We estimate households’ willingness-to-pay for rural feeder roads in Ethiopia. Using purposefully collected data, we compare the economic behaviour of households by remoteness to estimate the benefits of access to feeder roads. Although we cannot definitively assert a causal relationship, we cautiously estimate that gravel roads have internal rates of return of 12–35 per cent. These results suggest that rural feeder roads may have relatively high rates of return even in unfavourable settings where (a) small-scale farmers have low levels of marketed agricultural surplus, (b) non-farm earning opportunities are negligible, and (c) motorised transport services are not guaranteed.  相似文献

This paper examines the impact of road quality on labour supply and wages using household panel data from rural Indonesia. The analysis uses fixed-effect instrumental variable estimation by first differencing two-round panel data. First, road projects are found to increase the transportation speed. Second, the empirical results from intra-village variations of household endowments and labour-market behaviour show that an increase in transportation speed raised wages in both non-agricultural and agricultural employment, and was associated with a decline in working time in agricultural employment, for the households whose members are relatively educated. The findings support potential complementarity between road quality and education, implying that the government’s public investments in roads and education should be coordinated to capture cross-augmenting positive impacts in the long run.  相似文献

Using two years of intra‐household data from one area of the Papua New Guinea Highlands this article examines the impact of gender relations on household coffee production. Poor relative labour returns for women and the unequal distribution of tasks within the household were found to exert considerable influence on the level of household success in cultivating coffee. The article concludes with the construction of a model linking the intra‐household distribution of economic benefits, determinants of household resource allocation and underdevelopment.  相似文献

Income inequality has been rising in parallel with the economic liberalisation process in the former centrally planned economies. The opportunities for non‐agricultural income associated with the market liberalisation process in former centrally planned economies would seem to be important in determining inequality within the rural sector. This article reviews the trends in inequality in Viet Nam examining differential trends and hypothesised causes. Inequality is important because of its relationship to other factors in the evolution of the agricultural economy such as the incidence of poverty and the sustainability of emerging income sources. This article analyses income inequality based on data collected by the author in two Districts in coastal northern Viet Nam. The results demonstrate that non‐agricultural income sources, specifically aquaculture and wage and remittance, contribute more to present inequality than any other income source. Simulation shows that the emergence of aquaculture since the late 1980s has been driving the inequality increase in that period. Hence the analysis provides evidence that non‐agricultural income increases inequality even without asset concentration. This concentration of income is important in the north Viet Nam context since it is concurrent with present‐day land allocation and will affect the structure of future income growth.  相似文献

This article challenges the thesis that local‐level bureaucrats need be part of any ‘dominant coalition’ at the village level. Based on a case study of Egyptian agricultural officials, the paper argues that local bureaucrats may well be more useless than dominant in any political or economic sense. In rural areas in which local officials lack the resources (supplies, funds) to do their jobs, they may well be quite inconsequential. In such situations their position as ‘public servants’ may be appropriated by members of the rich peasantry, who have no particular need to work closely with resource‐poor local government staff.  相似文献

The article focuses on the influence of economic factors on sales of agricultural products in Angola. Between the early 1970s and the mid‐1980s the volume of sales declined by around 90 per cent, while during the late 1980s there was a significant recovery. This was partly due to non‐economic factors such as war and drought. However, the rural economy also experienced extraordinary regulatory changes which led to a severe shortage of consumer goods. The theory of peasant supply response in a rationed economy therefore provides a starting point for the analysis and is further extended to incorporate features particular to Angola.  相似文献

This article emphasises the role of locational factors in the determination of rural non-farm (RNF) employment possibilities in rural Honduras. It finds that while RNF wage jobs are predominantly located close to urban areas, RNF self-employment jobs are geographically dispersed around the country, depending on local motors such as a profitable agricultural activity, an important road, or a tourist attraction. In all, the importance of RNF income for rural households (31.3 per cent of total income) suggests that the RNF sector should be considered when designing policies to improve the capabilities and livelihood of the rural Honduran.  相似文献

The current localism agenda, and other legislative and organisational changes, will impact on English local government’s capacity and commitment to address fraud, corruption and conflict of interest from both investigative and preventative perspectives. These have been issues for local government since the nineteenth century onwards, often brought to prominence during specific scandals or periods of extensive change. This article summarises the reforms in terms of a ‘low road’ of a control environment and of a ‘high road’ of an ethical governance framework, and their perceived interrelationship, up to the introduction of the Localism agenda. It discusses how far the current changes may change the emphasis between roads in returning to an amended control environment, particularly in terms of the publication of the Fighting Fraud Locally strategy. It concludes with concerns less about the various initiatives promoted by the strategy than the implications of whether councils have the capacity or commitment to continue along the high road of ethical governance.  相似文献

This article will present the argument that frontline bureaucrats fulfilling their duties within an infrastructure bureaucracy can be understood as negotiating bureaucrats, policymakers, and cousins to street‐level bureaucrats. Empirically, the argument is based on data from an exploratory case study of a major road construction project in Sweden collected through passive participatory observation, interviews, and documents; the main source of theoretical inspiration is implementation theory and the theory of street‐level bureaucracy. Working conditions, both similar to and different from street‐level bureaucrats, are discussed, and patterns of negotiating practices are identified and analyzed. The analysis indicates that a fragmented implementation structure has effects on when and how negotiating practices are applied, and on policy outcomes, bureaucratic legitimacy, and political efficacy.  相似文献

The article is set in the context of evaluating the debate between the free‐marketeers [Schultz et al] and the institutionalists [Myrdal et al]. It surveys the literature on the application of profit functions to agricultural production in LDCs. In particular it provides a critical review of the literature which focuses on the inadequacy of economic theory, the problems of econometric specification, data limitations, and the contradictory nature of the econometric results. Overall, it is argued that the profit function is inappropriate on theoretical grounds and that most of the economic applications do not support the model. The article concludes with suggestions for future work which should take account of the role of class, power, and interlinkages in an historical context. Social and institutional factors, it is argued, are important in determining the behaviour of peasant farmers.  相似文献

This article explores links between the issues of sexuality and gendered control over agricultural land. It discusses gendered land rights in several settings, concentrating particularly on agrarian and land reforms. I argue that land redistribution in the “household” model, discussed for Chile and Nicaragua, tends to entrench male household and agricultural control. In contrast, more collective forms, discussed for Vietnam, have displayed economic weaknesses but had potential to undercut such control by socialising women’s labour. Fears about and visions of female sexuality have much to do with backlashes against inclusion of women, either through allowing them membership of cooperatives and collectives or through granting rights such as joint titling to land. In sub-Saharan Africa, there currently exists much discussion of improving women’s control over agriculture and its products. These continue to meet opposition, despite female predominance in agriculture in the region. Thus, even though women work on the land in many societies, this does not give them any automatic “closeness” to nature or say within households. Control over women’s, especially wives’, labour within peasant households, is linked to the manner that their persons and their labour are bound up in this socio-economic form. The article also examines two feminist attempts to configure alternative agricultural forms: the case of a lesbian agricultural collective in the west of the USA and an Indian model of new female-centred households for single women. Heterosexuality as an institution and gender subordination more broadly, as the examples here indicate, have to do not only with sexual practices or identity but extend also to issues of labour and access to crucial resources.  相似文献

The dichotomy between subsistence and market‐oriented farmers in many developing countries is a well‐recognized fact. There have been empirical studies in India of the differences between subsistence and market‐oriented or ‘commercial’ farmers; and interest is now developing in the impact of the new agricultural policy on dualism within agriculture. While the theoretical literature deals extensively with dualism between a traditional agricultural sector and an advanced industrial sector, dualism within the agricultural sector itself is less discussed.1

However, this dualism has become of increasing practical importance in India with the introduction of the ‘New Strategy for Agricultural Development’ in 1966–67.2 This policy concentrates on raising output per acre very sharply, especially for the food crops, by the use of new high‐yielding varieties of seeds and complementary inputs. In the beginning, at least, these measures are to be confined to a small part of the total acreage under food grains. Critics have also alleged that they have been confined to the larger farmers, thus accentuating the existing inequality of agricultural incomes, and that this inequality must have several undesirable social, economic and political consequences. But these consequences have not been elaborated, partly for lack of data, but partly also because the theoretical implications of technical change for a dualist development of agriculture have not been adequately discussed. The first object of this paper is to examine the changes in income distribution within agriculture when technical progress is confined to the commercial sector. Thereafter we show that if dualism cannot be directly attacked by such measures as land reform, the second‐best policy from the point of view of maximizing output may in fact be to encourage the use of ‘new’ inputs, such as fertilizers, in the commercial sector.  相似文献

The recent economic and fiscal crisis provides an opportunity for learning lessons of general and practical relevance about how governments face shocks affecting their financial conditions. This article draws on the resilience concept to investigate the organizational capacities that are deployed and/or built by local governments (LGs) to respond to such shocks, looking at their combinations and interactions with environmental conditions. The article presents the results of a multiple‐case analysis of 12 European LGs across Austria, Italy and England. The analysis allows us to highlight and operationalize different patterns of financial resilience, that is, self‐regulation, constrained or reactive adaptation, contented or powerless fatalism, that are the result of the interaction and development over time of different internal and external dimensions.  相似文献

This article deals with one aspect of the relationship between the environmental sciences and economic development, namely, the relationship between studies of natural resources and the appraisal of agricultural development projects. It reviews some such projects in which no real attention was paid to surveys of natural resources and passes on to consider the land systems approach to the appraisal of land capability and, briefly, the applicability of” benefit/cost analysis to agricultural development projects. Its principal concern, however, is with the lamentable tendency for land resource surveys to be conducted independently of economic enquiry. Agrarian reform has been a central political issue in Chile during the last decade although less than 30 per cent of the country's population is agricultural. The Christian Democratic government elected in 1964 in tiated a land reform over rightist opposition with the pirmary objective of eliminating the traditional latifundia and granting land to some 100,000 peasant families. Only one‐fourth of this goal had been met in 1970 when a coalition of socialists, communists and other leftist parties elected socialist Salvador Allende president. The new government's programme promises a ‘transition to socialism’ including a far more profound and sweeping agrarian reform than the one begun by the previous administration. Realization of such an agrarian reform poses difficult political, social and economic problems. In this article we attempt to define the major issues and to analyse policy alternatives facing the new government.  相似文献

It has been claimed that transport policy in the UK, once a quiescent area, has been opened to battle between competing advocacy coalitions and that the late 1980s and early 1990s saw a policy paradigm shift. This article examines one detailed historical case study, the plans to complete an inner road in Norwich and the subsequent collapse of the scheme. The aim is firstly to examine the complex decision making processes and subsequent politics of this scheme and secondly to relate the local issue to the idea of a paradigm shift in national roads policy. The complexity of decision making in a multi-actored arena, where sovereignty is located locally but is circumscribed by central government 'guidelines', suggests that the assertions of those who argue in terms of a paradigm shift in policy may be exaggerated.  相似文献

This article analyses and describes the relationship between the size of operational holding on the one hand and various irrigation and irrigation‐related variables, on the hand, using cross‐section regression analysis of farm‐sizewise/statewise Indian data. The overall conclusion that emerges from the analysis is that irrigation development in India as a whole seems to be such that its propagation and diffusion among agricultural households seems to be somewhat in favour of larger farms. Even though the government predominantly controls the development and distribution of flow‐sources of irrigation, especially of canal irrigation, it does not seem to have produced any significant positive impact on reducing the level of inequity involved in the distribution of irrigation across farm‐size groups.  相似文献

Overcoming tradeoffs between the social benefits of regulation and the economic benefits of development has never been easy in practice. This article examines the economic development consequences of state and local regulation by developing a framework that provides a theoretical basis for expecting regulatory costs to influence the amount and location of new development. After elaborating the theory, I identify two ways state and local governments may be able to pursue regulatory goals without creating disincentives for economic development. One approach is for state or local government to socialize costs of regulatory compliance through public expenditures or subsidies. A second, and more promising, approach is to pursue regulatory reform which lessens private sector transaction costs by reducing regulatory uncertainty. This framework is illustrated using two cases: state regulation of the chemical industry, and growth management regulation.  相似文献

The article examines the role of agricultural GDP growth in alleviating rural poverty in LDCs. Cross‐sectional regression analysis indicates that GDP growth by itself takes a very long time to reduce poverty significantly. It suggests that decreases in land concentration could have a more immediate impact on reducing rural poverty; the budgetary and other costs of implementing such changes are not, however, considered. The preferred approach is a combination of equitable growth and redistributive measures.  相似文献

Like many developing countries Ecuador has experienced extensive urbanization in the pase twenty-five years as well as a shift in the pattern of rural population change between the 1960s and 1970s. Rural places with difficult access to cities (without roads and located far from cities) gained population during the 1960s but lost population during the 1970s. Rural places with easy access to cities (i.e., located near cities or on all-weather roads) continued to gain population during the 1970s. The explanation for the differential ability of rural places to retain their population during the 1970s focuses on increases in labor circulation by peasants and growth in the numbers of small, urban-oriented manufacturing and agricultural enterprises in accessible rural areas. The article concludes with a discussion of the implications of these findings for policies to reduce rates of rural-urban migration.
