How and to what extent do different citizens experience democratic governance on a day-to-day basis? What agencies do they utilize in order to have their voices heard and grievances addressed? How do they gain access to government agencies responsible for delivering social welfare services, such as education, security, health care, and poverty relief? Investigations conducted in two states of India inquired about the manner in which different social groups living in rural areas gain access to the welfare services of the Indian state. These results show that an intermediary is required for gaining access. Different types of intermediaries are consulted by separate segments of society. For a large majority of poorer individuals, a newly arisen type of mediator, the naya neta (literally, new leader), is the intermediary of choice. Neither usually low status nor high status, but younger and better educated than other types of village leaders, naya netas play important roles in shaping welfare consequences in these villages of Rajasthan and Andhra Pradesh, most importantly, by affecting equity of access.  相似文献

We analyse the geographic incidence of child labour in small manufacturing firms in Indonesia at the village level. Our unique data set covers virtually all Indonesian villages and urban neighbourhoods; it allows us to distinguish between demand and supply side determinants of child labour. We show by correcting for sample selection that a number of counterintuitive results – child labour being unaffected by credit access and school proximity – are the result of an interplay between supply and demand side determinants. Credit access and school proximity reduce child labour supply, but simultaneously constitute positive location factors for firms thereby increasing the demand for child labourers. To effectively reduce child labour, growth oriented policies, such as enhancing school and credit facilities, should be complemented by policies specifically geared towards increasing school attendance.  相似文献

This article draws on the policy transfer literature to examine a UK‐based initiative to promote supplier diversity and provides insights into three areas neglected in current research, namely: the dynamics of non‐governmental policy transfer; the factors that mediate policy transfer in different jurisdictions; and the integration of research and practice in small business related policy transfer. To this end, an innovative action research approach is deployed with the dual purpose of effecting practical change and advancing knowledge. This comprises two phases: first, a realist analysis of the US National Minority Supplier Development Council (NMSDC), an exemplar intermediary; and second, the implementation and concurrent realist evaluation of a supplier diversity initiative modelled on NMSDC, referred to as ‘Supplier Development East Midlands’ (SDEM). The findings provide lessons for academics and practitioners dealing with small and medium‐sized enterprise (SME) policy transfer in general and supplier diversity intermediaries in particular.  相似文献

Abstract

Early twentieth-century Chinese governments experimented with competitive elections for legislative office. In the hundred years since these elections, historians and others have argued over whether they are best understood as “failures” for producing weak, easily manipulated government or as “successes” that heralded the potential for Chinese democracy. An examination of print media discourse from the time of these elections, however, reveals a profound discomfort with voting that was independent of, and prior to, the seating of any elected government. In particular, the repeated condemnation of election “campaigning” pointed to a series of philosophical and intellectual problems presented by elections as a form of selection. By analyzing complaints about “campaigning” as a discourse with a particular resonance within the political culture of the late Qing and early Republic, I push beyond considerations of “success” or “failure” to analyze the tensions between expectations for, and the actuality of, early twentieth-century elections.  相似文献

Abstract

Little research to date has examined how those who serve as intermediaries between clients and prostitutes (i.e., pimps) are influenced by targeted police interventions. While earlier work noted that displacement from risky online venues (i.e., Backpage and Craigslist) occurs, this study relies on data gathered from interviews with a purposive sample of pimps in the cities of Atlanta and Chicago to examine further the effects of targeted enforcement on where pimps advertise online and use of technological tools to reduce risk of detection. Pimps who advertised on the Internet were not different from those who used nonvirtual advertising, suggesting similar markets in the virtual and nonvirtual illicit sex trade. The vast majority of pimps who utilized the Internet for business continued to use Craigslist and/or Backpage to advertise and developed additional tactics to leverage their use. Some pimps broadened their presence on the Internet to other locations (specialized websites), moved to the deep web, and utilized different technological tools to reduce their risk of detection. Last, pimps adopted more interactive marketing strategies that permitted them to remain where their customers were familiar, but tap into sections of websites that previously had not been utilized.  相似文献

Sri Lanka's civil war has created a political – territorial division between the government of Sri Lanka and the Liberation Tigers of Tamil Eelam (ltte), where ltte is engaged in a process of state building within the areas they control. The article examines this state formation with an emphasis on the functions and forms of governance that are embedded in the new state institutions. It is observed that the emerging state formation has a strong focus on external and internal security, with an additional emphasis on social welfare and economic development. In terms of governance, the ltte state apparatus is marked by authoritarian centralisation with few formal mechanisms for democratic representation, but there are also partnership arrangements and institutional experiments that may foster more democratic forms of representation and governance. Hence, resolving the security problem in tandem with political transformations towards democratic governance remain prime challenges for peace building in northeast Sri Lanka.  相似文献

The household, if understood in a dynamic multi-status, multi-generational, multi-cultural, “gendered” way, can provide a conceptual framework for reinterpreting practices, processes, and patterns of Islamization in Africa. This framework contrasts with the one privileged in literature that focuses on the agency of traders, clerics and chiefs in public institutions. It reminds us that they “lived Islam” next to their mothers, wives, sisters, and slaves in households. This preliminary exploration of women and slaves usually seen as marginal to Islamization is intended to challenge extant perceptions: women and slaves were not only “recipients” of Islam but its agents. In their households, they shaped how Islam was lived by all around them. So instead of looking only at the history of more public Islamic people and places, addressing attention to the household and its changing nature over time may allow us to see a different face of Islam and different process of Islamization.  相似文献

ABSTRACT

Intimate partner violence (IPV) continues to be an urgent social problem, despite decades of intervention and prevention efforts. Restorative justice programs (e.g., victim impact panels) may be a useful addition to intimate partner violence (IPV) intervention, but it is unclear how these panels operate and to what extent they are consistent with restorative justice models. This naturalistic study of IPV surrogate impact panels used ethnographic observation of panels (n = 18), archival analysis of audience responses to the panel (N = 287), and focus groups and interviews (k = 4) with IPV survivors, an audience member, and batterer intervention providers to investigate these gaps. Findings suggest the panels manifest interactional processes consistent with restorative justice principles. Implications, limitations, and future aims of research on these panels are discussed.  相似文献

Abstract

Citizen participation is one of the core values of democracy. Democratization means an increase in citizen participation in public affairs. However, the issue of democratization is rarely studied in the field of public administration. In this article, we use the Taipei City Government (TCG) Citizen Complaints System to illustrate some tensions relating to citizen participation in a newly democratizing country. We interviewed the TCG officials to piece together the puzzle of how the citizen complaints system works. Furthermore, we conducted a survey on how each channel and media is used by citizens to file their complaints. Then, we focused on the development of the Taipei City Mayor's e‐mail box to see how the tension between participation and cost is handled by utilizing newly emerging information technology. We then evaluate these developments in terms of publicity, accessibility, and accountability suggested by Senevirante and Cracknell (Seneviratne, M.; Cracknell, S. Consumer complaints in public sector services. Public Admin. 1988, 66, 181–193). Accordingly, we propose suggestions for improvement from these three aspects for TCG and other governments as well to establish a citizen complaints system that substantiates democracy.  相似文献

This study proposes a path model with a set of intermediary outcomes, namely, teamwork, employee satisfaction, and work motivation, to explain how the practices of sustainability-oriented HRM affect organizational performance. The analysis of 2015 Federal Employee Viewpoint Survey reveals that the three practices of sustainable management identified from the literature had indirect effects on organizational performance through a complex interaction among the three intermediate outcomes. In addition, it is found that diversity program has a negative total effect on performance. These findings imply that organizational justice and work/life balance program will lead to an increase in performance by strengthening the backbone of organization. Additionally, conducting the diversity programs for achieving democratic values may entail the cost of diminishing organizational performance probably in the short run.  相似文献

The American myth of mobility suggests that educational attainment, as evidenced by some credential, is the road to achievement for everyone. This has never been entirely true, but recent trends suggest that the educational credential may increasingly limit as well as offer opportunity. Additional educational requirements have often been equated with increasing the “professionalism” of the public service, but they may also serve as a reason to keep out minorities or women now that non-meritorious discriminatory barriers have been eliminated by the courts. Examples from Mississippi and New York are cited. Although the courts have been vigilant in insisting that tests and other selection devices be validated, they have been much more tolerant of educational requirements, often failing to subject them to the stringent tests of job relatedness and validity. Even when a particular government unit is willing to lower credential barriers that cannot clearly be justified, it may be subject to pressures from other government units or associations, focusing on “improving” professional qualifications.  相似文献

Military coups d'état have become dramatically less frequent in Latin America over the past 20 years, leading many analysts to conclude that the risk of coups in the region today is negligible. Yet we observe that a particular subset of presidents in the region—namely, those commonly associated with the radical left—pursue a wide range of “coup-proofing” behaviors, primarily in the way that they manage relations with their militaries, but also in their political rhetoric. Our goal in this article is to explain why some Latin American presidents spend precious resources on coup-proofing. First, even as we demonstrate that coup activity is significantly diminished across the region as a whole, we offer evidence to suggest that coup risk is quite real in countries with radical left presidents. Second, we identify several specific strategies that these presidents have pursued to minimize coup risk. We explain the coup-proofing rationale behind each of these strategies and document their use in Venezuela, Bolivia, and Ecuador. Third, we show that no similar set of strategies or policies has been pursued by moderate leftist or more conservative presidents in the region. We infer from these empirical patterns that radical left presidents have undertaken substantial efforts to maintain military allegiance and to mitigate coup risk precisely because they recognize the possibility of military intervention. In our conclusion, we suggest that these strategies may confer a short-term benefit for the presidents who implement them, but they are likely to have negative consequences for the long-term stability of democratic institutions.  相似文献

ABSTRACT

During the presidential election, numerous women accused Donald Trump of sexual harassment and/or assault. Then a presidential candidate, he denied these complaints and said the women were all untruthful – a position he has continued to espouse. To explore “who the public believes,” we commissioned YouGov to conduct an opt-in online survey of a national sample of 1,000 Americans. Notably, half of Americans (51.0%) believed that “the women are telling the truth when they reported that Mr. Trump sexually harassed or assaulted them” versus 23.1% who sided with the president. Nearly two-thirds (64.9%) stated that it was unlikely that all the women were lying, and 3 in 5 Americans (60.5%) supported President Trump’s impeachment by the U.S. Congress if these accusations could be proven. Informed by research on political psychology (especially Haidt’s The Righteous Mind), the data are explored to see why Americans embrace divergent moral narratives – with some seeing Mr. Trump as a truthful president and others seeing him as a predator unworthy of the office he holds.  相似文献

Like many nonstate military actors, Hamas has long provided social services to its constituents, but the mechanism by which charity leads to increased public support is poorly understood. This article argues that providing charity benefits nonstate actors not because it isolates recipients or acts as a bribe but because it allows organizations like Hamas to overcome the legacies of their own military activities and extremist ideologies. Service provision allows them to demonstrate that they are not merely soldiers or ideologues, but capable bureaucrats and managers as well.  相似文献

This article discusses the endemic nature of violence in South Africa. The authors hypothesize that the culture in South Africa is autocratic in nature. They compare the socialization that occurs between democratic and autocratic families and the relationship this has to later problem-solving and conflict resolution behavior. People raised in an authoritarian culture need to develop skills that will enable them to learn an alternative to violence in conflict and problem-solving situations. The authors describe two educational interventions that followed this model. Available results are presented.

Both historically and today, violence in South Africa is endemic. Examples of South Africans committing violent acts because they feel justified fill today's media. Despite hopes and visions for a new South Africa and examples of goodwill and peaceful common ground between the different political positions, these violent acts emanate from all points of the political compass. Historically, we find examples such as the black tribal wars -- the African/Zulu wars, the Zulu/British wars, and the Anglo/Boer Wars.(1),(2)

Although some positive processes of change occur in the country, a violent approach to problem-solving still remains. It is evident, both through research and perception, that all major population clusters (including whites, Africans, and other populations in South Africa) are predominantly authoritarian by virtue of their origin, their education, and their creed. This authoritarian culture may contribute toward the resistance against democratic processes and possibly heighten the opportunity for violence. The birth of liberation amplifies this dynamic situation. For all parties involved, liberation heightens the “fear for loss”(3) and creates a non-productive power struggle. In this paper, we first explore why we believe that violence is endemic in this country, showing how an authoritarian culture may contribute to this problem. Second, we will describe two OD interventions presented in separate educational settings that were designed to reduce violence.  相似文献

Using the example of intermediaries in business–state relations, this essay addresses the evolution of corruption in Russia which has been facilitated by the introduction of a neoliberal system of market relations. Based on empirical studies of small and medium-sized enterprises in Russia, the essay demonstrates how intermediaries (which are also present in Western market economies and serve the function of reducing firms' transaction costs) have adapted to the local system in order to serve as providers of both legal and illegal (corrupt) services. Disputing the pervasive claim that neoliberalism and corruption are mutually exclusive phenomena, we argue that in ‘incoherent’ democracies like Russia, where properly functioning democratic institutions and a developed civil society are lacking, neoliberalism has led to the expansion of corruption.  相似文献

Abstract

Our paper shows that the deficient educational system and the large share of unskilled foreign workers in the Gulf countries are serious impediments to a successful implementation of the strategies of these countries to reduce their dependence on foreign technologies and to restructure their economies in order to make them less dependent on oil exports. A novel element in our analysis is that we emphasise the role of the deficient educational system as an important problem, next to the well-documented quandary of a high incidence of unskilled foreign workers in the workforce. We use new survey data, both at an establishment level and economy-wide, to provide evidence on how the poor educational facilities lead to a poor provision of training, low skill levels, serious skills mismatch and deficient transfer of knowledge. These inadequate facilities and the lack of incentives to improve them also lead to low R&D efforts to promote local technologies and hamper a restructuring of the economy.  相似文献

Statistics describe realities, but they also shape them, since they are used to design or support policies. As such accurate statistics are important. Using the agricultural sector in Rwanda as a case study, we demonstrate that dubious statistics can spread quickly. According to data from the Food and Agricultural Organization (FAO), yields have increased by 60 per cent since the implementation of large scale agricultural reforms, while other datasets point towards more modest gains. Yet, estimates in line with those of the FAO dominate the official discourse. We suggest that the discrepancies between datasets may be explained by the difficulties of collecting accurate agricultural statistics combined with an incentive to overestimate yields to show that the reforms have worked.  相似文献

Using pooled data from four separate nationwide surveys of local election candidates conducted from 2006–09 the paper assesses the role and importance of parties in the recruitment and selection of candidates. In many respects candidates are similar to councillors with men outnumbering women in a two to one ratio, with very few non-white candidates coming forward for selection and an age bias towards older rather than younger people. Candidates are found generally to have higher educational qualifications and to be employed in professional and managerial populations than in the public at large. Although a majority of candidates are resident in the ward that they contest a large fraction live elsewhere, suggesting that local parties cast the net widely during the recruitment process. The data suggest that the recruitment networks used by parties are relatively closed with many candidates reporting prior experience as local party officer holders or as members of charitable organisations and local public bodies. For two-thirds of candidates the initial decision to stand follows from a request by someone else, often a fellow party member. Women are more likely to be asked than men. Although candidates are aware of the current under-representation of some social and ethnic groups they are generally against using affirmative action measures to redress any imbalance. Although local parties are sometimes seen as contributing towards the problem of under-representation of some groups on council benches the data suggest than an increase in independent candidates would be unlikely to improve the situation and could perhaps cause it to deteriorate still further.  相似文献
