Based on the evolution and institutional transformation of the Welfare State and its relationship with the Third Sector of Social Action, the present article describes and analyzes the aspects of the financial crisis and resources that the sector is currently suffering. In regards of these structural transformations the evolution, characteristics, limitations and opportunities offered by ‘civic crowdfunding’ in Spain between the years 2011 and 2015 as an innovative social practice for the increase of the own funding between the entities of the Third Sector of Social Action and the changes that must be experienced by the sector in order to optimize and improve its self-funding ratios through this mechanism are examined. The high index of success of financing social projects (96.5%) through this tool, and the annual growth during the analyzed period shows the potential of civic crowdfuding. On the other hand, the small size of the bankable projects (95.2% less than 10,000 euros), as well as the low total amount collected (2,665,384 euros) indicates that civic crowdfunding is still an insufficient mechanism to mitigate the severe public resource cuts suffered by the entities of the Third Sector of Social Action and also to bring these entities closer to the objective of self-financing. Finally, we formulated a series of recommendations aimed at improving the self-financing ratios of the Third Sector of Social Action, including a more efficient and cooperative use of civic crowdfunding.  相似文献

At all levels, governments around the world are moving toward the provision of open data, that is, the direct provision to citizens, the private sector, and other third parties, of raw government datasets, controlled by a relatively permissible license. In tandem with this distribution of open data is the promotion of civic hackathons, or “app contests” by government. The civic hackathon is designed to offer prize money to developers as a way to spur innovative use of open data, more specifically the creation of commercial software applications that deliver services to citizens. Within this context, we propose that the civic hackathon has the potential to act in multiple ways, possibly as a backdoor to the traditional government procurement process, and as a form of civic engagement. We move beyond much of the hype of civic hackathons, critically framing an approach to understanding civic hackathons through these two lenses. Key questions for future research emphasize the emerging, and important, nature of this research path.  相似文献

This article summaries conclusions from the New South Wales public sector component of the National Integrity System Assessment. The evidence here suggests that the NSW public sector integrity activity is relatively complex and that the existence of multiple integrity agencies has disadvantages for complainants, integrity agencies and agencies under their scrutiny. The coherence of the NSW integrity system must therefore be questioned. The capacity of integrity agencies is hard to determine, with money and staffing levels not in themselves resolving debate over where capacity ought to be directed. The evidence suggests that the long‐running debate between those who want capacity directed to coercive investigations and those who want it aimed at systemic and cultural change is a false one, with the best strategies coupling the two types of activity. Judgements differ on the consequences of public sector integrity activity. Greater agreement exists that integrity has improved over the last decade or so, but while external integrity oversight appears to be responsible for some of that improvement, activities within public sector agencies appear to have been equally important.  相似文献

Although industry self-regulation has developed into a preferred regulatory strategy for the digital economy, self-regulatory solutions adopted in the U.S. and the European Union differ considerably. We argue that variation in the shadow of public power—the public sector tools employed to induce industry collective action—sets the two on distinct self-regulatory trajectories. Legalistic self-regulation dominates in the U.S. and coordinated self-regulation in Europe. Expectations derived from the model are evaluated in case studies of online content regulation and personal data privacy protection.  相似文献

Tobin reviews the National Highway Traffic Safety Administration's (NHTSA) self-regulating program including recall of vehicles, the ever-changing definition of defects, frequency of defect reports, and the notification of vehicle owners. He concludes that self-regulation–while minimizing government's cost and involvement in the private sector–has serious defects of its own. It gives manufacturers too much latitude in determining the existence of a defect and makes government overly dependent on the manufacturers for information. Under self-regulation the definition of what constitutes a defect changes from year-to-year; and under it manufacturer's recalcitrance in acknowledging a defect has kept the NHTSA from ordering recalls.  相似文献

This article examines the current debate in Australia about public sector integrity and the idea of a standing anticorruption commission. From this debate the article outlines a specific type of ‘public sector integrity commission’ that in principle should have the necessary powers and techniques at its disposal to minimise corruption while ensuring efficiency and fairness. The debate has been most active in jurisdictions that have not had an anticorruption commission – mainly in Victoria, South Australia and Tasmania – but debate about integrity commissions has occurred in all jurisdictions. The authors argue that anticorruption commissions are essential to ensure the integrity of the public sector and that a model commission should: cover all elements of the public sector; independently investigate serious and mid‐level complaints; have own motion powers to investigate any matter; have summary authority to apply administrative sanctions; make use of a range of investigative tools; not be tasked with combating major and organised crime; and be held accountable to citizens through a parliamentary committee and a parliamentary inspector.  相似文献

In many emerging and authoritarian countries, civil society organizations that focus on political or sensitive policy issues are being cracked down upon, while service-oriented ones are given a relatively greater ability to operate. What might the consequence of this be for democratic practice given the important role civic organizations play in this process? We examine this question by considering whether the absence of confidence in a country's governing institutions is related to membership in service-rather than governance-focused civic organizations, and how such membership is associated with elite-challenging, political activities in Kazakhstan, Kyrgyzstan, and Tajikistan. We find that individuals who have no confidence in state institutions are less likely to seek membership in governance-focused civic organizations, but not necessarily in service-focused ones. At the same time, membership in both types of civic organizations is associated with participation in political activities, while beliefs that a country is run democratically decreases it. This suggests that a variety of civic organizational types, even those without an explicit governance-focus, contingent on perceptions of democratic governance and other covariates held constant, enhance democratic practice.  相似文献

Abstract

For the general elections in 2000 and 2004, civic groups in South Korea joined forces to stage the so-called ‘blacklisting campaign’ or ‘defeat campaign’ against allegedly corrupt, incompetent or anti-reform politicians. The campaigns not only played a significant role in thwarting many politicians from getting nominated or elected but also heralded a new era in Korean politics: civic groups have now emerged as a major political force, capable not only of challenging party policies and pending legislation but also taking on an agenda-setting prominence in a wide array of policy areas. In analyzing the success of NGO political activities in the 2000 and 2004 general elections, this paper draws on resource mobilization theory to show how the civic groups effectively utilized various resources, including leadership skills, communications and office facilities, and access to the mass media, to achieve their objective rather than relying simply on the spontaneous participation of voters. In comparing the efforts of civic groups in the two elections, the paper also explains the factors that made their endeavors relatively less successful in 2004 (e.g. a splintering of alliances among the civic groups). On the whole, the paper argues that the greater political involvement by civic groups is likely to lead to a more pluralistic, open and competitive form of democracy, and that the vibrant civic activism in Korea is an indication not only of maturing democracy but also a more secure entrenchment of civil society.  相似文献

This paper explores the concept of ‘civic society’ in Western political thought, charting the changing understanding of this concept through history and its manifestation in contemporary political and social life. The paper draws out the inferences for our understanding of the role of government, particularly with the European Union and its relationship with citizens and other representative community‐based and non‐governmental organisations. The paper argues that the fundamental values that are central to civic society underpin the proposed EU Charter on Fundamental Rights and maintains that effective European integration requires responsible participation by Europe's citizens. This article analyses political debates about civic integration policies in the Netherlands, so as to identify different conceptions of the role of the state in ensuring social cohesion by governing diversity. Drawing on the literature on party systems, it presents an analysis of political party positions on the role of the state in civic integration along two dimensions: economic distribution on the one hand, and sociocultural governance on the other hand. I find that while the large majority of Dutch political parties adopt authoritarian positions on the sociocultural axis in favour of state intervention to protect Dutch culture and identity, their positions diverge significantly on the classic economic Left–Right dimension. The most contentious issue in Dutch civic integration politics is whether the state, the market or individual migrants should be responsible for financing and organising courses. Thus, this article proposes an innovative model for analysing the politics of citizenship, which enables us to comprehend how citizenship policies are shaped not only by views on how identity and culture relate to social cohesion, but also by diverging perspectives on socio-economic justice.  相似文献

ABSTRACT

Kirlin (1996a; 1996b) argued that big questions of public management should be placed within a democratic framework emphasizing government's role in creating “civic infrastructure.” For this study, those who build civic infrastructure are called “civic bureaucrats,” and new measures (Civic Bureaucrat Scale and subscales:civic skills, faith in the public, deliberative democracy value, civic motivation, and political system value) are used to examine which factors are associated with encouraging public servants, such as U.S. city planners, to pursue democratic processes. These measures are different from those that examine public service or public participation, and are more focused on finding public servants guided by democratic values. Variables that might influence civic bureaucrats are individual, job, work, and community characteristics. Regression results found Civic Bureaucrat levels associated with gender (being a woman), dedication to civic duty, citizens bashing government, cities’ civic capital levels, and non-competitive elections. Notably, Civic Bureaucrat levels go up when elections are less competitive, suggesting civic bureaucrats picking up the slack when democratic institutions falter. Understanding such factors sheds light on what boosts and saps the civic energies of public servants.  相似文献

This article examines the interplay between legitimacy and context as key determinants of public sector reform outcomes. Despite the importance of variables such as legitimacy of public institutions, levels of civic morality and socio‐economic realities, reform strategies often fail to take such contextual factors into account. The article examines, first, relevant literature – both conceptual and empirical, including data from the World Values Survey project. It is argued that developing countries have distinctive characteristics which require particular reform strategies. The data analysed shows that in Latin American countries, there is no clear correlation between confidence in public institutions and civic morality. Other empirical studies show that unemployment has a negative impact on the level of civic morality, while inequality engenders corruption. This suggests that poorer and socio‐economically stratified countries face greater reform challenges owing to the lack of legitimacy of public institutions. The article concludes that reforms should focus on areas of governance that impact on poverty. This will in turn help produce more stable outcomes. Copyright © 2008 John Wiley & Sons, Ltd.  相似文献

The public sector should be designed to work on behalf of government. Government, in turn, should be designed to work on behalf of a citizen community both to pursue its collective interests and to defend the citizen community against harmful effects of private market activities. At this time, the integrity of the public sector/government has been eroded because the established forms of regulation of the market are outmoded. This has permitted transnational corporations to argue that government should respond more to their agendas often at the expense of citizen needs and claims. At the same time, citizen movements have become more diverse and sophisticated. They represent an opportunity for revisioning the work of government and the public sector.  相似文献

This article examines young people’s civic participation and the extent to which this is influenced by the family. Although literature on young people’s civic participation is abundant, the role of the family in influencing this participation is largely absent. Drawing on survey data collected from 976 young people aged 13–14 in South Wales, we outline the extent and nature of civic participation and how this varies according to relationships with parents and grandparents. Our data show that relationships with mothers and grandparents are particularly important in young people’s accounts of their participation, suggesting that family is far more important in developing a propensity for engagement in civil society than is commonly understood.  相似文献

The primary objective of this article is to describe recent Australian moves to greater industry self-regulation and, within that context, to examine the development of AS3806, a voluntary standard developed by Standards Australia, which firms may use as a model or template for the design and management of their regulatory compliance systems. The article is divided into four sections. The first provides an outline of recent Australian developments regarding industry self-regulation and compliance. The second describes the growing interest in industry codes of conduct and the role of the Australian Competition and Consumer Commission (ACCC). The third describes the main features of AS 3806. Evidence suggests the boundaries between the U.K. government and the voluntary sector are blurring because of an increasing emphasis on partnership between the two. One symptom of this changing relationship–or a contributing cause of it–is the practice of recruiting senior managers from the voluntary sector into government service. The intention is that these managers should play a significant role in formulating and implementing government strategy with regard to the voluntary sector and in other policy areas where voluntary‐sector organizations are seen as key players. This article addresses the issues that voluntary‐sector leaders face when they move into government–to what extent are they insiders, outsiders, or critical friends, and to whom? Abstract

The problems of determining citizenly competence and finding an appropriate balance between public and private life have increasingly organized intellectual debate in civil society. Although civic republicans and liberals give different answers to these problems, they both claim that ‘character’ should be a necessary foundation for good citizenship. This article identifies a tension between character's analytical status as a category of explanation and its normative status as a moral category. Although most civic republicans and liberals recognize that the concept of character is socially constructed, the concept typically appears as a pre-political good whose social origins are hypostatized or forgotten. This article uses the sociological insights of Pierre Bourdieu in order to explain how character simultaneously appears as a social construct and as a moral good by exploring how the concept is mobilized by civic republicans and liberals as a solution to the problem of ‘good’ citizenship. The goal of the article is three-fold: first, to use Bourdieu's concepts of habitus, field and symbolic power to clarify the analytical and normative aspects of the concept of character and its relation to citizenship and civil society; second, to demonstrate how power shapes and conditions character formation in civil society; and third, to offer an account of the practical means by which character is promoted by civic republicans and liberals as a solution to the challenges facing civil society.  相似文献

This article examines the ways in which the BNP utilises the elements of British national identity in its discourse and argues that, during Griffin's leadership, the party has made a discursive choice to shift the emphasis from an ethnic to a civic narrative. We put forward two hypotheses, 1: the modernisation of the discourse of extreme right parties in the British context is likely to be related to the adoption of a predominantly civic narrative and 2: in the context of British party competition the BNP is likely to converge towards UKIP, drawing upon elements of its perceived winning formula, i.e. a predominantly civic rhetoric of national identity. We proceed to empirically test our hypotheses by conducting a twofold comparison. First, we compare the BNP's discourse pre‐ and post‐1999 showing the BNP's progressive adoption of a civic narrative; and second the BNP's post‐1999 discourse to that of UKIP in order to illustrate their similarities in terms of civic values.  相似文献
