THE PUBLIC ADMINISTRATION OF INTERNATIONAL SOVEREIGNTY

Abstract: Increasingly, the terms occupying centre stage on the policy agenda in many countries are global in reach. Thus they stretch the operational efficiency and suitability of the fabric of the sovereign state to its limits, and beyond. In particular the issue of global environmental change is demonstrating the need to break new ground in terms of institutions and instruments which provide vehicles for the creation and implementation of public policy "beyond the state". This paper explores the evolution of this situation during this century, and considers the institutional responses to the need for broader and broader geographical expressions of sovereignty.     

THE GROWNING INTERNATIONAL ACTIVITIES OF THE AMERICAN STATES1

This article examines state responses to the changing global economy, by exploring the growth of state international economic activities, variations in these activities, factors promoting and limiting state involvement in international affairs, and implications of these trends for the implementation of state economic development policies. Global economic competition, a changing domestic political and economic landscape, the modernization of state government, and increasingly open international markets have inspired states to increase their international activities. Consequently, dramatic growth in state international activities has occurred in the fields of trade promotion and economic development. Yet, state and local involvement in international affairs has not been universally accepted nor consistently funded.     

THE IMAGE OF THE PUBLIC ADMINISTRATOR: AN INTERNATIONAL PERSPECTIVE

The more that I have thought about the question of the image of the public administrator, the more complex and ambiguous the whole concept has seemed to be. Our knowledge of the facts is patchy enough. Our understanding of causes and effects is thinner still. The best approach is perhaps to pool what we know from different sources. So today I propose to add to the available material, including the recent ANOP survey findings, such fragments of information and such conclusions as are available in the British context. I shall certainly look forward to learning more about Australian experiences while I am here. Between us, we may be able to make a little progress.     

DISTRIBUTIVE JUSTICE AND THE CRITICISM OF INTERNATIONAL LAW

Abstract. Debate concerning international justice has shifted during this century from issues of legality to those of welfare. Underlying present controversies are differences regarding the character of international society and of political association itself. One division separates those who accept the premises of the states system from others who look forward to a cosmopolitan world society of individuals. And where some identify international justice with conduct according to common rules, others link it with social and economic equality or the achievement of minimum levels of welfare. The idea of distributive justice reflects the view that law and government should promote the latter ends. This raises the question (explored here using some ideas of Michael Oakeshott's) whether the pursuit of distributive justice is compatible with international relations in terms of common rules.
