Political support for economic reform in the USSR is evaluated at five different levels of Soviet society, or more properly, of the political-administrative hierarchy: the top leader (Gorbachev himself), the collective leadership (Politburo), the bureaucracy, knowledge specialists (intelligentsia), and the population at large. The proceedings of a panel of American specialists devoted to the recent economic reform are summarized. The panelists noted that the most substantial changes to date have accompanied efforts to restructure the decisionmaking hierarchy—in particular, a recentralization of authority through the creation of biuros and state committees and legislation on individual economic activity. Changes in the systems of economic planning and incentives, on the other hand, have been minor, suggesting a continuing debate over the extent to which price reform and various economic incentives should be implemented. An American economist describes recent Soviet thinking on monopoly and traces its impact on the reform process up until 1991. After an overview of industrial concentration in the Soviet economy, the study proceeds to examine the content of Gorbachev's antimonopoly policy, focusing on policy toward dominant firms, mergers, and entry of firms. The New Zealand economy before the election of the Fourth Labour Government in 1984 is often portrayed as something not only highly regulated — but as something uniquely so amongst developed nations, with a stagnant economy declining in the post‐war era and nearing collapse by the 1984 election — the Polish shipyard. We show that New Zealand was not overly‐regulated by the standards of the time, with many of its policies reflecting development elsewhere; it was generally liberalising in the post‐war era and its economic decline and supposed collapse have been considerably overstated. This invented history gave impetus to radical economic reform after 1984 by framing the apparently failed and bizarre past as forcing inevitable solutions. It is an important constraint on policy‐making in New Zealand, allowing policy to develop only along certain “appropriate” paths. It provided cohesion for policy makers in the face of less than certain results and harnessed emotional and intellectual energy towards the free‐market quest, while legitimating certain policy directions and de‐legitimating others. 相似文献

权力结构与制度变革的关系探讨历来是国际问题研究的核心之一。金融危机爆发后,国际权力结构进入一个后美国时代,权力的分散但非匀质化是其显著特征。本文认为,制度改革是权力结构变迁过程中的合理性诉求,结构的变迁会对原有制度框架内的支配国和受益者形成某种改革压力。另一方面,权力结构变迁的长期性决定了制度改革的继承性和包容性。从总体上看,世界权力关系的变迁将会导致国际规则的调整和完善,倾向于制度的不断演化而非完全替代。 相似文献

始于20世纪80年代的中俄(苏)两国经济转轨之前,两国都实行高度集中的计划经济体制,就国民经济发展的整体水平、工业化程度以及科学技术、文化教育等方面,中国均落后于苏联。但苏联计划经济体制时间长、覆盖面广、刚性程度强,中国的计划经济是从苏联搬用来的,不如苏联那样刻板、僵硬。两国经济转轨的条件是相似的,但由于两国实行不同的改革路线和政策。使两国的经济转轨出现不同的结果。 相似文献

There have been two parallel processes in Chilean political economy during the 1990s. A high profile has been accorded to the transition from authoritarianism to democracy and its related debates. A relatively low profile has been accorded to the continuity in the state model of capitalism that was implemented under authoritarianism. This paper argues that transition can be best understood in terms of the role of Augusto Pinochet and his strategies for maintaining power – Pinochetismo. As such, his forced retirement from political life marks the end of transition. The second point is perhaps of more importance however. The democratic political regime has intensified the model of capitalist accumulation of the 1970s and 1980s and socio-economic polarisation has been perpetuated. While the focus on the nature of transition during the 1990s was necessary, there has been a failure to question the social relations established by capitalism. With the end of transition in July 2001, the greatest challenge for Chilean democracy now lies in creating a state based on social relations that serves the needs of the majority rather than the desires of the few. 相似文献

印度实行经济改革以来,总体经济形势明显好转,经济增长也有所加快,但是由于一些深层次的结构性问题还没有得到根本性的解决,一些涉及大众利益的、具有政治敏感性的改革还远远没有到位,经济增长受到很大影响.如果这些制约经济增长的因素不能得到有效的消除,印度的经济发展潜力将难以发挥,未来十年经济年均增长7%~8%的目标将很难实现. 相似文献
