During the last decade, several formalized approaches have been developed to improve the effectiveness of probation and parole by implementing evidence-based research into community supervision practices. A key component of these new approaches are the use of officer coaching sessions, which are designed to improve officer fidelity in the core correctional skill areas. This study explores the impact of an initial training and monthly coaching sessions in the Effective Practices in Community Supervision (EPICS) model on probation and parole officer use of core correctional skills. The results examine the average quarterly officer use of skills over an 18-month follow-up period based on training status (i.e., trained versus untrained officers) in the EPICS model. This study adds to the understanding of the role training and coaching may play in improving officer use of core correctional skills. Policy implications and recommendations for future research are also discussed.  相似文献

Using unique, environmentally augmented household panel data reflecting households’ annual cash and subsistence income portfolios, we model change over time in the value of four assets – livestock, implements, savings, and jewellery. A seemingly unrelated regression model reveals that although environmental resources on average contribute 16 per cent of the total household income, the contribution to asset accumulation is limited. Hence, environmental income does not constitute a pathway out of poverty in Nepal under the current set of regulations and tenure regimes. Asset accumulation was instead associated (both negatively and positively) with agricultural income (particularly as subsistence income), wage and business income. Most environmental income was obtained as subsistence income indicating that the environmental resources that households have access to present little opportunity for cash generation. Securing access of the poor to environmental resources may increase its role in poverty alleviation.  相似文献

Abstract

Critics argue that India’s mismanaged Public Distribution System (PDS), which sells subsidised cereals to poor families, should be replaced by cash transfers. Others fear cash may be misused. Using National Sample Survey data, this article demonstrates that families treat additional PDS subsidies wholly as a source of cash – exactly like a cash transfer. More worryingly, cereal consumption has not increased, despite higher real subsidies. Moreover, neither the PDS nor cash transfers are likely to raise total food expenditure in poor families. Finally, therefore, the paper explores how higher food consumption and other objectives of PDS subsidies may be achieved.  相似文献

Recent writing on the professions has given little consideration to the state's potential for threatening a professional formation. This paper argues that the reorganization of probation officer training in England and Wales is an instance of stateled de-professionalization. The process of problematizing the issue and the steps taken to try and mobilize public endorsement for radical policy change are traced, as are the counter-moves of groups attempting to maintain the existing training arrangements. This illuminates two aspects of contemporary public debate in the UK. First, it demonstrates the impact of the requirement that public sector organizations and occupations show 'enterprise' by successful self-promotion. Second, the episode is located within Habermas's concept of the public sphere, in which participation itself – let alone any possibility of achieving the desired outcome – now appears to depend upon relative resources and on attracting the attention of influential news media  相似文献

We examine the effects of the schooling of girls on the education of their younger siblings. To examine the causal effect of the education of older children on their younger siblings, we use the introduction of a gender-targeted conditional cash transfer program – the Female Secondary School Stipend Program (FSSSP) in Bangladesh. We find that an additional year of schooling of older siblings increases schooling of their younger siblings by 0.13 years. The stipend program accounts for about a 10 per cent increase in the schooling of younger siblings. The results suggest that stipend programs can bring both short- and long-term gains, not only via direct benefits to affected children, but also via indirect benefits to their siblings.  相似文献

This article presents evidence of the links between human rights education and social change by analyzing the long-term effects on 88 trainers engaged in a non-formal adult training program sponsored by a women’s human rights group in Turkey, Women for Women’s Human Rights – New Ways. In this article, I show the transformative impacts of carrying out human rights education on the trainers themselves: in their identity; knowledge, skills, and attitudes; and behaviors in their family and in the workplace. This article extends the treatment of an emerging question within social change theory – that of the long-term influence on activists brought about by their very engagement in these activities. At the same time, because the activists are trainers associated with a human rights education program that infuses critical pedagogy with a feminist perspective, this qualitative case study provides the opportunity to explore ‘situated empowerment’ on trainers in both their personal and professional domains. The article concludes that further studies of human rights educators engaged as long-term trainers will further enrich the social change literature and the treatment of activists.  相似文献

Climate change is projected to dramatically disrupt rainfall patterns and agricultural yields in sub-Saharan Africa. These shocks to food production can mire farming households in poverty traps. This study investigates whether unconditional cash transfers can help households cope with agricultural production and price shocks. We find that cash empowers poor, rural households facing these negative shocks to employ coping strategies typically used by the non-poor and enables them to substantially increase their food consumption and overall food security. Extending relatively small cash payments unconditionally to the rural poor is a powerful policy option for fostering climate-resilient development.  相似文献

Developing countries can lose part of their investment in training skilled workers who later emigrate. One innovative response is for migrants’ destination countries to help finance skilled emigrants’ training ex ante – linking skill creation and skill mobility. We describe one such project, the Australia-Pacific Technical College (APTC), which has financed vocational training in five Pacific island developing countries for employment both at home and abroad – including employment in Australia. The APTC has attained its goal of skill creation, but not its goal of skill mobility. We offer explanations for this result and lessons for future policy innovation.  相似文献

The recent ‘modernisation’ process in local government has brought about the most significant, and certainly the most explicit, changes in councillor roles for decades. At the same time – partly as a result of this and partly for other reasons – there has been a significant growth in the provision of training for councillors, and in particular, training – or, rather, education – programmes provided by higher education institutions (HEIs). These accredited programmes, leading to standard, nationally recognised academic qualifications at a range of levels, first appeared in the early 2000s, and have been steadily growing since. The entry of supposedly disinterested institutions and academics and the introduction of accreditation into the field of member development raise a number of questions around potential conflicts of interest between councillors, officers and the academy, councillor motivation and selection processes. Of particular interest is the question of what HEIs and the courses they are providing are doing, deliberately or otherwise, to shape, reinforce or challenge the new (and old) roles explicitly and implicitly being introduced and promoted through the modernisation reforms. This article utilises interviews with councillors, local authority officers, academics and representatives of national bodies representing or with an interest in local government to examine how councillors’ roles and the way that they perform them are perceived by all involved, and whether these are altered by participation in a higher education programme of study.  相似文献

Public domain decisions in rural England have become more complex as the number of stakeholders having a say in them has increased. Transactions costs can be used to explore this increasing complexity. The size and distribution of these costs are higher in rural areas. Grouping transactions costs into four – organizations, belief systems, knowledge and information, and institutions – two of the latter are evaluated empirically: growth in the bid culture, and monitoring and evaluation. Amongst 65 Agents of Rural Governance (ARGs) in Gloucestershire, both were found to be increasing over time, but those relating to finance were a greater burden than those of monitoring: the latter can improve ARG performance. Increasing transactions costs in rural decision‐making appears to be at variance with ambitions of achieving ‘smaller government' through, for example, the Big Society. Smaller government is likely to be shifting the incidence of these costs, rather than reducing them.  相似文献

One of the central questions in food policy debates has been the role of cash cropping for achieving food security in low-income countries. We revisit this question in the context of smallholder coffee production in Ethiopia. Using data collected by the authors on about 1600 coffee farmers in the country, we find that coffee income is associated with improved food security, even after controlling for total income and other factors. Further analysis suggests that one possible pathway is linked to being better able to smooth consumption across agricultural seasons.  相似文献

Abstract

Roughly 60 per cent of Africans lack access to electricity, negatively impacting development opportunities. Non-governmental organisations (NGOs) have started promoting distributed generation – small-scale, localised electricity generation – to change this situation. Despite widespread need, however, the dispersion of these distributed generation NGOs (DG-NGOs) is uneven, with high concentrations in a few African countries. Drawing on an original database and field research, we analyse location variation among DG-NGOs across the continent. We find that DG-NGOs are likely to operate in democratic settings with large populations that lack access to electricity. International DG-NGOs are also likely to operate where aid allocation levels are relatively high.  相似文献

The article considers the impact of the Health Action Zone (HAZ) in Plymouth through a theory-based evaluation that combines theories of change and realistic evaluation. The study assesses the impact of 37 projects sponsored by this HAZ. The extent to which these projects used a realistic evaluation/theories of change framework and achieved their objectives are evaluated. The impact of these projects on the three main objectives of Plymouth HAZ – developing partnership working; modernising the care system; and tackling health inequalities – is assessed and explanations for the success or failure of specific projects are identified.  相似文献

Why, how, and when does intra-ministerial change take place? Previous answers to these questions suggest that political factors, such as cabinet reshuffling, are the most decisive drivers of inter-ministerial change. By contrast, this article begins with a distinction between the mechanism responsible for intra-ministerial and inter-ministerial change of ministries, the latter discusses which of these has been given more attention in previous research. Data covering the intra-ministerial change of 11 ministries in Germany between 1949 and 2006 can demonstrate that environmental as well as organizational factors are decisive in order to explain the timing and type of intra-ministerial change. The main finding is that a clearly definable threshold of tasks, organizational units, and a horizontal dispersion of jurisdictions – all of which react to the international environment – can explain intra-ministerial change in German ministries.  相似文献

Recent geopolitical and economic changes have altered global social policy formation. The Bretton Woods multilateral development agencies (MDAs) have selectively incorporated ideas emerging from developing country states and decision makers, with a recent increased acceptance of social transfers as part of renewed efforts at poverty alleviation based on social risk management. There has been an instance in the use and promotion of conditional cash transfer (CCT) policies by MDAs. CCTs were a product of the emergence of a neo-structuralist welfare regime (understood as an ideal type) in Latin America – an attempt to reconcile neoliberal strategies of development with aspirations for guaranteed minimum incomes. The Bretton Woods and regional development bank MDAs have facilitated the adoption of CCTs in other developing countries, including the Phillipines. Here, a combination of actions by national political actors and MDAs has resulted in the implementation of a securitised and compliance-focused version of CCTs derived from the Colombian security state. Although poor Philippine households welcome income assistance, CCTs have acted to enforce further state monitoring without altering the national-based political and economic processes that replicate poverty.  相似文献

In development practice, how does ‘mutual benefit’ accrue, and to whom? China criticises America for perpetuating capitalist power relations and claims it can seek a new geopolitical order based on South–South cooperation. Meanwhile, there has been an extraordinary shift of emphasis towards the private sector as a driver of development, but this shift is attracting increasing criticism. The Millennium Challenge Corporation (MCC) – the only development agency to grow in influence under the Trump administration – is evaluated in the light of these two key themes. Neither China nor the private sector is successful in achieving ‘mutual benefit’ for ordinary citizens – both replicate existing power inequalities. As with the rise of both China and the private sector, the MCC also enmeshes developing countries further into the existing neoliberal capitalist structures. However, the advantages of the agency should not be dismissed outright, as its Ruling Justly and Investing in People indicators can enhance the capacity of citizens to challenge these power structures themselves.  相似文献

A national level unconditional cash transfer programme, Bantuan Langsung Tunai (BLT), in Indonesia allows an empirical assessment on whether there are long-term benefits in terms of food consumption and overall well-being. The results show that a positive albeit temporary income shock increases the quantity of food consumed by the poorest households and the overall subjective well-being among the poorest recipients. It is also found that poor households are more likely to invest in farm and non-farm businesses, which in turn helps them sustain a higher level of food consumption and overall satisfaction months after the end of the programme.  相似文献

The convergence of diverse global factors – food price volatility, the increased demand for biofuels and feeds, climate change and the financialisation of commodity markets – has resulted in renewed interest in land resources, leading to a rapid expansion in the scope and scale of (trans)national acquisition of arable land across many developing countries. Much of this land is on peripheral indigenous peoples’ territories and considered a common property resource. Those most threatened are poor rural people with customary tenure systems – including indigenous ethnic minority groups, pastoralists and peasants – who need land most. In Ethiopia large areas have been leased to foreign and domestic capital for large-scale production of food and agrofuels, mainly in lowland regions where the state has historically had limited control. Much of the land offered is classified by the state and other elites as ‘unused’ or ‘underutilised’, overlooking the spatially extensive use of land in shifting cultivation and pastoralism. This threatens the land rights and livelihoods of ethnic minority indigenous communities in these lowlands. This article argues that recent large-scale land acquisitions are part of state strategy for enforcing political authority over territory and people. It examines the implications of such strategy for indigenous ethnic minority groups, focusing particularly on the Benishangul-Gumuz region.  相似文献

We explore three trends in rural southern Mexico (Fair Trade coffee, migration, and conditional cash transfers) that could explain the rapid rise in education from 1995–2005 using survey data from 845 coffee farming households in Oaxaca and Chiapas, Mexico. Results from a household fixed-effects model show that household participation in a Fair Trade-organic cooperative contributed to about a 0.7 year increase in schooling for girls. US migration opportunities appear to have even stronger positive impacts on schooling for females. Although participation in Fair Trade-organic cooperatives appears also to have increased male schooling, increased migration opportunities have had an indeterminate effect for males.  相似文献

This article draws on Kingdon's Multiple Streams Approach (MSA) to consider international, not just domestic, flows of policy. It is argued that using the MSA in conjunction with international policy transfer and mobility theories allows for a fuller explanation of the development of smart electricity metering policy in Australia. The MSA is based originally on empirical research within a single country – the USA – in the late 1970s, and all three of the ‘streams’ identified as important to policy change – problems, politics and policy – are conceptualized as domestic. While recent scholarship has broadened the application of the MSA beyond nation state boundaries, it is argued that there is scope to further develop such ideas. In particular, the notion of policy mobility is introduced to capture issues about the globalization of policy, the role of non‐state actors and the material substance of policy.  相似文献
