ABSTRACT

Advocates of amalgamation typically claim that substantial scale economies flow from municipal mergers, which generate larger local government entities by population size. We examined whether economies of scale exist in council outlays by analysing the expenditure of 68 South Australian local government areas using data from the 2015/16 financial year. However, given the correlation between population size and population density it is important to determine whether the influence of population size on expenditure is due to variations in population density. We find that when local government areas are stratified into subgroups on the basis of population density, the evidence of economies of scale largely evaporates. From a policy perspective, this suggests that in place of municipal mergers, policymakers should instead explore avenues for shared service arrangements in those functions which exhibit scale economies.  相似文献

Abstract

Political leadership at the local level has attracted growing attention in recent years in parallel with reforms of local government and of the municipal administration, as well as the debate on a shift from government to governance. Considering the power triangle of (i) the mayor, (ii) the municipal administration (executive officers) and (iii) the council, it is surprising that the latter has gained little interest so far. This article analyses how the roles of local councils as representative bodies are assessed by mayors from seventeen European countries and how differences in the perception of councils can be explained. Can differences be explained by institutional settings, the notion of the mayor towards the role of political parties or by the kind of interaction between the mayor and the council – or are specific local conditions and idiosyncratic personal factors crucial?  相似文献

Abstract

Australian local government finds itself at the vortex of various mounting pressures, including acute funding shortages, complex intergovernmental relationships, and forced structural reform programmes, that have made the status quo unsustainable. State government policy makers have placed heavy emphasis on council amalgamations as their chief means of resolving the problems facing municipal governance. This paper argues that such reliance on the blunt instrument of municipal consolidation has been misplaced, not only because it is based on the mistaken premise that ‘bigger is better’ in local governance, but also because it ignores many other promising alternatives to amalgamation involving various combinations of structural change and process change better suited to the extremely diverse character of regional and rural local government in Australia.  相似文献

ABSTRACT

This paper examines why the support of independent local parties has grown substantially in the Netherlands. These are parties that run in municipal council elections, but do not run in elections at higher levels, specifically the national level. Such parties saw their support double in the Netherlands between 1986 and 2010. Parties of this type have also grown in other Western European states. This paper examines two possible explanations: declining political trust on the level of voters and, on the supply side, the rise of parties that are not rooted at the local level. The evidence shows that the rise of independent local parties reflects the rise of national political parties that do not run in many municipal elections. This article examines the case of the Netherlands, pooling five surveys from the 1986–2010 period.  相似文献

Despite the obvious complementarity in their objectives, public policy and quality of life or social indicators research have been done in mutual isolation. The integration of these streams of research offers policy analysts an alternate method for measuring impacts. Using this approach, the current study focuses on two questions: 1) Are variations in municipal structure related to policy outputs, i.e., municipal expenditures? 2) Are variations in municipal structures and overall targeted municipal expenditures related to the general quality of life in municipalities and the quality of specific services?

The sample for this study includes the central cities of the sixty-five most populated SMSAs in the United States. Pearson Product Moment correlational and crosstabulational techniques were used to examine these relationships. The results indicate that council manager systems tend to spend less than mayor council systems, yet, in some ways, offer a better quality of life. Differences in size and regional location were investigated by factor analysis as possible influences in this regard.  相似文献

Abstract

In recent years, there has been a rise of interest in the concept of autocracy promotion, with scholars questioning whether the efforts by authoritarian governments to influence political transitions beyond their borders are necessarily pro-authoritarian. An extension of this question is whether some authoritarian governments may at times find it in their interest to support democracy abroad. This article aims to answer this question by focusing on the case of Turkey. It argues that, despite its rapidly deteriorating democracy since the late 2000s, Turkey has undertaken democracy support policies with the explicit goal of democratic transition in the Middle East and North Africa (MENA) region during the Arab Spring and, while not bearing the intention of democratic transition, has employed democracy support instruments in the form of state-building in sub-Saharan Africa since 2005 to the present day. Based on original fieldwork, the article finds that non-democracies can turn out as democracy supporters, if and when opportunities for strategic gains from democratisation abroad arise. The article further suggests that even in those cases where strategic interests do not necessitate regime change, a non-democracy may still deploy democracy support instruments to pursue its narrow interests, without adhering to an agenda for democratic transition.  相似文献

ABSTRACT

What determines the election of mayors? The extent to which pre-electoral coalitions (PECs) influence mayoral election outcomes has not yet been subject to empirical analysis, despite the question’s fundamental theoretical and practical relevance. This note uses regression discontinuity methods to identify the causal effects of PECs on mayoral election results in Indonesia. The study finds that candidates backed by PECs comprising political parties that control council seat shares exceeding first-round mayoral electoral vote thresholds are 14–18 percentage points more likely to win those elections than their counterparts supported by smaller-sized PECs. The analysis determines that PECs are especially helpful in getting non-incumbent candidates elected, although they have no apparent impact on incumbents’ electoral success. PECs can assist candidates in gaining office, therefore, but they are established under corrupt conditions. Ultimately, governance issues surrounding the formation and functioning of PECs impose significant constraints on the development of local democracy in Indonesia.  相似文献

Abstract

The time investment in council duties and the roles adopted by local councillors in Britain have been studied extensively but rarely has research incorporated information about the type of area represented. This article combines individual-level survey responses from councillors with aggregate-level data that describe characteristics of the wards that elect each councillor. The survey data report each councillor’s social and political characteristics, the average hours per week performing council duties and the range and frequency of activities undertaken. The ward-level data include a measure of relative social deprivation, electoral competitiveness and other features. The analysis shows that councillors representing relatively deprived areas spend more time on council activities than do councillors representing more affluent areas. The activities that councillors pursue, especially whether they are proactive or reactive towards constituents, relate to the ward context. Women and people that are retired from work also invest relatively more time in their work as councillors. These findings establish that assessments of what councillors do and the roles that they might adopt should take account of the types of ward being represented.  相似文献

Abstract

The subject of this research is the question of whether revenue forecasts, which require consensus within the institutional framework of federal system governments, are more accurate than in states where forecast decision-making rests solely in the executive branch or in the legislative branch. Results are reported from a 1999 survey of various revenue forecasters in the 50 states. The methodology includes considerations of the following as independent variables: split-government legislatures; frequency of state's forecasts; whether a separate council of economic advisors was included; budgetary balance requirements; the availability of outside expert advice from universities; and the extent of a period of economic stability in the state. The results indicate some effect, which although not substantial, in terms of state budgets still constitute significant dollar amounts.  相似文献

Abstract

The aim of this study is to investigate the determinants of child labour in urban Turkey with a special reference to low household income or poverty as one of its root causes. Studies done elsewhere have produced mixed results which necessitate the relationship to be studied at country-level. The data from urban Turkey indicate that children from poorer families stand at a higher risk of employment. This finding is confirmed using various measures of household material well-being. Simulation results have further pointed out that current interventions are not likely to produce a sizeable impact on the child labour problem.  相似文献

ABSTRACT

The study utilizes evidence from the Danish 2007 municipal reform to inquire into the relationship between municipal amalgamations and voter turnout, that is, the classical discussion on size and democracy. The Danish municipal reform is particularly suited for investigating the relationship as a large number of units were merged due to reasons thought to be unrelated with the democratic performance while others were left unchanged. This allows us to investigate the relationship in a quasi-experimental setup. The study finds some evidence of a short-term positive effect on turnout and only limited evidence of a medium- to long-term negative effect when comparing amalgamated and non-amalgamated municipalities. However, stronger indications of negative effects on turnout are found when considering the intensity of the amalgamations.  相似文献

Municipal amalgamations in Belgium took place some time ago and the local council elections of 8 October 2006 marked the thirtieth anniversary of this thorough overhaul of the local administrative landscape. The municipal amalgamations of 1976 were undoubtedly the biggest reform the local level in Belgium has ever faced. The Netherlands also underwent municipal amalgamations, but there the amalgamation process followed a different pattern, taking longer, with discussions conducted in a different way. This article examines the principal similarities and differences between these two countries with regard to municipal amalgamations. The first part of the article looks at the different scales of local government in several European countries; in the sections following, the Belgian and Dutch experience with municipal amalgamations is discussed in greater detail. In the last section an attempt is made to answer the question of why the processes in the two countries were so different.  相似文献

Abstract

Turkey arranges for the protection of about 1.7 million Syrian refugee children on its territory. This article addresses initiatives and policies towards Syrian children in Turkey, considering characteristics and paradigm shift of refugee education in which hosting large refugee populations. It focuses on experiences of refugee community organizations (RCOs) working on the matter of education. Drawing on an exploratory case study with purposively selected Syrian RCOs in Istanbul, it particularly investigates to explore activities of “Temporary Education Centers” emerging in the emergency-based perspective in early times of Syrian refugee migration and radically disappearing in the integration-based interventions of the State. We will discuss handicaps of making schools refugee places linking with the socio-political conditions of post-displacement and possibilities of cultural orientation of the refugee agency.  相似文献

ABSTRACT

Considering the importance of class analysis in understanding social issues, the present paper has used this level of analysis as an important factor in the economic, social and political attitude of society. Accordingly, three main classes, including the upper class, the middle class, and the lower class have been divided and their attitudes towards redistribution of wealth (as a non-conservative policy) have been evaluated. Given the current economic inequality, in the case of adopting the policy of redistribution of the wealth, the lower and middle classes will benefit economically, since they possess less wealth than their population percentage. Nevertheless, the results of the survey revealed that only the lower class assented to redistribution of the wealth, while upper and middle classes largely dissented to it. The study seeks to address this question that why the middle-class dissents to redistribution of wealth, despite its economic benefits. In order to answer that, we resort to another survey of the members of the middle class, in which the role of non-economic interests – including social and political interests, has been evaluated. Finally, the conclusion suggests that the majority of the middle class faces a paradoxical status in the area of economic, political, and social interests.  相似文献

There has been much debate in the UK over the implications for local government accountability of the high proportion of central funding of local government. The question has received particular attention recently as a key issue in the government's 'Balance of Funding' review. Two forms of accountability can be distinguished: average accountability and marginal accountability. This paper provides an analysis of the relationship between the balance of funding and these two concepts of accountability and concludes that increasing the proportion of local funding would be beneficial. One method of addressing problems caused by high central funding would be to introduce a local income tax alongside council tax, enabling the central grant to be reduced. The paper examines practical issues involved in the introduction of such a tax.  相似文献

An observational study of the Oakland Eligible Metropolitan Area and its Ryan White CARE Act Title I HIV health services planning council, officially known as the Alameda/Contra Costa HIV Planning Council, has been in progress since October 1992. Until June 1994, the Oakland planning council had a bifurcated organizational structure, with a component council for Alameda County and a component council for Contra Costa County. This case study focuses primary on the Alameda Component Planning Council (ACPC) and reveals that since its inception, the ACPC has struggled with numerous difficult issues, including volunteer membership, part-time staff support, membership selection and composition, conflict of interest, tensions among competing interest groups, conflicting demands from patientsJconsumers, and tensions among competing service delivery organizations. In spite of the substantial effort required to address these issues, the ACPC managed to fulfill its basic responsibilities of prioritizing the service needs of HIV-infected persons in the community and allocating funds to service providers to meet those needs. Over time, however, dealing with these issues took its toll on the planning council, resulting in a near complete turnover of members within 18 months. One reason that the planning council survived may be due to its unusual organizational form, which fits closely the definition of a minimalist organization. This form of organization is flexible and very efficient at adapting to changes in its environment. Previous studies of such minimalist organizations, however, have examined organizations functioning in stable, non-competitive environments. Whether HIV planning councils with this particular organizational form will be able to survive over a long period of time in turbulent environments is an important question for future research.  相似文献

ABSTRACT

This study overviews and appraises Turkey’s contemporary public administration system. Its prominent characterizing features are discussed, with an emphasis on both the achievements and problem areas. Turkey has a long history of strong traditional bureaucratic practices and culture, from which its contemporary public administration system has emerged since the Republic was established almost a century ago. Despite its many achievements, public administration has its problems, generally the product of conflicts between tradition and modernity. Due emphasis should, however, be given to addressing the challenges of its over-politicization, strengthening governance practices, enhancing the human factor, and instituting further modern administrative reforms.  相似文献

ABSTRACT

Controversy surrounds local government reform, particularly efforts directed at reducing the number of local authorities to secure economies of scale. We examine whether economies of scale exist in local government outlays by analysing the expenditure of 398 municipalities for the Brazilian state of Paraná using a 16-year panel dataset covering the period 2002–2017. We find evidence that municipal expenditure is characterised by substantial scale economies. However, given the strong correlation between population size and population density, it is important to ascertain whether the influence of population size on municipal expenditure is due to variations in population density or not. When local government areas are divided into sub-groups based on population density, evidence of scale economies remains with the majority of councils operating below optimal size. Municipal consolidations may thus lead to lower per capita expenditure.  相似文献

ABSTRACT

Over the last decade, municipal territorial amalgamation has occurred in 15 European countries. The same period has seen spectacular progress in research on the relationship between municipal size and the functioning of local governments, as well as the impacts of territorial reforms on economic performance and local democracy. Quasi-experimental designs treating territorial reforms as specific “research laboratories” have constituted an important part of that trend. However, there are still important gaps in the knowledge and the study results are often inconclusive. These observations call for a research agenda for the future.  相似文献

The subject of this investigation is the performance of Polish local government and its ability to make and implement environmental policy. The article proposes an assessment of national policy implementation based on policy outputs in the form of local policy programmes. National policy is implemented inter alia through elaboration, adoption and execution of environmental protection programmes at three subnational levels of self‐government. Self‐government is solely responsible for preparation and execution of the programmes. For every municipality, the rules for adoption including timetable, the structure of the draft, consultation of the draft and formal vote by local council to adopt the draft are the same. Therefore, the process of elaboration and adoption provides opportunity to compare municipalities across the country. Survey and interview based data from the study gives evidence about municipal performance in the programming and allows verifying possible influence of three macro factors on this performance.  相似文献
