This article argues that the social capital framework used by development agencies in community-driven development projects in post-Soviet countries may not be adequate for analysing conditions affecting community participation. Research in Armenia shows that the availability of social capital in a community may not necessarily translate into participation. The governance environment plays a key role in affecting the nature and forms of community participation and in shaping local institutions in Armenia. The research argues against the ‘cultural’ view of institutional change, which presumes that the main barriers to participation are posed by cultural factors, such as interpersonal trust and the ‘mentality’ of post-Soviet citizens. Development interventions that focus on building social capital as a means to promote community participation may not be effective without addressing broader structural factors affecting participation.  相似文献

This study examines the effects of wealth, human capital, and social group on the occupational choice and income of farm households, to gain an understanding of the mechanism underlying the recently increasing income diversification in rural eastern India. The results show that wealth and human capital have a positive impact on the choice of high-return jobs, and low caste workers are more likely to work in casual, low-paying jobs, partly due to their dependence on personal networks in finding jobs. Notably, no clear evidence of association between social group and income is found.  相似文献

Social capital has been demonstrated to be a benefit to a community in a variety of ways. However, researchers have begun to point out that social capital does have a downside. Communities that use bonding social capital to mobilise residents to action have the potential to exclude outsiders from their communities. The number of governments in a county could be used as an indicator of bonding social capital within a region. Residents use their local government to create and pass laws that have the potential to exclude others. The current analysis used the number of governments as a proxy for bonding social capital. Findings demonstrate that as the level of bonding social capital (the number of governments) increased the social capital in the county increased. Residents use their bonding social capital to respond to others, which then increases the level of social capital to be able to mobilise in the future.  相似文献

Since the middle of the 1990s the concept of social capital has provoked rapidly growing interest. Social theorists, policy makers and those ngos working on the edge of theory and practice became fascinated with social capital. International organisations like the World Bank, undp and the oecd upgraded social capital to the ‘missing link’ in understanding (under)development. However, it did not take long before the critique cast shadows on this euphoria. Initially the critique was concerned with problems of defining and measuring social capital and its inadequate theoretical elaboration. In a later stage the critique accused social capital of forming part of the anti-politics machine of the post-Washington consensus. Social capital would reflect a point of view in which there was no room for an analysis of power inequality and struggle over access to resources. This article starts with an overview of the most important problems attached to the notion of social capital. The focus is then shifted to the contours of the global political crisis, which acts as a frame of reference for an attempt to reassess the politico-emancipatory potential of social capital.  相似文献

This study explores the effects of remittances on households’ structural social capital in urban Burundi. Distinctions are made between bonding and bridging social capital, referring to intra- versus inter-network ties of family members and friends. The results demonstrate that remittance-receiving households invest more in bridging social capital by participating in organisations (donating time), but make fewer monetary contributions, compared to non-receiving households. Remittances have mixed effects on bonding social capital: receiving households give significantly less gifts to family members and friends, but are more likely to send internal remittances, compared to non-receivers. The implications of these findings for post-conflict development are discussed.  相似文献

Social capitalist assert that civic engagement and participation yield significant economic gains for a county but, generally focus on democratic governed societies. The objective of this research is to determine if social capital transitions to Vietnam, a single-party governed country. This analysis first identifies factors that impact civic engagement and participation. Then it analyzes the relationship between civic engagement, participation, and economics. Using the 2012 Provincial Governance and Public Administration Performance Index, we find human capital is a stronger predictor of economics in Vietnam. We conclude by offering policy implications for understanding social capital in single-party, transitioning economy countries.  相似文献

This article examines an empirical anomaly. In most developing regions, poor democratic nations enroll more primary school students than their authoritarian counterparts. Regime type, however, cannot account for the wide variance in enrollment in Africa. This study demonstrates that colonial heritage is a good predictor of primary school enrollment for low-income countries in Africa. Additional analysis shows that colonization's impact on education has not diminished since independence. Rather, the initial differences in enrollment between the former French and British colonies have grown over time. The results hold important implications for the study of political institutions and their impact on economic development. Even after they no longer exist, political institutions can have substantial lingering effects on important developmental outcomes. David S. In this article, we investigate the relationship between human rights conditions and terrorist activity. We begin by outlining a theory for the genesis and growth of terrorism and argue that states which deny subsistence rights along with civil and political rights create an environment that is conducive to the development of terrorism. However, we conclude that it is the denial of security rights that is a necessary condition for the creation and growth of terrorism. We then examine the causes of terrorism in Northern Ireland in light of this theory. Specifically, we explore the extent to which human rights abuses contributed to the formation and growth of terrorists within Northern Ireland. We find that limits on the civil and political rights of the Catholic minority in Northern Ireland played a significant role in the genesis of terrorism. More importantly, British abuses of security rights increased the number of Irish citizens who supported and participated in terrorist activity.  相似文献

Although many studies point towards significant positive impacts of Hindu Succession Act (HSA) reforms on females’ empowerment and access to human and physical capital, the fact that this reform also led to increased female mortality raises questions about long-term sustainability of reform effects. We use evidence from three states, one of which amended the HSA in 1994, to assess first- and second-generation effects of this reform using a triple-difference strategy. First-generation effects include greater likelihood of completing primary education, more assets brought into marriage, improved access to bank accounts, a lower share of female births, and higher female survival rates. Second-generation effects on education, time use, and health are robust and point estimates of education are larger than first-generation ones even after mothers’ endowments are controlled for, pointing to a sizeable and sustained empowerment effect.  相似文献

We use a nationally representative survey in Uganda to study the links between social capital and financial access. Our results indicate a positive association between individual social capital and access to institutional credit, but no significant relationship between generalised trust and credit access. The effect of individual social capital is more pronounced for poorer people, in rural areas, and in areas where generalised trust is low. Individual social capital seems to promote access especially to semiformal and informal financial institutions.  相似文献

The Australian government as part of its aid programme allocates large funds to improve financial inclusion in developing countries. However, this does not take into account low educational levels in these countries. The existing literature on financial inclusion also treats the issue as mainly supply-centric and does not take cognisance of the fact that poor human development and high illiteracy levels in developing economies may prevent a large section of the population from benefitting from financial inclusion efforts, because of low awareness and comprehension of the financial services available. This study uses a detailed three-stage methodological approach to examine the relationship between financial development and human capital in 21 countries of developing Asia. The results show that a significant negative relationship exists between financial development proxied by M2/gdp and pupil:teacher ratios and a strong positive relationship exists between physical access to banks and expected years of schooling. Further, our financial development and educational development indices also show no clear pattern in the selected countries' financial and educational development.  相似文献

A capital grant model has been developed which can be used in developing economies to allocate grants to sub-national governments for economic or social capital. The model allows these allocations to happen in a way that increases the value of the capital stock whilst at the same time addresses any inter regional inequities, or economic inefficiencies. The model is also applied to South Africa as an illustrative example and the results of three model simulations for that country are presented. There is a discussion of the data requirements for the model and how it might be replicated by researchers for other economies.  相似文献

The term “open government” is frequently used in practice and science. Since President Obama’s Memorandum for the Heads of Executive Departments and Agencies in March 2009, open government has attracted an enormous amount of public attention. It is applied by authors from diverse areas, leading to a very heterogeneous comprehension of the concept. Against this background, this article screens the current open government literature to deduce an integrative definition of open government. Furthermore, this article analyzes the empirical and conceptual literature of open government to deduce an open government framework.
