An analysis of rural development programmes in pre‐ and post‐1975 Ethiopia demonstrates the importance of international donor agencies in rural development activities. Since pre‐1975 Development Plans largely neglected agriculture, current and capital expenditure budgets allocated few financial resources to agriculture. While acknowledging the importance of agriculture in promoting economic growth in its Third Five Year Plan, the Imperial Government recognised its lack of resources and absence of an articulated rural development plan and turned to donor agencies for both programme formulation and financing. The post‐1975 government, while continuing to utilise donor agency assistance, is not only allocating a greater proportion of capital expenditure to agriculture, but has also articulated specific rural development objectives within which it has outlined the role of donor agency assistance.  相似文献

The literature on micro‐enterprises identifies a lack of capital as a primary constraint to enterprise development. Potentially, Botswana could be different as the commercial banking system has excess liquidity and the government has established relevant lending institutions and several financial assistance programmes. On the basis of a 1992 survey of 1,140 micro‐enterprises engaged in non‐formal activities in seven urban centres and villages in Botswana this study finds the situation in Botswana to be similar to the conclusions reported in the literature for other countries. There is a need for institutional changes which channel loanable funds to micro‐enterprises in a manner that addresses their respective capital constraints and encourages the entrepreneurs to become responsible savers and borrowers. The article draws on the literature and on the experience of several successful micro‐enterprise loan schemes to outline the essential features of needed programme delivery changes.  相似文献

Evaluation, Policy Learning and Evidence-Based Policy Making   总被引:3,自引:0,他引:3  
The increasing emphasis on the need for evidence-based policy indicates the continuing influence of the 'modernist' faith in progress informed by reason. Although the rationalist assumptions of evidence-based policy making have been subject to severe challenge from constructivist and post-modernist perspectives, it is argued that the attempt to ground policy making in more reliable knowledge of 'what works' retains its relevance and importance. Indeed, its importance is enhanced by the need for effective governance of complex social systems and it is argued that 'reflexive social learning' informed by policy and programme evaluation constitutes an increasingly important basis for 'interactive governance'. The expanded use of piloting of new policies and programmes by the current UK Government is considered to provide limited scope for evaluation to derive reliable evidence of whether policies work. There is a need for greater clarity about the role of evaluation in situations where piloting essentially constitutes 'prototyping'. More emphasis should be placed on developing a sound evidence base for policy through long-term impact evaluations of policies and programmes. It is argued from a realist position that such evaluation should be theory-based and focused on explaining and understanding how policies achieve their effects using 'multi-method' approaches.  相似文献

This article discusses the attempt undertaken by several development aid agencies since the turn of the century to integrate political economy assessments into their decision making on development assistance. The article discusses three such attempts: the Drivers of Change adopted by the UK's Department for International Development, the Strategic Governance and Corruption Analysis (sgaca) developed by the Dutch Directorate General for International Cooperation and the new thinking on political economy analysis, policy reform and political risk advanced by the World Bank. On the basis of a political-economic interpretation of development agencies, two main factors are found to hinder the successful application of political economy assessment. In the first place, the agencies' professional outlook leads them to see development in primarily technical terms. In the second place, the nature of incentives for development professionals leads them to resist the implementation of political economy analyses.  相似文献

In the current international environment, greater emphasis is placed on regional and international responses to conflict. ASEAN is widely regarded as one of the most successful regional organisations in this area. This paper identifies the principles and institutional mechanisms for conflict management in ASEAN, and examines the extent to which these have changed in the post‐Cold War era. It argues that ASEAN may face increasing challenges to its policy of conflict avoidance, as more and more conflicts take place within ASEAN countries rather than between them.  相似文献

One can imagine two futures for public administration, public management and public service around the world. A first would be what we see as a continuation of the status quo: with public administration essentially continuing as a series of national discourses, with perhaps a bit of cross‐fertilization, but with this characterized by a classic core‐periphery model. The preferable model, outlined in this paper, would see the development of an integrated community of scholars of public affairs. At least three hurdles need to be overcome to arrive at this integrated community. A first concerns the tension in the periphery between an epistemic nationalism and epistemic colonialism. The second hurdle to be overcome concerns the central role of the American literature in intellectual discourse in public administration. A third hurdle is more specific to public administration: what Canadian Iain Gow has referred to as public administration's profile, as ‘une science empirique par excellence’.  相似文献

Cross-border cooperation is recognised as an important aspect of regional development and especially EU cohesion policy. Policy effectiveness depends on how well programmes are suited to different border regional contexts. This essay analyses the factors that shape cooperation by comparing the Polish–German and Polish–Slovak border regions. Particular emphasis is placed on the cultural factors that set these two regions apart. The essay reveals that close-knit networks across the Polish–Slovak border promote successful policy definition and implementation. At the same time, the absence of such networks across the Polish–German border has led to a high degree of policy innovation.  相似文献

Foreign aid is a complex international institution which, over the years, has experienced a number of transformations. Most of these changes, however, cannot be understood outside the ideological environment in which they were engendered. Building on this analytical insight, the article argues that the debate on development assistance has always been framed in terms of an opposition between forces of the Right and forces of the Left. The first part of the article explains how the very definition of aid has been influenced by the Right-Left opposition. The second section uses the Right-Left distinction to re-examine the key stages in the history of the aid regime. The third part summarises the assessment that the Right and the Left each make of a half-century of development assistance. Finally, the conclusion discusses the significance of this contribution to the study of aid and international relations.  相似文献

This article discusses the growing importance of operational reforms in the context of welfare state transformation processes, and the role that principles of new governance play in shaping these reforms. It focuses specifically on one social policy area considered crucial in reforming welfare states: the provision of activation services that aim at increasing the employability and labour‐market participation of people dependent on benefits or social assistance. The article argues that besides the reforms of the programmatic aspects of social policies and social services (formal policy reforms), reforms of the way in which policies and services are organized, administered and delivered (operational policy reforms) have received increasing attention as a ’second strand’ of welfare state reforms. It illustrates this by analysing and comparing reforms of the provision of activation services in two European countries: Italy and The Netherlands. The article not only reveals the growing emphasis in both countries on operational policy reforms which are to an important degree inspired by principles of new governance, but also shows significant similarities and differences in their concrete manifestations, which could be interpreted as pointing out processes of ‘path‐dependent convergence’.  相似文献

Over the past 20 years post‐structuralist scholars have produced critiques of the field of development. In some circles it is now quite broadly accepted that this approach is futile and that we ought to move into a ‘post‐discourse’ era. By way of counterpoint, this paper argues that such exchanges are based on misrecognitions whose acceptance forecloses possibilities that both critics and their detractors would welcome. The paper is broken into two sections. The first engages problems ascribed to post‐structuralist critiques that seem to have been particularly successful in discouraging further engagement. The second explores three aspects of a single moment of post‐structuralist thought that have been obscured by current debate. Engaging these aspects, while bringing difficulties of its own, may secure conditions necessary for the emergence of the sorts of partnerships often claimed as necessary both by developers and by their post‐structuralist critics.  相似文献

Over the last 10 years foreign aid for HIV/AIDS control has grown from ‘millions to billions’. This study investigates donor motivations in the targeting of bilateral HIV/AIDS assistance. Are donors selecting recipients primarily based on level of need or are political and merit-based considerations at play as well? The results of our two-stage statistical analysis of bilateral HIV/AIDS assistance flows over the period 2002–2007 suggests that recipient need is an important determinant of aid flows. We also find limited evidence of dyadic political relationships having an effect on assistance targeting, while the quality of recipient policy environments seems to have a minimal impact on donor allocation decisions.  相似文献

Corruption is a perennial obstacle to the Philippines’ pursuit of development. The Department of Education (DepEd) is considered to be one of the most corrupt agencies in the Philippines. However, there are two DepEd programmes with different levels of effectiveness in controlling corruption. The Textbook Delivery Programme has been ineffective while the Programme on Basic Education has been successful. The article explains the different levels of implementing these programmes by using local perspectives via the ‘narratives of implementation actors’. Apart from providing insights on the challenges facing the evolving educational bureaucracy in the Philippines, this article also demonstrates the utility of network actor perspectives in appreciating the many concerns that determine and impede implementation performance and discusses the causes and impact of corruption and policy implementation on two public educational programmes.  相似文献

Non-governmental organisations (NGOs) play an increasingly important role in the delivery of public services in developing countries, but little systematic evidence is available about their strategic choices. We develop two stylised accounts of NGO strategies: one in which pragmatic and organisational concerns determine location decisions, and another in which charitable motivations are the principal determinants. We then use data from the 1995 and 2000 rounds of the Bangladesh Household and Income and Expenditure Survey to analyse location decisions of NGO programmes established between those two sample years. Whether disaggregated by sector of work or mother organisation, the data show that the net change in NGO programmes in a community was not related to indicators of community need, that NGOs established new programmes where they themselves had no programmes previously, and that they did not avoid duplicating the efforts of other NGOs. Overall, the analysis is consistent with an account of NGO choices in which a concern for broad coverage significantly affects NGO choices.  相似文献

Two visions of aid effectiveness and allocation are compared. The first, corresponding to the new aid paradigm, argues that aid is only effective if domestic policies are appropriate. The second, in contrast, argues that aid effectiveness depends on the external and climatic environment: the worse this environment, or the more vulnerable the recipient countries, the greater the effectiveness of aid. Cross-sectional econometric tests related to GDP growth on two 12-year pooled periods clearly favour the second view. The two views can be reconciled through the principle of performance-based aid allocation, where performance is defined as outcomes adjusted for the impact of environmental factors. Performance can then be measured in several manners which are subject to comparison. One approach would lead one to allocate more aid the worse the (external) environment is (for a given policy) and the better the policy is (for a given environment).  相似文献

This study found no support for the belief by the governments of most less developed countries (LDCs) that the provision of fiscal incentives is necessary to attract direct foreign investment and that the greater the generosity of these incentive programmes the greater would be the level of such investment. What mattered were the presence of natural resources and a proven record of economic performance. The provision of incentives could not compensate for the absence of either of these two factors. The study is a cross‐sectional one of 27 LDCs for the period 1965–73.  相似文献

This article analyses forces which influence the degree of participation of population in economic activity in a developing economy. In the first stage the relationship between economic development and work participation is examined. The core of the analysis is based on a cross‐sectional study of 306 districts of India, using a composite index of development. The entire analysis is conducted separately for males and females on the one hand, and the rural and urban segments on the other. The oft‐referred‐to inverse relationship between female work participation and economic development emerges to be true in initial stages of development in the rural segment, but not so in the case of the urban segment. In the second stage the role of key socioeconomic and demographic factors, in addition to that of development, has been investigated using a recursive multi‐equation regression model. Finally, keeping in mind the crucial role of education in this context, work participation is analysed in terms of ten disaggregated educational categories.  相似文献

ABSTRACT

In the context of increasing risk for aid workers, a growing body of scholarship is focused on risk management in contexts of humanitarian assistance and development work. Much less attention, however, has been given to how staff and volunteers experience such risks. This paper adopts a feminist geographical approach to explore how development workers make meaning of risk in specific contexts. Adopting a qualitative approach, it draws upon 14 semi-structured in-depth interviews with international (7) and local (7) staff of an international educational and sporting non-governmental organisation (NGO) in Afghanistan. After exploring differences between local and foreign staff perceptions of risk, it also offers a gendered analysis of risk for women development workers in Afghanistan. In so doing, this paper contributes to the growing body of literature in ‘Aidland’ studies by revealing the complex understandings of risk and fear by both foreign and local staff in the same geographical and organisational context. For NGOs seeking to make life-saving decisions based on the calculation of risk, this paper evidences the need to also create space for the voices of local and foreign staff whose experiences of risk will be highly relational, embodied, gendered and context specific.  相似文献

This article highlights the importance of housing and transportation networks in a development process with special emphasis on economic development efforts at the national and regional levels. The major characteristics and developmental aspects of housing and transportation are presented first. Then, legislative policies of the United States are used as examples of successful efforts in the development of these two infrastructures followed by brief explanations of those policies as they relate to development of housing and transportation in that country. Because an economic development effort usually signifies a need characterized by very limited capital, particularly in developing countries or in former nations of the eastern bloc, special attention is focused on financial mechanisms used in policy implementation. Ardeshir Anjomani is associate professor of city and regional planning in the School of Urban and Public Affairs at the University of Texas at Arlington. His research and publications have centered on the developing world, analysis of urban and regional problems, and land use and transportation issues. We consider two interpretations of the role of external inspection in the public services in the UK in the context of publicly funded, work‐based training programmes for young people. The first is that inspection provides substantive information to buyers concerning training quality, thereby improving efficiency in the ‘training market'. The second is that it provides procedurally oriented reassurance concerning service quality to government and the public, irrespective of substantive quality. Evidence is drawn from the inspection procedures and reports of the Adult Learning Inspectorate between 2001 and 2005. The inspectors rated training providers on various attributes, some clearly procedural, others potentially substantive. We find that while inspectors took both procedural and substantive dimensions of training into account in judging the quality of a provider's services, they attached considerably more weight to procedural than to substantive attributes. In particular, they undervalued the trainee completion rate, despite its potential association with the substantive quality of training and the priority the government attaches to raising it. These results are interpreted as evidence of limited validity in inspection findings, which do little to resolve information asymmetries in the UK training market.  相似文献
