It has been a decade since Implementation Research: A Synthesis of the Literature was first published bringing Implementation Science into the mainstream of American corrections. Since that time much focus has been placed upon Implementer and organization level core implementation components, contributing to their disproportionate representation in the literature. This has led to a gap as it pertains to the Purveyor. What literature is available on the Purveyor largely reviews their activities and does not thoroughly identify what core-skills are necessary to be successful in those activities. To address this gap, this article weaves a conceptual framework using open systems and organizational ecology to illustrate key differences between correctional Purveyors and Implementers and to introduce The Purveyor Core-Skills Model, offering the following core-skill domains to the implementation lexicon: competency, change fluency, leadership, and systems thinking. Finally, an agenda for future research and practice implications are presented.  相似文献

Risk is a defining feature of punishment in the United States. This is evidenced by the profusion of actuarial risk assessment instruments, now entering their 4th generation. Although the literature on risk assessment specific to female offenders is growing, certain questions remain unresolved. In particular, it is still largely unknown how gender might influence classification and supervision for offenders under community supervision. This study reports findings from a survey of community corrections officers. The perceived level of risk, the decision to override a classification score, and the perceived importance of risk and need factors are discussed.  相似文献

Coerced work on parole occurs when people are required to work under the threat of criminal legal repercussions. In the face of barriers to “good” work for people after prison, coercion helps to funnel parolees into positions at the bottom of the labor market. Parolee workers in these positions experience issues common to precarious, low-wage work (low pay, hazardous working conditions, and labor law violations), as well as heightened vulnerability to predatory employers and exposure to parole-prohibited activities. Because of the threat-backed requirements to work, however, parolees must choose to either accept this “bad” work or face potential sanctions. Using mixed-methods, including a novel form of respondent-driven sampling I call “Hybrid-RDS,” this article documents the prevalence of coerced work for people on parole in Los Angeles County, identifies the mechanisms through which coercive work operates, and illustrates the problematic employment conditions of coerced work after prison.  相似文献

Despite the recognition of the practical and theoretical contributions of protective factors in risk assessment practice, the field has granted significant attention to psychosocial protective factors to the apparent neglect of biological protective factors. This review found a wealth of evidence which strongly and convincingly indicates that biological factors such as high intelligent quotient, executive functioning, skin conductance, and resting heart rate offer protection against criminal and antisocial behaviors. More importantly, the literature is supportive of the view that both risk and protective factors co-occur in the same variables, thus questioning the practice of classifying a set of variables as strictly risk or protective. Specifically, the risk–protective effect is contingent upon individual’s rating as high or low on the factor in question. It is recommended that researchers, academicians, and practitioners strive in their efforts to canvass other salient factors beyond the psychosocial factors as these factors can significantly and positively impact the risk assessment field, both theoretically and practically.  相似文献

Recently, there has been a growing interest in advancing the state of offender risk assessment: particularly through the development of risk instruments to assist with parole management and the incorporation of protective factors specific to re-entry. The current study's aim was to validate a measure of stable and acute dynamic risk factors and protective factors used by probation officers managing offenders in the community: the Dynamic Risk Assessment for Offender Re-Entry (DRAOR). Empirical examination of the structure of DRAOR scores soon after release from prison suggested four components, rather than the theoretically proposed three-subscale structure. Both the original three subscales and the four new subscales showed good convergent validity with other dynamic risk instruments, and reliably predicted new convictions; however, only the new stable component added significant incremental predictive power over existing static and dynamic risk instruments. These findings provide initial support for the validity of the DRAOR; suggestions for future research are discussed.  相似文献

ABSTRACT

Prisoners serving indeterminate sentences in the United Kingdom do not know when or if they will be released from prison. Release and progression decisions are determined by the risk the ISP presents of reoffending. This makes the assessment of risk a high stakes business for ISPs. Whilst there is a large body of literature focused on prisoners’ general experiences of prison, there is an absence of specific empirical exploration of prisoners’ experiences of risk assessment. This paper aims to address this gap by reporting the results of a qualitative exploration of ISPs’ experiences of psychological risk assessment. Interviews with 10 ISPs were conducted and analysed using Grounded Theory methods. Analysis indicated that prisoners experienced the prison environment as characterised by violence, volatility and suffering. Psychological risk assessment is embedded within this emotionally and physically challenging context but also contributes to the experience of suffering. Within this context, prisoners felt stuck, powerless and out of control in relation to risk assessment, and experienced psychologists as untrustworthy yet powerful. Understanding prisoners’ experiences is the first step in resolving some of the long-reported difficulties in working relationships between psychologists and prisoners as well as making the process more procedurally just.  相似文献

Validation of risk and needs assessment instruments used to predict, and reduce, recidivism and misconduct is of ethical, practical and scientific importance. We argue for a focus on variable (i.e. changeable over time) risk factors, and that validation begins with establishing construct validity. The Finnish Risk and Needs Assessment Form, in Finnish Riski- ja tarvearvio (RITA), is a semi-structured interview form adapted from the Offender Assessment System used in England and Wales and consists primarily of variable risk factors. In this study, we examined the construct validity and internal reliability of RITA. The results suggest that the original RITA sections do not provide an adequate statistical model for describing the relationship between scored questions, and we, therefore, offer an improved model. In our proposed model, several scores are influenced by more than one dimension of risk and the dimensions correlate with each other considerably. We suggest that the dimensions that can be measured with RITA are Problems managing economy, Alcohol problems, Resistance to change, Drug abuse and associated behaviour, Aggressiveness and Employment problems. All factors except Drug abuse and associated behaviour had very good internal reliability. We propose this new model to be used in future research with, and in development of, RITA.  相似文献

The potential to reduce sexual victimisation, promote community safety, and decrease incarceration costs has resulted in considerable progress in terms of how we understand and predict sexual recidivism. And yet, the past decade has seen a degree of fragmentation emerge as research attention has shifted away from relative risk prediction (with its focus on static risk factors) to the identification of factors capable of reducing risk through intervention (i.e. dynamic risk). Although static and dynamic risk are often treated as orthogonal constructs [Beech, A. R., & Craig, L. A. (2012). The current status of static and dynamic factors in sexual offender risk assessment. This review considered several commonly used methods of assessment and the evidence offered for their predictive accuracy. A minority of men and women with intellectual disabilities at times engage in, and are suspected, or convicted, of illegal activity. Recent policy developments in England and Wales emphasise the need to respond appropriately to putative offending risk through the provision of safe and effective community management, treatment, and support services. In line with these concerns, research has focused increasingly on testing the utility of an evolving variety of risk assessment procedures. Here, the authors set out to challenge the repertoire of a number of prominent and/or recently developed risk assessment procedures and the scope of an associated research literature, on the basis that contextual risk factors are receiving insufficient attention in relation to offending among people with intellectual disabilities. Drawing on the wider criminological literature, a novel study is reported that compares key contemporary proximal social and environmental circumstances in the lives of offenders and non-offenders with intellectual disabilities. A contextual risk score is derived, providing statistical support for increased consideration of the impact of relevant social and environmental circumstances. Increased emphasis on key contextual risk factors is recommended to strengthen community service responses to offenders with intellectual disabilities.  相似文献

During the last decade, ‘risk management’ has become the common language through which different and sometimes contradictory expectations are brokered in the Swedish customs service. Security concerns, corporate interests and managerial reforms are all phrased—or re‐phrased—as considerations of risk. These considerations are then used to direct organizational strategy and resources. The crucial moment is the operationalization of risks, which are negotiated at the policy level, all the way down through the organization. I will argue that this has happened in the Swedish customs service during the last decade. The successive operationalizations of drugs, violation of intellectual property rights and organized crime have enabled a streamlining of the organization along the policy level risks. The resulting risk governance is mainly about managing the customs as an organization. Yet it also affects the customs' use of force by changing the way border crossers are singled out for control. The traditional, informal risk assessment at the border is being replaced—or supplemented—by formal risk profiles, constructed from the booking information provided by transportation companies. As a consequence, the control selection is increasingly based on a set of impersonal indicators such as mode of payment and possible rebooking.  相似文献

This study analyzed the records of 136 recently incarcerated capital murder offenders in the initial phase (M = 2.37 years, range = 6-40 months) of their life sentences in the Texas Department of Criminal Justice. Prevalence rates of institutional violence were inversely related to severity: potentially violent misconduct (36.8%), assaultive violations (14%), serious assaults (5.1%), and homicides (0%). Consistent with prior studies, factors correlated with assaultive misconduct included age (inversely), prior prison confinement, and concurrent robbery or burglary in the capital offense. A simplified Burgess scale entitled the Risk Assessment Scale for Prison-Capital (RASP-Cap) was moderately successful in identifying varying levels of improbability of committing violence-related misconduct however defined (AUC = .715-.766).  相似文献

Abstract

Post Conviction Clinical Polygraph Examination Testing (Lie Detector Testing) offers significant opportunities for assessing, treating and monitoring sex offenders. This article briefly reviews the historical development of polygraph techniques including the physiological measures employed, the administration of the polygraph and the interpretation of data collected. Criticisms of polygraphy are explored and information concerning the scientific acceptability of these procedures is given. The current influence of polygraphy in sex offender work is reviewed. Evidence is given of the utility of polygraphy in reducing denial, improving treatment outcomes and more effectively supervising sex offenders on probation or license. Cost benefit considerations are examined, as well as the need for further controlled research and future regulation of the polygraph, if it is to be introduced in Britain. In 2019, the family treatment court (FTC) best practice standards (the Standards) were published to clarify attributes of FTC programs associated with superior child, parent, and family outcomes. The Standards cover the breadth of FTC operations including program structure and leadership, substance use treatment and complementary services, and behavioral responses to participants. This study aimed to develop an instrument (the Model Standards Implementation Scale; “MSIS”) that stakeholders can use to assess implementation of the Standards by individual FTCs. The MSIS balances usability with scientific validity. Interrater reliability (IRR), internal consistency, and several types of validity were assessed. Results indicated moderate to strong IRR, high internal consistency, mixed known groups validity depending on Standard, and high convergent and divergent validity. Initial findings suggest good validity and usability of the MSIS for evaluating FTC Standards' implementation. Notably, the process of using the tool functioned to educate FTC team members on the Standards. Although implementation of the MSIS is a resource-intensive process, the opportunity to receive constructive feedback proved to be an effective incentive for initial and subsequent participation in the evaluation among FTCs. Future research is needed to examine predictive validity, including association between Standards' implementation and family outcomes in FTCs.  相似文献

Abstract

While the literature on the assessment, treatment and management of non-learning disabled sexual offenders is well established, it is only in recent years that researchers and clinicians have focused on sexual offenders with learning disabilities. In contrast to mainstream sex offender treatment programmes, there are few evaluated community-based treatment programmes for sexual offenders with learning disabilities, and of the small number of published studies that describe treatment programmes, most are based on small samples and few have been validated empirically. Sexual offenders with learning disabilities differ from their non-disabled counterparts in several important ways, having implications for management and treatment. Due to methodological differences between studies, the prevalence of sexual offending by men with learning disabilities is not clear. However, in some studies, the sexual recidivism rate of offenders with learning disabilities is 6.8 times and 3.5 times that of non-disabled sexual offenders at 2- and 4-years’ follow-up, respectively. Sexual offenders with learning disabilities are also at greater risk of re-offending in a shorter time period. There remains an urgent need for further research into the assessment of risk and whether components from mainstream treatment programmes can be adapted to meet the needs of learning disabled sexual offenders. Approaches to working with sexual offenders with learning disabilities and programme development are discussed.  相似文献

Forensic services focus on risk reduction and extol the value of multidisciplinary working. Due to the complex relationship of personality disorder and risk, a multidisciplinary approach to risk assessment, formulation, management and reduction is essential. Occupational Therapists provide a unique perspective; however, current literature pertaining to the contribution of Occupational Therapy is negligible. This paper aims to initiate discussion of the value of Occupational Therapy contributions to risk assessment and formulation with personality disordered offenders. A new approach is described that integrates occupational adaptation and multiple sequential functional analysis to provide a structured framework for Occupational Therapy risk assessment and formulation. A single case report is presented to demonstrate the advantages of the approach for identifying offenders’ strengths and difficulties, predicting risk of reoffending, identifying offence paralleling behaviour and informing and evaluating efficacy of intervention, thereby supporting the aims of forensic practice settings to assess, manage, treat and reduce risk.  相似文献

The research describes the criminal profile of 100 imprisoned partner-violent men (PVM) in Spain, and the follow-up for an average of 15 months of 40 released cases. The ability of the Brief Spousal Assault Form for the Evaluation of Risk (B-SAFER) to classify offenders according to typologies and to predict recidivism is analyzed. The results show that PVM have low level of specialization (only 45% limit their criminal activity to intimate partner violence (IPV)) and high level of recidivism (47% previously have been in prison, and 41% have prior arrest for IPV). The B-SAFER shows a high capacity to classify according to batterers typologies (accuracy of 79% with a score ≥13) in two groups: non-pathological and antisocial/pathological offenders. After prison release, 17.5% relapsed (15% in IPV), and 66% have done so within the first year. The B-SAFER had a predictive accuracy of 70% (sensitivity 100%). From antisocial/pathological group, 21% have recidivate compared to 12.5% in non-pathological aggressors, with an over-representation of antisocial/pathological subtype among recidivists (71%). The best predictive variables are the justification of violence, age at first imprisonment, and treatment. There is a 9% of recidivism among treated offenders compared to 50% in the untreated group.  相似文献

Abstract

The current study examines sexual and violent reoffence rates for a sample of 2474 sexual offenders over an average of 15 years following release from prison. Reoffence rates are reported as a function of the offenders' victim type and level of risk as assessed by the Automated Sexual Recidivism Scale, a computer scored measure of relevant historical risk factors. Observed sexual recidivism rates for offenders with child victims, adult victims, and mixed victims were quite similar. Results indicate that offenders with exclusively female child victims not only showed a lower rate of sexual reoffending, but that the reoffence rates were relatively low across all levels of actuarial risk. In contrast, those with male child victims and adult victims showed a pronounced escalation of reoffence rates as actuarial risk increased. Results also indicated that adult victim offenders are less consistent in the victim type of their reoffences, with 37% sexually reoffending against child victims. Finally, combined rates of sexual and violent reoffending were particularly high for those with adult victim sexual offence histories. Risk assessment and public policy implications are discussed.  相似文献
