The political landscape of post-independent sub-Saharan Africa (SSA) has been one of rampant coups d'etat. Existing evidence suggests such elite political instability (PI) has been growth-inhibiting even when exports are accounted for. In the light of the increasing interest in the role of export-promotion strategies in fostering economic growth, however, the present paper examines the impact of PI on export performance in these economies. The paper explores the hypothesis that the lack of a stable political environment adversely influences export performance via competitiveness, and that PI may actually play a more crucial role in export than in overall GDP growth. Based on detailed data on the incidence of coups in 30 SSA countries, real export growth over 1967-1986 is regressed on a principal-component of the various forms of coup events - "successful" coups, abortive coups, and coup plots - as well as on export structure, terms of trade, production capacity, and exchange rate misalignment. The results support the above hypothesis of an adverse impact of PI on export growth, and further suggest that PI has been even more deleterious to exports than to overall GDP.  相似文献

Public sector administration in sub-Saharan Africa experiences a myriad of problems of the logical perception between worker dissatisfaction and demotivation of job standards. This study tested the Minnesota Satisfaction Questionnaire (MSQ) in a typical public sector organization in sub-Saharan Africa. A total of 100 usable surveys were analyzed with SPSS. A very low level of job satisfaction was indicated, and more than 83% of respondents indicated dissatisfaction in their pay and the amount of work they do. Significant differences in job satisfaction scores were also found in the educational level of staff, and between genders. The study outcome highlights the roles of employees and organizational weak spots of human resource management (HRM) practices in a typical sub-Saharan African country, and provides an alternative pathway in employee satisfaction and performance outcome.  相似文献

This article draws on the theory and recent research on ‘ecological disorganization’- defined as ‘the ways in which human preferences for organizing economic production consistent with the objectives of capitalism are an inherent contradiction with the health of the ecological system’- to explore the ‘corporate violence’ apropos of Chinese investment in Africa. In line with other ecological disorganization theorists, we show how the deployment of Chinese capital in Africa structures and reproduces subjectivation, but also how, ultimately, this subjectivation is implicated in Africa’s ecological disorganization.  相似文献

Two or three centuries ago most of mankind was still very poor. When the West outgrew mass poverty, India was a British colony and suffered from stagnation. When East Asian economies exploited the advantages of backwardness and benefited from export-led growth, India remained inward-looking and poor. The ‘Hindu rate of growth’ preserved mass poverty. Since the reforms of the early 1990s India has exploited the advantages of backwardness and some global markets. In this article, the roots of India's failure to grow rapidly before the end of the twentieth century are analyzed. Stagnation is blamed on restrictions of economic freedom, whereas growth is explained by the expansion of economic freedom. Before the mid-twentieth century, the caste system and the legacy of sultanism curtailed economic freedom and contributed to economic stagnation. Thereafter, democratic socialism distorted incentives and generated ‘permit-license-quota raj’ or a rent-seeking society. When some obstacles to growth were dismantled, vigorous growth followed. Although expanding economic freedom remains limited. India's growth potential is not yet fully exploited. Indian infrastructure and human capital formation remain inadequate, regulations intrusive, and the budget in deficit. The rule of law looks better on paper than from the ground. Compared to China Indian public policy still has a lot of room for improvements. ‘Maoists’ or Naxalites threaten political stability and economic freedom. Geopolitics may explain India's late, slow and incomplete reforms. The rise of Asia, in particular of China and India, generates geopolitical challenges of its own. Conceivably, the global expansion of economic freedom permits not only the rise of Asia, but the peaceful management of the coming power transition between Asia and the West.  相似文献

This article develops a Gramscian approach to the governance of ‘informal’ economies through a historical study of International Labour Organization (ILO) programmes in East Africa. Drawing on Gramsci’s conception of the ‘subaltern’, the article highlights the ways in which the articulation of ‘informality’ in policy documents is coloured by broader struggles over the political organisation of labour. The article develops this argument through two case studies. The first examines the World Employment Programme mission to Kenya in the 1970s that popularised the concept of ‘informal’ labour. The second is a contemporary programme on apprenticeships in the informal economy that originated in Tanzania.  相似文献

This study investigates the diversity in impact of innovation platforms (IPs) on agricultural networks and technology adoption among 1200 households in nine sub-Saharan Africa countries. We explore the extent to which the 32 IPs implemented adopted the Integrated Agricultural Research for Development Approach (IAR4D). We find that IPs implemented according to the IAR4Dness principles are better at promoting networks of households with other farmers within villages. We find that IPs with more active members were more successful in promoting agricultural technologies, while IPs with many different stakeholders were less successful in promoting agricultural technologies.  相似文献

From the perspective of conflict analysis the main feature of contemporary South Africa is the absence of political violence. Yet it would be naive to think that the new political context is blissful to the point that ethnic tensions or anxieties do not exist. Certainly, for some groups, South Africa is not a place where ethnicity is no longer significant or politically relevant. This article explores contemporary issues relevant to Afrikaner politics and ethnicity in terms of concerns which have been voiced by its political organ – the Freedom Front Plus. The research findings point to the incompleteness of the process of conflict transformation in the country and identify certain factors that have given rise to a mood of alienation among some Afrikaners. Political and cultural disenchantment is manifested in a desire for territorial separatism. By exploring the Afrikaner perspective as it is articulated by the party, this article provides insight into the problems that surround inter-group reconciliation and nation-building in the country.  相似文献

A decade ago it seemed likely that African governments would be destabilised by the impact of the HIV/AIDS epidemic. This article tests some of the presumptions in such forecasting with an examination of the South African case. It begins with an assessment of the effects on the public health system of the South African government’s efforts to cope with the illness. Efforts to implement universal treatment of people who are HIV-positive appear to have strengthened government, while the costs have been affordable. The efforts have extended the embrace of the public health system and prompted the engagement of civil society in policy formation and implementation. Survey evidence suggests that the government has gained public approval and that its health service delivery has become more socially accountable. Civil protest to engender political reforms in the treatment of AIDS patients has enhanced the role of constitutional checks on executive authority.  相似文献

Important research programs within New Institutional Economics advance culturalist arguments to explain failures of economic development. Focusing on the work of Douglass C. North and Avner Greif, this article argues that such arguments rely on an essentialist conception of culture that is both historically inaccurate and analytically misleading. Greif’s work in particular rests on a selective use of empirical data that ultimately distorts the deductive models that are at the core of his work. As a result, both scholars use culture to account for outcomes that are more adequately explained as the product of social conflict and political struggles—struggles in which culture plays a far more contingent and destabilizing role than the one they attribute to it. What is needed, I argue, is to link arguments about the persistence of inefficient institutions with a sociologically informed conception of culture as an ensemble of resources that enhance rather than constrain the scope of individual agency. To come to terms with the effects of culture on institutional formation and change it is necessary to replace the essentialism articulated by North and Greif with a strategic-instrumentalist view in which culture is compatible with a wide spectrum of economic behaviors, individual actions, and thus institutional trajectories.

The twenty-first century has seen a continued evolution of the US military’s strategic interest in socio-cultural knowledge of (potential) adversaries for counterinsurgency strategies. This paper explores the implications of the reinvigorated and expanding (post-9/11) relationship between social science research and US military strategy, assessing the implications of US Africa Command strategies for preventive counterinsurgency. Preventative counterinsurgency measures are ‘Phase Zero’ or ‘contingency’ operations that seek to prevent possible outcomes, namely threats to ‘security’ in Africa. The research initiatives of US Africa Command illustrate a culture-centric approach to this strategy, which seeks to draw from detailed socio-cultural knowledge in the prevention of possible populist or popular uprisings. Recent such uprisings, resistance actions and strikes in the continent illustrate a problematic tendency to interpret various forms of populist resistance as ‘terrorist’ actions, thereby condoning the bolstering of African national military capacity. The article considers the implications of these culture-centric counterinsurgency strategies as a means of anticipating and repressing the variety of mobilisations encapsulated within the ‘terrorism’ catchall. We conclude by urging social scientists to reject and disconnect from US Africa Command’s missions and knowledge acquisition efforts in Africa.  相似文献

Most of the effects of education included in the complete model presented here are shown to be consistent with those found in the mainstream of the research on each outcome using microeconomic data. This, however, is a first effort to estimate net education effects more comprehensively, beyond just growth and health effects on other key measures of development in Africa, and also a new view of indirect feedbacks on economic growth and of externalities. After developing the conceptual framework, the regression estimates are presented together with a discussion of the net direct and indirect effects of education on each outcome. These are shown to improve infant mortality, increase longevity, strengthen civic institutions and democratisation, increase political stability, and increase investment in physical capital, which in turn have positive delayed feedback effects on the economic growth process. The effects also lower fertility rates and population growth rates but the latter occurs only after long delays because of the short-term positive effects of education on health. There are significant net education effects reducing poverty, inequality and crime, the latter after netting out negative externalities from growth and white-collar crime. Education effects reducing poverty and substituting skills for extractive exports also contribute to environmental sustainability. Simulations solve the complete model endogenously and iteratively over time for all of the direct and indirect (largely externality) effects. They reveal that indirect feedback effects including those on non-market outcomes are larger than the direct effects. Some effects are immediate, but many of the lags are long. So policy options for a continent in crisis that consider these lags are considered.  相似文献

The taxonomy of the state’s effective governance capacity present in the literature is evolving around state fragility. However, this article argues that a state moves along the state transition curve, resulting in governance capacity variations over time. It begins as a fragile state, consolidating to becoming a vibrant state, only to embark, eventually, on a downward trajectory through phases of rigidity, decaying, and fragility, before becoming a failed state. About one-third of MENA (Middle East and North Africa) countries are either fragile or failed states. Only technological change and knowledge accumulation and diffusion can shift this curve upward, thereby increasing a state’s effective governance capacity.  相似文献

Employing secondary research and semi-structured interviews, this article examines the use of private maritime security companies (PMSC) in providing maritime security services in the Horn of Africa. It consists of four parts. The first part explains the origins and development of the use of PMSC in the Horn of Africa. The second section discusses the regulation of the private security industry, paying particular attention to the maritime context. Part three examines the challenges associated with the use of maritime PMSC in the Horn of Africa, including negative human rights implications, compromising the innocent passage of commercial ships, and creating confusion in the hierarchical control of ships. Finally, the paper analyses the findings and concludes that PMSC, despite their apparent short-term effectiveness, cannot be regarded as a long-term solution to the piracy phenomenon in the Horn of Africa.  相似文献

The main purpose of this article is to determine whether money should continue to play an important role in the formulation of monetary policy in South Africa, even though the monetary policy framework has recently changed to an inflation targeting strategy. Money can continue to play an important role in the formulation of an efficient monetary policy strategy as long as there is a stable money demand function and money contains useful information about future price changes. The paper presents empirical evidence of a constant and structurally stable M3 money demand function for South Africa over the period 1968-97. The analysis further shows that the non-constancies experienced during 1998-99 may only be temporary. Despite evidence of a stable M3 money demand function, the results indicate that M3 money provides little information about future price changes in South Africa and may therefore have lost its usefulness as a reliable indicator for monetary policy. The money stock is endogenous, with prices determining money through the stable M3 money demand function.  相似文献

Abstract

The largest migrant communities in Sweden come from Africa's most troubled region, the Horn. These are the Somali and Ethiop-Eritrean communities. This paper examines the not-so-obvious ways in which Ethiop-Eritrean and Somali communities in Sweden influence the political developments, particularly the conflicts at ‘home’. Many of these immigrants living in Sweden keep up with social and political developments in their countries of origin almost on daily basis and remain engaged, to a large extent, in the affairs of both their families and communities ‘out there’ while they ‘are here in Sweden’. This article therefore focuses on the particular forms of engagement that have either intended or unintended impact on the intractable conflicts in which the societies in these countries are engaged. I argue that ‘nostalgia underpins the immigrants’ sense of commitment to the affairs of their countries of origin, and therefore, providing moral and material support to warring groups derives the impetus largely from the affective dimension of migration.  相似文献

Almost all the recent empirical work on the relationship between income inequality and economic growth has used inequality data that are not consistently measured. This article argues that this is inappropriate and shows that the significant negative correlation often found between income inequality and growth across countries may not be robust when income inequality is measured in a consistent manner. However, evidence is found of a significant negative correlation between consistently measured inequality of expenditure data and economic growth for a sample of developing countries.  相似文献

Turkey is often perceived as a transit place for migrants and refugees from the African continent. While many indeed continue to other countries and the country still precludes official local integration, the past decade has witnessed a growing number of African migrants settling in Istanbul. This article draws attention to the opportunity structures that enable this type of settlement. The article presents the argument that it is the presence of small-scale transnationally embedded traders from the same countries that enable the socio-economic stability of their co-nationals both locally as well as transnationally. The concept that is able to account for this development is establishment in situ and establishment in mobility, which is seen as exactly the definitional barrier between transit and settlement.  相似文献

This article presents and analyses the findings of a research project on power relations in the context of development partnerships with civil society on HIV/AIDS in Mozambique, Rwanda and South Africa, and engages in a critical dialogue with governmentality analysis. It argues that contemporary neoliberal government needs to be understood as context-specific articulations of three forms of power discussed by Foucault – sovereignty, discipline and biopower – and, in the global domain, a fourth form of power – (new) imperialism. Further, the analysis demonstrates how the introduction of a ‘package of (de-)responsibilisation’ shapes CSOs’ activities so that they become competitive service providers, use evidence-based methods and produce measurable results. Addressing the issue of resistance, it shows how the transfer of responsibilities may involve tension and struggle – a politics of responsibility.  相似文献

Using a political economy approach, this article examines the factors that cause high-profile political leaders on the African continent to champion particular regional infrastructure projects within the framework of the Presidential Infrastructure Champion Initiative (PICI). It also analyses the extent to which the presence of high-stature political champions enhances the prospects for project implementation. The paper argues that the economic and integrative potential of regional infrastructure projects, alongside the presence of high-stature political champions, do not necessarily guarantee implementation. Rather, it is the interplay of diverse economic, institutional and political factors and interests that determines the successful implementation, or otherwise, of the various championed infrastructure projects.  相似文献
