Ward delimitation is a call that demands interrogation. Issues of ward delimitation and their impact on service delivery are critical. While reminiscing the past, good or bad, the study warns the Municipal Demarcation Board, the authority in charge of demarcation and delimitations of municipal boundaries and wards, to delimit wards without inciting conflicts and violence. Employing multicase studies, the study follows empirical analysis drawing examples from local, regional, and international orientations to arrive at scientific conclusions. The Board must not be seen as a springboard for political embattlement but an instrument similar to institutions demanding accountabilities to deepen democracy. This is possible if the Board ceases from delimiting wards in preparations for local government elections.  相似文献

This paper analyzes the role of coordination criteria in employment and training service delivery within the Job Training Partnership Act system. The evolution of coordination criteria is related to current initiatives in the Employment Service at the state and local levels. An operational set of program outcome measures for monitoring coordination efforts is discussed. This set of outcome measures is formulated in the broad context of stabilizing employment and averting the "structuralization" of unemployment impacts wrought by fundamental economic change in the labor market. The assessment and monitoring of such coordination efforts is discussed.  相似文献

Is the delegation of public services to semi‐autonomous agencies associated with increased citizen satisfaction? This article assesses three theoretical routes that might link the two: responsiveness, credible commitment, and blame deflection. The article draws on data from the European Social Survey and an expert survey about delegation of tax and police services to semi‐autonomous agencies in 15 countries. No supporting evidence was found for the responsiveness and credible commitment theories. Yet semi‐autonomous agencies sometimes can absorb or deflect blame for bad performance. In the tax case, dissatisfied service users blame the agency, rather than the government. The presence of an agency worked as a scapegoat for dissatisfied service users and resulted in less dissatisfaction with the government in countries where tax services were delegated.  相似文献

This article introduces a new explanation for why citizens may fail to vote based on government performance. We argue that when politicians have limited capacity to control bureaucrats, citizens will not know whether government performance is a good signal of the incumbent's quality. We develop a selection model of elections in which policy is jointly determined by a politician and a bureaucrat. When politicians have incomplete power over policy, elections perform worse at separating good and bad types of incumbents. We test the theory's predictions using survey experiments conducted with nearly 9,000 citizens and local officials in Uganda. We find that citizens and officials allocate more responsibility to politicians when they are perceived as having more power relative to bureaucrats. The allocation of responsibility has electoral consequences: When respondents believe that bureaucrats are responsible for performance, they are less likely to expect that government performance will affect incumbent vote share.  相似文献

Public administrators at the local level often rely on citizen surveys to measure the outcomes or accomplishments of their service delivery efforts. However, many remain skeptical about the value of survey-based measures of local government performance, in large part because of the low empirical correlation between objective and subjective performance measures reported in the literature. Using data from New York City's street cleanliness scorecard, a well-established outcome measure, combined with responses from more than 4,000 respondents to a citizen survey, the authors find a clear and consistent correlation between the scorecard and citizen ratings of street cleanliness in their neighborhoods. Moreover, the street cleanliness scorecard is a much stronger predictor of citizen ratings than demographic factors, trust in government, or contextual effects. These results demonstrate that citizen judgments about government performance can correspond closely with more objectively measured outcomes—and that citizen surveys can provide valid and useful performance measures, at least for some local government services.  相似文献

How can local officials select benchmarking partners whose best practices have the most potential for applicability and success in improving service performance? This study suggests the process for selecting the most appropriate benchmarking partners and for making fair performance comparisons will be advanced if local officials initially address the issue of what level of input service quality level is desired or can be provided. Using data collected from a national survey, the study presents a framework for measuring service quality for municipal solid waste recycling programs. It examines the connection between input service quality and service outcomes and describes the results of analyses of the contextual factors and best practices that distinguish the top recycling performers and potential benchmarking partners in each service‐quality class. The study suggests a model for how local officials can use this type of information to select an appropriate benchmarking partner. The study shows that a quality‐of‐service framework for municipal services can advance local decision making about what citizens and stakeholders expect and will support in terms of input service quality. It also can help local officials identify benchmarking partners that provide a service at the desired level of quality.  相似文献

The equal treatment of all citizens is one of the fundamental principles of good administrative practice. Nevertheless, there are growing numbers of media and scientific reports on unequal treatment by public administrations. This article examines the unequal treatment of citizens by gender and ethnic origin by means of a survey‐based field experiment in German local government. With the help of two vignettes and randomized assignment of names, responses to fake citizen requests by local governments are analyzed for speed, quality, and service orientation. The results show very limited discrimination effects. While there is no evidence for general ethnic discrimination, a more differentiated analysis indicates patterns of ethnic discrimination conditioned by gender.  相似文献

City managers play an influential role in brokering intergovernmental service arrangements on behalf of their jurisdiction, yet their motivations for doing so are not well understood. One argument, drawn from theories of bureaucratic entrepreneurship and ambition theory, suggests that cities with managers who are motivated to advance their careers will parlay more interlocal service delivery as means of capturing economic efficiencies. Such strategies serve to build their personal resumes of career achievements. An alternative argument suggests more altruistic motives, including a desire for increased social equity and valuing the common good of the region, compel city managers to pursue interlocal service arrangements. These competing theories are tested on 134 large municipalities, using survey data from the city managers of these jurisdictions, coupled with interlocal revenue and expenditure data for these cities. Results yield greater support for the first theory. However, progressive ambition possesses complex consequences for interlocal service delivery choices. Jurisdictions managed by city managers with career‐enhancement ambitions are more likely to sell services to other local governments. Yet, they are significantly less inclined to buy services from other jurisdictions, thereby underscoring entrepreneurship in shaping managers’ professional trajectories.  相似文献

Early work on municipal service–quality assessment recommended multiple measures of performance from both providers and users. Citizen satisfaction surveys have rivaled their more quantitative counterpart, administrative performance measures, in adoption, but the implication of survey results for action is not well understood by managers or scholars. To achieve meaningfully integrated multiple measures of service quality, we need to explore the dimensions of citizen satisfaction and review patterns of satisfaction across localities. We also need to understand the relationship between administrative performance measures and citizen perceptions. This cross–sectional analysis of municipal citizen satisfaction and performance benchmark data suggests that citizen satisfaction survey results are useful to managers in conjunction with performance–measurement programs as part of a multiple–indicator approach to evaluating municipal service quality. However, understanding citizen perceptions requires a different perspective than that applied to administrative service performance measurement.  相似文献

This article ties in with a growing international literature examining the link between party politics and welfare service privatization in modern welfare states. In recent decades, a central aspect of policy change in Sweden is that private actors have come to produce publicly financed welfare services on a more regular basis. This overall privatization trend is furthermore characterized by substantial geographical variation across Sweden's 290 municipalities. The ideological attitudes of local politicians have been recognized as particularly important for understanding this development. This article examines the extent to which local politicians’ ideological attitudes regarding welfare service privatization are best explained with a partisan approach emphasizing between‐party polarization as opposed to a critical perspective that points to the proclaimed significance of ideological consensus between left and right parties in certain municipal contexts. Using multilevel modelling and survey data collected from elected politicians in municipal governments, the empirical findings show substantial differences in attitudes between Conservatives and Social Democrats, irrespective of municipal characteristics – most notably the degree of welfare service privatization. Hence, the results strongly indicate that the partisan approach is much more fruitful compared to the consensus approach as a general explanation for local politicians’ attitudes towards welfare service privatization in Sweden. Accordingly, a conclusion is that comparisons at the subnational level within countries are important as a complement to country‐comparative studies when attempting to understand the link between political partisanship and welfare service privatization in modern welfare states.  相似文献

In recent times much has been made of the threat some argue is posed by political advisers to the impartiality of the Westminster civil service. Drawing on survey of senior New Zealand civil servants, this article examines the degree to which political advisers are perceived as a threat to civil service neutrality and describes the form taken by that threat as variously perceived. On the evidence reported, it is suggested that traditional understandings of “politicization” need to be reconceptualized if they are to fully account for the nature of the relationship between political and civil service advisers. To existing conceptions of politicization, therefore, the article proposes adding another: “administrative politicization,” allowing for different gradations of politicization to be identified, and enabling a nuanced assessment of the nature and extent of a risk to civil service neutrality that, the data suggest, is not as great as is sometimes alleged.  相似文献

One important but often understudied area of research in public administration is the effect of e‐government on administrative discretion. This article examines e‐government factors that influence administrative discretion through a survey of local governments. The focus of this study is on Egyptian local governments, which are using e‐government to modernise public service delivery. Through a survey of administrative officials in these governments, this study found evidence that e‐government factors of collaboration and organisational change influenced administrative discretion. Other common factors noted in the literature such as size of the local government and demand by citizens for e‐government did not register an effect on administrative discretion. The results of this study imply that local governments should do more to enhance e‐government to reduce administrative discretion, especially in the area of increasing collaboration. Issue ownership has become a useful concept for explaining party and voter behaviour in electoral democracies. This article argues that issue ownership can also provide us with a better understanding of the economic issue’s impact on the vote because perceptions of party competence at managing the economy can counterbalance the influence of retrospective economic evaluations, by encouraging voters to put economic performance (good or bad) into perspective. These general expectations are tested with the use of individual-level survey data from five Canadian Election Studies conducted between 1984 and 2011. That relatively long period of time allows estimation of the impact on incumbent vote choice of competence perceptions and economic assessments during both good and bad economic times. Consequently, the article shows that issue ownership of the economy matters to vote choice, that its influence has been consistent across elections, and that it outweighs the impact of retrospective economic judgements.  相似文献

Interlocal cooperation through service‐sharing agreements has a long history, but its use has increased in popularity during the last 20 years. The decisions of local government units to collaborate through intergovernmental service agreements are best understood as a two‐stage process. The first stage, in which communities decide whether to consider interlocal cooperation, involves the nature of the immediate problem faced plus specific demands for performance and efficiency gains that can result from service cooperation. In the second stage, communities confront a question of institutional supply, and hence must overcome inherent bargaining and collective action issues in order to forge interlocal agreements. Heckman probit estimates of such complex relationships using data drawn from a 2003 ICMA survey suggest strong support for this model. The authors conclude by discussing the role of network relationships among local actors for reducing transaction costs and facilitating intergovernmental collaboration.  相似文献

Local government restructuring should no longer be viewed as a simple dichotomy between private and public provision. A 1997 survey of chief elected township and county officials in New York shows that local governments use both private and public sector mechanisms to structure the market, create competition, and attain economies of scale. In addition to privatization and inter‐municipal cooperation, two alternative forms of service delivery not previously researched—reverse privatization and governmental entrepreneurship—are analyzed here. Logistic regression on the 201 responding governments differentiates the decision to restructure from the level and complexity of restructuring. Results confirm that local governments are guided primarily by pragmatic concerns with information, monitoring, and service quality. Political factors are not significant in the restructuring process and unionization is only significant in cases of simple restructuring (privatization or cooperation used alone). Fiscal stress is not a primary motivator, but debt limits are associated with more complex forms of restructuring. Restructuring service delivery requires capacity to take risks and is more common among experienced local officials in larger, higher‐income communities. Restructuring should be viewed as a complex, pragmatic process where governments combine public and private provision with an active role as service provider and market player. © 2001 by the Association for Public Policy Analysis and Management.  相似文献

Before this study, much of the research on interlocal collaboration has focused broadly on interlocal service agreements, of which interlocal cost‐sharing is but one dimension. This study is one of the first to examine the nature of interlocal cost‐sharing agreements for a specific (and critically important) functional area. A mail survey of Florida city and county finance officers finds that the most common interlocal cost‐sharing partnership is between local general purpose governments rather than with local special purpose governments. The strongest incentives for interlocal cost‐sharing are (1) inadequate funding for emergency management in a jurisdiction's capital budget, (2) the perceived inadequacy of federal and/or state homeland security funding, and (3) greater faith in horizontal (local‐to‐local) than vertical (federal‐state‐local) intergovernmental agreements. The research also highlights the importance of asking fiscal condition survey questions in a more functionally specific manner rather than as an “overall fiscal condition” question.  相似文献

In most poor countries, basic services in rural areas are less accessible and of lower quality than those in urban settings. In this article, we investigate the subnational geography of service delivery and its relationship with citizens' perceptions of their government by analyzing the relationship between service access, satisfaction with services and government, and the distance to urban centers for more than 21,000 survey respondents across 17 African countries. We confirm that access to services and service satisfaction suffer from a spatial gradient. However, distant citizens are less likely than their urban peers to translate service dissatisfaction into discontent with their government; distant citizens have more trust in government and more positive evaluations of both local and national officials. Our findings suggest that increasing responsiveness and accountability to citizens as a means of improving remote rural services may face more limits than promoters of democratic governance and citizen‐centered accountability presume.  相似文献

Capturing the benefits of competition is a key argument for outsourcing public services, yet public service markets often lack sufficient competition. The authors use survey and interview data from U.S. local governments to explore the responses of public managers to noncompetitive markets. This research indicates that competition is weak in most local government markets (fewer than two alternative providers on average across 67 services measured), and that the relationship between competition and contracting choice varies by service type. Public managers respond to suboptimal market competition by intervening with strategies designed to create, sustain, and enhance provider markets. In monopoly service markets, managers are more likely to use intergovernmental contracting, while for‐profit contracting is more common in more competitive service markets. The strategies that public managers employ to build and sustain competition for contracts often require tangible investments of administrative resources that add to the transaction costs of contracting in noncompetitive markets.  相似文献

Two types of data are used to address separate but related questions about the 2011 referendum on the parliamentary voting system. First, a survey of individual candidates at the coincident local government elections examines the extent to which local campaigning was used by the parties (as surrogates for the 'Yes' and 'No' camps) to provide information and decision cues to electors. Second, aggregate data at local authority-level compares participation in and voting preferences at the two electoral events. The combination of evidence suggests that while having coincident local elections helped to boost turnout in the referendum, the impact of local-level campaigning on the referendum outcome was marginal at best.  相似文献
