Anthropometric, mortality, and population data presented by Svedberg [1990] in this journal suggested a slight anti‐male bias in undernutrition in sub‐Saharan Africa. This article re‐analyses some of the same anthropometric, mortality, and population data and supplements them with more recent findings. In contrast to Svedberg's results, it finds evidence of a slight and rising anti‐female bias in sub‐Saharan Africa, which is particularly apparent in mortality and population indicators.  相似文献

This article is the first to explore the Israel Defense Forces's official statistical data on Palestinian terrorism toward Israeli targets during the al-Aqsa intifada 2000–2004. Focusing the analysis on the logic of terrorist target choice, the article identifies two separate results: First, an unambiguous difference in the form of the attacks contingent on whether they are carried out in the state of Israel or in the Occupied Territories. Second, based on the same distinction, the analysis points out how the attacks are targeted toward distinctively different categories of the Israeli populace. Abstract

Welfare reform is unfinished business. Contrary to proclamations of its resounding success, an examination of the Personal Responsibility and Work Opportunity Reconciliation Act (PRWORA) of 1996 using an ecological perspective shows unequal outcomes. Some individuals and localities are faring better than others because of different ecosystems. Over reliance on reduced rolls as an indicator of success fails to capture the experiences of individuals who are differentially impacted by the redesigned welfare program. An ecological perspective avoids this flaw and offers a way to compile evidence that includes the views of multiple stakeholders. It looks behind the numbers to see how people are being affected by the nation's work first philosophy. Most importantly, an ecological perspective provides a framework for policy makers to examine the population that is being labeled as “hard to serve” and reframes the dialogue from personal pathology to a holistic approach that places equal weight on a person‐in‐environment fit in moving an individual from welfare to work. It introduces a new bottom line for effective public policy.  相似文献

The demographic evidence of gender bias in many countries has provided an impetus for finding ways to study the status of women in developing countries. Because of the lack of accurate intra-household data, Deaton [1989 Deaton, A. 1989. Looking for Boy–Girl Discrimination in Household Expenditure Data. World Bank Economic Review, Vol.3, No.1: pp.1–15 [Google Scholar]] introduced a method for using household expenditure data to infer discrimination in the allocation of goods between boys and girls. Few studies of discrimination using the method, however, have detected bias even though alternative indicators suggest it is a serious problem. In this paper, we study the case of Papua New Guinea, a country in which there are many indicators of severe gender bias. Discrimination in the allocation of goods between boys and girls within households in Papua New Guinea is examined using Deaton's outlay-equivalent ratio method. Adding a boy to the household reduces expenditure on adult goods by as much as would a nine-tenths reduction in total outlay per member, but girls have no effect on adult goods expenditure. The hypothesis of Haddad and Reardon [1993 Haddad, L and Reardon, T. 1993. Gender Bias in the Allocation of Resource within Households in Burkina Faso: a Disaggregated Outlay Equivalent Analysis. Journal of Development Studies, Vol.29, No.2: pp.260–76 [Google Scholar]] that gender bias is inversely related to the importance of female labour in agricultural production is not supported. Sensitivity analysis shows that bias in rural areas occurs equally regardless of the age of the household head, while bias against girls may be less in regions of the country that have ethnic groups which practice matrilineal descent.  相似文献

In a recent article in this journal [Sheehey, 1990], evidence was presented that the results of a substantial number of studies on exports and growth are biased by a built‐in correlation between exports and GDP. In this note, drawing on the parallel literature on government and growth, the analysis is carried further by investigating for 1960–81 how strong a relationship between exports and growth emerges when alternate export variables not subject to this bias are introduced.  相似文献

The study presented in this paper consists of the application of two models of financial accounting to Turkish data. Detailed financial accounts are available for 1950–63 [Yaser, 1967], accounts for 1964–67 are incomplete [Aysan, 1967 and State Institute of Statistics, 1968], and none exist for 1968–70. Even if detailed accounts could be prepared somewhat more rapidly they would still not be up to date; a considerable lag in preparation of the basic data, e.g. company balance sheets, etc., exists in Turkey, as in most underdeveloped countries. For this reason, methods of estimating financial accounts with the use of models requiring limited and speedily available current data have been explored.

The aims of the analysis are estimation and prediction. Explanation of the changes in the financial variables has not been attempted here. The bivariate least‐squares regressions run to estimate linear time trends in all the financial proportions used in the models are not explanatory. Durbin‐Watson tests suggest that other factors were significant over the period.1 This lends support to the conclusion that even for a financial system such as Turkey's which might on a priori grounds be thought particularly well suited to analysis by the Stone model, the non‐substitutability hypothesis embodied in it must be rejected.

The reasons for believing that the Turkish financial structure might lend itself well to analysis by the Stone model are outlined below. They appear so convincing that the negative results of the model's application are surprising. Indeed, they raise a number of interesting questions about financial structures of underdeveloped countries which are beyond the scope of this paper.  相似文献

One necessary condition for realizing the benefits of choice‐based models of public service provision is that the service users in a given sector are capable of exercising choice. However, along with population aging, critics may question the level of user capacity in the growing user group consisting of older citizens with healthcare needs. For the first time in an older‐aged sample (52 to 97 years, N ~ 10,000), this study examines the link between age and user capacity (public service efficacy). Our results from the hospital sector in Denmark reveal a negative age gradient, where those of advanced age and declining health report significantly lower public service efficacy. However, when examining this age gap, much is attributable to cohort differences in educational attainment. Thus, while current generations of older service users constitute a vulnerable group under choice‐based policies, this challenge is likely to diminish in the future.  相似文献

Discussions concerning rural development in Peru since the military coup of 1968 have focused mainly on the large‐scale land reform programme under which the coastal estates and many of the livestock and agricultural haciendas in the highlands have been expropriated [Petras and Rimensnyder, 1970, Quijano, 1971, and Hobsbawm, 1971]. This has tended to deflect interest from other important aspects of rural development policy. It would be wrong to assume that, prior to the latest reforms, the Peruvian scene consisted almost entirely of latifundia agriculture, for a substantial proportion of the productive agricultural land in both the highlands and coastal valleys was, and remains, in the control of smallholder farmers, or is held under communal ownership by peasant communities. In an attempt to incorporate these non‐hacienda zones into the plan for national development [Plan del Peru: 1971–1975], the government is encouraging the expansion of smallholder commercial production, the establishment of new, or the improvement of existing, marketing and servicing co‐operatives, and is promoting a re‐organisation of peasant communities with the long‐term objective of transforming them into modern production or multipurpose co‐operatives. This paper outlines recent legislation aimed at reforming these peasant communities and examines the social consequences of the new policy, particularly as it affects smallholder regions. We address ourselves mainly to two problems: Firstly, we wish to assess the effectiveness of the policy in transferring the benefits of community resources to the poorer strata of the rural population, a central aim of the reforms; and secondly, we want to isolate the factors which inhibit the emergence of viable modes of co‐operative organisation and which limit the role that community institutions can play in promoting local development. It is necessary in a paper of this length to confine ourselves mainly to an analysis of the situation in one district of the Mantaro Valley of Central Peru—that of Matahuasi—for which we have detailed data; although many of our conclusions, we believe, raise problems of general significance for interpreting the types of development strategies and priorities favoured by the present government.  相似文献

Using new data and a different model, Palmer‐Jones [1993] has questioned the conclusions of Boyce and Ravallion [1991] concerning the evolution over time of agricultural wages in Bangladesh. I argue that Palmer‐Jones's model is unconvincing and that the main conclusions of Boyce and Ravallion are far more robust than he suggests. Wages respond sluggishly to rice prices. Bangladesh's (limited) agricultural growth has not raised the real wage rate, which was on a downward trend for most of the 1960s and 1970s. The mid‐1980s saw higher real wages, though this cannot yet be deemed a reversal of the previous trend.  相似文献

Abstract

Violence against abortion clinics and other activities directed toward patients and staff of abortion facilities have been termed terrorism by the pro‐choice movement. However, the Federal Bureau of Investigation denies that these actions are terrorism. Instances of abortion clinic violence for 1982–1987 were examined in order to determine whether there is a correspondence between these incidents and definitions or models of terrorism. It appears that these incidents do fit the classification of “limited political” or ‘subrevolutionary” terrorism. Reasons why the FBI has made the decision not to include these acts as forms of terrorism are entertained. One is that current international tensions have resulted in a preoccupation with only certain types of events which for administrative, i.e., juris‐dictional, reasons have come to essentialize terrorism. Another explanation, posited by pro‐choice activists, is that the FBI's decision is a consequence of political influence: the current administration is openly anti‐choice.  相似文献

The introduction of proportional representation into New Zealand parliamentary elections in 1996 increased the momentum for introducing proportional representation into local elections. Legislation passed in 2001 provides local choice regarding the electoral system for triennial local authority elections from 2004. In this article we review the way local authorities responded to the opportunity to choose between the current first-past-the-post (FPP) system and single transferable voting (STV). We examine the communication and consultation carried out by local authorities and discuss the degree to which the exercise of the STV option reflects the principles of the Act and contributes to the goal of empowering communities.  相似文献
