Abstract: This paper outlines the current state of play in relation to performance information in the Australian Public Service. It highlights the findings of the evaluation of the past decade of management reform in The Australian Public Service Reformed and the Management Advisory Board's Building a Better Public Service in relation to performance information. It outlines some of the recent initiatives at commonwealth level to improve the quality of performance information. It touches briefly on benchmarking (noting that this topic is covered by other papers at the same session and at the conference). It sets out the rationale behind the recent changes to annual reporting requirements for commonwealth departments: to provide parliamentarians with more focused information and reduce unnecessary duplication and paper overload. Reports so far have tended to confirm the success of this strategy, with some modifications required to provide more detail in agencies' documentation provided at budget time. It sets out the findings of the recent Department of Finance paper on the use of evaluation in the 1994–95 Budget—in summary, some 75% of proposals for new spending or savings in the budget were influenced by the results of evaluation. Finally, it makes some observations about the success of the Australian system of making public servants responsible for outcomes as well as outputs, and suggests that this is in part the reason why we have been able to make our evaluation strategy stick.  相似文献

Among the key issues in contemporary political debates across Europe are questions relating to migration, to the social and political rights of migrants and minorities and how these questions relate to new forms of citizenship in specific national contexts as well as across Europe as a whole. In this paper we want to explore the changing dynamics of debates about citizenship, migration, inclusion and exclusion in four European countries--Britain, France, Germany and Italy. Drawing on recent research we have carried out in each of these countries we analyse some of the key dimensions of recent debates and their impact on policy agendas, arguing for an analysis that reflects the various types of migration and movements of people that are shaping the current situation in many societies.  相似文献

The Political Parties, Elections and Referendums Act 2000 marked the most comprehensive and radical overhaul of British party finance for over 100 years. It instituted reforms in many areas, with the notable exception of the comprehensive extension of state funding for political parties. However, despite the radicalism of the Act, questions have already arisen as to whether further state funding should occur. This article argues that in order to examine the case for more comprehensive state funding, policy–makers need to look beyond the current calls and make a decision by evaluating several criteria on the basis of empirical evidence rather than assumptions. First, however, it is worth outlining the stage we are at presently by summarising the new Act, looking at its impact to date and examining the claims made in recent episodes which have led to calls for more comprehensive state funding of political parties.  相似文献

Food insecurity represents a growing problem in the United States, with levels of household insecurity hovering around 12.5% of national population. Policy leaders and advocates have long struggled to define adequate solutions, mired in concerns about food access and affordability, as well as overlays of equity and social justice, in part because of the numerous many ways we have measured the problem and defined and evaluated solutions. Most food security programs are designed as temporary assistance and few policy leaders or advocates are well‐placed to address leverage points for durable policy change, both because they are focused on short term solutions and because they are unable to collaborate to identify leverage points within the food policy system that would enable long term solutions. This paper offers a systems thinking assessment of a recent food policy symposium, illuminating the problem and causes as perceived by those practitioners involved in addressing household food insecurity, highlighting the lack of coherence among current stakeholders and an inability to collaboratively address the problem of food insecurity. It concludes with suggestions for future research.  相似文献

This paper examines the goals of current family policy proposals from a feminist perspective. It reveals the fundamental pronatalist values that are inherent in such proposals. It reviews recent research that raises questions regarding the actual impact of Scandinavian family policies (which are often used as a model), in terms of actually achieving the stated objective of enhancing equality between the sexes. It briefly explores the family policy that already exists in the United States, having been judicially enacted by the Supreme Court, and finally, it shows how most current family based policy proposals serve to maintain inequality rather than to promote equality, both in society and the home.
The paper attempts to raise issues that policymakers need to consider in order to establish a long range policy goals that will truly benefit women and their families.  相似文献

Optimization of well being with minimal regulations seems like a reasonable goal. The problems (and recent progress) in measuring well being are described. The complex meanings of freedom are discussed, with a contrast between “actual” and perceived freedom. Then, the limitations of humans as decision makers in the current complex world in which decisions may have global impact, are described. For the domain of regulations related to food and public health, it is noted that our current scientific knowledge is limited, and policy is influenced by political as well as scientific factors. The risks of misguided regulations are substantial. Finally, the determinants of decisions are described, with particular emphasis on moralization: the historical conversion of a preference into a moral value, as with cigarette smoking in the United States. The downturn of the markets in the recent global economic crisis points to a need to question the current dynamics of the market system, a decade after the turn of the millennium. The inequalities with regard to the consumption of resources across world markets, the declared low satisfaction rates over what is offered in the marketplace, and the increasing skepticism with marketing practices are all more pronounced than ever. It is becoming evident that consumer marketing fails in constructing a happier society. Consumers, producers, and governments as the three main market stakeholders, share responsibility for the undesired consequences. This article provides a critical perspective on the contemporary paradigm that dominates marketing thought in relation to the central role and the evolving meaning of consumption in the market economy that is favored by most governments. The core position of the article is that determining happiness as the ultimate end requires a shift to a new societal orientation for all stakeholders of the market system.  相似文献

This article addresses the issue of telecommunications reform in the context of economic, political and technological changes. It reviews recent approaches to utilities and telecommunications management from the perspective of socio‐economic theories and with reference to European Union (EU) telecommunications policies. It then addresses telecommunications reform in the Czech and Slovak Republics as they prepare to join the EU. The emphasis is on the efficiency, pricing, quality and scope of services, as well as the social consequences of liberalisation. Anti-immigration sentiment is intricately connected to an ethno-racial conception of American national identity, a connection that has deep roots in American politics and is increasingly visible in recent debates surrounding immigration. To support this claim, the article begins with an examination of the multiple traditions approach to American national identity which, in turn, frames a discussion of three recent incidents in US politics that illustrate the fusion of anti-immigrant sentiment and an ethno-racial national identity. It then illustrates how these incidents echo and recycle similar dynamics from the 1910s–1920s before examining the arguments of Horace Kallen and Randolph Bourne, both of whom defended forms of cultural pluralism as a counter-discourse to the anti-immigrant nativism, restrictionism, and 100% Americanism of the era. Their arguments are then evaluated to assess whether they remain useful in our current era. Despite some limitations, the insights of Kallen and Bourne can serve as a counter-discourse that helps bolster present-day arguments in favor of a more inclusive, pluralistic, egalitarian, and democratic vision of national identity in the US.  相似文献

Cross-sectional data capture only a point in time and miss individual changes in earnings, labor force participation, marriage, fertility, and health. Because panel data follow individuals over time, they do not have this problem. The problems or concerns with cross-sectional data may be compounded when these data are used to make projections. Iams and Sandell (1997) found that using panel data on earnings explained much more variation in future earnings than using cross-sectional survey data. Panel data are also needed to estimate Social Security benefits, especially for women. Because of auxiliary benefits paid to spouses, ex-spouses, and widow(er)s of entitled workers, an individual's Social Security retirement benefit depends not only on his or her earnings history, but also on his or her marital history and the earnings histories of current and previous spouses. When we compare projected unreduced Social Security benefits with what they would be if we didn't have marital history or earnings history data for men, we find that: Benefits computed using only earnings histories are not very different from benefits computed using both earnings and marital histories. Benefits computed using only current earnings and marital histories underestimate benefits for those in earlier birth cohorts and overestimate benefits for those in the most recent birth cohort. Benefits computed without either marital or earnings histories underestimate benefits for all birth cohorts, but by much more for earlier cohorts than for more recent cohorts. For women we find that benefits computed without marital or earnings histories underestimate benefits in all birth cohorts. The largest differences are for women in earlier birth cohorts. Using both marital and earnings histories to estimate unreduced Social Security benefits, we find that men are projected to continue receiving higher benefits than women, although the gap is expected to narrow as the baby boomers near retirement age. We also look at the composition of projected total income available at retirement for those with incomes in the 45th-55th percentiles of the income distribution and find that: Total income at retirement is projected to be larger for men than for women in every birth cohort. Women are projected to receive the largest share of their total income from Social Security benefits. Men are projected to receive the largest share of their total income from other income sources, although this share declines as the baby boomers near retirement age.  相似文献

The current debate over models of self-selection in Congress — whether Congressmen by-and-large find themselves on committees which most closely correspond to their constituents' interests — has implications for theories of Congressional organization. Building on recent findings which question a categorical self-selection process, in this paper we present a theory of committee function based on loyalty to party leaders. As a rationale for leadership privilege, and to provide context for our argument, we first present a theoretical framework based on a modified model of cooperation. We then focus on certain specifics of our leadership theory; that rank-and-file members vote leadership interests in exchange for leader support in gaining choice committee assignments and aid in passing legislation. This leads to predictions about voting patterns across committees. Static tests of these relations are performed, as well as those incorporating changes in voting patterns with seniority.  相似文献

This article contributes to current debates on the potential and limitations of transnational environmental governance, addressing in particular the issue of how private and public regulation compete and/or reinforce each other – and with what results. One of the most influential approaches to emerge in recent years has been that of “orchestration.” But while recent discussions have focused on a narrow interpretation of orchestration as intermediation, we argue that there is analytical traction in studying orchestration as a combination of directive and facilitative tools. We also argue that a social network analytical perspective on orchestration can improve our understanding of how governments and international organizations can shape transnational environmental governance. Through a case study of aviation, we provide two contributions to these debates: first, we propose four analytical factors that facilitate the possible emergence of orchestration (issue visibility, interest alignment, issue scope, and regulatory fragmentation and uncertainty); and second, we argue that orchestrators are more likely to succeed when they employ two strategies: (i) they use a combination of directive and facilitative instruments, including the provision of feasible incentives for industry actors to change their behavior, backed up by regulation or a credible regulatory threat; and (ii) they are robustly embedded in, and involved in the formation of, the relevant transnational networks of actors and institutions that provide the infrastructure of governance. © 2017 JohnWiley & Sons Australia, Ltd  相似文献

Electoral registration is the key building block for the administration of elections. It is the gateway to voting: people cannot vote at elections in the UK if their name is not on the register. In recent times there has been much debate in media and Westminster circles about current arrangements for electoral registration and the related issue of the future of postal voting.
This article presents new research published by the Electoral Commission in September 2005 investigating non-registration and its causes. It reviews the case for reform, considers the current policy debate and outlines some of the challenges involved in maximising registration rates. It summarises the Commission's policy recommendations and the reasoning behind them, focusing in particular on the suggested move from the current household-based system of registration to a system of individual registration  相似文献

The Conservative‐Liberal Democrat government's policy risks turning the financial crisis into a crisis of the state. This article argues that the current trajectory of the British state risks exacerbating the very social antagonisms which it has fought so hard to contain in recent years. It contends that the crisis (2007–09) was a crisis of neoliberalism and yet, paradoxically, neoliberalism—in the form of further depoliticisation and a new politics of debt—is being re‐invoked to deal with the post‐apocalyptic condition of the British economy. The article suggests that the state lacks the necessary political discourse to secure popular consent and—as a result—is resorting to a more coercive form of political management; and that the effects of austerity are being offset through an increased indebtedness of the British public. Both risk igniting social conflict. In the conclusion several points are indicated for an alternative political agenda.  相似文献

Although the number of women MPs has increased in recent years, there continues to be a pronounced gender gap in the British House of Commons. Most attempts to close this gap have involved political parties selecting candidates on the basis of some form of electoral gender quota, but quotas are problematic, and more radical steps need to be taken if we are serious about women being equally represented in the Mother of Parliaments. This article proposes a possible solution that accords as far as possible with Britain's governing and representative traditions: the modification of current electoral arrangements so that voters in each constituency vote for and are represented by both a male and a female MP.  相似文献

This article explores the extent to which devolution within England can address the general malaise that is often described as ‘the English Question’. It considers how far the devolution genie might be considered out of the lamp. It takes as its basis three broad arguments for devolution—an economic case, a case concerning public service reform and a democratic argument for the decentralisation of power—and for each of these three it explores the theoretical underpinnings for the argument, how things are currently playing out in the current political context and what we might expect to see in the future. The article concludes with some suggestions as to how debates about the English Question might play out in the years ahead.  相似文献

While there are many types of economic arrangements compatible with democratic institutions and smoothly functioning markets, the predominant institutional arrangement in most marked-based democracies is one where the average employee has neither a share of direct ownership nor involvement in governing the company where he works. The substance of this essay deals with recent American attempts to redesign this arrangement, focusing specifically on the employee stock ownership plan (ESOP). The way we design the ownership of our economic organizations touches issues at the heart of practical political economy. It combines the realities of practice with visions of the good society. The challenge for lawmakers, then, is to think of employee ownership not only in terms of the technical details of public policy-making but as an institutional arrangement with wide-ranging potential implications for how we see and achieve the good.  相似文献

In recent years, the governance perspective has found a remarkable resonance in political science. Its development has focussed on institutional forms of governing in post-hierarchical contexts. Its popularity has been fuelled by the promise to provide for a practically relevant, design-friendly integration of different disciplines, approaches, and theories. The predominant view of governance is still strongly committed to the idea of political “steering”. It is doubtful, however, that in a post-hierarchical context problems of governing are adequately described as problems of “steering” and its improvement. It is thus argued that we should understand governance in ways which can not be reduced simply to steering. Three such alternatives are presented. Only a pluralistic understanding of governance can help us understand what the practical problems governance research promises to elucidate are actually about.  相似文献

In recent years, the judicial systems of African countries have been increasingly ineffective, as demonstrated in cases as varied as the genocide in Rwanda and the land seizures in Zimbabwe. It is not only in cases involving individual rights and the state that the legal system is barely existent. The situation is just as bad, if not worse, in the administration of criminal justice. Whether it is the police, the prisons, or the courts, under both military and democratic governments, we are confronted with evidence of the impotence of the judiciary. This article examines the relationship between the executive and judicial branches of government in Nigeria. It also makes recommendations to improve the responsiveness and effectiveness of African judiciaries in checking executive power.  相似文献
