Korea Aid was a development project delivering Korean medical services, food and pop music via trucks to rural communities in Africa. The project was poorly conceived, vulnerable to corruption and ultimately ineffective. While Korea Aid marked a backward step for Korea’s development cooperation, revealing many of the challenges associated with emerging donors, it also reflected Korea’s aspiration to become a cultural and developmental alternative to hegemonic nations. This paper examines the historical circumstances that led to the formation of Korea Aid, and further argues that Korea Aid embodied a synthesis of ‘cultural soft power’ and ‘developmental soft power’ intended to create the perception of Korea as culturally and developmentally attractive and benign. Korea’s current pursuit of developmental soft power intentionally transforms the country’s development experience into a ‘politically odourless’ model, masking its authoritarian undercurrent and in turn camouflaging growing aspirations to expand its global influence.  相似文献

This article discusses the relation between administrative culture and the capacity to act. It analyses how the Dutch city of Rotterdam radically altered its safety and ‘livability’ approaches in the face of new challenges, and how the city used its cultural make‐up and traditions in doing so. This takes its importance from that fact that local governments are almost continuously confronted with the need to reform policies and methods in the face of challenges such as individualism, cultural diversity, and safety problems. The notion of culture or administrative culture is often invoked to explain why innovations have been unsuccessful. We will argue that this line of argumentation hinges on wrong assumptions about the influence of culture on action. Culture is conceptualized as too static and homogeneous, and too much focused on cognitive aspects. By proposing an alternative, action‐oriented concept of culture, we will argue that administrative culture can be a source of innovation.  相似文献

Public services need to be re‐designed to meet citizens’ needs and to become more accountable. The role of the ‘front line’ is crucial in this. It is the pivotal point on the ‘see‐saw’ connecting ‘the public’ and the ‘back line’ of national and local public service agencies. This article compares the experience of Sweden and the UK in designing new ‘front lines’ through ‘decentralisation’ and ‘one‐stop shops’. It concludes that these initiatives can help to meet citizen needs and that citizens notice the difference. Committed support from the ‘back line’ is crucial for success. Active democratic involvement of both politicians and local residents is also essential.  相似文献

This article argues that the social capital framework used by development agencies in community-driven development projects in post-Soviet countries may not be adequate for analysing conditions affecting community participation. Research in Armenia shows that the availability of social capital in a community may not necessarily translate into participation. The governance environment plays a key role in affecting the nature and forms of community participation and in shaping local institutions in Armenia. The research argues against the ‘cultural’ view of institutional change, which presumes that the main barriers to participation are posed by cultural factors, such as interpersonal trust and the ‘mentality’ of post-Soviet citizens. Development interventions that focus on building social capital as a means to promote community participation may not be effective without addressing broader structural factors affecting participation.  相似文献

This article examines cultural policy developments affecting the Australian local government sector arguing for policy that directly addresses the operational needs of small to medium museums. Over a period spanning roughly three decades, national and state government involvement in ‘community’ cultural programmes has decreased, with local authorities assuming primary funding responsibility; a process I call the ‘municipalisation of culture’. The dual imperative for councils to provide dynamic cultural facilities while demonstrating prudent spending of ratepayer money has produced a challenging climate for local museums. Using the state of New South Wales as a case study, this article explores how this shifting cultural policy landscape, together with growing instrumentalisation of cultural programmes, has transformed the perceived context and purpose of museums in local government areas. It argues that the pressures of demonstrating impact across an array of public benefits in a restricted funding climate threatens the sustainability and meaningfulness of local museums.  相似文献

The role of the sociologist in development projects can be misunderstood by other members of an interdisciplinary team in ways that may have undesirable consequences for development research and can distort the resultant team recommendations. Technological professionals can define the sociologist's role in such a way that he is expected to produce answers to unreal and unanswerable questions and to refrain from attempting answers to important and answerable ones. These latter tend to be categorized as ‘evaluative’ or ‘political’ and excluded from the scope of the research project, with the result that major policy decisions are smuggled into the conclusions of the study in the guise of purely technical recommendations. The real goals of development can thus be largely ignored in the formulation of the report. Greater attention should be paid to the sociology and organization of development research itself if these dangers are to be avoided.  相似文献

Cornwall Council is a new ‘unitary’ local authority which was created following the merger of six district councils and one county council on 1 April 2009. A questionnaire survey based on specific ‘dimensions’ of organisational culture was circulated to staff prior to the merger date. Overall, the results indicated a generally congruent culture characterised by a strong team spirit and commitment to the workplace. A number of differences were observed between the cultural orientations of the seven councils, but there was only weak evidence of differences between tiers of management or professional groupings. The study suggests that the new organisation will have to find ways of ‘unfreezing’ staff from their established ways of thinking and working before changes can be properly embedded. It is recommended that the organisational change process shifts from a top-down ‘planned’ approach to a more ‘emergent’ approach to facilitate learning and organisational development.  相似文献

Abstract

This article explores the relations to Africa and African decolonisation of three key figures in Brazilian critical geographies and development studies, Manuel Correia de Andrade (1922–2007), Josué de Castro (1908–1973) and Milton Santos (1926–2001). Based on an analysis of their works and unpublished archives, I argue the radical Third World perspectives these intellectuals expressed anticipated later critiques of development as a neocolonial device. Drawing upon current literature on decolonisation, international conferencing and anti-racist solidarity networks, I discuss these matters in relation to these authors’ interest in cultural diversity and internal colonialism. Crucially, they developed this sensitivity in the Brazilian Northeast, a region especially shaped by Afro–Brazilian and Indigenous cultural legacies. While supporting anti-imperialist nationalisms in the Third World, these Brazilian scholars fostered multilingual, internationalist and cosmopolitan activism and scholarship. This is revealed by the study of the transnational networks they developed during exile and the various persecutions that many of them suffered after the 1964 military coup. Finally, I argue these works can substantiate recent claims to ‘decolonise’ geography and development studies, on the condition that these fields of study take seriously their anti-imperial traditions and their ‘voices from the South’.  相似文献

Public sector reforms throughout OECD member states are producing a new model of ‘public governance’ embodying a more modest role for the state and a strong emphasis on performance management. In the UK, the development of performance management in the context of the ‘new public management’ has been primarily ‘top‐down’ with a dominant concern for enhancing control and ‘upwards account‐ability’ rather than promoting learning and improvement. The development of performance management and evaluation in local government in the UK has been conditioned by external pressures, especially reforms imposed by central government, which have encouraged an ‘instrumental–managerial’ focus on performance measurement. The new Labour government's programme of ‘modernizing local government’ places considerable emphasis on performance review and evaluation as a driver of continuous improvement in promoting Best Value. However, recent research has indicated that the capacity for evaluation in local government is uneven and many obstacles to evaluation exist in organizational cultures. Local authorities need to go beyond the development of review systems and processes to ensure that the capacity for evaluation and learning is embedded as an attribute of ‘culture’ in order to achieve the purpose of Best Value.  相似文献

Focusing on material culture, this article considers a range of issues concerning the cultural policies, ideologies, and identities that have underlain Serbian development since the Middle Ages, and tests some widely held yet previously uncontested views. In particular it questions the Serbs' perceived affiliation with the Byzantine Empire and challenges the view that this affiliation was so pervasive that it influenced Serbian development and national formation in the modern age. It is argued that Byzantium had little if any role in the Serbs' cultural development – neither in historical memories nor in surviving traditions. Serbia's Byzantine culture is largely a myth developed in the 1930s by the Serbian clergy as a corollary of the Russian-inspired Svetosavlje ideology. This myth was meant to dislocate Serbia's cultural identity from its secular European sources and reposition it closer to Orthodox Russia.  相似文献

This article explores the World Bank’s project of ‘returning agriculture to the market’ through land titling reforms. It describes how World Bank and national government strategy papers distinguish between a ‘commercial’ or ‘entrepreneurial’ sector of farming and a ‘subsistence’ agricultural sector in post-communist Eurasia. The extension and growth of the former represents the desired goal of policies since the 1990s, while the latter’s numerical prominence in many countries constitutes a source of concern for authorities. The article argues that ‘subsistence’ represents a misreading of the rural population that confounds self-sufficiency with the size of farms, and casts millions of smallholders as non-economic and alien to markets. It focuses on two post-communist countries (Romania and Ukraine, extremes in terms of the introduction of property rights over agricultural land) to argue that efforts to reduce ‘subsistence’ translate into measures that increase the households’ monetary needs and are therefore going to be resisted. The article relies on analyses of World Bank and national government’s strategy papers as well as ethnographic data collected in 2013–2017 in the Ukrainian-Romanian border region.  相似文献

Much development theory is based upon elite-led conceptions of social change. Elite development theory (EDT) conceptualises ‘the poor’ as human inputs into or, at best, junior partners within elite-led development processes. This elitism contributes to the continual (re)framing of the poor as passive beneficiaries of elite policy, and legitimates economic exploitation of the poor. These claims are illustrated by discussing a number of EDT traditions – the Washington/Post-Washington Consensus, statist political economy, modernisation Marxism and varieties of pro-poor growth. As an alternative to EDT the article argues for a conception and practice of ‘labour-centred development’.  相似文献

Having passed through a labyrinth of social contradictions, both Russia and Iran have reached a point on their historical timelines where they have transcended the logic of development of the eighteenth, nineteenth and twentieth centuries. Today, Russian and Iranian modernisation reflects the interaction of universal norms and practices and specific cultural traditions. As an epistemological category, modernity can no longer be enchained in the grip of a totalising narrative. Modernity has given rise to civilisational patterns that share some core characteristics, but which unfold differently. The Russian and Iranian historical experiences reveal the need to take a much broader view of the modernisation process by placing it in the context of cultural adaptation of civilisational particularities to the challenge of modernity. The era of fixed, Euro-centric and non-reflexive modernity has reached its end, and we have, in practical terms, the emergence of ‘multiple modernities’.  相似文献

The metaphor of ‘orchestration’ is applied to an emergent change whereby developing different versions of a resource to solve local problems with managing hospitalized patient care in the USA became conceived as a nationwide innovation. A pluralistic framework incorporates Abbott’s conception of a system of professions, a cultural and political perspective on interaction and the notion of ‘orchestration’ which is distinguished from leadership and management. Small‐scale research in diverse settings shows how key stakeholders including academic medical researchers orchestrated the coalescence of disparate practices into a unified movement, although working in a relatively decentralized healthcare system featuring a complex mix of public, private and voluntary sectors. Sufficient confluence between diverse interests was nurtured for widespread acceptance of a new ‘hospitalist’ role coordinating inpatient treatment. It is suggested that the metaphor of orchestration may have wider potential as a heuristic for understanding emergent change that becomes more complex as it spreads.  相似文献

Abstract

The paper draws on ethnographic and historical research on the formation of Highlife in a ‘trilocal’ setting: Ghana, Nigeria and England in the 1950s and 1960s, the time when Highlife evolved as one of the most popular forms of modern music of (anglophone) West Africa in the twentieth century. It tackles the issue of how the formation of Highlife-music and culture was (transnationally) related to the formation of an African Diaspora in the colonial centre London in the post-World War II decades, how West African cultural formation in the diaspora affected Highlife as a popular and transnational culture, particularly evident in the so far neglected ‘diasporic memory/ies’ on Highlife. The approach seeks to emphasise the critical role of travelling music/ians from West Africa and the Caribbean to London and back in the formation of both, African diasporic and transnational identities as well as African popular music, in that important phase of its history. In the final part of this paper I am reflecting upon methodological issues related to my study on Highlife, focussing mainly on the relationship of living memory, archive and qualitative research.  相似文献

The last fifteen years or so saw a flourish and then the surprising collapse of implementation process theory and contingency theory. Despite the enormous popular (and international) impact of privatization in these years, there was oddly little British administrative research in that area, although other aspects of‘the Thatcherite Revolution’, especially‘the new public management’, cultural change, and the divestment of executive work by Whitehall departments, were well covered. Growth points were informational logic theory and institutional analysis, though British development of cultural theory was somewhat lacking. Emphasis which shifted from‘public administration’to‘public management’may shift again in the coming decade, to‘governance’.  相似文献

Abstract

Over the past three decades, Russia has developed a set of institutions for the management of ethno-linguistic diversity based on the principle of ‘national cultural autonomy’. This article examines the positioning of these institutions within Russian society, arguing that while state-endorsed discourses locate them within the culture sphere—treated as distinct from political processes—there is in fact an interpenetration of ‘politics’ and ‘culture’. The article identifies why these institutions position themselves within the ‘cultural sphere’ while also supporting the country’s meta-narratives on inter-ethnic tolerance and, effectively, the political status quo. Soviet legacies of inter-ethnic relations continue to be socially embedded, yet within this framework some dissenting voices are also discerned.  相似文献

Democratization studies endorses a liberal view of democracy and political culture. Insufficient notice is taken of alternative models of democracy. I argue that a ‘multiple democracies’ approach that takes potential variety in democratic political cultures into account has three advantages over the conventional approach: it is sensitive to the historical and contextual nature of democratic regimes, it takes a dual imaginary into account, and it is able to conceptualize the emergence of innovative forms of political culture. Instead of a ‘model approach’, I suggest a multiple democracies approach that identifies political cultures by means of available patterns of cultural repertoires or ethics of democracy.  相似文献

This article uses three perspectives to explain the radical economic and state sector reforms undertaken in New Zealand starting in 1984. We interpret the reforms using a rational‐comprehensive perspective, a garbage can perspective and a modified garbage can perspective identified in the work of John Kingdon. With New Zealand as an illustrative case, we explore the conditions under which radical reform is possible, the factors governing the adoption of reforms, and the impact on the reform process of a country's historical and cultural traditions. Our analysis emphasizes the import of a package of ready‐made solutions, strong advocates (particularly a well‐placed policy entrepreneur) who attach the solutions to a problem, and the existence of a ‘window of opportunity’ for adoption of the reforms. We conclude with a discussion of the implications of adopting reforms that run counter to a nation's long‐established traditions.  相似文献

ABSTRACT

In 2000s Brazil, an unprecedented number of Brazilian afrodescendentes (Afro-Descendants) have been mobilizing to secure rights and resources for the Brazilian black population. From carnival parading in ‘cultural’ groups to electoral campaigning, from consciousness-raising education to antiracist community outreach, black activists have been aggressively taking a critical stance toward the discursive fabric of Brazilian race relations and national identity. Placing examples of their discursive struggles over Afro-Brazilian history and culture under the lens of intertextual and heteroglossic relations, I illustrate black activists’ efforts to dispute what they see as misconceptions about black people and blackness that have found their way into the dominant narrative conceptions of Brazilian society. In doing so, I argue, they are accomplishing something of broader social significance: They are revising not only the history and collective memory of race relations in Brazil but blackness itself.  相似文献
