The World Bank's recent concern for ‘empowerment’ grows out of longer standing discussions of participation, non-governmental organisations (NGOs) and civil society. While commitments to empowerment enter World Bank texts with relative ease, their practice within Bank-funded projects is far more contingent, and the meanings they assume become much more diverse. This paper considers the relationship between such texts and the development practices which emerge, using an analysis of the ‘organisational cultures’ of the Bank and the many organisations on which it depends in the implementation of its rural development programmes. The paper presents a framework for analysing these organisational cultures in terms of (a) the broader contexts in which organisations and their staff are embedded; (b) the everyday practices within organisations; (c) the power relations within and among organisations; and (d) the meanings that come to dominate organisational practice. A case study of a development programme in Bangladesh is used to illustrate the ways in which cultural interactions between a variety of organisations – the World Bank, government agencies, NGOs, organisations of the poor, social enterprises – mediate the ways in which textual commitments to empowerment are translated into a range of diverse practices.  相似文献

Slovakia distinguished itself in the first half of this decade by launching a coherent set of economic reforms that limited government and transferred social and economic risk to individuals. We examine reforms in fiscal policy, pensions, the labour code, health care, investment, education and justice. While the surprise formation of a centre – right governing coalition in 2002 enabled Slovakia's ‘neoliberal’ turn, a close network of neoliberal policy makers and advisors from civil society organisations used the opportunity to push forward a compelling explanation of Slovak economic problems and promote a clear institutional design for fixing them.  相似文献

Little is known about how ownership affects accountability in non-governmental organisations (NGOs). This article explores differences between locally- and non-locally-owned NGOs in South Africa. Our data suggest that locally-owned NGOs more often claim to implement downward and internal accountability mechanisms, while non-local NGOs more often claim to implement upward accountability mechanisms. Bigger NGOs also perform better at downward and upward accountability mechanisms than smaller ones. The data suggest there is much these organisations can learn from each other to strengthen their accountability mechanisms. Furthermore, assuming there is a positive relationship between local ownership and development effectiveness, these findings may have important implications in furthering effective development interventions.  相似文献

The present study explores how similarity in policy preferences within pairs of organisations in service delivery networks (that is, goal consensus) is related to existing bilateral interorganisational relations. We distinguish between different types of interorganisational relations and hypothesise that stronger relations are positively associated with goal consensus. A social network analysis is performed using data on 546 ties in two complete service delivery networks in a medium-sized city in the Netherlands. Results indicate that the strongest association is between goal consensus and types of interorganisational relations that imply more strategic information exchange between members of the organisations – especially managerial interaction.  相似文献

The objective of this article is to analyse the changes brought about by the foreign policy of Lula's first administration (2003 – 06). To discuss the topic, we will make use of three notions: autonomy through distance, autonomy through participation and autonomy through diversification. These notions explain the main changes occurring in Brazilian foreign policy from 1980 to the mid-2000s. We will conclude by demonstrating how the autonomy through diversification notion best applies to the 2003 – 06 period.  相似文献

Abstract

The essay investigates the survival strategies of foreign-funded Russian non-governmental organisations (NGOs) in the face of the so-called ‘foreign agents’ law of 2012. Conceptualising NGOs as autonomous social systems and drawing on two qualitative case studies of Russian NGOs in the fields of human rights protection, we show how these organisations manage to cope with the state’s withdrawal of legitimacy by creatively handling their diverse environmental dependencies. Through shifting the relative importance of different audiences and generating new sources of legitimacy, they have eventually created and maintained small supportive ecologies within the overall environment of a political regime that does not tolerate them.  相似文献

Development discourse has focused on gendered dimensions of poverty, demonstrating how parastatal poverty alleviation programmes target women as aid recipients while devaluing their productive and reproductive work. However, seldom analysed is how privatisation of social services and proliferation of non-governmental organisations (NGOs) have impacted women. We explore this in a Guatemalan community where we find that although NGOs discursively commit to ‘alternative’ development approaches, on the ground they reproduce elements of a neoliberal subjectivity akin to parastatal programmes. NGOs additionally configure aid disbursement as gift giving, requiring beneficiaries to assume affective postures of gratitude, and facilitating intrusion into women’s lives.  相似文献

The term resilience is increasingly being utilised within the study of public policy to depict how individuals, communities and organisations can adapt, cope, and ‘bounce back’ when faced with external shocks such as climate change, economic recession and cuts in public expenditure. In focussing on the local dimensions of the resilience debate, this article argues that the term can provide useful insights into how the challenges facing local authorities in the UK can be reformulated and reinterpreted. The article also distinguishes between resilience as ‘recovery’ and resilience as ‘transformation’, with the latter's focus on ‘bouncing forward’ from external shocks seen as offering a more radical framework within which the opportunities for local innovation and creativity can be assessed and explained. While also acknowledging some of the weaknesses of the resilience debate, the dangers of conceptual ‘stretching’, and the extent of local vulnerabilities, the article highlights a range of examples where local authorities – and crucially, local communities – have enhanced their adaptive capacity, within existing powers and responsibilities. From this viewpoint, some of the barriers to the development of resilient local government are not insurmountable, and can be overcome by ‘digging deep’ to draw upon existing resources and capabilities, promoting a strategic approach to risk, exhibiting greater ambition and imagination, and creating space for local communities to develop their own resilience.  相似文献

Developing an argument based in theories of democratic consolidation and religious competition, and discussing the reasons for the secularist opposition to the government, this article analyses how government by a party rooted in moderate Islamism may affect Turkey's peculiar secular democracy, development and external relations and how Muslims in the world relate to modernization and democracy. Arguing that secularism in advanced democracies may be a product of democracy as much as it is the other way around, the article maintains that democratic consolidation may secure further consolidation of Turkish secularism and sustainable moderation of Turkish political Islam. Besides democratic Islamic – conservative actors and other factors, democratic consolidation requires strong democratic – secularist political parties so that secularist and moderate Islamist civilian actors check and balance each other. Otherwise, middle class value divisions and mistrust in areas like education and social regulation may jeopardise democratisation and economic modernisation and continuing reconciliation of Islamism with secular democracy and modernity.  相似文献

Early commentators on the newly independent Belarusian state of the 1990s indicated that there was something lacking in Belarusian identity. The people did not seem to respond powerfully to the new symbols of the state, use of the national language intermingled with Russian, and economic concerns appeared to trump popular concerns with promoting Belarusian language or culture. Other former Soviet states were embracing ethnic national ideals, and as such, many assumed that Belarus should follow a similar path. However, as an examination of the history of the Belarusian territory demonstrates, a national ideal based on ethnicity was problematic in Belarusian society, and as such, the ethnic notions of Belarusian identity forwarded by some Belarusian elites failed to appeal to the masses. Instead, Belarus seems better suited to a more inclusive civic identity than an exclusive ethnic one. This research examines the nature of contemporary Belarusian identity, with particular attention to the civic versus ethnic aspects of that identity. We argue that although Belarusian identity is obviously in flux and subject to heavy debate, it is currently demonstrating more civic aspects than ethnic ones. This finding is based on original survey data obtained in Belarus in 2009 and 2010.  相似文献

Ethnic identity is a fundamental concept for understanding the dynamics of contemporary political change, but there has been very little exploration of how to measure ethnic identity and even less discussion of the implications of these measurements for understanding ethnic conflict. Through an analysis of Estonians and Slavs (Russians, Byelorussians, and Ukranians) in Estonia, we show that the ethnic identity of different groups is “salient” to different degrees and that this has significant implications for within-group agreement about political issues and for between-group differences. We show that nominal ethnic identity fully predicts political attitudes when ethnicity is highly salient because a highly salient ethnic identity sets in motion forces that cause individuals within a group to form similar attitudes based upon their ethnic identity. These forces were fully active for Estonians in Estonia in the early 1990s. In this case, nominal ethnic identity was sufficient to explain the attitudes of Estonians. But ethnicity must be treated as graded when it is not highly salient, as with Slavs in Estonia, because only degrees of ethnicity can explain the within-group differences in political attitudes that arise because of a lack of salient identity. Researchers, therefore, should typically treat ethnicity as if it were graded, and they should devise graded measures of it. Although nominal measures are sometimes appropriate (i.e., when ethnicity is highly salient), they will cause the researcher to miss something important in other situations. For example, our work suggests that if events discrupt the social processes that maintain a group’s sense of itself, then a graded measure of ethnicity is useful for predicting attitudes concerning ethnic identity and survival. In short, it is not categorically wrong to treat ethnicity as nominal, but it is best to begin by treating it as graded. Henry E. This paper presents a critique of the essentialist notions of any community as a pacifist or militant community by examining the long history of the cycles of violence and non-violence in the evolution of the Sikh community in the Indian subcontinent. The theoretical premise of the paper is that communities' resort to violence and non-violence is determined by their strategic perspectives to achieve their politico-economic goals and not from any doctrinal adherence to violence or non-violence. The paper attempts a panoramic view of over 500 years of Sikh history (1469 – 2006) and offers a reinterpretation of that history by locating cycles of violence and non-violence in their historical context. It then provides a politico-economic perspective on violence and non-violence in their struggle for identity and political power. It focuses more on an analysis of the recent political conflict between Sikh militants and the Indian state, and concludes by drawing out the policy implications of that analysis for the politics of the modern Indian state regarding the Sikhs of Punjab. It identifies federal arrangements and human rights as issues of key importance in the political economy of this relationship.  相似文献

The processes of peace-building and democratization in Bosnia and Herzegovina (BiH) were instituted on 14 December 1995 by the Dayton Accords, which brought an end to the Bosnian War. While claiming their objectives to be reconciliation, democracy, and ethnic pluralism, the accords inscribed in law the ethnic partition between Bosnian Serbs, Croats, and Muslims by granting rights to “people” based on their identification as “ethnic collectivities.” This powerful tension at the heart of “democratization” efforts has been central to what has transpired over the past 16 years. My account uses ethnographic methods and anthropological analysis to document how the ethnic emphasis of the local nationalist projects and international integration policies is working in practice to flatten the multilayered discourses of nationhood in BiH. As a result of these processes, long-standing notions of trans-ethnic nationhood in BiH lost their political visibility and potency. In this article I explore how trans-ethnic narod or nation(hood) – as a space of popular politics, cultural interconnectedness, morality, political critique, and economic victimhood – still lingers in the memories and practices of ordinary Bosnians and Herzegovinians, thus powerfully informing their political subjectivities.  相似文献

Abstract

How can support organisations build the capacity of volunteer-driven non-governmental organisations (NGOs)? Citizen aid for relief and development has expanded rapidly in the twenty-first century, and the number of American aid organisations operating in the Global South has grown to nearly 10,000. These grassroots international NGOs – GINGOs – are small-budget, volunteer-driven organisations typically launched by Americans without professional experience in international development or nonprofit management. These groups prize the expressive and voluntaristic dimensions of development work, yet face challenges of amateurism, material scarcity, fragmentation, paternalism and restricted focus. We investigate whether support organisations, whose primary goals are to build the capacity of organisations and strengthen the organisational field, offer solutions to GINGOs’ inherent weaknesses. We draw on 15 semi-structured interviews with a stratified selection of support organisations, including associations tailored towards international development and towards nonprofit work at large. We find that support organisations offer resources to help GINGOs in managerial and administrative domains. Fewer support organisations help GINGOs build technical development skills, and fewer still push GINGOs to critically reflect on their role in development. We find that peer learning and online platforms could help engage GINGOs volunteers in networking spaces, even as their geographic dispersal in the US encourages their fragmentation and isolation.  相似文献

This study aims to identify the attempts to form a Jordanian national identity from the establishment of the Jordanian state in 1921 to date. This study reviews the efforts of the Jordanian state, which was subject to internal, external, political, social, economic, and cultural circumstances, and variables that led to change the Jordanian national identity to incorporate religious, national, regional, ethnic, and tribal aspects. The regime has been unable to address and resolve the issue of national identity; instead, it has tried several means to circumvent the problem of national identity. The identity card is a means that the regime has used to achieve its goals. These policies led to the state’s failure to define, establish, and maintain a comprehensive national identity for its citizens. The formation of a national identity has been a dilemma for Jordan since the establishment of the state; there is almost no known national identity. This situation calls for the construction of the Jordanian national identity on a fixed and clear basis to prevent its disintegration, to facilitate the process of social integration, and to build a final national identity that is both inclusive and representative. Without this identity, division and conflict may prevail in Jordanian society.  相似文献

Crises beget reforms is a powerful hypothesis. But which type of crises – economic or political – are the main drivers of structural reforms? To answer this question, we construct measures of labour market and trade liberalisation and the two types of crises for a panel of about 100 developed and developing countries between 1960 and 2000. We find that political crises are more important determinants of structural reforms than economic crises. This finding is robust to the inclusion of interdependencies between crises, feedbacks between reforms, different estimators and various alternative measures of crises.  相似文献

This article examines the dynamics of transnational identity among second-generation Ethiopian-American professionals. Drawing on the experiences of 21 second-generation Ethiopian-American professionals, I analyze how they manage the dual challenges of maintaining Ethiopian identities while embracing American values and aspirations. Study participants indicated how their parents actively encourage them to embrace Ethiopian culture while they expect them to succeed in the US society. They expressed fear that if they become ‘too American’, they will disappoint their parents. Moreover, they find restricting their identity to one group or another too confining. They selectively choose defining ethnic characteristics from the cultural domains in which they operate –their families, social networks, and school environments; media images; popular culture; and the broader dominant culture. Most of them embrace individualism and autonomy in order to negotiate, create, and recreate their own transnational identities. The ethnic characteristics of second-generation Ethiopian-American can certainly be characterized as ‘hybrid identities’.  相似文献

This paper is a contribution to the debate about how people in Central Asia recall Soviet ethnic policies and their vision of how these policies have shaped the identities of their peers and contemporaries. In order to do so, this paper utilizes the outcomes of in-depth interviews about everyday Soviet life in Uzbekistan conducted with 75 senior citizens between 2006 and 2009. These narratives demonstrate that people do not explain Soviet ethnic policies simply through the “modernization” or “victimization” dichotomy but place their experiences in between these discourses. Their recollections also highlight the pragmatic flexibility of the public's adaptive strategies to Soviet ethnic policies. This paper also argues that Soviet ethnic policy produced complicated hybrid units of identities and multiple social strata. Among those who succeeded in adapting to the Soviet realities, a new group emerged, known as Russi assimilados (Russian-speaking Sovietophiles). However, in everyday life, relations between the assimilados and their “indigenous” or “nativist” countrymen are reported to have been complicated, with clear divisions between these two groups and separate social spaces of their own for each of these strata.  相似文献

ABSTRACT

The aim of this article is to analyse the performance of regionalism in the Global South through a comparative analysis of Mercosur and Ecowas with regard to the trade and democracy protection agendas, by contrasting their institutional design and regional leadership concerning the two issues. Firstly, it analyses the evolution of intra-regional trade as well as the trade agenda of each bloc concerning international negotiations with other states or economic blocs. Secondly, it discusses the relevance of democratic stability in the two regional organisations and how each organisation has performed in cases of democratic rupture in member states. When comparing the dynamics of the two organisations, we argue that differences in terms of institutional design and regional leadership have meant that Ecowas has been less ambitious than Mercosur in its trade agenda, but more decisive vis-à-vis the region’s democratic stability. Thus, this article aims to contribute to the comparative regionalism literature, setting out an analytical comparative framework for assessing the performance of regional organisations, which remains a difficult task for this particular research agenda.  相似文献

In recent times non-governmental organisations (NGOs) in Bangladesh have witnessed massive growth in size, budget and scale of operations. They enjoy growing support from international donors and operate outside the direct control of the government. Their handling of the massive funds aside, increasing involvement of NGOs in economic, social and at times political spheres has given rise to widespread concerns about their accountability including their relationships with the government, donors and the community. This article examines and analyses various dimensions of NGO accountability in Bangladesh. Drawing on evidence from the Grameen Bank and the Bangladesh Rural Advancement Committee (BRAC)—two of Bangladesh's largest and the most successful NGOs—the paper argues that NGO accountability in Bangladesh has been more rhetorical than real. It shows that while formal accountability measures are in place, they suffer from a range of inadequacies and shortcomings. Consequently NGO accountability has remained weak and ineffective in relation to major agents such as the government, donors and the clients. The article further shows that some of the recent developments, such as the proliferation of NGO operations, government organisation (GO)–NGO collaboration and the growing involvement of NGOs in commercial activities, have imposed further limitations on their accountability to key stakeholders.  相似文献
