Abstract

Western governments have increasingly sought to tap the potential of the voluntary and community sectors in delivering neighborhood-based initiatives to combat social exclusion. The particular attributes claimed for the ‘third sector’ include closeness to the community and a capacity for flexibility and innovation. In-depth evaluation of the UK’s Neighbourhood Support Fund, a ‘flagship’ program designed to combat the social exclusion of disaffected young people living in deprived inner urban areas, demonstrates that to operate successfully in the current policy environment, community-based projects not only need these skills but must also acquire managerial capacity. In particular they have to be able meet the increasing demand from central government for detailed performance data. Successful community based projects therefore not only need to have the capacity for entrepreneurial activity but must now also have managerial skills not traditionally associated with the ‘not for profit’ organisations.  相似文献

This paper represents the first attempt to formalise the relationship between remittances and social violence by developing a model that predicts that migrants’ remittances lead to the reduction of social violence in the recipient economy under the condition that remittances increase the average product of labour. Using homicide data as an indicator of social violence, we tested our model’s prediction. Controlling for the endogeneity problem with appropriate instruments, we found that remittances tend to reduce social violence. We performed sensitivity analysis on remittances in the empirical specification and found it robust with an unchanged negative sign.  相似文献

The aim is to explore experiences and considerations of social workers regarding irregular migrants, understood as being prone to be “collateral damage.” It is revealed that some social workers approve assistance exceeding that which can find support in the national legislation. They are hereby addressing the normative conditions for recognition and installing new frames for apprehending irregular migrants. This process is referred to as a reframing of recognizability. By exceeding the limits of “belonging,” social workers question their profession's national link as well as the inability of a nationally anchored understanding of social work to deal with irregular migrants.  相似文献

As General Secretary, Gorbachev evolved from a Communist reformer to a socialist of the social democratic type. The most important programmatic documents of the CPSU in 1990–1991, on which Gorbachev had the predominant influence, were essentially social democratic. (Many in the Party apparatus had no intention of implementing them.) From 1988, Gorbachev was advocating fundamental change of the Soviet system, although there were zig-zags in his public pronouncements under the pressure of events. Ill-understood both at home and abroad, Gorbachev's social democratic ideas were ‘outflanked’ by the market fundamentalism and political impatience of his radical opponents and frustrated by the implacable enmity of conservative defenders of the vanishing Communist party-state.  相似文献

ABSTRACT

Autocrats cannot rule by repression and co-optation alone, and need to instil some sense of legitimacy in the populace. Lacking democratic legitimacy, and being in shortage of other identity-based sources of diffuse support, legitimation claims in post-Cold War autocracies increasingly rests on rulers’ ability to achieve concrete outcomes, including the improvement of citizen living conditions. However, autocracies differ from each other, and different institutional arrangements could influence a leader’s ability to deliver social services, and chase performance-based legitimation. Accordingly, this article compares the social service performance of different post-Cold War authoritarian regimes. The analysis demonstrates that so-called electoral autocracies outperform single-party and military regimes, although they show a capacity to provide for their citizens that is similar to hereditary regimes. These findings suggest that the legitimacy returns of introducing semi-competitive and participatory institutions could grow exponentially. Besides procedural legitimacy, these institutions could help rulers pursue legitimation through social services.  相似文献

Despite the general hype, Social Impact Bonds’ (SIB) rate of adoption is still modest. The mismatch between widespread interest and actual adoption raises interesting questions as to whether we are still in the early adoption phase of SIBs and massive diffusion is yet to come, or we are observing a marginal phenomenon. In order to shed some light on this issue, the paper provides a review of the cases in which the SIB model has been already applied, exploring the specific configuration employed, with the purpose to identify regular configuration patterns and their deviation from a prototypical structure.  相似文献

Qualitative data from a case study of the Jamaica social investment fund reveal that the social fund process is elite-driven and decision-making tends to be dominated by a small group of motivated individuals. However, there is broad-based satisfaction with the outcome. Quantitative data from 500 households mirror these findings by showing that, ex-ante, the social fund does not address the expressed needs of the majority of individuals in the majority of communities. By the completion of the project, however, 80 per cent of the community expresses satisfaction with the outcome. An analysis of the determinants of participation reveals that better educated and better networked individuals dominate the process. Propensity-score analysis demonstrates that JSIF has had a causal impact on improvements in trust and the capacity for collective action, but these gains are greater for elites.  相似文献

Externally funded collaboratives are compared in a US–Mexico border location, focusing on the local commitments that are made in financial and social capital for long-term sustainability. The border offers special challenges to sustainable health care programs, given the substantial crossing that occurs among health care users in both North-to-South and South-to-North directions. Funding organizations that decentralize programs to community collaboratives, demanding considerable local leverage and in-kind contributions, create a pernicious tax on poor communities in the name of building community capacity. This paper examines the effects of natural resource abundance on social spending in dictatorships. Natural resources, particularly oil, provide authoritarian leaders with economic rents without widescale labor force participation. I argue that dependence on natural resource production thus reduces dictators’ incentive to invest in human capital, which is reflected in lower levels of social spending. Using a panel dataset of authoritarian regimes between 1972 and 2008, I find that oil abundance leads to significantly lower levels of social spending by authoritarian governments. The negative effects are especially prominent concerning expenditures for public education and health: when an authoritarian country earns ten more dollars per capita from oil production, per capita spending on education and health decreases by approximately 1%. Extended analysis shows that the negative impact of oil on social spending is peculiar to authoritarian regimes; no impact of oil wealth on social expenditures is found among democracies.  相似文献

Social capital depicts the extent of mutual trust in a jurisdiction. This study examines the impact of organizational social capital (OSC) on nonprofit (NP) density. Prior studies have argued that OSC positively impacts the community and the organization itself. These studies are either theory- based or survey based. Few available empirical studies also do not examine the OSC of all the counties of the United States. This study overcomes these limitations and finds from the US county-level empirical study that social capital advanced in membership organizations is positively associated with the growth of NP density.  相似文献

This study empirically investigates the impact of core labour standards on income inequality for a range of 90 countries from 1990–2000. A synthetic index of labour standards is computed by means of a Multiple Correspondence Analysis and no significant correlation is found with the Gini index. One of the reasons pointed out is that the effective implementation of core labour standards depends on the quality of the country's political and legal systems. Using instrumental variables in a TSLS model, we found an inverse ‘U’ shaped curve between the new endogenous index of core labour standards and income inequality.  相似文献

One of the striking issues in the literature on farmers’ market organisations (FMOs) is that farmers generally report quite positive opinions regarding the services of their FMO, while, at the same time, actual sales reveal a much more reserved attitude. We argue that farmers may feel social and/or opportunistic pressure to express positive opinions concerning the FMO, to donors and policy-makers, which are not necessarily in line with their actions. This article proposes a list experiment method to control for this bias. The method shows that especially farmers who express strong support for the FMO seriously hesitate to speak freely.  相似文献
