Many public services in the United States are administered through non-state actors, many of which are nonprofits with broad social missions. Some scholars show that contracting these organizations can compromise their broader goals and political activities, while others find that such arrangements empower the organizations to engage in advocacy and influence policy. We argue that not only can contracting strengthen nonprofits' capacities to engage in politics and advance their missions, but it can mobilize political activity among those working for and engaging with the nonprofits. We use the case of Teach For America (TFA) and an instrumental variable approach that leverages plausibly exogenous variation in the timing of TFA's arrival in states to show that contracting TFA is related with the arrival of new education reform advocacy groups spearheaded by TFA alumni. This, in addition to TFA's direct efforts, leads to the passage of reform policies—especially charter school laws.  相似文献

Abstract

This paper studies the transformation of economic and social policy in Turkey during the 2000s. The policy mix that has emerged can be usefully conceptualized as social neoliberalism, combining relatively orthodox neoliberal economic policies and retrenchment of the protective welfare state (e.g. labour market institutions) with a significant expansion, both in terms of public spending and population coverage, of the productive welfare state (e.g. public health care). Therefore, social neoliberalism as a development model is distinct both from social democracy and orthodox neoliberalism. Its rise in Turkey during the 2000s is arguably best understood with reference to the interests of the AKP's support coalition, the salience of inequalities in access to public services, and the disconnect of social policy-making from civil society mobilization. Turkey's experience with social neoliberalism provides an important reference point for theorizing the ‘social turn’ that since the 2000s has occurred in many late-developing countries with now maturing welfare states, including Brazil, South Africa, Mexico and Chile.  相似文献

Although international development organizations and donor countries regard civil society organizations (CSOs) as the best instrument for institutionalizing democracy in third world countries, few of these organizations have successfully influenced government policies or played a role in consolidating democracy. Based on survey data and empirical observations, this article will argue that civil society in Bangladesh may be noteworthy for its contributions to development and social welfare but that it can hardly contribute to democracy. CSOs participate in vibrant grassroots social services. However, they lack the necessary participatory attributes for proper interest articulation and monitoring of the state, resulting in a less vigilant civil society. The article links civil society's non-vigilant nature to co-optation and politicization by political forces.  相似文献

This article discusses housing and the welfare state in Norway in 1980 and 2005 by applying Esping‐Andersen's theories of welfare state regimes to this sector. How should Norwegian housing policy be understood in light of Esping‐Andersen's conceptual framework, and what is the impact of post‐industrial change? In 1980, Norwegian housing policy was mainly characterised by social‐democratic traits such as market regulation, substantial public expenditure and universal subsidies for both renters and a large owner‐occupied housing sector. The effects of post‐industrial changes, including deregulation of the credit and housing markets, marked a major turn in housing policy and the housing market in Norway. By 2005, Norwegian housing policy was mainly characterised by traits that are typical of a liberal welfare regime: market economics, low public expenditure and subsidies for small, targeted groups, while other segments of the Norwegian welfare state remain characterised by social‐democratic traits. Esping‐Andersen's claim that the effect of post‐industrial transformation was different in different welfare regimes is thus not supported by the case of the Norwegian housing sector.  相似文献

The current US refugee resettlement system reflects the US government's agenda of having refugees acquire quick employment with low state welfare dependence and minimal fiscal and cultural disruption to the receiving communities. The non-governmental organizations (NGOs) assisting refugees hold broader goals for refugees, including feeling a sense of belonging in the USA. These goals represent a framing of social citizenship rights for refugees, and how NGOs frame social citizenship varies depending upon the NGOs contractual relationship with the US welfare state. Using data from 57 in-depth interviews, I describe how resettlement and assistance NGOs currently frame social citizenship for refugees in relation to market citizenship, and how their relationship with the federal government shapes this framing. Findings illustrate the role of NGOs in creating a discursive space for expanding the social citizenship rights of refugees and the ways such framing is highly constrained by the definitions of belonging that emerge from market citizenship.  相似文献

Abstract

Despite having the highest level of public debt in the Organisation for Economic Co-operation and Development (OECD), higher than Greece or Italy, Japan has one of the lowest aggregate tax burdens of the advanced industrial democracies. This paper asks why Japan, once described as a strong developmental state, has had such a weak extractive capacity, an inability to raise revenues to confront deficits and public debt? In contrast to the existing explanations that focus on political institutions, partisan preferences, or economic globalization, this article argues that Japan's ‘tax–welfare mix’ – the combination of taxes and redistributive welfare polices – undermined the state's long-term capacity to secure adequate tax revenue. More than just a source of revenue, taxes can be used directly to achieve redistributive goals, such as targeting low taxes and exemptions to specific groups. This study shows how Japan's tax–welfare mix diminished its extractive capacity through three mechanisms: the political lock-in of a redistributive social bargain struck around low taxes, the timing and sequencing of its tax policy and welfare development, and the erosion of public trust, which undermined tax consent. Beyond offering a new theory of extractive capacity, the tax–welfare mix explains aspects of Japan's tax structure that defy existing explanations and contributes to our understanding of the capitalist development state by highlighting the redistributive political function of tax policy and its long-term impact on state capacity.  相似文献

The aim of this paper is to assess the potential of the concept of social citizenship for articulating progressive policy development in Canada. I argue that the revisioning of social citizenship is hampered by a recent notion that it is part of the superseded welfare policy paradigm of the past. Many analysts characterize a shift in the objectives of Canadian social policy as a move away from a 'golden age' policy paradigm, which emphasized the social rights of citizenship, to a neo-liberal paradigm promoting market citizenship. I suggest that there is an overstatement in the current literature of the extent to which social citizenship rights were ever realized, or even pursued, in Canada. There are two tendencies toward over-generalization in the literature that obscure a more complex picture of social policy development in Canada. The first concerns the relationship between social policy and the social rights of citizenship. The blurring of these two concepts underlies some of the overstatement in the literature about the past implementation of social citizenship rights. The second tendency to over-generalization relates to the observation of a paradigm change in social policy orientation. While things may be shifting, there are grounds to believe that this is largely a within-paradigm intensification--from mean and lean, to meaner and leaner. Finally, I suggest that the conceptual foundations of the social rights of citizenship must be re-worked in a way that acknowledges contestation over the terrain and quality of the 'social' and that challenges the distinctness and priority of the 'market'. There is a continuing need to strengthen and promote the social rights of citizenship as a discursive and practical challenge to neo-liberal interpretations of the 'good' society as a 'market' society. This would involve contesting the claim that the market is the arbiter of the quality of life, and claiming the market itself as a social arena.  相似文献

T.H. Marshall's concept of ‘social citizenship’, developed in the 1949 lecture ‘Citizenship and Social Policy’, remains a vital study of welfare in developed nations. However, Marshall's social citizenship has come under attack as undermining civil liberties, or falling short of offering real equality to marginalised groups. This article returns to Marshall's lecture to show that he was in fact aware of such problems, but nonetheless held the provision of social rights to be a valuable normative project. Furthermore, this article argues that a new social citizenship, incorporating collective rights claims, could present a strong challenge to neoliberalism in contemporary welfare debates.  相似文献

Although the welfare state is a core theme in most national elections in Western democracies, surprisingly little attention has been paid to the causes of welfare state pledge‐breaking. This article presents an argument that explains when governments do not do what they promised and tests it using an innovative research design with data covering four decades and 18 countries. The argument is able to account for several important but, until now, undescribed phenomena. First, nowadays, governments, on average, deliver less welfare than they promised, whereas in the 1970s they used to deliver more than promised. Second, the pledge‐breaking of governments has become highly dependent on the parliamentary opposition's position on the welfare issue. When the opposition favours fiscal and economic responsibility, governments’ tendency to deliver less welfare than promised is amplified. In contrast, when the opposition emphasises the positive benefits of generous welfare, such as equality and social justice, governments become more prone to keep their promises. Third, this conditional effect of the opposition is a recent occurrence that only emerged after the number of potential swing voters increased as class‐based voting gradually declined from the 1970s onwards.  相似文献

This article poses questions of power to social services provided by voluntary organizations. In particular, it examines the assumption that voluntary and local organizations represent ‘containers’ for a radically different social work rationality, where the marginalized are met in a more equal and attentive fashion, ‘on their own terms’. Thus, the world of volunteering and ‘friendly amateurism’ has been seen as a source of instructive ethics from which government policies should take their lead. While recognizing that this discourse on voluntary rationality has had a number of positive effects, it has almost completely blocked discussions of the forms of power exercised in voluntary services. It is suggested that questions of power, rationality and organized welfare can be fruitfully re-formulated within a Foucauldian register. Applying Foucault's concept of ‘dispositif’ to services for the homeless, the article demonstrates that social work rationality is not linked to the public/private divide but rather to a specific service domain. The article questions the widespread belief that public social services are always permeated by power, whereas those of civil society provide a more power-free domain where ‘genuine human’ meetings may take place.  相似文献

In what way does corporatist representation change the behaviour of participating organizations? The classical question is whether the interest organizations' representatives are captured or not. Sweden is one of the countries in which the class-based interest organizations are heavily represented in the central public administration. The importance of corporatist arrangement in this area in Sweden is due to the fact that the task of implementing government policy is largely given to semi-independent directorates. Since the early 1970s, the major business organization in Sweden has been strongly demanding cuts in public spending. As it is represented in some of the most important, and expanding, public agencies of the Swedish welfare state, it could be expected that their representatives would demand a decrease in the agencies' yearly budget proposals. During a ten-year period (1974–1983), there is no sign of such behaviour of the business organization's representatives in these corporatist institutions. On the contrary, business in Sweden can be said to have been more generous with the taxpayers' money than both Social Democratic and bourgeois governments have found possible. Assuming that both its general demand for cuts in public spending and its specific action in the corporatist institutions are rational, it is discussed how this seemingly contradictory behaviour of Swedish business can be explained. The starting point for the debate about corporatism is the organizations' increasing influence on the state. The Confederation's standpoint is that this influence has now reached such a level that there is need for a change On various occasions. representatives of other interest organizations have also emphasized the importance of keeping a clear-cut distinction between the area of political responsibility and the area of the organizations' responsibility. In political issues it is the politicians' duty to weigh up the different judgments and standpoints and to come to a common public interest. The interest organizations' task is to pursue their special interests. These interest organizations should not take part in decisions in the political sector. I f this were to happen the special interests would have too much influence on the political decisions.  相似文献

Labour's 2017 general election manifesto contained a pledge to ‘end the punitive sanctions regime’ in the British welfare state. Whilst the specific implications of this pledge were not elaborated, such a policy would nevertheless constitute a profound break with a welfare consensus spanning over twenty years. The depth of the suggested changes on welfare are also evident in the scale of reform proposed to disability benefits, as well as plans—confirmed in August 2018 by the Shadow Chancellor John McDonnell—to pilot universal basic income. Collectively, these policies would seemingly be deeply at odds with public opinion on the benefits system, which over the course of the last two decades has significantly hardened. Yet despite the seemingly radical and controversial nature of the policy, it received very little media or public attention during the election campaign. This article explores Labour's ‘quiet revolution’ on welfare, examining whether Labour's new welfare approach is indeed a bold attempt to reshape public opinion on welfare or, alternatively, a mostly pragmatic reaction to changing social attitudes. The argument presented is that whilst there are persuasive explanations that Labour is responding to a change in the public mood, there is also evidence of a more ambitious goal at stake: the aim of reshaping, not simply responding to, public opinion on the welfare state.  相似文献

Recent elections yielded sweeping majorities for the centre‐right in Scandinavia with a decade of pure centre‐right majorities in Denmark and the longest sitting centre‐right coalition in Sweden for decades. This is a blind spot in the issue voting literature, which would not expect centre‐right parties to flourish in contexts where welfare issues have a natural salience as in the case of universal welfare states. In contrast, Scandinavian universal welfare states ought to benefit social democracy when it comes to issue voting on welfare issues. It is argued in this article that centre‐right parties can beat social democrats by credibly converging to its social democratic opponent on issues of universal welfare. Issue ownership voting to the benefit of centre‐right parties will then be strongest among voters perceiving the centre‐right to have converged to social democracy and perceiving the centre‐right as issue‐owner. Using Danish National Election Studies, 1998–2007, the article shows that the Danish Liberal Party outperformed the Social Democrats on traditional welfare issues among those voters perceiving the Liberals to be ideologically close to the social democrats. The findings help us to understand why centre‐right parties have recently turned into serious competitors on social democracy's turf: the universal welfare state.  相似文献

In this article, we take a look at the discussion on the devolution of social policy. Despite the pressure of strong nationalist movements to decentralize socio-economic matters, the federal welfare state does not erode. In their study up to the early 2000s, Béland and Lecours explain this relative standstill by pointing to the institutionalization of neo-corporatistic organizations. These organizations, which are strongly involved in the management of the welfare state, have not split along language lines and prevent the decentralization of socio-economic policies in order to preserve their power. Based on empirical evidence, this paper shows that federal social partners are an important obstacle to social policy decentralization in Belgium while the regional social partners have differing opinions on the devolution debate.  相似文献

This paper presents a critical account of current associationalist proposals for welfare reform. It argues that contrary to the associationalists' own case, the institutional structure suggested by associationalism would not better provide for the needs of welfare recipients. After a detailed exposition of the fundamental claims of proponents of associational welfare, the paper challenger two of the key normative judgements that underlie the associational project. First, it criticizes the associationalist tendency to emphasize unregulated choice in welfare provision, arguing that such a settlement would ignore the important disinction between ‘needs’ and ‘preferences’. Second, it rejects the associationalists' acceptance of significant inequalities in welfare provision, suggesting that such inequlities would, almost by conceptual definition, leave many recipients' needs unfulfilled. The paper concludes by indicating that any proposed welfare reform intended to enhance provision for needs should be located within the current statist tradition.  相似文献

In some areas in Europe and Sweden, it is possible to find institutional deficits, that is, areas wherein the welfare state has more or less withdrawn its institutions. In parallel with this development, greater interest has shifted towards social work already being conducted by volunteers and non-profit organizations. How this social work could take on more responsibility for the social well-being of society is a key question. By applying the theory of ‘production of projects’, this article examines 13 projects conducted by civil society organizations in Sweden and how they could relate to the civil sector becoming a complement or even an alternative to the state welfare sector. In terms of competition for funding, the projects need to be able to package their ideas well and manage relationships with the beneficiaries. The lack of long-term alternatives and the demand for innovative ideas influence the civil sector’s ability to take more responsibility for the social well-being of society and make political influence more difficult.  相似文献

Abstract

In many low- and middle-income countries, conventional welfare state institutions provide social protection only for the formally employed. In contrast, the rural and urban poor are often protected by “social policy by other means”. Based on a comparative analysis of two major unconventional welfare programs in Turkey, agricultural state support and access to squatter housing, this article explains retrenchment of social policy by other means. Agricultural retrenchment was the result of coercive policy transfer from international organizations in a post-crisis context, while the retrenchment of squatter housing was driven by domestic political entrepreneurs responding to decreases in the availability of urban land and the number of informal squatters. In both cases, retrenchment became politically sustainable due to functional replacement with more conventional welfare programs. This analysis challenges the narrow focus of mainstream welfare state research, provides an explanation of retrenchment of social policy by other means, and enhances our understanding of Turkey’s uneven welfare state development.  相似文献

The territorial dimensions of the state are undergoing substantial changes. Political entities, such as cities and regions, are gaining in importance. Described as entrepreneurial city politics, policy-makers of contemporary cities are using new, economically oriented strategies to strengthen their city's position in interurban competition. Despite this state of affairs, social science still tends to treat local politics as equal to sub-national politics. This has especially been the case in Scandinavia, where local governments have traditionally functioned as an extension of the central welfare state. Since processes associated with entrepreneurial city politics are manifested in Scandinavia as well, this article argues that there is a need to rethink what local politics ultimately is about. The article proposes the ideas recently formed at the ‘Lancaster School of Cultural Political Economy’ as an approach with which to reconceptualise local politics. In the final section, some remarks on a future research agenda, centred on the cultural political economy of contemporary city politics, are presented.  相似文献

This article explores the effectiveness of appeals to ‘active citizenship’ as an answer to the ‘neoliberal’ political vocabulary of consumer choice and market freedom. It does so through a case study on recent reforms to post-compulsory education in Australia. A common response to education and social welfare policy is to expect government to accord with ideals of citizenship such as self-determination, participation and equality. However, the case study suggests that the governmental rationalities of modern mass-education systems are irreducible to these abstractions. Reference to the social rights of citizens is embedded in the rationales of social and education policy. Nevertheless, this should not be construed as the recognition or misrecognition of an absolute ideal or principle. Instead, the negotiation of social rights can be seen as the product of the mass school system's own capacity to apply common norms to a population and to use these norms in maintaining the settlements negotiated within expanding social welfare systems.  相似文献

This paper examines the implications for social welfare functions of restricting the domain of individual preferences to type-one preferences. Type-one preferences assume that each person has a most preferred alternative in a euclidean space and that alternatives are ranked according to their euclidean distance from this point. The result is that if we impose Arrow's conditions of collective rationality, IIA, and the Pareto principle on the social welfare function, then it must be dictatorial. This result may not seem surprising, but it stands in marked contrast to the problem considered by Gibbard and Satterthwaite of finding a social-choice function. With unrestricted domain, under the Gibbard-Satterthwaite hypotheses, choices must be dictatorial. With type-one preferences this result has been previously shown not to be true. This finding identifies a significant difference between the Arrow and Gibbard-Satterthwaite problems.  相似文献
