Using data collected within the scope of a Dutch internet panel survey (LISS) in 2011, this study tracks public support for direct, stealth and representative democracy according to educational level. Our findings indicate that, in terms of overall support for each specific type of democracy, lower educated citizens are significantly more supportive of stealth and direct democracy than highly educated citizens. While the mean levels of support for representative democracy do not differ significantly between levels of education, multivariate OLS regression analyses show that lower educated citizens are noticeably more supportive of representative democracy once political efficacy, trust and satisfaction are introduced. When contrasting the different types of democracy directly with one another, we find that lower educated citizens have a greater tendency to prefer direct and (to a lesser extent) stealth democracy over representative democracy than higher educated citizens. Multivariate OLS regression analyses indicate that most of these educational gaps cease to be significant once the lower levels of political efficacy, trust and satisfaction of lower educated citizens are taken into account. Implications of these results for the debate on the functioning of democracy are discussed.  相似文献

It has been argued that political parties are in decline. While they used to be responsible for connecting citizens to the state by translating their preferences into policies, they have increasingly become part of the state, acting as governors instead. While this perspective emphasises parties’ representative function, it is less clear what their role is in a more direct democratic context. Parties may gain support due to such context, but they may also be seen increasingly redundant in a situation where citizens can co‐decide directly. Focusing on party membership, this study tests these rival expectations on a panel of 16 West European democracies over the period 1980–2008 and finds that parties tend to have higher levels of party membership in a direct democratic context. The usage of referendums, however, does not contribute to this effect.  相似文献

Drawing on the concept of habitual voting (Plutzer, 2002), Franklin (2004) argues that the effects of electoral context on voter turnout will be largely limited to the cohorts who have experienced few elections in their lifetime. Those with more electoral experience would thus remain unaffected. Testing the above hypothesis is a way of a feasible indirect examination of the concept of habitual voting. Such tests have so far focused primarily on the impact of electoral competitiveness on turnout. I propose a new superior analysis of Franklin's hypothesis that, I claim, approaches the standards of a natural experiment. My test – focusing on the national election cycles as a contextual trait of the European Parliament elections – delivers new evidence supporting this hypothesis.  相似文献

Figures from postelection surveys often grossly overestimate election turnout. Two distinct phenomena are responsible for this gap: overrepresentation of actual voters and vote misreporting by actual nonvoters among survey respondents. Previous accounts of turnout bias are inconclusive in that they either focus on a single component, or fail to separate between the two. In this paper, we formally decompose turnout bias in election surveys into its constituent parts, assess their empirical prevalence and heterogeneity using an extensive collection of 49 vote validation studies from six countries, and employ Bayesian meta regression techniques to account for cross-study differences. Our results indicate that both election and survey characteristics such as actual voter turnout and survey response rates differentially affect the components of turnout bias. We conclude with a discussion of the threats and potentials of our findings for survey-based comparative electoral research.  相似文献

Citizens may experience irreconcilable and conflictive values or feelings about a political issue. They may, for instance, both believe in a woman's right to autonomy over her body (pro choice) and that human life begins before birth (pro life). This conflictive situation – referred to as ambivalence in relevant literature – has detrimental effects on political choices. For instance, ambivalence may enhance instability in candidates' evaluations, delay the formation of vote intentions, and finally weaken predictions on vote choices.This being, literature has less looked at what may induce ambivalence, and especially on how informational context may affect it. Our paper aims to compensate for this lack, by assessing under which individual and contextual conditions ambivalence has more chances to be felt by citizens. Through a series of hierarchical estimations based on post-electoral data on Swiss direct democracy and original data retracing content of political campaigns, we will demonstrate that individual determinants (political sophistication, exposure to political campaigns, and heuristics) as well as political campaigning (intensity and negativism) strongly determine the existence of ambivalence.  相似文献

A well-established body of literature links voter turnout to political campaigns. In this view, intensive campaigns increase the perceived salience of a decision, fostering information-seeking and, ultimately, turnout. The existing literature has also advanced our understanding of how direct democratic institutions influence turnout in elections. Yet we still know little about whether and to what extent campaign efforts influence voter turnout in direct democratic votes, and we know even less about who is mobilized. We claim that campaign intensity has differentiated effects across voters, depending on voters’ participation profile. To test this claim we use a rich dataset of official turnout data covering more than 40 direct democratic votes in Switzerland. The results support our claim. While intensive political campaigns overall foster citizens to turn out to vote, they do so especially for “selective” (or “intermittent”) voters, who need to decide anew at each ballot whether to turn out or not. Interestingly, we also find that frequent abstainers are not immune from campaign effects, and get almost as strongly mobilized as selective voters in highly intensive campaigns.  相似文献

The interface between politicians and the electorate is a vital component of the infrastructure of democracy and politicians now have many more tools available to communicate and engage with the electorate. Direct contact between politicians and the electorate is associated with increased levels of civic engagement. In this article, we examine the responsiveness of politicians in the UK by conducting: (i) an innovative test of responses to an undecided voter's email and (ii) follow-up interviews with electoral candidates. We found that a majority of electoral candidates had an identifiable email address and more than half responded to our undecided voter's email. However, there were considerable differences in the content relevance of the responses. There were also very few follow-up emails or further contact from the electoral candidates, suggesting only limited evidence of an integrated communication strategy. Electoral candidates also expressed concerns about communicating in a way that was ‘on record’. The findings provide a unique insight into the dynamics of communication between politicians and the electorate and the changing nature of the representation interface. Whilst the Internet has the scope for more personalized and two-way communication and for electors to hold politicians to account, it seems that politicians are more focused on campaign advantage rather than renewing the representation interface.  相似文献

Abstract

Since 1967, ASEAN has established intramural relations that forsake war as a means for resolving conflict. While this is a remarkable achievement for the region, it must be balanced against a concomitant hindrance of democratic reform. I argue in this paper that ASEAN's nascent security community must be seen as an ‘illiberal peace’. Underlying ASEAN's peaceful community are the same principles that support illiberalism in the region, namely sovereignty and non-interference. While sovereignty has historically been a cherished norm for developing countries, ASEAN lags behind other regions, particularly Latin America, in attempting to reconcile tensions between democratic norms and the respect for sovereignty. This tension is most evident in ASEAN's relations with Myanmar. Recent events indicate that ASEAN's non-interference norm may no longer be sacrosanct, but the association is a long way from shunning illiberal politics for the sake of democratic values.  相似文献

At the 2010 UK election, Labour proposed a referendum on changing the House of Commons electoral system from single member plurality to the Alternative Vote. Subsequently, a coalition was formed between the Conservatives and the Liberal Democrats, yet it was Labour's policy on electoral reform that was implemented. The paper explains why this proved to be politically convenient for Labour's opponents. At the same time, however, holding the referendum reflected an emergent de facto convention that significant constitutional change should only be introduced after it has secured popular endorsement. The paper assesses whether the dynamics of public opinion during the AV referendum suggests that voters' eventual decisions about constitutional questions reflect their views about the merits of the relevant arguments.  相似文献

Limited research has evaluated what voters know about the initiatives and referendums that regularly appear on their ballots. Analyzing survey data covering nine ballot measures in three U.S. states, I explore what voters know about measures that would implement policies ranging from approving same-sex marriage to requiring identification to vote. My results show a great deal of variation across both ballot measures and type of knowledge. Specifically, I find that knowledge of endorsements and status quo policies is similar to their knowledge of civics. Policy specific facts, however, lag far behind. My results also show that voters tend to know more about moral issues. Increased campaign spending also helps voters learn about relevant endorsements, though not facts. When comparing the efficacy of facts versus endorsements, knowledge of an endorsement has a measurable decision-improving impact on voters’ choices while knowing a fact only rarely does.  相似文献

Using individual data on Swiss federal ballots (VOX data) and an original dataset on the evolution and content of political campaigns, this article elucidates how negative campaigning influences individual turnout during Swiss federal ballots. It hypothesises that the effect of negativism on turnout depends on ‘which camp goes dirty’ and, specifically, on the direction of the political campaign (‘status quo’ versus ‘policy change’ campaigns). A series of multilevel models provide strong support for the hypotheses, by showing that high negativism in ‘status quo campaigns’ decreases individual turnout, whereas high negativism for ‘policy change campaigns’ increases it. It is argued here that this could depend on the emotional responses triggered by negativism in political campaigns.  相似文献

Analyses of voting in European Union referendums typically distinguish between ‘second‐order’ effects and the impact of substantive ‘issues’. In order to explain change in referendum outcome, two types of substantive issues are distinguished in this article. Focusing on Irish voting in the Lisbon Treaty referendums and using data from post‐referendum surveys, it is found that perceptions of treaty implications outperform underlying attitudes to EU integration in predicting vote choice at both referendums, and perceptions of treaty implications are strong predictors of vote change between the referendums. The findings have broadly positive implications for normative assessments of the usefulness of direct democracy as a tool for legitimising regional integration advance.  相似文献

The link between taxation and representation is generally considered foundational to the emergence of democratic governance. Nevertheless, the empirical relationship between taxation and the extent to which citizens actually exert representation by turning out to vote remains virtually unexplored. Using a panel of all Swedish municipalities from 1979 to 2018, I find that hikes in local tax rates are linked to increased municipal voter turnout. Accounting for a wide range of confounders, including turnout in concurrent parliamentary- and county elections, these results indicate an important untapped explanation for changes in turnout, while offering a rare explicit test of the taxation-representation argument drawn from a mature democracy.  相似文献

Features of electoral systems have been found to have positive effects on evaluations of democracy. This article proposes that there are larger social forces that must be accounted for in such analyses. Using European Social Survey measures of democratic expectations and the ‘satisfaction with democracy’ item, this study tests for effects of electoral rules on perceptions of democracy. It is found that multipartyism/proportionality and preferential ballot structure appear to correspond with positive evaluations of elections and parties, and with greater satisfaction with how democracy is functioning. However, these relationships dissipate when corruption and income inequality are accounted for. This suggests substantial limits to the capacity of electoral reforms to enhance democratic legitimacy. It also suggests that studies of mass perceptions of democratic performance may over‐estimate effects of electoral rules if country‐level corruption and income inequality are not accounted for.  相似文献

Liberal reading often posits Islamism as obverse of modernity and reason. Phil Briscoe's statement that Hitler's Mein Kampf might be kept in libraries but not the books by authors like Jamaat-e-Islami's founder's (Maududi) amply illustrates it. This article calls such an understanding into question. On the basis of my historical-ethnographic fieldwork on India's Jamaat-e-Islami and its offshoot, Student Islamic Movement of India (SIMI), I examine the interrelationships between Islamism and democracy showing Jamaat-e-Islami's moderation and SIMI's radicalization. It is my contention that Islamism and democracy are not antithetical to each other; they cohere in complex ways. When democracy is responsive to the traditions and aspirations of its Muslim citizens, Muslims relate to pluralism and democracy. But when democracy becomes majoritarian and a theater of entertainment and violence against Muslims, Islamists turn radical. I also suggest that radicalization such as SIMI's symbolizes a complex dynamic of democratization and demonopolization of religious authority. By foregrounding the salient transformation of Indian Islamism, this article aims to advance a nuanced, fresh understanding of both Islamism and democracy.  相似文献

Economic and political considerations are important in determining citizens' level of satisfaction with their democratic system, but research analyzing which criteria prevail in which contexts is still limited. We examine under what conditions citizens chiefly rely on economic or political considerations in assessing their level of satisfaction with democracy. Using the Comparative Study of Electoral Systems dataset covering 72 elections in 45 unique countries (1996–2016), we show that the relative weight of economic and political criteria in citizens' evaluation of their democratic regime is a function of their nation's affluence. On the one hand, citizens in poorer countries mostly rely on the economy to assess their level of satisfaction with democracy. On the other hand, political considerations are crucial in citizens' evaluations of richer societies. Our results entail strong implications to understand why citizens' recipes for satisfaction for democracy vary across time and space.  相似文献

In recent studies, scholars have highlighted factors that influence citizen satisfaction with democracy, with particular emphasis on the role played by the institutional features of political systems, and ideology. This article presents the first empirical study of whether changes in important party characteristics can affect individuals' satisfaction with democracy. Using a measure of parties' character‐valence derived from content analysis of news reports, evidence is presented that when governing parties' images decline with respect to important valence‐related attributes such as competence, unity and integrity, then citizen satisfaction with democracy similarly declines. However, this relationship is conditional on the performance of opposition parties. These findings are relevant to studies of regime support, political representation, democratic accountability and voter behaviour.  相似文献

This article identifies two different senses in which the concept of ‘community’ can be seen to underpin the norm of vocal participation in democratic politics. The first is a broadly liberal view of community – traceable to Alexis de Tocqueville – that promotes active, vocal, and autonomous citizens and acts as a buffer between the state and the individual. A second broadly conservative view of community in the writings, for example, of Edmund Burke and T.S. Eliot treats community as organic, passive, and largely silent. It valorizes habit and habitual relationships as supporting political life through obedience to the law and respect for authority. While these two traditions stand apart, what is striking about both views of community is the one point about which both agree: citizens' sense of community is in decline within liberal democracies today. Thus silence and silent majorities are problematic to both traditions, albeit for different reasons.  相似文献
