Most survey-based research on campaign effects in British elections has focussed on exposure to the campaign. Far less attention has been given to how the campaign is perceived, although American research on the effects of negative campaigning suggests that this is a potentially important area. The article investigates the extent to which vote choices in the 2007 Scottish Parliament election were affected by perceptions of the parties’ campaigns as ‘positive’ or ‘negative’. Partisanship and increased exposure to a party’s campaign increased individuals’ chances of rating a campaign positively. Other things being equal, however, campaigns which come to be seen in a negative light backfire on the party responsible, reducing the propensity of people to vote for it.  相似文献

In the light of the recent controversy over Andrew Mitchell's alleged ‘pleb’ comments to police officers and Nadine Dorries’ characterisation of David Cameron and George Osborne as ‘arrogant posh boys, this article examines the social composition of the parliamentary Conservative Party. It looks at previous attempts to widen the social base of the PCP and analyses the effect of Cameron's priority or ‘A’ list of candidates on the composition of the 2010 PCP. The article asks whether the perception that the Conservatives are the party of the rich has damaged the party's electoral appeal and if so what can be done to rectify the situation.  相似文献

The 100th anniversary of the International City/County Management Association provides an excellent point to review and assess research on the performance of the council‐manager form of government. The development of the council‐manager form arguably has been the most important innovation in American local government over the last century, yet its impact on the performance of municipal governments is not well understood. This article reviews and assesses the empirical evidence for 10 propositions that council‐manager governments perform better than mayor‐council governments. This evidence indicates that although progress has been made on demonstrating differences in representation and functionality, the proposition that council‐manager governments are better managed than mayor‐council governments has yet to be seriously engaged in this literature. Filling this critical gap requires progress in two areas: the development of theory to explain why council‐manager governments are better‐managed organizations and the production of evidence assessing the major propositions of this theory.  相似文献

This article argues that the principle of indivisibility in the relationship between political and administrative elites acted as a central convention of the Westminster system for much of the twentieth century. It explores how in more recent decades this principle has been challenged by the shift to a principal–agent approach. It considers the extent to which this shift diminishes the traditional Westminster model's understanding of the minister–civil servant relationship as one based on a symbiotic interdependent partnership. In its place has emerged a more universal command and control relationship that is seen as necessary to meet the demands of modern accountability and transparency. Such a change has fundamentally altered a long‐established power‐bargain between ministers and civil servants and undermined a core tenet of the Westminster model.  相似文献

The cleanup of hazardous waste sites under the U.S. Environmental Protection Agency's Superfund program is governed by a number of legislative and regulatory constraints. Congress passed legislation in 1986 directing the Environmental Protection Agency (EPA) to pursue permanent remedies that embodied stringent cleanup standards. The agency has chosen to use conservative assumptions in risk assessments at hazardous waste sites, including a presumption that on‐site risks for hypothetical future residents should be calculated in the site remediation process. This article offers the first comprehensive assessment of the cost‐effectiveness of these Superfund cleanups. Our results reveal that many EPA Superfund remediations fail a partial benefit‐cost test. For a sample of the 150 Superfund sites, we find that at the majority of sites the expected number of cancers averted by remediation is less than 0.1 cases per site and that the cost per cancer case averted is over $100 million. The analysis demonstrates the importance of explicitly calculating the trade‐offs embodied in environmental cleanup decisions. © 1998 by the Association for Public Policy Analysis and Management  相似文献

This article considers David Cameron's proposal to repeal the Human Rights Act (HRA) and replace it with a British Bill of Rights. Cameron's proposal has been heavily criticised by a range of political, academic and non‐state actors and was described by a current senior Coalition Cabinet member as ‘xenophobic’ and ‘legal nonsense’. This article takes a slightly different direction to those lines of attack and critique that have been developed of the Conservative's proposals. The central proposition of the article is that Cameron's proposal is profoundly un‐Conservative at two levels. Firstly, at the level of Conservative approaches to constitutional reform and secondly, at the level of Conservative political philosophy.  相似文献

Has the rise of so‐called new social movements contributed to an undermining of parties in Western nations? This study reviews the arguments alleging this to be the case, and then summarises the results of 229 public opinion surveys from 17 nations. The surveys indicate that those who hold ‘post‐materialist’ values are stronger partisans than those with ‘materialist’ values. The analysis concludes that much of the literature has overstated the contrasts between movements and parties, that the mass public does not differentiate itself into ‘party’ and ‘movement’ categories, and that parties have been resourceful in protecting themselves against the depradations that movements might cause.  相似文献

Theories of economic voting and electoral accountability suggest that voters punish incumbent governments for poor economic conditions. Incumbents are thus expected to suffer substantially during significant economic crisis but their successor in office will face the difficult task of reviving the economy. The economic crisis may, therefore, negatively affect government parties in subsequent elections even though the economic conditions may, to a large degree, have been inherited from the previous government. It is argued in this article that economic conditions play an important role in such circumstances as they place specific issues on the agenda, which structure the strategies available to the parties. Therefore, the article studies the 2013 Icelandic parliamentary election in which the incumbent government parties suffered a big loss despite having steered the country through an economic recovery. While perceptions of competence and past performance influenced party support, three specific issues thrust on the agenda by the economic crisis – mortgage relief, Icesave and European Union accession/negotiations – help explain why the centre‐right parties were successful in returning to the cabinet.  相似文献

The Law and Economics movement that emerged in the University of Chicago through the 1940s and 1950s, around Ronald Coase's example, is a manifestation of the neo-liberal project of applying neo-classical economics to state sovereignty. In the 1970s and 1980s, Law and Economics ideas revolutionized the application of antitrust laws in the United States. However, this achievement came about not through a transformation in economic orthodoxy, but through persuading legal experts to recognize the inherent ‘nonsense’ at work in their own normative assumptions. The Chicago antitrust revolution is therefore symptomatic of trends that Foucault viewed as definitive of neo-liberalism more broadly.  相似文献

Economics is the youngest of all sciences. Its task is to identify the secondary consequences, but it requires a perception of general consequences, including effects which are brought by an implemented or proposed economic policy not only to a certain special interests in short periods of time but also to a general interest for long periods, which somewhat contradicts the assumptions of many economic doctrines. Thus, the current state of economics or management science is difficult to be called autonomic. Economists "have opened" the domain previously reserved for "hard indicators" on the human aspects of the assessment of effectiveness. What is more, the discovery of regularity in the sequence and independence of market phenomena, in particular, a markdown role of the "invisible hand of the market" and "government interventionism" put into question the validity of the dogmas of traditional British or American schools, as a consequence of the operation of schools with the teaching of economics. This paper is the attempt to show the failure of the most popular scientific economical schools, including neoclassical ones in the area of human performance, comparing with Austrian School principles.  相似文献

This article takes the naturalisation process as a vantage point to consider how citizenship constitutes a site of emotional investment not only on the part of applicants and ‘new’ citizens but also on the part of the state. The premise of this article is that naturalisation is more than solely the admission of foreigners to the position and rights of citizenship, and it approaches naturalisation as a state practice that needs to be understood within a politics of desire. The article asks three questions: what makes naturalisation a thinkable and desirable means of acquiring citizenship? Second, what do practices of naturalisation tell us about ‘the state's attachment to particular embodiments of desirable citizens’ (S. Somerville, 2005 Somerville, S., 2005. Using policy documents and auto-ethnographic material, the article examines practices through which the state selects its own objects of desire and produces them as citizens, while it also produces itself as desirable. The article concludes that naturalisation distinguishes desirable from less desirable citizens through fantasies of English proficiency and birthright citizenship. In addition, the staged performance of the citizenship ceremony assures the state of its desirability by subsuming ‘as if’ enactments of citizenship.  相似文献

The rapid shift in trade policy towards greater openness is theoretically presumed to leave domestic prices vulnerable to the change in exchange rate. This study investigates not only the asymmetric pass‐through of exchange rate but also globalization to consumer price inflation (CPI) in Nigeria and determines whether the pass‐through is consistent with the rockets and feathers hypothesis. Using the Nonlinear Autoregressive Distributed Lag (NARDL) model and the monthly data from 1986 M01–2015 M12, the results provide evidence that the pass‐through of exchange rate and globalization is asymmetric with depreciation and negative shocks to globalization exerting a higher pass‐through—a result that validates the rockets and feathers hypothesis. The results further suggest that the asymmetric pass‐through of exchange rate and globalization is elastic in the long run except for the positive shocks to exchange rate while in the short run, it is inelastic except for the negative shocks to globalization. Overall, the pass‐through, in the long run, is higher compared to the pass‐through in the short run.  相似文献

The prime ministership is the preeminent political post in parliamentary democracies. Yet few studies examine PM party choice, perhaps under the assumption that the choice is a simple function of party size. In this article, we argue that key strategic actors and the context in which government negotiations take place can play a critical role in PM party choice. We test our hypotheses using a mixed logit with random coefficients on an original data set comprising PM selection opportunities in 28 European countries. Our methodological approach allows us to incorporate qualitative concerns about heterogeneity and causal complexity into our analysis. Contrary to conventional wisdom, we find that the largest party is often disadvantaged when it comes to PM party choice, that some presidents play an influential role in choosing the PM, and that the value of being the incumbent depends on one’s performance in office and how the previous government ended.  相似文献

In Weimar Germany, the Catholic Church vehemently warned ordinary parishioners about the dangers of extremist parties. We establish that constituencies' religious composition is a key empirical predictor of Nazi vote shares—dwarfing the explanatory power of any other demographic or socioeconomic variable. Even after carefully accounting for observational differences, Catholics were far less likely to vote for the NSDAP than their Protestant counterparts. The evidence suggests that this disparity was, in large part, due to the sway of the Catholic Church and its dignitaries. At the same time, we show that attempts to immunize Catholics against the radical left failed to achieve the desired result. To explain the puzzling asymmetry in the Church's influence at the ballot box, we develop a simple theoretical framework of elite influence in electoral politics.  相似文献

Inspired by the agenda‐setting literature, this article outlines a model of issue competition focusing on the interaction between government and opposition parties through the party‐system agenda. Unlike previous studies of issue competition, the model makes it possible to answer questions such as why some parties have greater success than others in forcing other parties to address unpleasant issues. One of the central implications of the model is that opposition parties are freer to focus continually on issues that are advantageous to themselves, whereas government parties more often are forced to respond to issues brought up on the party‐system agenda. Using data on issue competition in Denmark covering 25 years and 23 issue categories, the issue competition model is evaluated and finds strong support in a set of cross‐sectional time‐series analyses.  相似文献
