The paper provides a systematic and quantitative review of the empirical evidence on the effects of development aid on democracy and governance. We find that aid has had, on average, a zero or negative effect on democracy, except that it has had a positive effect on democratization in European transitional economies. Aid had a positive effect on governance during the Cold War period but has had no effect on governance in the post-Cold War period.  相似文献

A large literature on the ‘flypaper effect’ examines how federal grants to states at time period t affect state spending (or taxes) at time period t. We explore the fundamentally different question of how federal grants at time period t affect state tax policy in the future. Federal grants often result in states creating new programs and hiring new employees, and when the federal funding is discontinued, these new state programs must either be discontinued or financed through increases in state own source taxes. Government programs tend to be difficult to cut, as goes Milton Friedman’s famous quote about nothing being as permanent as a temporary government program, suggesting that it is likely that temporary federal grants create permanent (future) ratchets in state taxes. Far from being purely an academic question, this argument is why South Carolina’s Governor Mark Sanford attempted to turn down federal stimulus monies for his state. We examine both the impact of federal grants on future state budgets and how federal and state grants affect future local government budgets. Our findings confirm that grants indeed result in future state and local tax increases of roughly 40 cents for every dollar in grant money received in prior years.  相似文献

Earlier research refers to populist parties as being advocates of a greater use of referendum. Yet, there has been no large-scale systematic test of this claim. This article addresses this gap in the literature and tests the relationship between populism and greater use for referendums in party manifestos. It analyzes 824 manifestos of 187 populist and non-populist parties in 27 Member States of the European Union between 1994 and 2018. We test if populist parties are virtually all in favor of a greater use of referendums and whether they would talk about referendums much more than non-populist parties.  相似文献

The purpose of this paper is to study whether investors’ willingness to realize capital gains falls when the marginal tax rate on capital gains is raised. We use a rich register-based panel data set covering almost 8% of the Swedish population. The results indicate that a 10% increase in capital gains tax rate reduces the number of realizations of capital gains with 8.7% and the realized amount, given the decision to realize, with 1.9%. In addition, we find that wealthy individuals seem to respond more to changes in capital gains tax rates than less-wealthy.  相似文献

We use a field experiment to investigate whether race affects how responsive state legislators are to requests for help with registering to vote. In an email sent to each legislator, we randomized whether a putatively black or white alias was used and whether the email signaled the sender's partisan preference. Overall, we find that putatively black requests receive fewer replies. We explore two potential explanations for this discrimination: strategic partisan behavior and the legislators’ own race. We find that the putatively black alias continues to be differentially treated even when the emails signal partisanship, indicating that strategic considerations cannot completely explain the observed differential treatment. Further analysis reveals that white legislators of both parties exhibit similar levels of discrimination against the black alias. Minority legislators do the opposite, responding more frequently to the black alias. Implications for the study of race and politics in the United States are discussed.  相似文献

We present theoretical and empirical analyses of candidates' platforms in the 2003 and 2009 Japanese House of Representatives elections, in an effort to understand candidates' strategic decisions to emphasize policy debates and to highlight their character-based qualities. Our study highlights the significance of comparative electoral advantages that motivate differing strategies between candidates from different parties, between candidates competing in rural versus urban districts, and between candidates contesting the 2003 versus the 2009 elections. Our study contributes to the growing literature that jointly analyzes politicians' policy-based vote-seeking strategies versus electoral appeals based on valence-related attributes such as competence, integrity, and leadership ability, that may appeal to voters because they enhance winning candidates’ performance in office.  相似文献

Enhanced participation has been prescribed as the way forward for improving democratic decision making while generating positive attributes like trust. Yet we do not know the extent to which rules affect the outcome of decision making. This article investigates how different group decision rules affect group trust by testing three ideal types of decision rules (i.e., a Unilateral rule, a Representative rule and a ‘Non‐rule’) in a laboratory experiment. The article shows significant differences between the three decision rules on trust after deliberation. Interestingly, however, it finds that the Representative rule yields more trust than the Non‐rule and also significantly more trust than the Unilateral rule, when analysing the results at group level. These findings challenge the theoretical understanding by, for example, deliberative normative theorists that more inclusive, consensual and non‐hierarchical decision‐making procedures enhance trust vis‐à‐vis other more hierarchical decision‐making procedures.  相似文献

Does foreign aid reduce terrorism? We examine whether foreign aid decreases terrorism by analyzing whether aid targeted toward certain sectors is more effective than others. We use the most comprehensive databases on foreign aid and transnational terrorism??AidData and ITERATE??to provide a series of statistical tests. Our results show that foreign aid decreases terrorism especially when targeted toward sectors, such as education, health, civil society, and conflict prevention. These sector-level results indicate that foreign aid can be an effective instrument in fighting terrorism if allocated in appropriate ways.  相似文献

Regulators may attempt to reduce youth exposure to alcohol advertising by restricting times during which alcohol ads may be aired on television or radio. The Netherlands introduced such a policy and found that teenage advertising exposure increased following the time restrictions. This study uses simulation analysis and a comprehensive database of television alcohol advertising to demonstrate that time restrictions are likely to reduce advertising exposure to the youngest viewers while increasing exposure for the high‐risk teenage population. This article develops a heuristic framework to help analysts navigate an important but under-researched issue: ‘policy success for whom?’ It identifies different forms of policy success across the policy making, program, political and temporal realms, to assess how a specific policy can differentially benefit a variety of stakeholders, including governments, lobbyists, not-for-profits, community groups and individuals. The article identifies a three-step process to aid researchers in examining any policy initiative in order to understand the forms and extent of success experienced by any actor/stakeholder. Central to these steps is the examination of plausible assessments and counter assessments to help interrogate issues of ‘success for whom.’ The article demonstrates a practical application of the framework to a case study focused on the Fixing Houses for Better Health (FHBH) program in Australia—a time-limited Commonwealth government-funded program aimed at improving Indigenous health outcomes by fixing housing.

There is an emerging political economics literature which purports to show that legislatures elected based on proportional electoral rules spend more and redistribute more than legislatures elected based on majoritarian electoral rules. Going a step further the authors of this paper consider whether degree of electoral proportionality has an impact on population health and, in particular, the health of the least advantaged members of society. A panel of 24 parliamentary democracies for the years 1960?C2004 is used to examine the relationship between electoral institutions and health. The authors find that greater electoral proportionality is positively associated with overall population health (as indicated by life expectancy) and with the health of the poorest (as indicated by a reduction in infant mortality). A panel of 17 countries for the years 1970?C2004 is then used to show to that electoral permissiveness modifies the impact of health spending on infant mortality.  相似文献

In March 1975 Britain quarrelled about whether to hold a referendum on membership of the European Community. The Hansard Society organised an important debate about it between Enoch Powell, Geoffrey Howe, John Mackintosh and Keith Kyle. This is a report on that event drawn from a recently discovered recording. Both critical citizens and governance are attracting increasing interest in political science. Strangely enough, however, the two strands of research are rarely combined. This article sheds light on the relation between governance and political criticism by focusing on Europe. The article discusses and examines whether the level of political criticism expressed by a state's citizenry correlates with or even affects the quality of governance. In contrast to the conventional ‘translation’ of criticism as discontentment, this article scrutinises ‘normative critical attentiveness’, which is explained in detail (data: International Social Survey Program 2004, module: Citizenship). Legitimate and effective governance, as measured by the World Bank indices, correlates positively with critical attentiveness: states with citizenries that regard attentiveness as a civic duty provide more legitimate and effective governance than states with less attentive citizenries. These correlations remain significant when controlled for economic development. The cause of direction is not uniform, but must be differentiated for different characteristics.  相似文献

A considerable body of work explores the relationship between the economy and governmental popularity. These ‘popularity functions’ exhibit a good deal of instability in the economics coefficient, leading some to question its very existence. It is argued in this article that this instability is apparent, rather than inherent. Improvements in model specification, measurement, sample size and estimation reveal a strong and stable economic effect. In particular, fixed and random effects models on pooled time‐series (from France, Germany, Italy, Spain, the United Kingdom and the United States) are estimated here. The impact of national economic perception on popularity emerges as statistically and substantively significant, across this sample of countries.  相似文献

In federal democracies, parties often invest in local politics as a strategy to improve their performance on upcoming national elections. In this study, I use the concept of reverse coattails to investigate how winning local elections affect upper-level electoral dynamics in Brazil. Using a regression discontinuity design (RDD), I show that parties in Brazil boost their national performance, earning more votes on House elections in districts where their members control local offices. I discuss how access to ‘‘pork” controlled by co-partisan House members and mechanical information gains explain these effects. Additionally, I use a Bayesian LASSO algorithm to address data sparsity in RDD designs, and to demonstrate the existence of pro-large party bias on the coattail effects. By disentangling the various effects of winning local elections, this paper contributes to a greater understanding of how parties build electoral strength in fragmented democracies.  相似文献

For a long time, researchers have been interested in the consequences of creating larger public organizations. The outcomes of changes in the size of public organizations have been relatively widely studied; however, much less is known about the internal processes through which these outcomes are actually achieved. This article explores whether changes in organizational size affect public management. As endogeneity is an inherent problem when studying outcomes of organizational size, we apply a quasi-experimental design in order to establish the causal linkage between size and different elements of public management. We use unique survey data collected before and after a large reform that changed the size of most Danish municipalities. The results suggest that public management related to daily operations is generic and not affected by size, whereas public management related to overall tasks such as creating a vision, servicing the mayor, and maintaining external relations is positively affected by size changes.  相似文献

Abstract

Two separate literatures suggest that corruption and social trust, respectively, are related to economic growth, although the strengths of the relationships, and the direction of causality, are still debated. This paper reviews these literatures and evaluates the evidence for causal effects of corruption and trust on economic growth, and discusses how corruption and trust are interrelated. The reviews show that absence of corruption and high levels of social trust foster economic growth. The literatures also indicate that corruption has a causal effect on social trust, while the opposite effect is more uncertain. The conclusion offers the suggestion that fighting corruption may yield a “double dividend”, as reduced corruption is likely to have both direct and indirect effects on growth.  相似文献

Several U.S. states have supplemented traditional judicial review of local land-use regulation with a state affordable housing appeals system (SAHAS). Empirical evidence indicates that a SAHAS can increase the proportion of housing that is affordable to low- and moderate-income households. But some scholars have suggested that an effective SAHAS will ultimately backfire, by producing incentives to prohibit market-rate development, thereby rendering a state’s housing stock less affordable overall. We test this “backfire” hypothesis with a longitudinal comparison of single-family housing development from 1980 through 2007 in municipalities located in adjacent areas of Connecticut (which adopted a SAHAS in 1989) and New York State (which did not have a SAHAS during the study period). Contrary to the predictions of the backfire hypothesis, our fixed effects regression indicates that Connecticut's SAHAS was associated with increased single-family development relative to the New York State jurisdictions in our sample. This result suggests that a SAHAS can increase below-market rate and mixed-income development without impeding market-rate development.  相似文献

This article reports on the results of a small group experiment relating the effects of situational and psychological factors to the use of revenue forecast information on budgetary decision-making. The results suggest objective information is not completely ignored because of conditions in the budgetary environment and that one's role in the budget process influences how objective information is used. The results also indicate that some useful insights for budget theory are possible from small group experiments.This research is part of the Public Management Information Systems Project.
