Although armed groups and political violence referring to Islam have attracted increasing attention since the start of the global war against terror, one particular religion can hardly be described as the main source of inspiration of what is commonly referred to as “terrorist acts of violence.” Faith-based violence occurs in different parts of the world and its perpetrators adhere to all major world faiths including Christianity. As such, this article treats three cases of non-state armed actors that explain their actions as being motivated by Christian beliefs and aimed at the creation of a new local society that is guided by religion: the National Liberation Front of Tripura, the Lord's Resistance Army, and the Ambonese Christian militias. It analyzes the way by which they instrumentalized religion against respective backgrounds of conflict rooted in social change, the erosion of traditional identities, imbalances of power, and widening communautarian faultlines.  相似文献

Interpretation of the Soviet famine of 1931–1934 (mainly in 1933) has long given rise to controversy. Publication of a Russian monograph by the leading spokesman for Russia in the international debates on the famine provides an opportunity both to analyse this Russian interpretation and to sum up the present state of knowledge about the famine and its causes.  相似文献

The aim of this study is to investigate whether the features characterizing the modern public administrations, their organizational models, and the activities carried out, are still rooted in the old bureaucratic approach. The research gathered data from a questionnaire administered to 156 Italian public officers, employees, and managers. The analysis consists of a correlation test and a regression test to verify the hypotheses related to the aim of the study. The research shows that, despite the changes driven by NPM reforms, the Italian Public Administration is still linked to a bureaucratic model. Findings also show that Italian public servants are highly motivated despite the activities they carry out are strongly standardized. Additionally, it clearly emerges that in some cases Italian public administrations are perceived by their employees as pervaded by anarchy. The article has both interesting academic and practical implications for the management of public administrations.  相似文献

This paper argues that current Western-backed approaches to conflict resolution in Kosovo have failed to alter Serbia's policy toward the region and have contributed to the exacerbation of political tensions between Belgrade and Brussels, while deepening ethnic cleavages between Serb and Albanian communities. While there is no possibility of Kosovo returning to Serbia's control, there is an equal unlikelihood that Serbian-populated regions of Kosovo, especially the north, will submit to Pristina's authority. Most importantly, there is little hope that Kosovo can gain full international recognition and membership in international organizations without a compromise settlement with Serbia. While territorial partition has long been a suggested option, I conclude that the best possible solution for Kosovo, given the positions of all parties involved, is a process of significant decentralization beyond the internationally supported measures in the Ahtisaari Plan. A model of consociational power sharing is one in which Serbian and Albanian municipalities are granted high levels of autonomy similar to arrangements made for Bosnia. While this solution may not be ideal and further weakens central authority, I argue that consociationalism reduces the problems of ethnic conflict, encourages local self-government, and preserves the overall territorial integrity of Kosovo.  相似文献

Accession to the European Union (EU) constitutes one of Turkey's primary foreign policy objectives. However, to establish whether the country would benefit from becoming part of an integrated Europe, its foreign policy alternatives to EU membership must also be examined. The first part of this article analyses Turkey's changing relations with Europe. Against this backdrop, the article then moves to assess Turkey's partnership with the USA and the potential of maintaining a close relationship independent from Europe. The role of Russia, Turkey's old neighbours and relations with the Turkic states, as well as the potential for attaining a leading role among them, are also considered. The argument is that Turkey may exploit its geostrategic position to pursue its core foreign policy interests and even assume an important regional role. However, Ankara ought to concentrate on what has long been its priority – full Turkish membership of the EU.  相似文献

The reconstruction of the history from the late 1980s to the mid-1990s of Soviet repressions critically influenced the social formation of Gulag memory in Russia. Amongst those re-narrating the past, the ‘Memorial’ Society and the Russian Orthodox Church most actively shaped the collective memory of Soviet repressions, trying to establish multi-layered explanatory constructs of the Gulag. Their interpretations were crystallised through contemporary memorialisation acts in significant landscapes of the past. Focusing on Solovki, Ekaterinburg, Butovo and Magadan, and analysing tensions in their memorialisation processes, we discuss secular and Orthodox interpretations of the Gulag, and their impact on the memory of the Soviet repressions in contemporary Russia.  相似文献

As the magical date December 31, 1992 is drawing closer full economic integration in the European Community is becoming a reality. At the same time it is getting clear that the future economic union has no social counterpart. International, as well as European social security law has been developed along the lines of two different techniques: co-ordination and harrnonization. While the former technique leaves the national legislation intact, only regulating cases with international aspects, the latter does have consequences for national law. The co-ordination of national social security law within the European Community is ruled by co-ordination Regulations 140817 1 and 574172. The mere amendment of the existing Regulations seems insufficient to create a social dimension within the European Community.Moreover, the co-ordination technique seems handicapped by its intrinsical complexity. A genuine harmonization, on the other hand, seems both for political and technical reasons impossible

in the short run. The Thirteenth State scenario aims both at offering an alternative for the complexity of co-ordination and providing a first impetus towards harmonization. This scenario was elaborated by a team of specialists at the University of Leuven, Belgium. The result of this research is an extensive blue-print for a European Community social insurance scheme.The authors offer an overview of the main goals of the scenario and a number of basic choices that have been made in develop-ing it. Finally they give some comments on the legal grounds for a European social insurance scheme and on the problems concerned with the elaboration of the administrative structure for such a scheme.  相似文献

This article seeks to critically examine the political economy of the Northern Irish “peace process.” When the principal paramilitary organizations in the region declared cease-fires in 1994, it was widely assumed that political progress would be followed by economic prosperity. However, this “peace dividend” has never fully materialized. Those working-class communities that were at the center of the Troubles have derived little economic benefit over the last two decades. Indeed, if anything the already substantial class divisions in the six counties have become more pronounced over the course of the peace process. The article concludes by suggesting that these widening socioeconomic disparities have the potential to undermine the prevailing political settlement in Northern Ireland.  相似文献

This article focuses on the nationwide wave of municipal consolidations in Japan that took place from 2003 to 2006 and examines why some municipalities merged but others did not. The central government did not legally force consolidations but instead provided municipalities with fiscal incentives. I argue that small municipalities were reluctant to merge because they would lose generous transfers from the central government as well as decision-making powers once they unified with their larger neighbors. Fiscal incentives by the central government significantly raised the cost of remaining intact and induced a large number of fiscally weak municipalities to merge.  相似文献

This article explores the impact of populist attitudes on party preferences and voting behaviour at the 2010 Slovak election. Using an original battery of questions on populist attitudes developed by the author and attached to the Comparative Study of Electoral Systems post-election survey, the article addresses hypotheses about the impact of populist attitudes on preferences and choices alongside nationalist and economic attitudes and the socio-demographic ‘transition loser/winner’ divide. It finds that whilst nationalist and economic attitudes are significant predictors of preferences and choices, populist attitudes are much less influential than anticipated.  相似文献

Interpersonal trust in post-communist societies is particularly low, and is often cited as an impediment to democratic consolidation. One way in which countries in Central and Eastern Europe and the former Soviet Union have tried to build trust is through transitional justice measures, particularly lustration or vetting policies. There is a direct relationship postulated between lustration, transitional justice, and social trust building. This paper tests this assumption by examining the impact of both targeted lustration and broader transitional justice programmes on social trust. The study finds there is a divergent impact of lustration on trust, both building particularised trust in social institutions and undermining generalised interpersonal trust.  相似文献

Using examples of American Latvians, Estonians and Ukrainians in the states of Minnesota, New Jersey and New York this article explores the ambiguous nature of integration of nationalities groups inside the Republican Party during the 1960s–1980s. Based on the analysis of available archival information, it is shown that the Republican Party intentionally brought in the ethnics during the discussed period and created the Nationalities Sections within specific electoral campaigns, Nationalities Divisions inside the state party organizations and the National Republican Heritage Groups (Nationalities) Council within the Republican National Committee in order to recruit the ethnics and engage in the partisan struggle with the Democrats. Consequently, the nationalities were given a sense of importance, but little real power to actually influence the internal processes inside the party. At the same time, the nationalities eagerly responded to the invitation to join the Republican national and state-level organizations specifically designed for the ethnics. Yet in doing this they perceived themselves primarily as ethnics with a distinct, mainly anti-communist, agenda and only secondarily thought of themselves as Americans dedicated to Republican politics. Consequently, the Republican political strategy of creating Nationalities Sections and Divisions seemed to integrate the ethnics on the surface, while in reality intensifying political separation and even ghettoization of the ethnics in American politics. This research initiates a larger project, which will compare the Republican and Democratic strategies of directly involving ethnic groups and minorities inside the party organizations in the second part of the twentieth century.  相似文献

Since 2009, a cross-sectorial reform based on the New Public Management (NPM) principles introduced a performance management system in Italian universities. On the basis of the analysis of the documents regarding the performance management system produced by 60 public Italian universities as a result of the reform implementation, the paper investigates the performance management tools in relation to both completeness and use of them. The analysis highlights that the universities have implemented performance management tools in an unstructured and nonhomogeneous way. This allows formulation of hypotheses on the main determinants of this unsatisfactory result.  相似文献

Is more institutional coup-proofing (ICP) better or worse for leaders’ chances of political survival? Are coups less or more likely to occur and succeed as a state’s military structure becomes increasingly divided into rival branches, organizations, and factions? The article evaluates two competing perspectives on the effectiveness of counterbalancing as a regime protection measure. Seeing strength in numbers and the prospects for divide-and-conquer tactics, most scholars take a more-is-better view, suggesting that higher levels of ICP should increase the effectiveness of counterbalancing. Some scholars, however, advance a more-is-worse perspective, suggesting that collective action problems confronting larger numbers of military organizations decrease the effectiveness of counterbalancing. Through a qualitative analysis of eight coup events in the Philippines during 1986–1987, strong evidence is found in support of the causal mechanisms and predicted outcomes for the more-is-better view.  相似文献

This paper examines whether privatization and exposure to product market competition leads to changes in labour management and industrial relations. Three sets of propositions are examined: privatization will lead to lower changes in industrial relations institutions and processes; privatization will lead to lower average levels of remuneration relative to public sector firms; and privatization will lead to relatively higher levels of efficiency. In each instance it is hypothesized that competition will add to ownership effects. These propositions are examined drawing on data derived from the UK bus industry.  相似文献

With rapid economic growth, China has become its neighbours’ largest trade partner in the twenty-first century. At the same time, the growth of China’s military and its assertiveness are raising concerns among its neighbours that China’s rise will pose a threat to them. In this context, will China’s neighbours—Indonesia, Japan, Malaysia, the Philippines, and South Korea—view China positively or negatively? By using statistical analysis, this paper aims to explore whether individuals are more affected by their economic position or national security concerns when they view China. The findings in this article suggest that individuals’ security concerns have stronger associations with their attitudes toward China than economic conditions. Specifically, individuals’ views on China’s military growth and territorial disputes had negative effects on their attitudes toward China. On the other hand, economic interests had weaker associations with individuals’ views of China than security concerns.  相似文献
