Drawing on the insights of game theory and East Asian experience, this short note argues the importance of co-operative solutions in achieving economic development. To realise these, even genuine developmental states must convince a sceptical private sector of their commitment to economic development. The salience of the concept of “empowerment” has been deductively claimed more often than carefully defined or inductively assessed by development scholars and practitioners alike. We use evidence from a mixed methods examination of the Kecamatan (subdistrict) Development Project (KDP) in rural Indonesia, which we define here as development interventions that build marginalized groups’ capacity to engage local-level governing elites using routines of deliberative contestation. “Deliberative contestation” refers to marginalized groups’ practice of exercising associational autonomy in public forums using fairness-based arguments that challenge governing elites’ monopoly over public resource allocation decisions. Deliberative development interventions such as KDP possess a comparative advantage in building the capacity to engage because they actively provide open decision-making spaces, resources for argumentation (such as facilitators), and incentives to participate. They also promote peaceful resolutions to the conflicts they inevitably spark. In the KDP conflicts we analyze, marginalized groups used deliberative contestation to moderately but consistently shift local-level power relations in contexts with both low and high preexisting capacities for managing conflict. By contrast, marginalized groups in non-KDP development conflicts from comparable villages used “mobilizational contestation” to generate comparatively erratic shifts in power relations, shifts that depended greatly on the preexisting capacity for managing conflict.

This article examines Estonia's economic institutions, performance and vulnerability to the global economic crisis in the context of the varieties of capitalism framework. It shows that Estonia shares many characteristics of a liberal market economy, but that there are also some features which do not fit the classical model, notably its corporate governance institutions. It also suggests that the varieties of capitalism framework can account for key features of Estonia's economic performance, including its growth trajectory and adjustment to the global financial crisis. The article also reflects on the broader significance of these findings for understanding post-communist capitalism.  相似文献

The purpose of this article is to compare service quality of the Fiji Islands Maritime Safety Administration (FIMSA) and the Maritime Safety Authority of Fiji (MSAF). Using a structured questionnaire, data were collected from 200 Fiji maritime industry stakeholders. Research findings identified FIMSA and MSAF service delivery misalignment with customer expectations; customer’ expectations exceeded perceived customer service experiences of FIMSA and MSAF; and, perceived customer service experiences of MSAF were noticeably better than those of FIMSA.  相似文献

This paper studies the politics of market-oriented reforms in Korea since the 1997/98 financial crisis. It focuses on the capacity of the state to implement these reforms, and challenges the view that successfully implemented market reforms follow a technocratic ‘best practice’ approach. On the contrary, this paper argues that reforms in Korea were relatively successful because they were political projects that went beyond ownership concepts of the IMF and World Bank. The temporary weakness of big business (chaebol) and the formation of reform coalitions by the government created a balance of power between societal interest groups that opened a political space for the government. The state regained some of the autonomy it had lost during the ‘Chaebol Republic’ from 1987 to 1997 and was able to implement reforms in a temporary corporatist framework. However, the chaebol adapted to the new situation and used the market-friendly reforms in their favour. The re-emergence of the chaebol undermined state autonomy and with the inauguration of the new President and former chaebol CEO Lee Myung Bak in 2008, Korea is arguably entering the second Chaebol Republic.  相似文献

This essay is an examination of the diverse origins of modern conservative antistatism in the United States through an analysis of the 1976 film The Outlaw Josey Wales, and the book on which it was based. The consolidation of a conservative politics in the 1970s was achieved in part by the Right's appropriation of New Left antistatism via older forms of racial discourse. This emphasis on New Left influence helps explain the rise of the New Right in a way that is missed in conventional accounts, while demonstrating more generally that political discourse is always contingent and unstable, and open to unintended articulations.  相似文献

Abstract

This article examines how the United Patriots Front (UPF), an Australian far-right organization, has communicated its ideology with reference to right-wing politics in Australia, Western Europe, and the United States, and through allusions to Islamic State. The investigation uses critical discourse and documentary analysis and a framework derived from the theory of Pierre Bourdieu to analyze textual and audiovisual postings on UPF Facebook pages, YouTube channels, and Twitter accounts. Relevant to the discussion are Bourdieu’s interdependent theories on “doxa” as a condition in which socially constructed phenomena appear self-evident, and “habitus” and “field,” which explain how structures and agents, through their reflexive behavior, become dialectically situated.  相似文献

This article presents and analyses the findings of a research project on power relations in the context of development partnerships with civil society on HIV/AIDS in Mozambique, Rwanda and South Africa, and engages in a critical dialogue with governmentality analysis. It argues that contemporary neoliberal government needs to be understood as context-specific articulations of three forms of power discussed by Foucault – sovereignty, discipline and biopower – and, in the global domain, a fourth form of power – (new) imperialism. Further, the analysis demonstrates how the introduction of a ‘package of (de-)responsibilisation’ shapes CSOs’ activities so that they become competitive service providers, use evidence-based methods and produce measurable results. Addressing the issue of resistance, it shows how the transfer of responsibilities may involve tension and struggle – a politics of responsibility.  相似文献

China's socioeconomic crisis before 1978 and its success over the past two decades can be viewed as a zigzag process of politicization and depoliticization of the economic state. By summarizing the Chinese experience, this article shows the importance of a specific pattern of general public policy (GPP) in determining the nature of a policy system. China's economic and serialized reforms since 1978 are reviewed in order to illuminate the current situation and future direction of the nation. The changes have undermined the economic state by creating a trend of de-economicization in the Chinese government. If economic reform and social change are to continue smoothly, another transfer of state emphasis to more balanced development is required.  相似文献

This article uses a multinomial regression model to analyze the bond repayment capacity of issuers of municipal bonds in Mexico. The study emphasizes the role that property and land-based taxes have in the enhancement of repayment capacity, as these are highly underutilized levies with important revenue raising potential. The findings show that there is no statistically significant link between these taxes and the chosen proxy for repayment capacity. This follows from an institutional and legal framework that creates an artificial environment of fiscal solvency. The Mexican case is instructive on how not to create a subnational bond market.  相似文献

Australian Meals on Wheels (MoWs) is a well-known, traditional nonprofit organization operating for over 60 years in a mixed economy of welfare, where it is positioned between the increasingly complex demands of state regulation and market efficiency. These contextual challenges cause critical tensions to an organization reliant on humanitarian principles and a large volunteer workforce. Findings show that this organization is experiencing conflicting and multiple identities which are having a significant impact on volunteer recruitment and retention. Specifically, data highlight the external challenges that threaten volunteers relating to regulation and funding, and internal challenges that tend to ignore volunteer value and instead picture volunteers as ageing and resistant to change. Findings suggest that the organization needs to work with all stakeholders to develop a shared organizational identity that blends humanitarianism with managerialism. New inclusive processes can enable better recruitment and retention practices, enabling the organization to “unfreeze” its traditional ways of operating to build a sustainable future for this much-needed organization.  相似文献

The purpose of this article is to provide an example of recent public administration reform in Afghanistan. In 2003, the Afghan Ministry of Public Health (MoPH) established the Basic Package of Health Services (BPHS) and other health services. To date, service delivery has been conducted largely by NGOs, funded by the main international donors, and managed by the Grant and Contracts Management Unit (GCMU) of the MoPH. Despite these advancements, Afghanistan continues to face significant challenges in health service provision and policy. In 2009, the GCMU was restructured into the Health Economics and Financing Directorate (HEFD), which broadened the scope of the Unit to conduct important economic analyses. This article examines the MoPH's role in health financing as a developing institution engaged in applied health economics and policy analysis. This development will allow the MoPH to build evidence for policy-making and further establish its stewardship role in the health sector.  相似文献

Abstract

One key marker of mass social movements transitioning to participatory democratic governance is popular media access. This essay argues that democratic media access by public constituencies becomes a site for constructing social revolution and simultaneously a manifest empirical measure of the extent of democratic participation in the production, distribution, and use of communication with new cultural possibilities. The participatory production practices (with citizens producing and hosting their own programs) and the democratic content (of oral histories, local issues, critiques of government and business, and everyday vernacular) reflect the hegemony of emerging ‘Bolivarian’ twenty-first century socialism expressed as popular participation in media production. Bolstered by constitutional changes and public funding, popular social movements of civil society, indigenous, women, and working class organizations have gained revolutionary ground by securing in practice the right of media production. Findings indicate that public and community media (that move beyond alternative sites of local expression and concerns) provide a startling revolutionary contrast to the commercial media operations in every nation. Popular media constructions suggest a new radically democratic cultural hegemony based on human solidarity with collective, participatory decision-making and cooperation offering real possibilities and experiences for increased equality and social justice.  相似文献

This two-part essay seeks to explain why group-based and individual piecework arrangements have become the modal form of payment for a variety of agricultural tasks in central Gujarat, India. Part 1 of the essay reviews New Institutional Economics (NIE) and Marxist Political Economy (MPE) approaches to the labour process, and claims that while the 'efficiency' and 'disciplinary' considerations emphasized by NIE and MPE in their explanations of contractual change are important influences on the labour process, specific institutional outcomes depend heavily on the cultural realities of actors' practices. Part 2 challenges the epistemological assumptions of NIE and MPE narratives, specifically that agents with stable identities perform actions with fixed meanings. Instead, the recent surge in piecework employment must be viewed as part of an ongoing tussle between the dominant Lewa Patel caste and the subordinate Baraiya/Koli caste to alter their relative standings in the social order. Their unceasing attempts to reinvent their group identities have involved shifting understandings of 'work' - with direct implications for labour contracts. As a corrective to NIE and MPE, the essay proposes a semiotic approach to the labour process that bundles the notions of 'social regulation' and 'self-regulation' into the concept of 'work governmentality'.  相似文献

Whereas other contributions in this volume focus on contemporary migration, this article explores the role migration has played over a long period of time, in western Bihar, India. By doing so, it reinforces one of the central themes in this volume, regarding the importance of migration for livelihoods: this case study challenges the assumption that migration would be a recent phenomenon, and argues that to understand the history of this area one needs to take account of the complex interaction between migration and development. Migration has been a livelihood strategy for many groups within the area, and the study explores how migration has been caused by and in turn influences poverty and livelihoods for men and women, and how these relationships have changed over time.  相似文献

Most agree that local economic development (LED) is a “bottom-up” development approach seeking to unleash the development potential of a locality. Nonetheless, focusing closely on the dynamics of specific localities, this can be criticized for being too local and overlooking extra-local links. This article explores the drivers of LED from the local economic actors’ perspectives in Nekemte town and its hinterlands, Oromia region, Ethiopia. The results clarify that LED is not only just “local”, but also an approach that links urban and rural areas, and thus, understanding rural–urban linkages is a prerequisite for a better understanding of the local economic development.  相似文献

In this article, I use Alastair Johnston's concept of strategic culture re-visited through a critical constructivist perspective to analyze the representations of India's strategic culture and nuclear policy choices. In doing so, I explore how the representational practices of (and the mutually-constitutive relation between) India's nationalist identity/Self and its strategic environment, facilitated via its political leaders’ ideological lenses, have produced shifting representations of India's strategic environment to justify the nation's nuclear policy choices. In exploring this representational linkage between India's strategic environment and its nuclear (in)securities, I am cognizant that anarchy is a challenge facing India's task of nation-making and thus realism serves as a partially valid explanation for understanding the logic proliferation. Yet, my study demonstrates how culturally guided interpretations of what constitutes the Indian Self have divergently re-interpreted India's strategic environment and (in)securities to define the nation's nuclear policy choices.  相似文献
