In India, millions of female foetuses have been aborted since the 1980s alongside an abnormally high infant girl mortality rate; this has generated a vast literature exploring the root causes of son preference. The literature is sparse, however, on how the decisions to abort or neglect girls are made. This paper examines mothers’ and fathers’ respective roles behind those decisions. Using the third National Family and Health Survey (NFHS-3) data, we show that sex-selective abortions are most commonly used if both spouses or if only the fathers prefer sons, while sex-selective neglect is used if only the mothers prefer sons.  相似文献

We find a puzzling correlation in the data on domestic violence and children’s outcomes in India. Using the 2005–2006 National Family and Health Survey, we see that girls in families experiencing spousal violence are less worse off than boys when only fathers report a son preference while the gender bias reverses when only mothers report having a son preference. To shed light on the puzzle in the data, we present a non-cooperative theoretical framework based in economic theories of domestic violence, whereby differing parental son preference and bargaining over investments in girl and boy children potentially explains the observed relationship.  相似文献

This paper employs data from the Bangladesh Demographic and Health Survey (2004) to explore how women’s empowerment is related to partner’s attitudes, participation in microcredit programmes and a set of other socio-economic factors. We use a structural equation model with categorical observed variables. We get that participation in microcredit programmes has a positive impact on both the empowerment’s dimensions considered, while partner’s attitudes effect is weaker, proving that gender community norms are likely to be rooted in women’s minds regardless of the partners’ perceptions of women’s status.  相似文献

Abstract

Poor women borrow from multiple sources. This study examines whether the source of debt matters for women’s role in household financial decisions. Drawing on a household survey from rural Tamil Nadu, we categorise women’s loans along the lines of accessibility and formality into ‘planned loans’ and ‘instant loans’. We find that ‘instant loans’ support women’s bargaining power in various types of household financial decisions, whereas ‘planned loans’ have no impact. This surprising result is better understood when the nature of ‘instant loans’ is examined – these are frequently usurious, involve coercive enforcement methods and are considered socially debasing. Hence women who use them perform a convenient role for their households and in return gain some negotiating power.  相似文献

Abstract

We examine how the impact on women’s empowerment varies with respect to the location and type of group linkage of the respondent. Using household survey data from five states in India, we correct for selection bias to estimate a structural equation model. Our results reveal that in the southern states of India empowerment of women takes place through economic factors. For the other states, we find a significant correlation between women’s empowerment and autonomy in women’s decision-making and network, communication and political participation respectively. We do not, however, find any differential causal impact of different delivery methods (linkage models).  相似文献

This article analyzes the motivations and recruitment of female suicide terrorists. Biographical accounts of 30 female and 30 male suicide terrorists were coded for method of recruitment, motivation for attack, and outcome of attack. A log-linear analysis found that female suicide terrorists were motivated more by Personal events, whereas males were motivated more by Religious/nationalistic factors. Females were equally likely as males to be recruited through peer influence, exploitation, or self promotion, whereas males were more likely to be recruited as a result of religious persuasion. The results highlight the need for continued research into female terrorism.  相似文献

A new set of data concerning the pattern of suicide in India between 1991-1997 are presented. Suicide rates rose over this period despite a small decline in the Indian suicide rate in 1995 and 1996. It was found that between 1995 and 1997 there was a modest fall in the suicide rates among under 29-year-olds of both sexes, and an increase among those 30 years and older. The pattern of suicides in India is bimodal: the incidence of suicides is highest for those in the 30-44-year-old category of both sexes and tends to decline in higher age categories. Suicide rates were nearly equal for young women and men, a contrast with the pattern of suicide sex ratios in eight developed countries.  相似文献

Prior research has identified gender as a significant predictor of crime fear. Specifically, women are typically more fearful of crime than men, despite being relatively less likely to be victimized. The current study examines different ways men and women may think about crime and victimization within their neighborhoods, using contemporary social-psychological models of victimization worry. Data were collected from a sample of community residents (N = 713) living on the Gold Coast of Queensland, Australia. Results suggest that men’s and women’s fear of crime and perceptions of victimization threat are dependent on crime type and can be represented by a number of relationships among different social-psychological dimensions of victimization worry. The study concludes with practical implications for researchers seeking to examine the complex associations between gender and fear of crime.  相似文献

This article analyses the serious problem of corruption in India by examining its causes and the various anti-corruption measures employed by the government from the formation in 1941 of the first anti-corruption agency, the Delhi Special Police Establishment, which was expanded to form the Central Bureau of Investigation (CBI) in April 1963. India's ineffective anti-corruption strategy can be attributed to the lack of political will of its leaders and its unfavourable policy context, which has hindered the enforcement of the anti-corruption laws. The lack of political will in fighting corruption is manifested in the lowest per capita expenditure and least favourable staff-population ratio of the CBI when compared to those of its counterparts in Singapore, Hong Kong, South Korea and Thailand. To enhance the CBI's effectiveness, it should be removed from the jurisdiction of the police and be established as an independent agency dedicated solely to curbing corruption. The Constitution of India should also be amended to empower the CBI to investigate corruption cases at the state level without obtaining the consent of the chief minister of the state. In view of the lack of political will, this article concludes that curbing corruption in India remains an impossible dream in the foreseeable future.  相似文献

In China, there has been a long tradition of oppression, with the burden falling particularly on rural women. Since 1949, Chinese leaders have supported women's emancipation as a natural consequence of Socialist economic development. Government actions to mitigate the problem of inequality have enhanced some achievements but are largely inadequate. This paper examines the issue of Chinese women in politics and concludes that negative influences of the past, misunderstanding of the connection between general and gender specific policies, and the absence of general commitment to the ideology of sex equality have been the obstacles to women's emancipation in China.  相似文献

To what extent do public infrastructure projects respond to political pressures or developmental imperatives? Do these projects reflect a technical strategy aimed at upgrading economic productivity or the political distribution of public goods that rewards certain voters or political actors? This paper analyses the Programa de Aceleração do Crescimento (PAC), an $817 billion-dollar Brazilian infrastructure programme with a multi-method research design pairing in-country interviews and analysis of an original, municipal-level dataset. I conclude that my case study reflects a mixture of political and technical factors, which mirrors the competing influence of technocratic bureaucrats and politically-driven politicians during the project selection process. Despite explicitly targeting larger municipalities with infrastructure deficiencies, the programme still rewarded core-voting districts supporting the winning PT (Workers Party/Partido dos Trabalhadores) presidential candidates. A secondary result finds older municipalities with greater bureaucratic capacity were better positioned to successfully submit projects for federal funding.  相似文献

Reviewing the history of women’s movement, this article expects to find a large role of women’s organizations in the process of change that has helped to increase participation of women in local government political process of Bangladesh. While there is considerable support for the presence of the women’s movement, there is much ambivalence as to the specifics of such influence: its objects, means, and magnitude. The difficulty in assessing influence may stem from the reliance on informal channels, which makes tracing and tracking influence a great challenge, and calls for more grounded research to expose the intricate interactions between actors.  相似文献

This article explains the differing nature of UK government and European Commission approaches to partnership, drawing on the ‘competing models of capitalism’ debate. Comparative studies have typically considered the impact of the same institutional arrangements across different territories – the ‘study of identical seeds sown in different plots’(Putnam 1993, p. 7). However, this article is concerned with the study of different seeds sown in the same small plot: an area within the city of Sheffield. The different approaches to partnership enshrined in UK and EU regeneration programme documents structure different prospective outcomes. However, regeneration programme requirements must be understood as ‘incomplete contracts’ and as such, policy implementers play a key role in shaping policy outcomes.  相似文献

Abstract

As Nobel Prize winner Amartya Sen has argued “[Bangladesh’s development achievements have] important lessons for other countries across the globe, [in particular a focus on] reducing gender inequality”. A major avenue through which this emphasis has been manifest lies, according to this narrative, in enhancements to women’s agency for instrumental and intrinsic reasons particularly through innovations in family planning and microfinance. The “Bangladesh paradox” of improved wellbeing despite low economic growth over the last four decades is claimed as a paradigmatic case of the spread of both modern family planning programmes and microfinance leading to women’s empowerment and fertility reduction. In this paper we show that the links between microfinance, empowerment and fertility reduction, are fraught with problems, and far from robust; hence the claimed causal links between microfinance and family planning via women’s empowerment needs to be further reconsidered.  相似文献

Despite efforts to mandate and finance local governments' provision of environmental sanitation services, outcomes remain poor in the villages surveyed in the four South Indian states. The analysis indicates some key issues that appear to hinder improvements in sanitation. Local politicians tend to capture sanitary infrastructure and cleaning services for themselves, while also keeping major village roads reasonably well-served. Their decisions suggest, however, that they neither understand the health benefits of sanitation, nor the negative externalities to their own health if surrounding areas are poorly served. Our findings suggest that improving sanitary outcomes requires disseminating information on the public goods nature of their health benefits, as well as on the local government's responsibilities. It also requires putting public health regulations in place, along with measures to enable accountability in service provision.  相似文献

This study examines post-corporatization activities of public sector organizations, which are expected to act according to commercial principles, but, at times, are also asked to undertake projects that are not profitable: community service obligations (CSOs). Managers of government-owned corporatized entities in land development are interviewed, and a focus group at a state Treasury department conducted. We determine, when undertaking CSOs, who are the stakeholders, as perceived by management, and why they are considered important. The stakeholders are government, community, treasury (as separate from government) and the relevant private sector. Values, in addition to power, urgency and legitimacy, influence stakeholder prioritization.  相似文献
