China's rural enterprises are economic units established by local government in the countryside or by the peasants and they operate outside the planning system. Rural enterprises have grown twice as fast as the rest of the economy since 1984. The rural enterprise sector has so far challenged the urban economy, in both product markets and markets for raw materials. What are the prospects for their relationship ‐ competition or cooperation? To answer the question, we develop a well‐specified but simple model of the rural and urban economies. The rural enterprise boom was caused in this model by the presence of barriers to factor mobility within China, price distortions and the pool of available labour in the countryside. The origins of the boom imply that rural enterprise exports tend to be relatively labour intensive. The complementarities between rural and urban enterprises are likely to dominate their future economic relationship and lead to further growth in the rural enterprise sector.  相似文献

China, in its efforts to effect economic modernization, has come to recognize the need for labor mobility to promote the development of small towns, to develop frontier agriculture, and to provide a tertiary sector in the cities and towns. Of China's 1 billion people (3rd census, 1982), 206 million or 20% of the population lived in 236 cities and 2664 towns. 50% of the urban dwellers were concentrated in the 3 metropolises of Shanghai, Beijing, and Tianjin. On the other hand 30% lived in the 2664 towns, which China wishes to develop. In the past large numbers of people have migrated to the large cities because there they were assured the life-long security of employment in state-owned industries -- the "iron rice bowl." However, China's present policy is to limit the size of big cities, develop medium-sized cities (between 200,000 and 500,000 people), and encourage the growth of small cities. China's 7th Five-Year Plan (1986-1990) calls for a massive movement of the agricultural labor force, not to the cities, but to the towns. To control population movement China instituted the Household Registration System in accordance with which a household must obtain permission to move permanently beyond the local area. Migration from the populous East Coast areas to the underdeveloped Northwest and to the rural impoverished areas of Gansu, Ningxia, and Qinghai is encouraged. But controlled migration has become more difficult since the decentralization which has accompanied the new economic policies, and the urban population has grown except for the 3 major cities. Moreover, as a result of the new "economic responsibility system" introduced in 1979, many surplus agricultural workers have been absorbed into nonagricultural activities in villages and townships. By the end of 1985, 67 million workers had moved from agriculture to industries, and peasants may now be granted temporary residence permits in towns. The total number of towns increased to 7280 by 1985; however, the new towns are concentrated in the more productive agricultural areas, which can support them. In addition to these more or less permanent migrants, large numbers of temporary migrants have come to the cities as representatives of local businesses, as construction workers, to operate urban outlets for agricultural and industrial products, to provide various services including domestic service, and as itinerant workers. 1986 statistics indicated that 3.21 million people were living as temporary residents of China's top 10 cities. The new economic policy has encouraged the resurgence of private plots and free markets and hence has stimulated the increased movement of peasants to rural markets and to free markets in cities.  相似文献

Abstract

The objective of this paper is to show how a formal approach to networks can make a significant contribution to the study of cross-border trade in West Africa. Building on the formal tools and theories developed by social network analysis, we examine the network organisation of 136 large traders in two border regions between Niger, Nigeria and Benin. In a business environment where transaction costs are extremely high, we find that decentralised networks are well adapted to the various uncertainties induced by long-distance trade. We also find that long-distance trade relies both on the trust and cooperation shared among local traders, and on the distant ties developed with foreign partners from a different origin, religion or culture. Studying the spatial structure of trade networks, we find that in those markets where trade is recent and where most of the traders are not native of the region, national borders are likely to exert a greater influence than in those regions where trade has pre-colonial roots. Combining formal network analysis and ethnographic studies, we argue, can make a significant contribution to the current revival of interest in cross-border trade in the policy field.  相似文献

While village industries are known to have high potential to grow, their growth process has seldom been analysed. This study explores the development process of a rapidly growing village-based garment cluster in northern Vietnam. We found that both the human capital and social capital (measured by the kinship ties with overseas Vietnamese traders) of the proprietors facilitated their innovative entry into new export markets. Furthermore, general human capital acquired by schooling and specific human capital acquired by management experience are found to have contributed to the adoption of a vertically integrated production system, which, in turn, contributed to enhanced enterprise performance.  相似文献

The discussion examines private sector development policy implementation in Singapore, examining the new role of the government's economic development agencies from the point of changing relationships among public and non-state actors in the policy arena. Singapore's model of private sector development consists of an exclusive network of partnerships among economic development agencies and between these agencies and private sector actors, such as business and organized labour, as integral policy stakeholders. As Singapore has moved within the past 15 years towards its articulated goal of becoming a knowledge-based economy and an industrial hub in the Asia Pacific region, the country's model of network governance is undergoing a gradual reconfiguration to include a greater role for local enterprises in the policy process. The changing institutional mechanics of network governance surrounding the new model of private sector development in Singapore are examined, along with the highlights of some implications surrounding this shift.  相似文献

Since the liberalisation of the market in the 1990s, the amount of green tea imported from China to the Sahel has dramatically increased. This article traces some of the stages in the development of green tea from its introduction in the early nineteenth century by Moorish traders from Morocco to a mass consumer good in the Sahel and the adjoint Savannah regions. Having started as a beverage with medicinal and vitalising properties, it was adopted by the aristocratic urban elite in Sahelian trading towns, and much later via the pastoralists by the general population, while spreading out further south. The gradual democratisation of green tea is related to the changing norms of tea consumption, of family authority, and to different stages in the packaging, naming and presentation of tea, together with sugar. Green tea has become the most popular drink in cities such as Bamako, where it remains strongly associated with its Moorish introduction.  相似文献

Abstract

What has driven China, a developing country that has only recently saved itself from nationwide poverty, to increase its investment in social welfare so rapidly and extensively in the past decade? Drawing on extensive field research in a prefecture-level district in southwest China between 2014 and 2017, the authors argue in this article that local governments in China provide welfare housing programmes as a veil for developmentalist industrial policies aimed at industrial upgrading and the improvement of dynamic efficiency. The article demonstrates the unique incentive structure behind the local Chinese governments’ role as the front-line investor in social welfare benefits, and how the local state has cunningly used the façade of welfare provision to (1) divert the earmarked budget to implement development-oriented industrial policy; and (2) fake a discursive congruence between the heavily interventionist local practice and the overall neoliberal central-level policy discourse that features deregulation, small government and a laissez-faire developmental pathway. Exploring this set of strategic dynamics underlining the manoeuvres of the Chinese welfare operation helps us understand the variability of welfare state forms and trajectories of developmental strategy in the Global South.  相似文献

This article takes a new look at the institutional core of China's economic planning—the State Development and Planning Commission (SDPC, 1998–2003)—focusing on its role in approving and fundraising for major capital investment projects. The primary objective of this inquiry is to identify changes in the network structure and procedures of inter-agency relations and central planners’ interactions with national legislators, which have produced a diversity of ‘organizational microclimates’ that shape the coherence of the national economic bureaucracy and central–local fiscal relations. Based on interviews of high-level officials and case studies of investment projects in energy, information technology, and transport sectors, it is argued that administrative reforms aiming to improve SDPC's regulatory capacity have been predicated on a concerted effort by key agencies and ministries under the State Council to reduce the window of opportunity for local and industrial interests to politicize capital allocation decisions. This finding suggests caution in interpreting contemporary China through the comparative lenses of a developmental state, a regulatory state, or a fiscal federalist system.  相似文献

The diversion of foreign direct investment ( fdi ) flows into developing Asia, from Southeast Asia to China, has renewed doubts about whether Southeast Asia's traditional reliance on fdi has left the region without the local capabilities required to sustain the region's long-term competitiveness. Southeast Asia's industrialisation has involved deepening integration into international production networks, comprising internal exchanges between multinational corporations ( mnc s) and their subsidiaries, affiliates and subcontractors. While indigenous industry has been secondary to Southeast Asian industrialisation, this paper highlights three elements of local technological accumulation and clustering within foreign-dominated export industries: production deepening, co-location of design, engineering and R&D with off-shore manufacturing, and the spatial clustering of mnc s in particular industry segments. Southeast Asian governments have responded to these trends by broadening investment promotion from manufacturing to business services and regional headquarters operations, by targeting incentives and infrastructure development to foster industrial clusters, and by invigorating technical support programmes for local small and medium-sized enterprises ( sme s) in supporting industries. Taken together, these trends suggest that Southeast Asia will remain an important site within multinationals' international production networks.  相似文献

Our article attempts to explain the differences in the extent of corruption related to urban planning in three Spanish local settings, all of them being important touristic resorts: Marbella, a municipality in the Costa del Sol with a very high level of corruption; Lanzarote, in the Canary islands with a high incidence of corruption despite its pioneering role in establishing innovative policies to limit urban (touristic) growth; and Menorca, in the Balearic Islands where corruption has been very low. We argue that the explanations focusing on the different features of the local integrity systems (LISs) face difficulties to account for the variations in the incidence of corruption across these Spanish municipalities: despite some interesting differences, the LIS of the cases considered is basically quite similar. Thus, we turn to the analysis of social values and social expectations on the political system by local citizens, testing whether a different set of citizens’ values and expectations on the behavior of local decision makers may explain this local variation in corruption practices. The article presents the results of a public opinion survey on values and expectations administered in the three cases. Against our expectations and the literature on the topic, no significant difference in shared social values and expectations has been found. The article shows that, as for an empirically tested explanation of the cross-local variations in the degree of urban corruption in Spain, the jury is still out.  相似文献

Youth activism in the last decade has become increasingly associated with new media technologies. The “Arab Spring”, it can be argued, prompted much interest among academics, policymakers and others on the intersection between youth, activism and social media. Although oftentimes seen as threats to authoritarian states, youths have become agents of change in the eyes of international foreign policy developers who claim to be keen on progressive and inclusive governance. This paper reflects on the role of social media in the recent (2011–2013) activism of Sudanese youth, who have taken centre stage at demonstrations calling for regime change, and adopting mechanisms similar to their counterparts in the Middle East/North Africa. While political forms of activism may have been more prominent in the Arab Spring, this paper argues that social media plays a key role in both political and community engagements of contemporary urban Sudanese youth, perhaps pointing to future possibilities.  相似文献

中东欧民粹政党有大量社会底层支持者,农民是最有代表性的民粹主义基础。从历史制度主义的视角看,以农民为代表的中东欧民粹支持者与历史上保守势力的支持基础有类似的逻辑。在农业仍为关键产业的中东欧国家,当传统经济受到转型后突如其来的外部经济影响时,既有经济结构和生产关系受到严峻挑战,在本土保守势力的推动下,竞争力不足的中东欧国家呼吁保护传统经济,反对以西欧为代表的新自由主义的价值腐化、以威权整肃国内腐败、强调历史上的民族荣光、复兴宗教及家庭伦理等。这一思潮被民粹政党用以获取政治权力。在外部经济压力下,农民、城市底层民众、经济民族主义者、保守的政治精英、大文化中心论者共同构成支持民粹主义的基础,民粹政党的兴起是精英和大众共同推动的结果。中东欧民粹政党自该地区转型后就出现在政治舞台,其影响深度和广度是欧洲其他地区所不及的。有鉴于此,探索一条以民粹主义基础为导向的策略路径,整合政府、企业和民间机构三类实践主体,有助于强化中国在中东欧的影响力。积极推进民粹政党或执政党的对华合作,是中国强化和拓展中东欧地区利益的重要方向。  相似文献

This paper provides perspectives on management in China, focusing primarily on industrial enterprises and secondarily on government. Among the challenges to management in the Chinese context presented is the maintenance of labor motivation during a period of rapid modernization through incorporation of capitalist-oriented economic and wage incentives. Chinese, Japanese and American styles of management and worker participation are examined briefly. The paper concludes with a discussion of the need for better management education and training and improved health and safety regulation in China.  相似文献

The literature in economics has relegated to an unimportant role the traditional and small‐scale industries in the process of development. Instead, manufacturing development is essentially seen as a transformation process from traditional to modern, from rural to urban and from agrarian to industrial. The main stress in development has been laid on industries with scale economies and positive externalities, and on the inducement of modern, capital‐intensive techniques. Small‐scale production has been taken to mean inefficient and backward; large‐scale production has become synonymous with the efficient and modern. Moreover, the consumer is characterized as preferring standardized products, while traditional goods are believed to be inferior and easily replaced by factory goods.  相似文献

Studies on the role of the state and its control over the economy favour a reduction of state involvement in the process. While such efforts were conducive to the political and economic arrangements in the capitalist world, China presented an entirely different challenge. The state played a dominant role in the production and delivery of all public goods and exercised effective control over the economy in China. However, the changing circumstances following China's adoption of liberalisation have set in motion a number of changes including an apparent reduction of state control over the economy. A case in point is the shift in the role of the state in the production and distribution of public housing in the urban areas. There have been efforts to introduce a market system in housing provision through privatisation, commercialisation and socialisation, and these have resulted in increased private home ownership as well as the formulation of new regulations to govern the real estate market. The intention was to gradually transfer the responsibility of production and management of this essential commodity to property development and professional management companies. However, the state has continued to play a prominent role on the pretext of protecting the citizens from negative consequences of the reforms. The state must take into consideration the nature of the society and its tradition of providing public services and adjust policies to derive maximum benefit from the reforms. As a result, the role of the state has shifted, rather than reduced, and the transformation provides a new perspective on the potential pitfalls in liberalising and rolling back the state.  相似文献

Clustering is an important structure of production in the rural nonfarm sector. Based on a primary survey of rural handloom clusters in Ethiopia, this article examines the mechanism and performance of clustering. Given weak financial institutions, clustered producers and traders use trade credits to ease working capital constraints. Moreover, geographical clustering enables entrepreneurs with limited capital to enter the business through shared workspaces and fine division of labour. An improvement in infrastructure can further enhance firm performance in a cluster. In towns with electricity access, producers work longer hours by sharing lit workspaces at lower rental cost.  相似文献

This article attempts to determine whether or not managed care is the way forward for health services systems reforms in urban China. It first highlights the problems of the present Chinese urban health care financing system, which is largely based on third party fee-for-service reimbursement. It then analyses the salient features of three existing managed care systems in China -private plans, plans under the existing public and labor medical insurance systems, and the newly introduced pilot Employees Medical Insurance Scheme. Available evidence tend to suggest that all of them have been quite effective in controlling cost escalation, and that there have been some improvement in terms of equity under the new Employees Medical Insurance Scheme.  相似文献

This article analyses the role of government effectiveness in the determination of informal employment. A theoretical model is developed, in which local governance and worker skill level are assumed to influence the decision of the worker whether to seek employment in the formal or informal sectors. The model is assessed empirically using data from Brazil, where almost half of the urban labour force is employed informally. The empirical analysis supports the predictions of the model and suggests that the probability of a worker being employed informally is lower in regions with better governance and higher average education.  相似文献

This paper considers the role local government plays in the formation and effectiveness of local collaborative partnerships in ageing well. Collaborative processes are central to emerging models of local governance and have received considerable practical and theoretical consideration with respect to many policy domains. Such collaborations require local organisations and actors from various sectors to work together in partnerships and networks to achieve policy goals. This paper reports research from two collaborations in southeast Queensland municipalities, and shows that joint efforts between local government and community organisations pose challenges. These relate to the political context and specifically to the tensions between flexibility and coordination; and tensions between harnessing community resources and investing resources. We highlight the value of a framing role for local government to ensure that such governance models for local action on ageing realise a collaborative advantage. In particular, the findings highlight the need for local government to invest in these processes and build social infrastructure and assets in order to develop improved ways of facilitating collaborative governance.  相似文献
