This article examines the impact of trade openness on wage inequality in Malaysia during the period 1984–1997. Malaysia has operated a very open trade regime since the 1960s and has pursued aggressive import substitution and export supporting policies. This development strategy is very different to that adopted in many other emerging economies where trade liberalisation has been associated with greater wage inequality. The aim of the present study is to examine whether Malaysia's more open approach to international trade has had a similar effect on wage inequality. The results suggest, in fact, that this is not the case.  相似文献

It is disputed whether trade liberalisation processes are sufficient for reducing poverty and inequality. We explore how ‘gains from trade’ have been distributed in the two minor trade partners of Mercosur, Uruguay and Paraguay, by analysing the impact of trade liberalisation on poverty and inequality through two main transmission channels: prices and income. In the case of Uruguay, trade liberalisation favoured a reduction in poverty indicators but had an almost zero effect on income inequality. In the case of Paraguay, trade liberalisation had a markedly negative impact in terms of poverty yet income distribution improved. We conclude that in the case of Mercosur, the effect of trade on poverty and income inequality varies per country and per region. In particular, we conclude that trade integration policies cannot be regarded as ‘poverty-alleviating’ per se.  相似文献

China's gross domestic product (GDP) more than quadrupled between 1978 and 1996 under economic reforms. Per capita disposable incomes more than tripled in the cities and almost quadrupled in the rural areas. However, rapid economic growth brought about large income inequality which slowed down poverty reduction. In 1995, there were still 70–170 million people living in poverty. This article aims to assess the relationship between economic growth, income inequality and poverty using both secondary and household survey data. The main findings are (1) urban/rural divide and spatial inequality are two major factors accounting for overall income inequality; (2) non‐wage and non‐farm incomes are more unequally distributed than wage and farm incomes; and (3) the incidence of poverty is very sensitive to the changes in per capita income and inequality.  相似文献

This is the first of two articles attempting to contribute to the debate on trends in absolute real incomes amongst propertyless groups in semi‐industrialized countries. The empirical evidence presented in both articles is addressed to evaluating the long‐term trend in the standard of living of industrial working‐class households in one of the principal industrial centres of the capitalist periphery (the Brazilian city of Sao Paulo) between the mid‐1930s and the mid‐1970s. This first article contains a more analytical discussion of the principal factors affecting the living standards of non‐property‐owning groups in poor capitalist countries, experiencing rapid transformations within both their agricultural and industrial sectors. Following this, some of the principal problems which arise in measuring the living standards of poor people in developing countries are briefly reviewed, as well as the solutions adopted and the data sources used in this study of households in the city of São Paulo. This first article also presents some background evidence on changes over time in some of the principal characteristics of Sao Paulo working‐class households: household size, age and sex composition, labour force participation and the relative contribution of different household members to total household income.  相似文献

This article examines the impact of trade liberalisation on export growth for a sample of 22 developing economies. The research applies dynamic panel data models based on fixed-effects and generalised methods of moments (GMM) estimators. In addition, heterogeneous panels for the complete sample, as well as for different regions of the world, are estimated using a time-series/cross-section technique. The main findings are that trade liberalisation is a significant determinant of export performance, but its effect varies across continents. Export duties have a small detrimental effect on export growth, while relative price changes and world income growth have the expected signs.  相似文献

Changes in earnings inequality are examined in this article through an eclectic approach allowing for differences in human capital earnings function by labour market segments. Several findings are of interest. The first are the components of earnings inequality changes, these being, in order of importance: changes in the within segments inequality, changes in the relative share of the informal sector segment, and changes in relative income between segments. Second, these changes are found to be the result of labour market liberalisation policies such as abolition of both minimum wages and labour turnover legislation in the formal sector, the promotion of self‐employed activities in the informal sector, and, the selective mobility pattern between segments.  相似文献

This paper quantitatively assesses the principal determinants of the rather dramatic decline in income inequality observed in rural India between 1968–69 and 1970–71. A simple form of decomposition analysis is used to demonstrate that the most important effects of changes in weather, in technology, and in other factors on income distribution are those which occur rather indirectly as a result of overall tightening of the labour market. Whereas in periods of generally bad weather, workers from high‐income households apparently ‘crowd‐out’ those from low‐income households, in periods of good weather income effects induce the former to consume leisure, thereby opening up more jobs for workers from low‐income households.  相似文献

Export diversification has been suggested as a strategy for decreasing the level of export earnings instability which is experienced by many developing countries. In recent years the international tourism sector has made an increasingly important contribution to the economies of many low income countries. This article examines whether diversification into the non‐traditional tourism sector has succeeded in decreasing the instability of export earnings. It was found that although tourism has the advantage of high growth rates and is a major source of foreign currency receipts, earnings from international tourism did not bring about a significant decrease in the instability of export earnings of most of the developing and industrialised countries considered. Furthermore, a net increase in the instability of earnings from tourism and merchandise exports occurred in a number of countries, and may be a particular problem in small, open developing economies.  相似文献

‘Water control’ is central to the political economy of water distribution in large‐scale irrigation in India. The changes in water distribution, irrigation technology, and agrarian development ‐through the introduction of the ‘block system’, technical devices called ‘modules’ and volumetric water pricing ‐ in the Nira Left Bank Canal (Bombay Presidency) in the period 1900–40, are discussed to show the relationship of the three dimensions of water control: technical, managerial and socio‐political. This analysis points to the crucial, but contradictory role of the state in triggering processes of agricultural modernisation through intervention in water management. The debate on the ‘success’ of the block system continues to the present day, but little progress has been made in designing solutions for inequality in water distribution. The article suggests that liberalisation policies create political and institutional space for changing accountability relations, and agricultural price regimes relevant to water management problems. It also argues that social scientists criticising present irrigation practices should position themselves within the engineering domain and try to ‘socialise’ the technical bias of the engineering establishment.  相似文献

This paper examines the static consequences of transport costs in low‐income agricultural economies, and argues that many phenomena common to such economies may be largely due to the costs of transportation. It is argued below that the coexistence of ‘modern’, intensive capital‐using farms and others using primitive, extensive farming methods and very little capital can be a response to transport costs. It also seems possible that a sizeable fraction of the frequently observed urban‐rural wage gap may be a transport‐related index number phenomenon rather than a true gap in real wages.  相似文献

This contribution examines the impact of profound changes to agricultural policy implemented since 1988 on the livelihoods of Mexico's rural population. Detailed studies in four villages show that rural incomes are very unevenly distributed within communities leaving half of households in poverty. During the last decade key factors affecting village economies have been international and national, rather than specific changes to farm policy. Most changes have been to the detriment of the communities studied, but peasant households have adapted and survived, at a price. If the worst fears about the consequences of economic liberalisation have not been realised, neither have the hopes. Depressed markets for basic goods and services have limited the growth of the rural economy. Private investment and provision of services have not been stimulated.  相似文献

The major thrust of planned development in India has been on employment and income generation and self‐reliance. The study evaluates ex‐post income, output and employment linkages and import intensities of manufacturing sectors using an input‐output model. It shows that among the four broad groups of industries, namely agrobased, non‐agrobased final goods, intermediate and capital goods, agrobased industries through technological interdependence, particularly backward linkages, generate relatively more income and employment and use less imported inputs. The non‐agrobased final goods industries with larger import requirements provide potential for income and employment generation if their required imported inputs are internalised.  相似文献

This article examines the effect of the three publicness dimensions on inequality in health insurance coverage across 50 American state‐level health care systems. The analysis validates a Gini‐coefficient measure of Americans' unequal distribution of health insurance coverage across nine income groups and compares public ownership, financing, and control of health care systems across all 50 states from 2002 to 2010. There is a significant and negative relationship between public ownership and inequality in health insurance coverage, although the substantive impact of ownership is relatively small. Both public financing and control substantially reduce inequality in health insurance coverage across income groups. However, both of these must be present in order to be effective at reducing inequality. This article expands our understanding of the link between different institutional arrangements and inequality in health insurance coverage in hybrid health care systems.  相似文献

This article analyses the impact of agricultural liberalisation on different farming classes in the region of Telangana in South India. The region has been witnessing significant growth in real agricultural output over the last 15 years. At the same time, as NSS (National Sample Survey) household survey data indicate, there have been significant welfare declines not only for marginal farmers and landless labour, but for other groups as well. There have also been more than a thousand farmer suicides between 1998 and 2002. I argue in this article that during the liberalisation period, that is, post 1990, agricultural growth and increased distress have become mutually intertwined. I use the terms, growth-inducing distress and distress-inducing growth to explain this apparent paradox.  相似文献

The geography of agricultural marketing has important implications for the stochastic distribution of agricultural commodity prices. This article proposes that objective food price risk differs between rural and urban areas of infrastructure‐poor economies characterised by spatially concentrated patterns of foodgrains storage. This difference implies an urban bias having adverse welfare effects for peasants who seasonally switch between net food seller and net food buyer positions. Empirical analysis of rice price data from Madagascar suggests that price variability and skewness indeed differ between rural and urban areas in ways that adversely influence the relative welfare of rural peasants.  相似文献

The article suggests further improvements in the methodology to analyse market integration. It provides corrections to and methodological extensions of recent work in this journal. It also presents a way of applying market integration techniques to the analysis of shocks such as market liberalisation and war. The method is applied to the effects of liberalisation and the end of the civil war on food markets in Ethiopia. The conclusion is that liberalisation had important effects on the long‐run and short‐run integration of food markets.  相似文献

Emphasising that there is a relative dimension to deprivation, an attempt is made here to decompose income inequality among the rural poor into inequality in earnings per worker, in participation rate and covariance of earnings per worker and participation rate. From this decomposition, the effects of (small) changes in inequality in earnings per worker and in participation rate on income inequality are evaluated. The analysis is based on a cross‐section of rural households in 1970–71. The samples of poor cultivating households and poor casual agricultural labour households are analysed separately for each of two regions, based on a classification of villages in terms of technological advancement.  相似文献

This paper sets out to analyse the divergent models pursued by South Korea and Taiwan in regard to technological catching-up and their ongoing transition towards innovation-based economies. It is found that South Korea's former high-debt and chaebol-dominated model inclined it to pursue a Schumpeterian scale-based technological development, while Taiwan's former pro-stability, small- and medium-sized-enterprise (SME)-based model tended to favour its emphasis on a neo-Marshallian network-based technological development. It will be argued that the state's approach to economic liberalisation and firms' demand for capital for technological upgrading are the major factors that have underpinned the adjustment efforts of these two countries.  相似文献

Recent studies have examined the relationship between agrarian change and rural poverty in LDCs concentrating on either exchange or non‐exchange income. Neither approach employed independently is, however, adequate. Bangladeshi evidence is presented of growing concentration of control of land, of components of new agricultural technology and of ancillary resources. Increasing incidence of landlessness and near landlessness has resulted in greater dependence on wage employment for subsistence by the rural poor. It is argued that the non‐exchange component of income is important in slack periods and assumes even greater significance in abnormal years when both real wage and employment fall sharply. With rapid population growth, depletion of natural resources and greater penetration of technological and market forces, the cushioning effect of access to natural resources, in adverse circumstances, on the rural poor has become more limited and their income security has been undermined.  相似文献
