This article argues that recent political change in Britain has brought about a crisis of adjustment for local government chief officers in their relationship with the elected members. Key aspects of this political change are the break-up of the post-war political consensus and the passing of the earlier period of growth. As the ideological distance between the two main parties has widened and the end of growth has intensified conflicts, the professional stance of neutrality towards partisan politics has become more difficult to sustain. So for chief officers the crisis of adjustment has taken the form of a search for new ways of work with the politicians as the earlier, relatively harmonious relationship has passed into history.
Against this background of increased politicization, the impact of current changes on the three aspects of the chief officer role is examined: as professional adviser, as departmental manager and as a 'bureaucratic politician'. Finally, some of the changes that have been proposed to ease this crisis for chief officers are discussed.  相似文献

This article examines the achievements of the local authority associations in the period from 1974 to the present. In particular, it considers whether the associations have met the major objectives set by their predecessors. The conclusion indicates that there are a number of factors which have inhibited the achievement of these objectives.
Two of the main inhibiting factors are the close connection between the associations and central government, and their readiness to respond to every move the centre makes. The associations might now consider adopting a weaker connection and a more discriminating response in relation to central government.  相似文献

This paper analyses whether central pressure on local authorities to cut staff has resulted in greater efficiency by concentrating reductions in the more heavily staffed authorities. A measure of staffing levels is derived which takes into account the different socio-economic conditions faced by different authorities. The relationship between this measure and changes in staffing levels since 1980 is then analysed. The statistical results show that staff cuts have not fallen systematically on the more heavily staffed authorities. It is concluded that the indiscriminate impact of central government pressure to reduce staff indicates that a more informed and more selective policy towards public sector employment is required.  相似文献

This article evaluates the factors that shaped the effectiveness of three strategic contracts pursued with private firms by a local authority in the English West Midlands. The contracts generated highly political outputs that supported the council’s defence of the core interests of local residents. The analysis explores the form taken by the contracts; the mechanisms that delivered and integrated them; and the wider structural factors that helped to secure apparently benign contractual outputs. The evaluative yardsticks used to support the analysis were: relationality; flexibility; and performativity. The article argues that relationality is crucial in determining quality in temporary, project‐based organizations. Relationality yields flexibility and effective performance, based on mutual regard and loyalty. The case study highlights the need to explore perceptual gaps between the parties; the importance of the time‐path of relationality; the significance of ‘value residuals’ in incentivizing substantive loyalty; and the potential contribution of zones of flexibility to performance.  相似文献

The 'dual state' thesis provides a useful starting point in analysing the relationship between the central and local state. However the history of reform in local government finance suggests that the dual state approach underemphasizes a number of important features of the relationship. Notably the degree of diversity which exists between the interests displayed by different sectors of the central state, the vertical linkages which exist between national and local levels and the difficulty of pursuing coherent long term strategies in local finance.  相似文献

The purpose of this article is to explore the emergence of single issue local authority associations as a response to the changing nature of the central-local government policy community in the past decade. The main theme of the article is that a gap has been created by the restructuring of local governance that neither individual local authorities nor the broad local authority associations are equipped to fill. Hence, new single issue local authority associations such as the Coalfield Communities Campaign , have been formed. They are necessitated by the unwillingness of broad local authority associations to preoccupy themselves with sectional and possibly divisive single issues and the inability of individual local authorities to command sufficient power within the policy community. As such they may well represent a fundamental change in the policy network, though it remains to be seen whether or not they will have a long-term role.  相似文献

Local government is the subject of official review. This paper suggests that any review of the system of local government should consider at the outset the purposes or values which provide the rationale for local government, and should examine how the institutional framework and prevailing organizational practices promote or hinder achievement of those values. This case study takes the rise and fall of licence fee indexation within German public service regulation as an example and traces mechanisms of re‐politicization of independent regulatory agencies (IRAs). According to the evidence, agency contestation is likely when: (1) administrative cultures result in incoherencies in institutional design; (2) IRAs deal with redistribution; (3) conflicts about principles of regulation persist; (4) IRAs pursue one particular regulatory ideology; (5) controversial regulatory output is highly visible; and (6) affected interests are not given a say. The article points to the relevance of new regulatory technologies that are likely to embody regulatory bias. Moreover, it seems that successful contestation of IRAs requires the conjunction of escalating factors. Nevertheless, such contestation might not result in a return to old modes of command and control.  相似文献

This paper begins with an examination of the period, during 1981, when the then Secretary of State for the Environment proposed a local referendum mechanism that would be triggered whenever a local authority attempted to increase its rates above a ceiling fixed by central government. This episode is then used as a basis for a broader examination of the possible applications of local referenda within the context of political systems that are dominantly based on notions of representative democracy. American experience is drawn upon to support the proposal that, in carefully defined circumstances, local referenda could constitute useful additions to the existing mechanisms of central–local relations.  相似文献

In debates on equal opportunities, disabled people's issues are often ignored. Disability is typically seen as a medically defined category populated by individuals 'with problems'. This article presents an alternative perspective which re-defines disability and demands that the authenticity of the disabled people's movement be acknowledged. Surveys estimating the numbers of disabled people in the UK are reviewed, as are local authority equal opportunities statements. Two case studies of local authorities, Manchester and Lambeth, are used to show how progress on disabled people's issues has been achieved by account being taken of the demands of the disabled people's movement. The article concludes by looking at the implications of recent legislation and suggests that equal opportunities policies for disabled people are most likely to be implemented when they organize themselves effectively and make coalitions with other disadvantaged groups.  相似文献

Women make up the majority of local government employees in Great Britain but are not, however, evenly represented throughout the employment structure. Rather, women are overwhelmingly concentrated in low paid, low status and often part-time jobs, and are under-represented as decision makers, either as managers or elected council members. The situation of black and ethnic minority women is one of even greater marginalization. From 1982–7 over 200 local authorities adopted equal opportunity (EO) policies, both for employment practice and service delivery, the aims of which included redressing this inequitable situation for women. The achievements of these EO policies have proved to be very limited. Most have been introduced with few resources and little managerial or political support and without mechanisms for implementation or management accountability. EO reforms have been contained within the existing relationships and structures of local authorities when by definition, successful EO policies will upset the status quo. Nevertheless important lessons have been learned from this first pioneering phase of EO policy development.  相似文献

This article examines the new system of Scottish local government finance in theory and practice. It argues that reform is based on an economic theory of local fiscal behaviour, and examines the empirical evidence regarding the application of marginal cost pricing principles through the linking of marginal spending to taxation. The research reveals that the application of such principles in practice will be difficult, as only a few services offer direct benefits to all individuals, and as yet the technical precision needed in assessing needs for grant distribution has not materialized. There is little evidence of any impact of financial reform on local expenditure, as a number of intervening variables and assumptions can skew the accountability process.  相似文献

A possible outcome of the next general election is that no party will have a majority in the House of Commons, a situation experienced only briefly in recent central government. In local government, by contrast, more than half the county councils in England and Wales and many district councils have no overall political majority. Some have been so for many years. This paper examines the style of decision-making in one such local authority, Cheshire County Council, in terms of the roles of politicians and officials and the relationship between them. Recognizing the constitutional differences between central and local government, it goes on to discuss how much of this experience would be relevant to central government in the event of no overall parliamentary majority. The paper argues that many of the working practices developed in local authorities would be valid in a central government context, though they would not necessarily take the same form. To avoid value judgments, the absence of overall majority, whether in a local authority or in parliament, is referred to simply as 'no-majority'.  相似文献

Local government and modern urban management techniques will play a key role in the transition of Ukraine's institutions from a communist to a free economy and society. This paper provides a historic context for this transition, discusses the problems encountered in building urban management capacities and local government institutions, and explores what it will take to achieve real change.

The paper places the problems of revitalization and rebuilding of these Ukrainian institutions in historical perspective, with special attention to inherited patterns of Soviet administrative culture. The Sovietization of urban planning and administration, and living standards and the creation of nomenklature (the main governmental “human resource”), are analyzed as the starting point for rebuilding Ukraine's local governments. The paper traces the main sources and consequences of “continuous institutional crisis,” such as distrust, corruption, and deterioration of the capabilities of the Ukrainian state. Also examined are the current effects of economic globalization on the development of local and urban governments.

Following a review of Ukrainian “path dependence” and recent difficulties in institutional building, the paper outlines the most important tasks for future development and an agenda for Ukraine's “institutional entrepreneurs.” The paper emphasizes that it is vital to create a professional, rule-based bureaucracy and merit-based municipal civil service.  相似文献

Most discussions of the public service ethos ( pse ) have offered polemical accounts of how recent reforms have eroded the distinguishing values of public servants without ever defining this ethos or considering its relationship to other aspects of the public sector. This article considers the deeper and more structural implications of the pse by characterizing it as a political institution that shares the features of'new institutionalism'. It concentrates upon the pse as it manifests itself in local government and uses case studies of four authorities to analyse the extent to which external changes are altering the fundamental values of the ethos. In using the'new institutionalist'perspective it argues that the pse , a vital institution of the UK polity, has been resistant to external pressures for change. Hence, to be successful, public sector reform must take into account the interdependent relationship between the pse and other political institutions.  相似文献

The relationship between local government and public participation is a problematic one. Taking the UK as an example, it is evident that, despite 40 years of experimentation with public participation initiatives, there has been little impact on local policy processes. While a range of plausible explanations can be found for this state of affairs, no overarching theoretical framework is available to organize them. The purpose of this paper, therefore, is to offer just such a framework of analysis by utilizing and developing the conjectures approach originally used by Klijn and Skelcher (2007) . Four conjectures, developed from the UK experience, are presented. These are the transitional, incompatibility, instrumental and resistivity conjectures. The paper concludes by discussing the implications for research and for policy.  相似文献
