Immigration is one of the most widely debated issues today. It has, therefore, also become an important issue in party competition, and radical right parties are trying to exploit the issue. This opens up many pressing questions for researchers. To answer these questions, data on the self‐ascribed and unified party positions on immigration and immigrant integration issues is needed. So far, researchers have relied on expert survey data, media analysis data and ‘proxy’ categories from the Manifesto Project Dataset. However, the former two only give the mediated party position, and the latter relies on proxies that do not specifically measure immigration. The new dataset presented in this article provides researchers with party positions and saliency estimates on two issue dimensions – immigration and immigrant integration – in 14 countries and 43 elections. Deriving the data from manifestos enables the provision of parties’ unified and unfiltered immigration positions for countries and time points not covered in expert surveys and media studies, making it possible to link immigration and immigrant integration positions and saliency scores to other issue areas covered in the Manifesto Project Dataset. Well‐established criteria are used to distinguish between statements on (1) immigration control and (2) immigrant integration. This allows for a more fine‐grained analysis along these two dimensions. Furthermore, the dataset has been generated using the new method of crowd coding, which allows a relatively fast manual coding of political texts. Some of the advantages of crowd coding are that it is easily replicated and expanded, and, as such, presents the research community with the opportunity to amend and expand upon this coding scheme.  相似文献

Abstract

Existing research on party behaviour has largely focused on the drivers of issue salience in direct party communication. However, less is known about party?issue linkages in election campaigns covered by the mass media, from which most voters get their information about party positions. Against this background, this article explores how two important drivers of issue salience in direct party communication – issue ownership and systemic salience – play out in the media. Based on considerations about the news value of specific party?issue associations, one would expect both relationships to be particularly important in the media. Despite substantial similarities in party?issue linkages across platforms, a comparison of manifestos and newspaper content reveals evidence for this claim. In particular, smaller parties are hardly covered in the news on issues they do not own, while large parties are especially covered on salient topics. These findings contribute to our understanding of issue competition in mediated environments.  相似文献

Recent studies document that voters infer parties’ left‐right positions from governing coalition arrangements. We show that citizens extend this coalition‐based heuristic to the European integration dimension and, furthermore, that citizens’ coalition‐based inferences on this issue conflict with alternative measures of party positions derived from election manifestos and expert placements. We also show that citizens’ perceptions of party positions on Europe matter, in that they drive substantial partisan sorting in the electorate. Our findings have implications for parties’ election strategies and for mass‐elite policy linkages.  相似文献

Many recent cross-national studies analyse the causes and electoral consequences of party policy shifts, using party position measures derived from election manifestos, expert surveys or voter surveys. However few studies validate their findings by analysing multiple measures of party policy shifts. In this article, data on European parties’ position shifts on both European integration and left-right ideology is analysed, showing that this is problematic because, while alternative measures of party policy positions correlate strongly in cross-sectional analyses, alternative measures of parties’ policy shifts are essentially uncorrelated in longitudinal analyses. The Issue Yield model predicts that parties will choose specific issues to emphasise, based on the joint assessment of electoral risks (how divisive is an issue within the party support base) and electoral opportunities (how widely supported is the same issue outside the party). According to this model, issues with high yield are those that combine a high affinity with the existing party base, together with a high potential to reach new voters. In previous work, the model showed a remarkable ability to explain aggregate issue importance as reported by party supporters, as well as issue emphasis in party manifestos. This paper tests the implications at the individual level by comparing a conventional model where issue salience is determined from manifesto data with a revised model where issue salience is determined by issue yield. The empirical findings show that issue yield is a more effective criterion than manifesto emphasis for identifying the issues most closely associated with party support in the minds of voters.  相似文献

Expert surveys have been used to measure a wide variety of phenomena in political science, ranging from party positions, to corruption, to the quality of democracy and elections. However, expert judgments raise important validity concerns, both about the object being measured as well as the experts. It is argued in this article that the context of evaluation is also important to consider when assessing the validity of expert surveys. This is even more important for expert surveys with a comprehensive, worldwide scope, such as democracy or corruption indices. This article tests the validity of expert judgments about election integrity – a topic of increasing concern to both the international community and academics. Evaluating expert judgments of election integrity provides an important contribution to the literature evaluating the validity of expert surveys as instruments of measurement as: (1) the object under study is particularly complex to define and multifaceted; and (2) election integrity is measured in widely varying institutional contexts, ranging from electoral autocracies to liberal democracies. Three potential sources of bias are analysed (the object, the experts and the context), using a unique new dataset on election integrity entitled the ‘Perceptions of Electoral Integrity’ dataset. The data include over 800 experts in 66 parliamentary and presidential elections worldwide. It is found that validity of expert judgments about election integrity is increased if experts are asked to provide factual information (rather than evaluative judgments), and if they are asked to evaluate election day (rather than pre‐election) integrity. It is also found that ideologically polarised elections and elections of lower integrity increase expert disagreement about election integrity. The article concludes with suggestions for researchers using the expert survey data on election integrity on how to check the validity of their data and adjust their analyses accordingly, and outlines some remaining challenges for future data collection using expert surveys.  相似文献

The data also indicate that parties have, on average, become increasingly pro–European over the period 1984–1996. Both the salience of the issue of integration and the extent of intra–party disagreement have increased during this period. Parties have an incentive to take up extreme positions in order to achieve policy differentiation and issue ownership, and it would make sense for a party to stress these positions as well. These incentives are not the same for all issues and all parties but may be modified by other strategic conditions: party size, party system size, positional distinctiveness and systemic salience. Using manifesto‐based measures of salience and expert assessments of party positions, the findings in this article are that parties emphasise extreme positions if, first, they are relatively small in terms of vote share; second, the extreme position is distinctive from those of other parties; and third, other parties fail to emphasise the issue. These findings have consequences for our understanding of party strategies, party competition and the radicalisation of political debates.  相似文献

This paper demonstrates the relative strengths and weaknesses of SEM and Bayesian approaches to combining different sources of data when estimating latent variables. Data on party left–right positioning collected from party manifestos and surveys of party experts, MPs and voters are used to illustrate the two techniques. Although widely used and accepted, the SEM approach is less useful than the Bayesian approach, particularly when using the latent variable in subsequent predictive estimations.  相似文献

This paper evaluates a recently developed method for extracting policy positions from political texts, known as Wordscores. This computerized content analysis technique is a potentially powerful tool for scholars interested in the study of political elites, since it promises an easy and efficient way of inferring policy position from texts and speeches. In this article, we provide a systematic evaluation of this promising method. Using Danish manifestos and government speeches from 1945 to 2005, we compare the policy positions extracted using Wordscores with measures of positions from the well-known Comparative Manifesto Project and cross-validate these with party expert surveys. Our analysis shows that the word scoring technique arrives at largely similar estimates to independently derived position measures and produces time series of government positions with high face validity.  相似文献

This research note reports on the 2002 and 2006 Chapel Hill expert surveys (CHES), which measure national party positioning on European integration, ideology, and several European Union (EU) and non‐EU policies. The reliability of expert judgments is examined and the CHES data are cross‐validated with data from the Comparative Manifesto Project, the 2003 Benoit‐Laver expert survey and the 2002 Rohrschneider‐Whitefield survey. Does the mass media affect the dispersion of the policy positions of political parties? In this article it is argued that the mass media polarize parties' policy positions because vote‐seeking strategies are more viable if party policy positions are clearly communicated to the electorate and because a vote‐seeking strategy corresponds with parties taking a distinct policy position away from the median. Hence, the main hypothesis is that party policy position dispersion is larger with more mass media penetration. In order to test this argument, a novel dataset on party positions and mass media penetration in 267 Danish municipalities in 2004 is utilized and a new measure of the dispersion of policy positions in multiparty systems is constructed. The analysis corroborates the article's main hypothesis.  相似文献

Abstract.  Although expert surveys have gained a prominent place in comparative studies of party positions on issues, their validity has been called into question. In this article, some of the validity concerns are evaluated in the context of the authors' own expert survey on national party positions vis-à-vis European integration. One goal of the article is to demonstrate that this expert survey produces valid measures of party positions. An equally important goal, however, is to suggest some methods that can help in assessing the quality of expert survey data. These methods, which are rooted in psychometric theory, are applicable in a variety of contexts and are easily implemented.  相似文献

How do economic crises affect political representation in times of constrained government? Our paper shows that among voters salience of economic issues increases during economically harsh times. However, parties respond only to a limited degree to economic shocks, with the result that congruence between parties and voters decreases. We theorise the incentives and disincentives different political parties have in choosing a saliency strategy and we provide evidence on the extent to which congruence depends on the severity of economic shocks and the government/opposition status of the party. We draw on cross-national data to measure issue salience for parties (CMP) and voters (CSES). While our findings clearly indicate a decline of congruence in times of economic crisis, we also find that it remains best for government and office-seeking opposition parties. We substantiate this finding by unpacking the ways in which incumbent and office-seeking opposition parties address the economy in their manifestos.  相似文献

The level of congruence between parties and their voters can vary greatly from one policy issue to another, which raises questions regarding the effectiveness of political representation. We seek to explain variation in party–voter congruence across issues and parties. We focus on the hypotheses that (1) average proximity between the positions of voters and the party they vote for will be highest on the issues that the party emphasises in the election campaign and that (2) this relationship will be stronger for niche parties. We test these hypotheses using data on the policy preferences of voters, party positions, party attention profiles and salience on concrete policy issues in four countries: The Netherlands, Ireland, Germany and Sweden. Overall, we find that voter–party proximity tends to be higher on issues that the party emphasises. As these are the issues where parties typically have the greatest policy impact, this implies that the quality of representation is highest where it matters most. There is some limited evidence that the positive relationship between issue salience and proximity is stronger for niche parties. In sum, the quality of policy representation varies strongly with party-level issue salience and to a lesser extent with the type of political party.  相似文献

Electoral manifestos play a crucial role in visions of party democracy and political science analyses of party competition. While research has focused on the contents of manifestos, we know much less about how parties produce manifestos and the roles they take in campaigns. This paper identifies three campaign-related functions of manifestos: they provide a compendium of valid party positions, streamline the campaign, and are used as campaign material. Based on the characteristics of the candidates, the parties and the campaign, the paper then derives expectations of how party candidates may differ in attributing importance to their party's manifesto. Based on a candidate survey after the 2013 Austrian general election, the paper shows that the key user-group of parliamentary candidates considers manifestos generally important and useful documents. Candidates' policy-centred campaigning and left–right distance from their own party are important in explaining individual differences. While the manifesto's service functions of providing a summary of valid party positions for the candidates and as a campaign means to be handed out to voters are widely appreciated, campaign streamlining is more divisive when it results in constraining candidates.  相似文献

Party system issue agendas are formed by the topics that individual parties decide to address, and these salience decisions are likely to be strategic. Two key strategies are commonly discussed in the literature: parties’ focus on (1) issues that they have ownership over and (2) issues that currently concern voters. Yet it is not known what explains the extent to which parties pursue each of these strategies. This paper argues that aspects of party organisation influence which salience strategy is pursued. Parties that have more resources will be able to ‘ride the wave’ of current concerns while parties with fewer resources are more likely to focus on their best issues. Furthermore, policy-seeking parties with strong activist influence will be less likely to ‘ride the wave’ and more likely to follow issue ownership strategies. An analysis of 105 election manifestos from 27 elections in 17 countries shows that aspects of party organisation are indeed strong and robust moderators of issue ownership strategies. Limited, albeit mixed, evidence is also found that party organisation affects the use of ‘riding the wave’ strategies. These results have important implications for our understanding of electoral campaigns, party competition and voter representation.  相似文献

Partisan conflicts have been frequently analysed in comparative political science research. Yet little is known about the dimensions of political conflict at the local level in multi-level democracies. This article contributes to the literature on the estimation and analysis of party positions by first presenting a new dataset of more than 800 local party manifestos in Germany that allows for a systematic analysis of the dimensions of political conflict at the German local level. Secondly, it is demonstrated that (semi-)automatic content analysis of these texts offers a promising approach for gaining new insights into local party positions. Thirdly, the empirical analysis of German local party manifestos shows that partisan conflicts are not only structured along the left–right dimension but also along a dimension which distinguishes between parties addressing ‘local’ and ‘national’ issues to a varying degree in their manifestos, due to the different behaviour of established and populist parties.  相似文献

How does parties' use of moral rhetoric affect voter behavior? Prior comparative party research has studied party positions without much attention to how parties explain and justify their positions. Drawing insights from political and moral psychology, I argue that moral rhetoric mobilizes copartisan voters by activating positive emotions about their partisan preference. I expect this to hold among copartisans who are exposed to party rhetoric. To test my argument, I measure moral rhetoric by text-analyzing party manifestos from six English-speaking democracies and measure mobilization using copartisan turnout in survey data. The results support my argument. Furthermore, I find evidence in support of the theoretical mechanism using survey experiments and panel survey data from Britain. The article shows that moral rhetoric is a party campaign frame that has important consequences for voter behavior.  相似文献
