Conceptualizing the Tools of Government in Urban Network Governance

The alleged increase in new governance arrangements is often understood as a challenge, since public leaders are considered to be less able to influence and govern when government is only one out of several stakeholders. Some scholars argue that steering in such settings is fundamentally different from steering in a hierarchical context. This article aims to assess how a classic and generic analytical framework to tools of government, the NATO-scheme developed by Christopher Hood, fits in a setting where local governments attempt to influence networks. Based on in-depth studies of nine urban networks in Norway, we have assessed the toolbox and the use of different tools. The article demonstrates that the suggested generic framework makes sense in a network context. Thus, to bridge the classic literature on policy instruments and the growing discourse on meta-governance would probably be beneficial.     

Social Media Use in Local Government: An Australian Perspective

Social media offers governments extensive opportunities to engage with citizens, particularly at the local level. This study investigates the issues that local governments face in implementing social media initiatives. It builds on existing literature by using an interpretive approach to examine the perceptions of public employees and elected officials of local councils in an Australian context. The article reports on the issues that inhibit a move to a more interactive use of social media and examines how these may be addressed. Implications for research and practice are given.     

Public Procurement Directives in the European Union: A Study of Local Authority Purchasing

Prompted by the Single European Market initiative, virtually all public procurement, except for defence equipment, is now subject to European Union rules which prohibit discriminatory (buy national) purchasing policies. This paper examines the impact of recent procurement Directives on local authority tendering and contract award behaviour (compliance), and considers whether the legislation has been successful in opening-up such public procurement to international competition. Although local authorities are making extensive use of the Official Journal to advertise their requirements, there is evidence that purchasers do not always adhere to the new legislation and it is not obvious that adherence to the legislation is improving. Moreover, an analysis of local authority contract award data for 1993 revealed that almost all contracts were won by domestic firms. However, doubts about the ultimate ownership of such firms and the sourcing of components means that there remains considerable scope for further work.     

“Dieselgate:” How Different Approaches to Decentralization,the Role of NGOs,Tort Law and the Regulatory Process Affected Comparative U.S. and European Union Outcomes in the Biggest Scandal in Automotive History

ABSTRACT

The VW diesel emissions scandal (“dieselgate”) recounts how Volkswagen became ensnared in a self-inflicted and staggeringly costly cheating scandal that started in the U.S. and then spread to the European Union. This case study shows how fundamental differences in comparative public administration (CPA) between the U.S. and the European Union (EU) led to different consequences for one of the world’s largest and most highly-regarded European auto manufacturers with respect to four institutional variables: (a) approaches to decentralization, (b) the role of non-governmental organizations (NGOs), (c) civil (tort) law, and (d) regulatory environment.     

Fighting for the Soviet Union 2.0: Digital nostalgia and national belonging in the context of the Ukrainian crisis

This paper focuses on the use of Soviet-era symbols, myths, and narratives within groups on VKontakte social media site over the initial stage of the Ukraine crisis (2014–2015). The study is based on qualitative content analysis of online discussions, visual materials, and entries by group administrators and commentators. It also applies link-analysis in order to see how groups on social media are interrelated and positioned online. It reveals that these online groups are driven primarily by neo-Soviet myths and hopes for a new version of the USSR to emerge. Over time, the main memory work in these groups shifted from Soviet nostalgia and “pragmatic” discourse to the use of re-constructed World War II memories in order to justify Russian aggression and to undermine national belonging in Ukraine. Reliance on the wartime mythology allowed for the labelling of Euromaidan supporters as “fascists” that should be eliminated “once again.” This powerful swirl of re-created Soviet memories allowed effective mobilization on the ground and further escalation of the conflict from street protests to the armed struggle.     

Local Government Modernisation in England: A Critical Review of the LGMA Evaluation Studies

New Labour has subjected English local government to an unparalleled period of reform. This article reviews the Local Government Modernisation Agenda evaluation studies commissioned by central government. The review identifies valuable insights from the studies into the contemporary state of English local government, central government and central–local relations. However, the studies also illustrate the need for research on public service reform to include analyses of the political origins of reform policies and the political–bureaucratic issues involved in their implementation. It is also argued that future research needs to rediscover the value of studying local politics ‘in the round’, the impact of socio-economic and non-local factors on local policy outcomes and the role of new sources of policy influence in the channels of central–local relations.     

Value-For-Money Audit for Accountability and Performance Management in Local Government in Ghana

Public sector organizations, including local government (LG) entities, continue to resort to value for money (VFM) audit to enhance performance and accountability. Based on the analysis of the consolidated reports on the annual performance-based Functional Organizational Assessment Tool (FOAT)—VFM audit—in Ghana to determine the efficacy of VFM on performance, this article argues that VFM audits constitute a significant public management tool that could enhance LG performance. However, the FOAT reports, like most VFM audits, only provide quantitative evidence, which fails to capture the qualitative or other relevant explanatory factors behind the recorded performance improvement.     

Political Entrepreneurs and Public Administration Reform: The Case of the Local Authorities' Unification Reform in Israel

This article examines a specific institutional change in Israel. In 2003 the Israeli Knesset implemented the local authority unification plan, an unprecedented reform in the structure of local authorities in Israel. This article is about a local government reorganization taking place in a unique political culture. This article tries to integrate the role of political entrepreneurs within an Institutionalist and “learning” perspectives to offer an explanation to a local government structure, thus politicians influence and are influenced by a wide range of institutional norms and practices in a complex process of design and determination of institutional change.     

Inter-Governmental Policy Implementation: State Inducements to Encourage Implementation at the Local Level

This article investigates how State departments can best equip Local government to implement State environmental protection legislation effectively. Research on joint implementation by the then New South Wales Environment Protection Authority and NSW Local government authorities is reviewed to explore inducements and constraints on intergovernmental policy implementation, including the multi-jurisdictional nature of policy.     

Social Media as a Leverage Strategy for Open Government: An Exploratory Study

Social media are regarded to be a cornerstone for addressing the open government challenge that public administration faces. However, scientific knowledge about how social media can leverage open government is limited. Therefore, this study applies a mixed-methods research proceeding to develop a conceptual framework for the strategic use of social media concerning open government initiatives. The study concludes that social media applications can be strategically applied to foster open government and to improve citizen–government interaction. From the findings, strategic recommendations for open government-related social media adoption are developed and practical advice for responsible public managers is given.     

Accounting Reform in Italy and Perceptions on the Local Government Consolidated Report

The article aims to explore the perception of local government (LG) financial officers on the users, the uses, and the utility of the consolidated financial report in Italy, since it was one of the first countries to expressly provide for compulsory adoption. A questionnaire was sent to a statistical stratified sample of LG, collecting 133 responses (response rate 17%). The results, tested through the structural equation model we observe that social legitimization pressure rather than accountability patterns or performance analysis drive more the adoption process. The evidence indicates that the report is perceived as a potential tool for pursuing performance assessment strategies in a group context. However, this potentiality depends on the coordination effort made by the LG. The article finds out the rise of the topic of the public governance and the role of coordinating the local public group.     

Towards Performance,Quality and Environmental Management in Local Government: the Case of Spain

The search for improvements in the management and quality of public services seems to be a constant in all public administrations, and there is an ever-increasing use of management techniques and models from the business sector. The aim of this paper is to show which management systems are being used by Spanish local governments to improve their management in terms of economy, quality and the environment. Our analysis is based on a questionnaire sent to Spanish local governments about the tools they use and the factors that influence their implementation. The results show that more efforts are necessary to implement performance measurement and total quality management, but they also show some positive aspects, such as the usefulness of performance measurement and its application to decisions in those local governments that have implemented it.     

Between Government and Governance: Opening the Black Box of the Transformation Thesis

The notion of going from government to governance, known as the transformation thesis, as depicted in early Governance Theory has been subjected to substantive critique. This paper explores two different stances of such critique. The first critical stance is represented by Jonathan S. Davies’ 2011 book “Challenging Governance Theory: From networks to hegemony” and entails a radical rejection of the transformation thesis. The second stance offers a more moderate reconfiguration of the transformation thesis and is represented by the recently co-authored work of several prominent governance theorists titled “Interactive Governance: Advancing the paradigm”. While both aspire to set new agendas for governance research, this paper argues that the latter reconfiguration carries a problematic preposition towards overemphasizing the separation between government and governance practices.     

Transnational policy networks in the migration field: a challenge for the European Union

The migration policy field is a multilayered and fragmented area still lacking a strong global and European regime. Nonetheless, different initiatives and fora have been promoted in the last decade to increase the international dialogue on migration, with the active participation of non-state actors, and particularly civil society organisations (CSOs). The article reviews selected initiatives undertaken at the UN and European level, whereby institutional representatives engage with CSOs in furthering migration policies. These initiatives and platforms may constitute transnational policy networks (TPNs). It explores signals towards the consolidation of more structured and ‘hard’ forms of participatory policy-making on migration issues, as well as obstacles present in this engagement dynamic. The key question addressed in this study is whether and how European institutions have engaged with the TPNs in the field of migration. The article also explores how some of the TPNs influence institutional policy-making at the EU level.     

Records Management: A Key Element for Effectiveness,Accountability and Development in the Greek Public Administration

Records management is a fundamental activity of public administration. Public records are a crucial component of the most human actions. They form the basis of any political and legal system and secure human rights. Records Management Systems provide information for planning and decision making, promote the government accountability, improve servicing citizens and ensure the organizations' enactments legitimacy. This article presents and evaluates the records management practices of the core Greek Public Administration by conducting a survey concerning the Greek Ministries and trying to find out in what level the records management initiatives are embedded in the business culture and applied by the Greek Public Agencies.     

The Implications of the Lyons Report into Local Government in England for Structural Reform in Australian Local Government

The Lyons Inquiry into English local government presented its Final Report in 2007. It has significant implications for local government jurisdictions beyond England. This article considers the import of the Lyons Inquiry for reform to Australian local government. It is argued that the Lyons Inquiry adds weight to other work that questions the traditional reliance on amalgamation as the chief instrument of Australian local government reform. In particular, the “place-shaping” thesis developed in the Lyons Inquiry shows that the Australian emphasis on structural reform has been misdirected. Further, the Lyons Report offers a range of policy options besides municipal amalgamation.     

Local Democracy in a Digital Age: Lessons for Local Government from the Manchester Congestion Charge Referendum

Local government in England has, in general, struggled with exploiting the much heralded democratic potential of the Internet. Evaluations of the local e-democracy initiatives, funded as part of the New Labour Government's e-government programme, were largely unfavourable. Since this initiative ended usage of the Internet has arguably reached a critical mass opening new opportunities for local policy makers interested in more effectively involving citizens in the local decision-making process. This article illustrates these opportunities by drawing on new empirical evidence of the online political activity associated with the 2008 Manchester Congestion Charge referendum. It also serves to highlight the political challenges facing local government and argues that if the Internet is to be used for strengthening local democracy then local government must become a fit for purpose institution and develop strategies that tackle the online influence of vested economic interests and the problem of enacting local citizenship online.     

Urban Regeneration Policy from the Integrated Urban Development Model in the European Union: an Analytical Approach Based on the Study of Spanish Cities

For several years, local governments have been tackling new challenges related to the regeneration of their cities within the physical sphere, as well as in their economic and social aspects. This task is developed in accordance with what has been called the Integrated Urban Development Model, understanding the integrated nature of this approach not only in terms of the spheres of public policy involved, but also in relation to their management. In this paper, this management is analysed in terms of the development of mechanisms for New Local Governance and New Public Management (NPM). Using Spanish municipalities as a case study, this paper develops an analytical tool for the analysis of this model of urban intervention within the European context, paying close attention to the development of mechanisms for New Local Governance from a multilevel perspective, as well as the development of mechanisms for NPM.     

Place-Shaping by Local Government in Developing Countries: Lessons for the Developed World

The Lyons Inquiry into local government in Britain represented a significant contribution to the debate on local government reform, with policy ramifications well beyond contemporary Britain. This article considers the Inquiry's concept of “place-shaping” as a mode of local government reform which captures the experience of a number of developing countries in recent years. By way of illustrative examples, we examine these processes in the specific contexts of South Africa and Indonesia. In particular, we consider whether the devolution of functions to municipalities in developmental settings constitutes place-shaping, and how this bears on processes of local government reform in developed nations.     

Housing and Council Tax Benefits Administration in England: A Long-Term Perspective on the Performance of the Local Government Delivery System

The Coalition government announced, in 2010, that between 2013 and the end of 2017 all existing claims to income-based welfare allowances, including housing benefit, would gradually move to the Universal Credit (DWP 2010). This article evaluates the performance of the Council Tax and Housing Benefits Administration Services under the current system for the delivery of these benefits since they were transferred fully to local authorities in 1993 up until December 2011. During this period the performance of local government has been influenced by four successive national delivery regimes, namely: Compulsory Competitive Tendering (CCT); Best Value; Comprehensive Performance Assessment (CPA) and Comprehensive Area Assessment (CAA). An earlier article (Murphy, P., Greenhalgh, K. and Jones, M., 2011. Comprehensive performance assessment and public services improvement in England – a case study of the benefits administration service in local government. Local Government Studies, 37 (6), pp. 579–599) examined the CPA period in detail and found a significant improvement in performance across all types of authorities in all parts of the country during this period. The current article complements this earlier analysis and provides a longer-term perspective on the performance of the benefits service between 1993 and December 2011. The findings of this article show that under CCT the performance of the system was poor, there were wide variations in individual local authority performance, with many acknowledged inadequacies in the system and unacceptably high levels of fraud. However, towards the end of CCT and in the subsequent Best Value period the antecedents of some of the tools and techniques subsequently used to drive improvement in the CPA era were either put in place or were being developed. The Best Value period itself did not show significant improvements in performance and it was not until many of the initiatives were refined, developed and applied within the CPA framework that sustained and significant improvements became evident. This overall improvement generally continued under the CAA although the previous trend of consistent reductions in the variation between authorities’ performance had changed between 2009–2010 and 2011–2012. It is too early to judge whether these latest trends will be maintained under the Coalition government’s localism regime.
