States can do much to tap community-level energies and resources for development if they seek to interact more synergistically with local communities. The broader spin-off is the creation of a developmental society and polity. Using case studies from Asia and Latin America, we illustrate how: (1) state efforts to bring about land reform, tenancy reform, and expanding non-crop sources of income can broaden the distribution of power in rural communities, laying the basis for more effective community-driven collective action; and (2) higher levels of government can form alliances with communities, putting pressure on local authorities from above and below to improve development outcomes at the local level. These alliances can also be very effective in catalysing collective action at community level, and reducing ‘local capture’ by vested interests. There are several encouraging points that emerge from these case studies. First, powerful institutional changes do not necessarily take long to generate. Second, they can be achieved in a diversity of settings: tightly knit or open communities; war-ravaged or relatively stable; democratic or authoritarian; with land reform or (if carefully managed) even without. Third, there are strong political pay-offs in terms of legitimacy and popular support for those who support such developmental action.  相似文献

According to conventional wisdom, associations that are closely linked with and penetrated by an authoritarian state are significant chiefly as symbols of state domination of society. Yet a review of empirical evidence suggests that the nature and significance of incorporated or co-opted associations varies much more widely than the conventional perspective suggests. Not only are close association-state linkages sometimes looked upon favorably by societal participants, but some independent societal associations actually seek to be co-opted by an authoritarian state. Moreover, incorporated associations often have more to do with strategies by state agencies and officials to accomplish parochial goals than with state efforts to control society. This article elucidates a new analytical perspective for understanding the dynamics and functioning of incorporated associations, citing a wide range of empirical cases to show how this perspective facilitates a better understanding of the kinds of state-society engagement that occur within and through incorporated associations. The article concludes with a brief analysis of associations in contemporary China that builds on the preceding discussion, illuminating the importance of local-level interactions in determining the character of incorporated associations. This paper presents the results of a survey of English and Welsh local authority planning departments which asked planning officers their views with respect to planning and renewable energy. National government dictates national policies. Local authority planners, however, feel uncoordinated and lacking when making decisions about such developments. Often battered by sophisticated assaults unleashed within the adversarial planning system arena, planning professionals are often left without the ability to compose counter-arguments with which to promote environmentally less damaging proposals in line with 'the greater good'. This has led to the rise of NIMBYism, lack of innovation and is a barrier to successful national renewable energy policy aims.  相似文献

This article addresses community participation in local government, a controversial issue in the era of governance. Under the context of decentralisation reform in particular, active participation of the community in local governance has been expected, where as a range of critical arguments has been made on its concepts, ideas and feasibilities. Despite the significance of the issue, practices of community participation at the local level are academically under-examined, even in developed countries, let alone in developing countries. Given such situations, empirical observations from local governments of the Philippines and Uganda are introduced and comparatively analysed with in a specific analytical framework of participation. By doing so, the artide leads us to some keys to success for community participation schemes in the development context, which include the local leadership, functions of the central government and enhancing awareness of values of community participation both in the public and the local government.  相似文献

Abstract This article examines the use of Management Buy‐outs (MBOs) as a strategy for the reorganization of service provision by some local authorities in response to compulsory competitive tendering (CCT) under the 1988 Local Government Act. It looks at:
  1. How MBOs fit in with the other patterns of change associated with CCT.

    The reasons why particular local authorities have sold service organizations to MBOs.

    The immediate and short term implications of MBOs.

    The longer term prospects for MBO companies in CCT service areas.

    The prospects for further MBOs being established.

Concepts such as lesson-drawing, policy diffusion, policy transfer and, more recently, “isomorphic mimicry” have been used to suggest that, over time, administrative practices, policies and governance systems across countries are converging. Three different sources of data are used to examine the extent of convergence in the roles of legislatures in budget processes. Since the establishment of subsidiarity in the early 1990s, the European-wide move to devolve governance has been interpreted by previous and present UK governments adopting differing ideological positions within a ‘localism agenda’. Interpretations have changed the dynamics of the community right to challenge, as well as the structure and mechanisms for community accountability. This article adopts the typology of forms of local governance developed by Lowndes and Sullivan (2008, How low can you go? Rationales and challenges for neighbourhood governance. Public Administration, 86 (1), 1–22) to explore the hypothesis that the localism agenda realigns the synergy between neighbourhood rationales; citizen engagement in service delivery and the opportunity for public scrutiny and accountability. It concludes that opportunities for communities to challenge service delivery and ensure increased accountability to the local level will be tempered by increased complexity and demands on local authorities to develop new relationships with both service users and providers.  相似文献

This article uses Bosnia and Hercegovina as a prototype of an emerging subset of weak states, the passive-aggressive state. Appearing as the result of agreements ending civil strife, the general characteristics of the passive-aggressive state include complex power-sharing arrangements at the centre and local institutions that are designed for capture by parties to the conflict, which in turn creates a weak and segmented civil society. As a result, only the international community can devise and financially support policy reform, but it must rely on the state to implement the reform. Dependent on international support for its own survival, the centre rhetorically embraces reform while local institutions engage in passive resistance to block it. This article uses three examples of health care reform in Bosnia to illustrate the difficulties of reform in these types of states. The paper concludes with observations on how strengthening the powers of the central government and reorienting international aid towards civil society might alleviate some of the structural problems of passive-aggressive states.

This article takes a new look at the institutional core of China's economic planning—the State Development and Planning Commission (SDPC, 1998–2003)—focusing on its role in approving and fundraising for major capital investment projects. The primary objective of this inquiry is to identify changes in the network structure and procedures of inter-agency relations and central planners’ interactions with national legislators, which have produced a diversity of ‘organizational microclimates’ that shape the coherence of the national economic bureaucracy and central–local fiscal relations. Based on interviews of high-level officials and case studies of investment projects in energy, information technology, and transport sectors, it is argued that administrative reforms aiming to improve SDPC's regulatory capacity have been predicated on a concerted effort by key agencies and ministries under the State Council to reduce the window of opportunity for local and industrial interests to politicize capital allocation decisions. This finding suggests caution in interpreting contemporary China through the comparative lenses of a developmental state, a regulatory state, or a fiscal federalist system.  相似文献

More than 3,500 people have died in Nigeria since 2009 when Boko Haram, a radical Islamist group from northeastern Nigeria, launched its violent campaign to wrest power from the Nigerian government and foist an Islamic state under the supreme law of Sharia. Attempts at negotiating with the group, including the recent amnesty offer extended to its members by the Nigerian government, have stalled due to distrust on both sides and the factionalized leadership of the group's different cells. This article provides a systematic account of Boko Haram's emergence, demands, and modus operandi. It also evaluates how the Nigerian government has responded to the group's threat and how they should respond. The socioeconomic approach of this article helps to explain the Boko Haram problem beyond a usual religious agenda and to evaluate the development of the group in the context of Nigeria's checkered political history and local economic grievances.  相似文献

This study employs the dataset collected for the assessment of a post-harvest technology project in rural Cambodia and focuses on the heterogeneous preferences of project implementers, frequently overlooked in the literature on programme evaluation studies. We focus on the ‘implementer effect’ on the programme participation of the treated farmers. We demonstrate that the heterogeneous programme participation of ordinary farmers could be induced due to heterogeneity in the characteristics of the project staff. In particular, we indicate that the baseline altruism of the project staff, measured by the dictator game, consistently increases the participation rate and the number of participations in the training sessions of beneficiaries. This type of heterogeneity in project staffs’ preferences across treatment sites could be a source of treatment heterogeneity for programmes conducted at a certain cluster level. While few studies have focused on the heterogeneity of programme implementers, our empirical results indicate that the preference of implementers could be a source of treatment heterogeneity and imply the importance of implementation of an actual project.  相似文献

In a recent reflective essay written on his dual role as a scholar and public advocate, Paul Robert Magocsi with self-deprecation described himself as a loser on the margins. The sentiment of loss came with his emotional attachment to the wrong baseball team (the Dodgers rather than the Yankees) (“The Scholar as Nation-Builder”). What is clear, however, is that Magocsi is no loser in academia. My esteemed colleagues in this symposium are echoing what has become incontrovertible: Magocsi is a towering figure in Ukrainian Studies.  相似文献
