Strategic planning is a widely adopted management approach in contemporary organizations. Underlying its popularity is the assumption that it is a successful practice in public and private organizations that has positive consequences for organizational performance. Nonetheless, strategic planning has been criticized for being overly rational and for inhibiting strategic thinking. This article undertakes a meta‐analysis of 87 correlations from 31 empirical studies and asks, Does strategic planning improve organizational performance? A random‐effects meta‐analysis reveals that strategic planning has a positive, moderate, and significant impact on organizational performance. Meta‐regression analysis suggests that the positive impact of strategic planning on organizational performance is strongest when performance is measured as effectiveness and when strategic planning is measured as formal strategic planning. This impact holds across sectors (private and public) and countries (U.S. and non‐U.S. contexts). Implications for public administration theory, research, and practice are discussed in the conclusion.  相似文献

  • Strategic corporate and public affairs communication about Corporate Social Responsibility (CSR) has emerged as a major component of corporate efforts to interact with their stakeholders and society at large. Non‐financial reporting, and CSR reporting in particular, is now seen as an essential corporate communication process by most members of a company's stakeholder community. This growth in CSR reporting has been driven by the need to increase corporate transparency and accountability concerning social and environmental issues. Arguably, the European Union is the most progressive region in adopting CSR reporting. Almost all of Europe's top 100 companies report on social and environmental performance, whilst figures for the USA and the rest of the world are much lower. The latest Accountability Rating concludes that ‘Europe leads, America lags’ after measuring companies' social and environmental impacts.
  • The authors argue that visual communication is as important as words and numbers in creating meaning and assess UK and German Companies' non‐financial performance. Utilizing a range of research methods including content analysis and semiotic interpretation the authors propose a typology of images used in non‐financial reporting. This typology and associated conceptual development can used to more accurately define and interpret CSR and sustainability.

Skills shortages characterize the public and indeed private sectors of most South Pacific countries. In Fiji, the shortages have been exacerbated by political events that have led to the emigration of large numbers of professionals and managers, particularly of Indian extraction. Tensions between indigenous Fijians and Indian Fijians, which have persisted since the arrival of the first Indians in Fiji in 1879, have heightened since Prime Minister Sitiveni Rabuka assumed Government by military coups in 1987. Under Rabuka's leadership, the Constitution was amended to ensure that no less than 50 per cent of all public service positions at all levels of the bureaucracy were filled by indigenous Fijians, and no less than 40 per cent by people of other races. This requirement makes the Fijian public service an interesting example of affirmative action, and as such, has important implications in terms of the quality of public administration in Fiji. This article seeks to explore the causes of the crisis in human resources in Fiji's public sector and to suggest means of addressing the problem. © 1996 by John Wiley & Sons, Ltd.  相似文献

Strategic planning and management was introduced in the public sector more than three decades ago and has become a core component in many new public management reforms. Although strategy has been widely adopted in the public sector, the knowledge base regarding its practices and its impacts remains scarce, particularly outside Anglo‐American countries. This article replicates an American and British survey by analysing the adoption and impacts of strategic planning and management in Norwegian municipalities. The results show that, in 2012, a majority of the Norwegian municipalities used strategic planning and management, and that the respondents viewed the impact positively overall. Municipalities that had chosen the strategic stance of prospector and had financial resources from positive net operating results margin adopted strategic planning and management more than other municipalities. Municipalities with a high degree of strategic management and high stakeholder involvement had better perceived impacts of strategic planning than other municipalities.  相似文献

Public inquiries are an important phenomenon in modern British society, often used to address controversial or difficult issues of major concern to policy makers, the media and the public. Although people often comment adversely on how costly inquiries are and how long they take, inquiry methods are rarely discussed, let alone critiqued or challenged. However, from a social sciences perspective, inquiry methods, processes and outputs are often at odds with accepted standards for research methods. This paper discusses this divergence and the implications for how we should regard the inquiry as a way of knowing, or learning.  相似文献

Noise pollution is an ongoing problem in American cities, and car stereos are a major reason why large numbers of people are unhappy. Citizens are demanding regulation of “boom cars” and the typical policy response is to use the criminal sanction. The behavior is annoying, but hardly morally opprobrious. Despite the best intentions of those who propose such laws, they are potentially a bigger danger to civil liberties than the behavior that they purport to regulate. The enforcement of such laws does little to curb the behavior in question, but may function as a content-based regulation of certain types of music, provides opportunities for racial profiling, and may harm the legitimacy of the government thus reducing its ability to use its police power in areas which are more appropriate for the use of that power.  相似文献

ABSTRACT

This article has two purposes: first, to take seriously the notion of strategic planning as a way of knowing, and second, to argue that actor-network theory provides a particularly apposite method for understanding whether and how strategic planning works in particular circumstances. Pursuit of these purposes also helps illuminate possible contributions of strategic planning to inclusive, participative, and democratic public management. The paper is illustrated with examples from the 1995 and 2007 strategic planning and subsequent implementation efforts of MetroGIS, an organization created to foster widespread sharing of geospatial information primarily among public organizatons serving the Twin Cities metropolitan area of Minnesota, USA, and further, to enhance their individual and collective effectiveness. The Metropolitan Council, the regional government, is the primary sponsor of MetroGIS, which is comprised of over 300 organizational partners across the region. Conclusions are offered about the importance of viewing and studying strategic planning as a way of knowing and as a potential vehicle for inclusive public management in a democratic society.

Strategic urban and regional planning, which emerged in Europe in the 1980s, has become an instrument to establish sustainable development of previously successful industrial areas today affected by the crisis caused mostly by the globalisation of the 1990s. Strategic urban planning concerns organisational land use which in turn regulates resource protection, sustainable development, regeneration and infrastructural investments and multilevel governance. Careful planning is imperative to reach goals such as enhancing local competitiveness and life quality. These dimensions represent the two focal points of the majority of city planning strategies. Their implementation depends not only on planning effectiveness, but also on the organisation and the management of the implementation process by the planning agency or the equivalent local promoter. This paper looks at the experience of Italian cities, in order to derive implications for theory and for future planning processes. More specifically, it analyses the extent to which Italian cities follow similar or divergent paths at the stage of the design process; the Italian case study is then compared with the guidelines proposed by the planning literature and with other European cities.  相似文献

ABSTRACT

Strategic management (SM) has become prominent on the agenda in several public organizations due to new public management (NPM) reforms. Nevertheless, there are few studies investigating how public organizations apply SM in practice and what tools are used. As a result, calls have been made for such studies. This article can be seen as an attempt to meet this call by presenting a qualitative case study of how SM has been applied in the Swedish Transport Administration (STA), a central government agency in Sweden, and what tools it used in strategy making. By analyzing the micro processes of strategizing at STA, our results indicate that public organizations need to be aware of at least three specific tensions that can enable or constrain strategy making. These tensions are: short v. long-term, parts v. whole, and reactivity v. proactivity.  相似文献

Inspired by the concept of New Public Management, recent organisational alterations in Norwegian local councils have aimed to change the role of local politicians from a traditional to a strategic political one. Traditionally, local politicians have been involved in the day-to-day activities of the council, and have tended to address single issues and details. Strategic leadership implies, however, a withdrawal from close contact with the service departments and a primary focus on (preferably pivotal) issues of a general and/or principle nature, such as budgeting, goal setting, and planning. In addition, establishment of stronger coordinating bodies is emphasised. Drawing on evidence from a large body of research, it is concluded that so far, for the ordinary local politician, the new role is rather puzzling, that is, confusing and perplexing, thus creating a certain sense of uneasiness. Two theoretical reasons for this state of affairs are presented. First, it is demonstrated that some of the chosen organisational solutions simply cannot be assumed to work as intended. Second, it is argued that the concept of strategic political leadership represents such a challenge to the local politicians' traditional behaviour that a certain amount of reluctance and prevarication is to be expected. The article concludes with a discussion of why the changes have taken place in several municipalities, despite the demonstrable weaknesses in the basic idea. One suggested reason is the improvements to the working conditions of the political and administrative elite as a result of the changes.  相似文献

Until the important public dialog on 3rd World population issues began in the Soviet Uuion in 1965, ideological limitations and bureaucratic interests prevented policy makers from recognizing the existence of a world of national "population problem." Since then, freer discussions of the Soviet Union's surprising decline in birthrate and labor shortages have led to serious policy questions. Conflicting policy goals, however, have resulted in only modest pronatalist policies. The Soviet population problem is a result of interregional disparities in population growth rates between the highly urbanized Soviet European populations with low birth rates and the least urbanized Central Asians with dramatically higher birth rates. As a result, these essentially Muslim people will provide the only major increases in labor resources and an increasing percentage of Soviet armed forces recruits. Policy planners are thus faced with difficult options. Current policies stressing technological transfers from the west and greater labor productivity, however, are unlikely to solve further labor shortages and regional imbalances. Ultimately, nonEuropana regions will be in an improved bargaining position for more favorable nationwide economic policies and for a greater role in policy planning.  相似文献

No country will escape the enormous forces that are now buffeting the public sector worldwide. The massive changes underway are affecting people—public servants and citizens alike—and not just bottom lines. Standard approaches to dealing with change may unwittingly overlook the fact that Public Services are first and foremost “people systems”. The article provides a timely reminder that players in public organizations—senior officials, middle managers and front-line workers—experience change differently given their distinct perspectives and levels of authority. While responses to change may vary considerably within organizations, a common humanity is what ultimately unites people. As a result, governments that choose to ignore rather than acknowledge the human side of change may experience needless difficulty in bringing about the successful renewal of the public sector. Three speakers, Mr J. L. Evans (Education Department, Tasmania), Mr D. Moore (New Zealand Institute of Public Administration), and Ms D. K. Conroy (Queensland Institute of Technology) agreed that a major element in the papers was the demand for change. Reducing staff, though the commonest solution to the problem of "managing with less", did not necessarily lead to effective administration, especially when departments were expected to maintain the same range of activities. Mr Evans argued that change had to pay regard to the needs of clients. "We must see that those who are hurt are not those who can least afford to suffer". There might be ways of simplifying administration, such as a better sorting out of federal-state activities. Mr Moore asked whether it was a real option that governments should do less in an age of higher technology, more unemployment, and greater calls for equity and help to the underprivileged.  相似文献

Public policy instrumentation and its choice of tools and modes of operation are treated either as a kind of evidence (governing means making regulations, taxing, entering into contracts, communicating, etc.) or as if the questions it raises (the properties of instruments, justifications for choosing them, their applicability, etc.) are part of a rationality of methods without any autonomous meaning. This paper aims to explain the significance of a political sociology approach to public policy instruments in accounting for processes of public policy change: (1) public policy instrumentation is a major issue in public policy, since it reveals a (fairly explicit) theorization of the relationship between the governing and the governed: every instrument constitutes a condensed form of knowledge about social control and ways of exercising it; and (2) instruments at work are not neutral devices: they produce specific effects, independently of the objective pursued (the aims ascribed to them), which structure public policy according to their own logic.  相似文献

当前,银行卡违法犯罪对社会的危害越来越严重,犯罪手段呈现多样化趋势,综合起来可归纳为银行卡盗刷、银行卡伪造、银行卡恶意套现三大类。银行卡违法犯罪新特点是:以盗卡号为目的的犯罪手段多样化,不断翻新,防不胜防;采用高科技手段,犯罪手法趋向智能化;借助互联网盗取银行卡资金,并在网上消费或洗钱;利用异地取现,雇佣取现,团伙和网络虚拟团伙作案;利用信用卡大量恶意违规套现。面对新的银行卡违法犯罪活动,持卡人、银行、银监局以及公安机关等部门,都应该从各自的职责范围内防范银行卡诈骗行为,共同营造良好的金融环境。  相似文献

This article examines the role, significance and consequences of decisions in the United Kingdom about the definition of public expenditure for planning and control purposes. Three major definitional issues are examined: the narrowing in 1977 of the UK public expenditure definition from a public-sector-wide definition to something much closer to the OECD's 'general government' definition; the treatment of the proceeds of asset sales as negative expenditure; and the introduction in the 1990 white paper of a planning total excluding local government expenditure. Three sets of consequences are examined: the eroding commitment to comprehensive coverage; the resulting policy distortions; and the erosion of conventions traditionally governing the relationships between central and local government. Grounds for unease with present developments are identified, notably the fragmentation of public expenditure documentation and the loss of information, the consequences of which will unfold as public expenditure faces a difficult period because of problems of macro-economic imbalance.  相似文献

Abstract

The civic and political participation of young people and especially young migrants, who have limited rights of citizenship, is still a significant problem in Italy. Young people struggle to find opportunities and feel excluded from politics: the political agenda tends to see them more as a problem than as a resource. In this article, we illustrate the results of research to understand the dynamics of political and civic participation of young people and what the policy does in their favour. A content analysis of a corpus of European and Italian legislation, policy and planning documents has been undertaken. We also conducted six in-depth interviews with politicians and representatives of Italian nongovernmental organizations in order to investigate (a) policy priorities and institutional points of view, (b) consistency between these priorities and European programmes, and (c) European Union support for the policy actions and projects promoted in Italy about youth. The results showed a general difficulty for young people to ‘engage’ and be engaged in civic and political activities. There is also a gap between the political level and an effective investment which will recognize young people as a real resource.  相似文献

Despite the significant amount of change experienced by the public sector, there has been relatively limited empirical examination of how change agendas affect public sector employees in Australia. This article presents a comparative analysis of two Australian public sector organisations that implemented the same positive work change agenda, but experienced very different outcomes. Using a critical realist approach, we draw on a mix of qualitative techniques to suggest that textbook notions of ‘successful change’, which are often derived from large private sector expectations, may fail to capture the complex nature of how public sector change initiatives may unfold. In particular, we demonstrate how political, temporal, contextual, and process factors interact to shift change momentum. Illustrative examples are provided throughout and the findings are discussed in terms of their implications for theory building, for change facilitation, and for future research.  相似文献
