This article investigates the relationship between gender, wage inequality, and export‐led growth in South Korea. The persistent gender wage gap in Korea's manufacturing sector is found to be linked to women's segregation in the country's major export industries where real wage growth has lagged productivity growth, despite favorable market conditions that might drive up women's wages relative to those of men. The interaction of state‐ and firm‐level hiring, training, and promotion practices that structure women's and men's employment opportunities differently appear to have resulted in a relatively weaker fall‐back position for women in labour markets. Econometric results are consistent with the hypothesis that women's weaker fall‐back position limits their ability to bargain for wage increases commensurate with productivity growth. Further, evidence is presented which links gender wage inequality to the growth of Korean exports.  相似文献

This article examines gender differences in the incidence of rural to urban migration in developing countries, particularly those of Sub‐Saharan Africa. The study distinguishes itself from current migration literature by suggesting that the gain in returns to observable attributes, as a result of migration, may differ by gender and could provide an explanation for gender differences in migration. Using data from Kenya, we estimate the urban‐to‐rural wage gap, separately for each gender, and decompose the gap into the components due to urban to rural differences in observable attributes and differences in returns to observable attributes. We find that the portion of the wage gap that is due to the gain in returns to observable attributes is larger for males, suggesting that males receive larger monetary returns as a result of migration and, consequently, have greater incentive to migrate to urban areas.  相似文献

Studies estimating wage discrimination against women have rarely been conducted for Third World countries, and no research has been directed to this issue in Pakistan at all. This article uses data from Rawalpindi City to calculate the magnitude of the male‐female earnings gap, and identifies the proportion of this gap which results from discrimination as well as that which stems from differences between males and females in productivity characteristics. In addition to the Oaxaca model, the recently developed Cotton/Neumark model is also used to derive estimates. In a new twist to such models, adjustments are made for the presence of selectivity‐bias in the data. The results indicate existence of high levels of discrimination against women, as reflected in estimates of the earnings differentials.  相似文献

This article examines the insertion of women in the formal sector labour market in urban Khartoum, Sudan, in order to explain their inferior employment status in one particular developing country environment. A number of hypotheses are tested drawing upon recent labour market theoretical developments and econometric techniques from the literature which have had limited previous applications in Third World settings, particularly in Africa. Our findings indicate that occupational segregation, rather than pay discrimination, is primarily to blame for observed wage differentials suggesting that well‐intentioned equal pay laws will do little to reduce the earnings gap.  相似文献

This article uses data from Poland to investigate the role played by wage differentials, between the public and private sectors, in influencing sector choice and the decision to moonlight. Standardising for worker characteristics and allowing for sector selection effects, we find (i) a substantial private sector wage premium, (ii) wage differentials are a significant determinant of sector choice, and (iii) the desire to moonlight is particularly strong among those who face the greatest wage gap, that is, university educated employees.  相似文献

In this article, the component of the gross wage differential that can be explained by productivity‐enhancing attributes and that which is due to unexplained factors and labour market discrimination are empirically determined. Individual data from the 1991 Living Standards Measurements Survey of Peru are used to analyse labour market earnings and to decompose the gross earnings differential. A large portion of the indigenous/non‐indigenous wage gap is unexplained by human capital and other observable differences.  相似文献

Bali’s recent socio-economic transformation is mainly a result of rapid growth in mass-tourism, which, as a capitalist labour-intensive industry, represents a new regime of labour that reorganises, dislocates, and multiplies wage labour opportunities. ‘Localising globalisation’ through labour in tourism alters conditions for gaining a living wage; yet, it also produces new contestations of gender, caste and class. This article argues that the labour regime shift has produced a large informal economy that provides new paths for social mobility for low caste Bali-Hindus, whilst at the same time class, gender and caste inequalities interlock in the shaping of different labour trajectories.  相似文献

This study compares poverty and income distribution among gender subgroups in Russia and four East European countries—Bulgaria, Romania, Hungary and Poland—in 2000. Does the gender poverty gap exist in these countries and if yes, how big is it? How much does the level of gender inequality contribute to explaining the level of aggregate inequality and poverty within each country? To what extent may the differences emerging in cross-country comparisons of poverty and inequality be explained by differences in the gender composition of households, e.g., the prevalence of female-dominated households? These are the questions I seek to answer in this paper.Equivalent expenditure is adopted as a measure of economic welfare of households with different gender ratios. The gender gap is defined as the degree of distance between the economic welfare of households dominated by women and households dominated by men. Headcount poverty and average poverty shortfalls are calculated using relative poverty lines. Inequality is measured by Gini and Theil L coefficients.  相似文献

The role and status of women in the post-communist countries has been and continues to be varied and full of contradictions. This article discusses the historical, social, economic, and political dynamics affecting the lives of women during the transition from communism to democracy. It argues that democracy, rather than diminishing gender discrimination, has widened the gender gap through declines in women's political representation and increases in women's unemployment and underemployment. Recently, however, the proliferation of women's organizations and the growth of women's studies programs suggests a more optimistic outlook for the future.  相似文献

This article analyses a Stackelberg differential game in which households' labour supply and fertility decisions are taken assuming husbands as leaders and wives as followers. The model solution yields the optimal number of children and labour supply of male and female. In equilibrium male and female labour supply increases with wage and decreases with children costs and time preference, and the optimal number of children increases with male wage and decreases with cost of children, husband's time preference, and female's wage and time preference. We test the model using Ghana Living Standard Survey Round 4 and find that women are more sensitive to changes in the labour market conditions than males, and better labour market opportunities for women may lead to a strong reduction in fertility.  相似文献

Results of national surveys carried out in East-European countries convincingly showed that after the fall of communism the gender gap in earnings remained substantial. Following the same analytical framework here I explore a range of issues concerning the gender gap in membership in what I define as the “underclass” in 6 post-communist societies. The basic question is to determine whether or not such a gap exits. I find considerable cross-national variation in the odds of female/male membership in the underclass: women in Poland, Russia and Hungary appear to be most heavily over-represented in this category, while in Bulgaria and Slovakia, the effect of gender does not exist. In addition, the explanation for this gap cannot be found in the intergenerational transmission of poverty, in differences in marital status, and other social–demographic attributes commonly employed in quantitative studies. It is only the lower educational status of women, living in rural areas, and older age, which significantly interact with relatively higher representation of women in the underclass. After controlling for several characteristics of a person’s socio–economic position I found that in four countries, namely in Poland, Russia, Romania and Hungary, a statistically significant net effect of gender remains which provides solid evidence for the feminization of the underclass in these societies.  相似文献

ABSTRACT

Criminologists have been interested in the gap in reported levels of fear of crime between men and women for decades. Our study advances and empirically tests the hypothesis that gender identity is an important mechanism that accounts for the gap in fear of crime between men and women. Specifically, the current study incorporates Magliozzi, Saperstein, and Westbrook’s gradational measures of masculinity and femininity to test if these variables are related to fear of crime. Statistical analyses reveal that masculinity is negatively and significantly associated with fear of crime, suggesting that men may be doing gender in reporting fear of crime by suppressing their expression of fear when responding to survey items related to fear of crime. Additionally, the inclusion of the measures of masculinity and femininity in our statistical model reduces the effect of sex to non-significance.  相似文献

Abstract

Although women have been among the leaders and followers of terrorist organizations throughout the history of modern terrorism, the mass media typically depict women terrorists as interlopers in an utterly male domain. A comparison of the framing patterns in the news about women in politics and the entrenched stereotypes in the coverage of female terrorists demonstrates similarities in the depiction of these legitimate (women in politics) and illegitimate political actors (women in terrorism). Just like the managers of election campaigns are cognizant of the electorate's stereotypical gender perceptions, terrorist organizations know about and exploit cultural gender clichés that are reinforced by the media. The argument here is that the implementation of anti- and counterterrorist policies must not be influenced by the mass-mediated images of female terrorists because they do not reflect reality.  相似文献

ABSTRACT

This article addresses the question of why does an African country that had more women queens and empresses throughout its history practically than any other African country have the oldest known women queens in Africa, and purports to be committed to gender equality end up undermining its own objectives. The article shows that the focus on integrationist paradigm, an approach which focuses on the participation of women in the existing development paradigm, undermined the transformative nature of gender policy because it does not conceptualize gender parity as an end by itself, but as an instrument for economic progress. Consequently, progress towards gender parity remains to be little-by-little despite the strong political commitment to gender equality. The article concludes that the transformative nature of gender policy has been endangered by emphasis on macroeconomic outcomes, macro-level conceptualization of gender issues, and the limited role of civil society in influencing policy decisions.  相似文献

This article examines patterns of women’s cabinet representation across all presidential democracies in East and Southeast Asia since democratization. It demonstrates how the choice of female ministers differs across career backgrounds in presidential systems and further examines why young presidential systems in Asia are conducive to women’s access to ministerial power through professional career tracks. We argue that despite women’s successful performance in national legislative elections, women have been restricted to access the power resources necessary to target other political goals, such as cabinet positions, whereas democratic transition has provided broader avenues for women to emerge as professionals outside party politics. By analyzing original data on female ministers in East and Southeast Asia, the study finds that the share of women among professional ministers has increased over time, but women’s share among political ministers has not changed significantly. Additionally, the different qualifications of female politicians and professionals also make them eligible for appointment to different types of policy areas in terms of prestige and gender. Our analysis suggests that women’s cabinet representation has improved overall since democratic transition in Asia, but this improvement disguises contrasting outcomes in women’s cabinet status according to their career backgrounds.  相似文献

This article considers change in academe in Sweden and England, focusing on gender equity and the new public management reforms. In drawing on social movement theory, it is argued that public sector agendas in these countries have been affected by the influences of their respective women’s movements as well as by the new public management. The article explores these developments through the experiences of a group of employees whose voices are heard infrequently in the literature, those in middle‐level academic positions in universities who are responsible for delivering change. It is argued that the rational, hierarchical, masculine discourses of the new public management offer challenges to women’s movement supporters, whose influences and responses are examined. It is contended that the use of social movement theory, as a vehicle through which to conceptualize change, offers a number of insights. These are: the contribution made to gender equity by women who are not self‐defined feminists or strongly committed to equal opportunities, known as femocrats; the contribution made by some supportive men to gender equity; and the potential for future collective opposition to the new public management from women’s movements.  相似文献

Despite efforts to increase gender diversity and equality worldwide, women are still underrepresented in leadership positions in public bureaucracies. This article speaks to the debate on how organizational context, more specifically organizational decline, may influence gender representation in such leadership positions. Based on role congruity theory and glass cliff theory this article empirically examines whether and how excessive workforce reductions are associated with changes in the representation of women in leadership positions in Dutch civil service organizations. Panel analyses on administrative data show that women's representation in leadership positions varies over time, but is not significantly affected by excessive workforce reductions. Overall, the analyses do not provide evidence for a glass cliff for women in Dutch civil service organizations. Implications for theory and future research are discussed.  相似文献

Most of the available evidence on the effect of minimum wages concerns the private sector of developed countries. In this paper, we examine minimum wage effects in both private and public sectors for a key developing country. We use monthly data from a Brazilian household survey from 1982 to 2000. We find a strong compression effect in the wage distribution for both the private and public sectors. However, we find no evidence of adverse employment effects in either sector at the aggregate level or for vulnerable groups such as teenagers, women and the low educated. Hence, minimum wage policies in Brazil appear to be a potentially viable anti-poverty instrument.  相似文献

Using two years of intra‐household data from one area of the Papua New Guinea Highlands this article examines the impact of gender relations on household coffee production. Poor relative labour returns for women and the unequal distribution of tasks within the household were found to exert considerable influence on the level of household success in cultivating coffee. The article concludes with the construction of a model linking the intra‐household distribution of economic benefits, determinants of household resource allocation and underdevelopment.  相似文献

The language of ‘gender equality’ and ‘women’s empowerment’ was mobilised by feminists in the 1980s and 1990s as a way of getting women’s rights onto the international development agenda. Their efforts can be declared a resounding success. The international development industry has fully embraced these terms. From international NGOs to donor governments to multilateral agencies the language of gender equality and women’s empowerment is a pervasive presence and takes pride of place among their major development priorities. And yet, this article argues, the fact that these terms have been eviscerated of conceptual and political bite compromises their use as the primary frame through which to demand rights and justice. Critically examining the trajectories of these terms in development, the article suggests that if the promise of the post-2015 agenda is to deliver on gender justice, new frames are needed, which can connect with and contribute to a broader movement for global justice.  相似文献
