolution of the latter is related to culture/ideology and this is given operational meeting within the context of simple game theory. The historical experience of Japan is utilized to illustrate these ideas. Dr. Richard Grabowski is a professor of economics at Southern Illinois University-Carbondale. This paper examines why the Singapore developmental state, unlike the other East Asian developmental states, has shown no signs of devolving but instead appears to be strengthening its position within society by embarking upon several ‘post-industrial’ economic programmes. By utilising a class relations perspective, the paper argues that the resilience of the Singapore developmental state results from the continued weakness of the domestic capitalist class as well as from the state's collaboration with transnational capital and government-linked corporations. At the same time the working class has continuously been ‘incorporated’ by the state. To illustrate these processes, the paper examines Singapore's Biomedical Sciences Initiative, and the Work Restructuring Scheme, which have reinforced the supremacy of the Singapore developmental state, particularly in the economic sphere. The paper concludes that developmental states need not necessarily devolve, if they can continue to provide economic growth as well as to carefully ‘manage’ class relations in society.  相似文献

The development of a research park at The University of Connecticut has been frustrated for a decade by a series of bureaucratic and political obstacles. Problems associated with contracting out to a private developer and using a mixed implementation model, the regulatory reviews by state agencies, and the role of local authorities have been compounded by adoption of multiple objectives and the intervention of exogenous factors. Plural actors and polylateral political relationships restrict the university's ability to control and guide the project and to achieve the desired benefits. Among the many lessons drawn from the case are the need for careful design of the developmental model, realistic political assessments and economic analyses, and recognition that such projects require time measured in decades before they are likely to succeed.  相似文献

This article evaluates the development of militant Islamic threats in Southeast Asia from the early 1990s onwards and its security implications for the Association of Southeast Asian Nations (ASEAN). The analysis contends that the extent of extremist Islamic infiltration of the region was obscured by governmental rhetoric, along with much Western opinion, which argued erroneously that ASEAN was following a unique developmental path based on shared regional values that had resulted in economic growth and political stability. However, by ignoring underlying religiously motivated tensions within and among its membership, and by refusing to countenance mature debate about them within their societies, ASEAN has succeeded only in incubating its potential nemesis.  相似文献

This article examines the evolution of class politics and developmental strategies in the state of Kerala in South India. Following Independence, lower‐class mobilisation produced an agrarian transition and resulted in the consolidation of a redis‐tributive‐welfarist state. Since the early 1980s, however, the economic contradictions of labour militancy and redistribution in a sub‐national economy have resulted in the decline of the politics of class struggle in favour of the politics of class compromise. Labour militancy and opposition to capital have given way to corporatist arrangements that emphasise accumulationist strategies of development. This transition has been made possible by the mediating capacity of an interventionist state and the politically hegemonic position of the working class.  相似文献

The central concern in this paper is with the way we think about economic development at the local level. I turn first to a look at the local context of economic development policymaking, then to the strategy derived from this context and the resultant “politics of growth”. Finally, I focus on the need for a theoretically grounded model to evalate the economic development efforts of local public officials. Mayors and scholars alike must begin the task of building such a model by first recognizing the importance of conducting their work within a theoretical framework which places the city within the larger political, social, and economic context which defines it. The central reality of that wider context, I argue, is that the business community dominates economic development politics: businessmen Issue commands (as a condition of investing in the local economy) and politicians offer inducements (in competition with other politicians for that investment).  相似文献

Observers of Russian state market relations typically consider the state as an entity engaged in creating rent-seeking opportunities for bureaucrats or powerful economic interests. The trajectory and outcomes of electricity sector reforms demonstrate the limits of this perspective and serve to highlight a developmental strand in Russian economic policy, which I call post-Soviet developmentalism. I found that post-Soviet developmentalism is key to understanding the patterns of market institutions that have emerged in the newly liberalized electricity sector and that they cannot be adequately explained if the state is largely seen as a predator or as captured by oligarchic interests. A close analysis of the institutional underpinnings of new electricity markets suggests that they were shaped in political bargains, in which the government sought to enlist Russia’s oligarchic conglomerates for its modernization agenda and developmental priorities. The paper links this discussion to three sets of theoretical literatures: It speaks to the debates on the post-Soviet transition, more broadly to the political economy of market reform, and finally, it addresses the developmental state literature.  相似文献

Expertise stemming from the psy disciplines is increasingly and explicitly shaping international development policy and practice. Whilst some policy makers see the use of psy expertise as a new way to reduce poverty, increase economic efficiency, and promote wellbeing, others raise concerns that psychocentric development promotes individual over structural change, pathologises poverty, and depoliticises development. This paper specifically analyses four aspects of psy knowledge used in contemporary development policy: child development/developmental psychology, behavioural economics, positive psychology, and global mental health. This analysis illuminates the co-constitutive intellectual and colonial histories of development and psy-expertise: a connection that complicates claims that development has been psychologized; the uses and coloniality of both within a neoliberal project; and the potential for psychopolitics to inform development.  相似文献
