The rise of new economic powers has seen increasing attention focused on the international role of the BRICS countries. Importantly, a common feature uniting the BRICS is that they are all resource-rich, and many analysts (and some BRICS governments) have argued that natural resources are one of the key factors propelling the rise of the group. This article explores the BRICS’ emerging status as ‘resource powers’, examining how resource wealth underpins their economic development and foreign policy strategies, and thus contributes to their growing influence in international affairs. It is argued that through the use of nationalistic mining and energy policies, the BRICS governments have exploited natural resources for both domestic economic and international diplomatic objectives. However, there are several challenges and emerging risks facing the BRICS’ resource strategies, which mean that resource wealth is making a positive – though inherently limited – contribution to the growing international status of the group.  相似文献

Using data on women aged 50 and over from the WHO’s Survey of Ageing and Adult Health for China, Ghana, India, the Russian Federation and South Africa (N = 17,009), we assess associations between widowhood and socio-economic, health and quality of life deprivations. We find variations in the prevalence and timing of widowhood across the study countries, and associations between widowhood and being in the poorest wealth quintile for all five countries. For other deprivations, national experiences varied, with stronger and more consistent effects for India and China. These findings challenge generalised claims about widowhood and call for more contextualised analysis.  相似文献

Using data from the extended section of the 2010 Mexican census (2.9 million households), we study how school enrolment is associated with wealth inequality and with the educational environment the child is exposed to at the household and municipal levels. We provide robust evidence of wealth inequality as a negative predictor of school enrolment for children in primary, secondary and high school age ranges while a positive role is played by the educational environment. Through the introduction of interaction terms, we account for how economic and educational variables are intertwined at both the household and the municipal level, and we are able to illustrate the considerable heterogeneity in the role of adult education for households at different standards of living.  相似文献

An impressive portfolio of case-study research has now demonstrated how and through what means the BRICS (Brazil, Russia, India, China, South Africa) countries have sought higher social status. However, this field of research lacks systematic means of evaluating this status-seeking. This article fills this lacuna by developing a mixed-methods framework enabling scholars to zoom in and compare individual states’ relative status performance. Using diplomatic representation as a proxy for status recognition and comparing it to a country’s status resources (wealth), the framework indicates how successfully countries have generated recognition from the international society. The findings show that China’s economic ascent has been matched by increased recognition, and that South Africa enjoyed an almost immediate ‘status bounce’ following apartheid, turning it from a pariah to a significant overperformer. Russia should be understood as an ‘overperforming status-dissatisfied power’ while India’s status performance has been around ‘par’ for a country of its economic resources. Lastly, Brazil underperforms more than any of the other BRICS, especially since its democratic transition. The findings highlight considerable variance in the type and duration of gaps between status resource and recognition and suggests that rather than treating these as ‘inconsistencies’ awaiting correction, they can and should be accounted for by case study analyses.  相似文献

In line with the current global trends, most Latin American countries have adopted promarket reforms, including privatization, deregulation, and liberalization, under the auspices of various market-friendly regimes and international financial agencies. They carried out privatization exercises based on the rationales that privatization would enhance competitiveness and efficiency, overcome economic stagnation and fiscal crisis, eradicate poverty and unemployment, reduce external debt, and increase foreign investment. In opposition to these rationales, however, the actual socioeconomic conditions in most Latin American countries have hardly improved, and in many cases, the situation has worsened. This article attempts to offer a more critical account of the outcomes of privatization by evaluating the trends of economic realities in Latin American countries before and after privatization programs were adopted. It is found that except for a few cases, most Latin American economies have not performed well during the privatization period in terms of various economic criteria. The article then explores why privatization remains a favorite policy option in Latin America despite its dismal outcomes during the policy period.  相似文献

This study examines the nature of the environment in which public budgets and public enterprises are managed in developing countries in Sub-Saharan Africa. It develops a model of the environmental dimensions in the general environment and dimensional components in the task environment of public budgeting and public enterprise management including the economic, political, socio-cultural, and technological dimension which determine public budget and public enterprise management in developing countries like those in Sub-Saharan Africa. The implications of those environmental dimensions and their components are evaluated for budgetary processes and budgetary outcomes in selected countries in Sub-Saharan Africa - Kenya, Nigeria, Tanzania, and Ethiopia. The impact of economic dimensions in inducing repetitive budgeting in the budgetary processes of developing countries was highlighted. The results of the analysis of expenditure patterns in these countries tend to support the greater strength of the economic functional dimension in influencing budgetary outcomes. The implications of the environmental dimensions of the model for the management of public enterprises was also investigated. Numerous dimensional components of the major dimensions of the model developed in the study were found to have had an impact on the development of the public enterprise sector in developing countries like those in Sub- Saharan Africa. Moreover, the performance of public enterprises was strongly linked to the dimensions and components of the model. The interactive effects of public enterprise management on public budgeting in developing countries is also addressed as a consequence of the environmental model. Reform efforts must contend with altering the environmental state depicted in the model or accommodating to it.  相似文献

The article outlines the footprint of international economic interests under state socialism, and considers in more detail the economic integration of the postcommunist countries into the world system in the post-1989 period of the building of capitalism. The focus of the article is on the extent of economic globalization of countries and their economic corporations. It is contended that the globalization of capitalist companies and the direct role of global economic forces had little importance under state socialism. Since 1989, policy in the former state socialist countries has been geared to “joining” the world system, optimistically its core. Important differences have developed between the postsocialist states with respect to economic penetration and exposure to the world market. The outcomes have not fulfilled the expectations of early advocates of transformation and entry to the world economy. Although the new member states of the European Union have entered the world economy as formal members of the “core,” they are not economically equal to the dominant “old” members of the EU. In all the postcommunist countries, there is an absence of large scale global companies, of comparable levels of innovation, research and development. Russia is a resources rich country, a “hybrid” social formation containing elements of state economic control, national capitalism, and global capitalism. I conclude that the semi periphery is not a transient category in the world economy; it has potential for persistence and renewal.  相似文献

Many European countries have decentralised governance structures to local communities with the direct election of mayors by local residents. This article provides a case study from Israel to assess the interplay between education and local politics. It investigates election outcomes for 75 locales, with a focus on the unique tensions involved in the dual loyalties of mayors to local parents, on the one hand, and state officials, on the other. Mayors who developed conflict relationships with both the local parents and state officials were found most likely to leave office. Conflicts over education are a clear indicator of impending political defeat, but amicable relations with parents and state officials are no automatic guarantee for re-election.  相似文献

This paper uses panel data over the 1960–2000 period, a modified neoclassical growth equation, and a dynamic panel estimator to investigate the effect of higher education human capital on economic growth in African countries. We find that all levels of education human capital, including higher education human capital, have positive and statistically significant effect on the growth rate of per capita income in African counties. Our result differs from those of earlier research that find no significant relationship between higher education human capital and income growth. We estimate the growth elasticity of higher education human capital to be about 0.09, an estimate that is twice as large as the growth impact of physical capital investment. While this is likely to be an overestimate of the growth impact of higher education, it is robust to different specifications and points to the need for African countries to effectively use higher education human capital in growth policies.  相似文献

This paper investigates the determinants of demand for higher education mobility from students in developing countries to Europe. Used together with various linguistic relations, we emphasise the relevance of informal and formal networks in explaining resistance to student migration. The former are made up of friends or previous students while the latter are formal partnerships that have been established among higher education institutions. Overall, our results show that, apart from the usual economic considerations, student mobility is strongly correlated with non-monetary factors specific to origin and destination, such as socio-demographic characteristics, individual beliefs, and institutional profiles.  相似文献

This paper examines the effects of natural resource abundance on social spending in dictatorships. Natural resources, particularly oil, provide authoritarian leaders with economic rents without widescale labor force participation. I argue that dependence on natural resource production thus reduces dictators’ incentive to invest in human capital, which is reflected in lower levels of social spending. Using a panel dataset of authoritarian regimes between 1972 and 2008, I find that oil abundance leads to significantly lower levels of social spending by authoritarian governments. The negative effects are especially prominent concerning expenditures for public education and health: when an authoritarian country earns ten more dollars per capita from oil production, per capita spending on education and health decreases by approximately 1%. Extended analysis shows that the negative impact of oil on social spending is peculiar to authoritarian regimes; no impact of oil wealth on social expenditures is found among democracies.  相似文献

This article assesses differences in the way local government associations organise to influence EU legislation in different countries. EU policy outcomes have an increasing financial and administrative impact on local government. This has been increasingly recognised by both EU institutions and many national governments, and recent reforms have sought to ensure greater involvement of local authorities in the preparation of EU proposals and domestic pre-negotiations, with an emphasis on the aggregation of local government interests via European and national local government associations. Research suggests that representative organisations need to be well resourced to be able to mobilise at both European and national level to influence EU proposals. This article empirically assesses these claims by examining attempts by local government associations in England, Denmark and Ireland to influence EU environmental directives. The findings suggest that financial, staffing, and informational resources, as well as structural issues, are important factors influencing how local government representative bodies respond to EU legislative proposals.  相似文献

Official corruption is frequently associated with the abundance of valuable extractive resources. This article reviews the worst cases of ‘resource curse’ in Africa—Angola, Republic of Congo, Democratic Republic of Congo, Equatorial Guinea, Gabon, and Nigeria—in light of the most recent developments. Despite its systematic association with public corruption, however, mineral wealth is neither a necessary nor a sufficient condition. Corruption is widespread in resource-poor countries as well—in Africa and elsewhere—and some resource-rich African countries such as Botswana have a record of good economic performance and high public integrity, suggesting specific ways in which transparency and accountability for the use of mineral resources can be encouraged and corruption correspondingly reduced. Because corruption in resource-rich African countries is heavily influenced by external interests, particularly the multinational extractive industries, recent initiatives by the United States and the international community to foster transparency carry a significant potential for reducing corruption and improving governance.  相似文献

Earlier studies by Tsui and Bogue (1978) and Mauldin and Berelson (1978) suggested that family planning efforts account for 3-4 times the variance in fertility than is explained by indicators of socioeconomic development. This paper replicates, extends, and revises these analyses. Selection of a different set of countries for sampling was found to have little effect on the earlier results. In addition, neither factor scaling nor the addition of distributional variables had a substantial effect. However, weighting countries by population size was found to produce a decline in explained variance. It was found that although family planning has a stronger direct effect on fertility than any other variable when countries are considered, the effect of education is stronger when people are considered. When more developed countries were included in the analysis, the combination of prior fertility and mortality explained almost all the variation in current fertility. This finding suggests that fertility is more responsive to longterm, stabilized changes in mortality than to short-term changes. 4 methodological conclusions are derived from these analyses: 1) unless a sample of countries is overtly biased, the selection of a sample on the basis of available data has little impact on the results; 2) stepwise methods can be utilized to avoid the inclusion of a large number of variables in a regression equation; 3) weighting of cases has a substantial impact on results; and 4) since most variables have little direct influence on fertility change, analysis should be extended to examine indirect influences. These results suggest a policy which invests economic resources in education and mortality reduction as well as family planning efforts. Investments in primary and secondary education may reduce mortality as well as fertility.  相似文献

Recent research on the international diffusion of democracy has focused on demonstrating how diffusion can change regime outcomes. Although there is still debate within the field of democratization over how important democratic diffusion is relative to domestic factors, autocratic leaders believe that democratic diffusion can be a threat to their rule. It is clear that some countries, such as North Korea, prevent diffusion by severely restricting interactions with foreigners and forbidding access to external sources of information. The more intriguing question is how the states that have economic, diplomatic, and social linkages with democratic states prevent democratic diffusion. In other words, what methods do globally-engaged, autocratic governments use to limit exposure to and reduce receptivity to democratic diffusion?In addition to using coercion and economic patronage, autocratic states utilize two non-material mechanisms to prevent democratic diffusion: 1) restricting exposure to democratic ideas and 2) developing alternative narratives about democracy to reduce local receptivity to democratic diffusion. Sophisticated autocratic leaders can limit receptivity to democratic diffusion if they convince citizens that those ideas are “foreign,” will cause “chaos,” or if they believe they already have their own form of democracy. I explore these methods of establishing firewalls to prevent diffusion by examining the cases of China and Kazakhstan, two countries where a high level of economic linkage coincides with a successful continuation of autocratic rule, despite the global spread of democratic norms. China has developed extensive methods to restrict access to foreign ideas about democracy while Kazakhstan has mainly focused on developing an alternative narrative about democracy. This article contributes to the literature on authoritarian persistence and democratic diffusion by investigating the internal methods autocratic leaders adopt to ensure that democratic diffusion does not threaten their rule.  相似文献

Anecdotal evidence and generalisations abound concerning the employment outcomes of secondary school and university leavers, but there is very little solid, accurate information on what these groups in African countries do after they have completed their education. Using tracer surveys, this paper presents comprehensive time-series information on the activity profiles of representative samples of secondary school leavers and university graduates in Malawi, Tanzania, Uganda, and Zimbabwe. The paper shows that much of the anecdotal evidence surrounding the labour market outcomes of these groups is spurious. While employment outcomes are generally much better than expected, the tracer surveys highlight the enormous challenges of educating and subsequently utilising secondary school leavers and university graduates in an efficient and effective manner in low-income African countries. In particular, given the paucity of new employment opportunities in the formal sector, much more needs to be done in order to ensure that both these groups are better prepared for productive self-employment, especially in high growth and higher skill activities.  相似文献

Drawing on a unique set of surveys, this article explores the question of whether Russia's post-communist business associations are generally antithetical to or supportive of the broad objectives of economic restructuring. Contrary to the most widely cited analysis as to the purposes of collective action in the business community, the survey evidence demonstrates that association members have embraced market-adapting forms of behaviour at greater rates than non-members. The responses of both firms and associations, moreover, suggest that the associations themselves are, at least in part, directly responsible. These findings point to the conclusion that in contemporary Russia the net returns to collective action in support of market development are high relative to those for purposes that are less supportive.  相似文献

Research on how the decision to bid for the Olympics is made, the resources and processes involved in the bidding process and how a country responds to a failed bid is important. These aspects are embedded in a range of political and economic processes from the local to the global level. The Olympic Games is the ultimate mega-event. This article uses the case study of the Cape Town 2004 Olympic Bid (CTOB) to examine the above aspects, highlighting the global dimensions of bidding for major events. The CTOB illustrates that contemporary sport associations and structures are strongly influenced by emergent global forces such as global capital and dominance by certain regions. This often results in countries being disadvantaged from one of two sides. Either they cannot afford to participate in the bidding process or they cannot lobby sufficiently to influence the international sport associations.  相似文献

Abstract

This paper critically reviews evidence from low and middle income countries that pensions are associated with better health outcomes for older people. It draws on new, nationally representative survey data from South Africa to provide a systematic analysis of pension effects on health and quality of life. It reports significant associations with the frequency of health service utilisation, as well as with awareness and treatment of hypertension. There is, however, no association with actual control of hypertension, self-reported health or quality of life. The paper calls for a more balanced and integrated approach to social protection for older people.  相似文献
