In this article we examine the extent of career cross‐over from journalism to politics in Australia using biographical data on the pre‐parliamentary careers of federal politicians since 1901. We find that while journalists continue to be over‐represented in Australia's national Parliament, there is evidence of a decline in the number making the career switch to politics. We argue that one explanation for this is the growing professionalisation of both vocations, and of journalism especially. Journalism education inculcates in graduates a strong sense of the media's Fourth Estate role, contributing to a professional identity that militates against taking up a political career. We also find that in recent decades, in spite of a small number of celebrated cases of journalists joining the ranks of the ALP, prior careers in journalism have been more prevalent among Coalition MPs. We argue that this reflects an ALP pre‐selection system that has become less accommodating of all pre‐parliamentary occupations other than trade union official and political staffer.  相似文献

Punitive populism is common throughout Latin America. It involves political and public opinion support for more police officers, greater police autonomy, and tougher laws to punish crime—options that often perpetuate old police practices and resist police reform efforts. This article critically examines the role of the media in fostering punitive populism by examining the sources used by journalists. Comparing the ‘most different’ cases of Argentina and Chile and drawing on interviews conducted from 2009 to 2015, I argue that the choices made by journalists regarding their sources are affected by neoliberal media policies in a particular way that favours tough‐on‐crime discourses.  相似文献

Strangely, two recent critical political histories of Indigenous affairs — by Gunstone and by Short — reproduce a structure of perception that resembles the characteristic structure of 1950s perception: a sense of outrage at the helplessness of Indigenous Australians in the face of overbearing colonial pressure, eclipsing the narrative presence of the Indigenous political agent. By returning to the work of those political scientists, sociologists and anthropologists who observed the political reforms of the 1960s and 1970s, I suggest that a richer conception of Indigenous and non-Indigenous agency is both possible and necessary. There are three interlocking topics in the writing of Indigenous political history: the changing quality of non-Indigenous engagement; the Indigenous leadership and its historical formation; the differentiated institutional response of the state. The political history of Indigenous Australians should not be reduced to a narrative of the settler colonial state's persistently limited concessions to the Indigenous grievance — important though that theme may be.  相似文献

ABSTRACT

The contribution assesses the role of the media in respect to democratization and EU accession in the countries of the Western Balkans (WB) and the development of press freedom over the long run. The author closely analyses the legislative framework and its implementation in practice and focuses in particular on the economic and political pressure on the media in the region. The article offers three arguments to explain the bad shape of media freedom in the Balkans: structural factors (state advertisements as the main source of income, economic tycoons close to incumbents as media owners), proximate or external factors (the deteriorating level of media freedom in some EU countries and the whole WB region, with an accent on stability rather than democracy) and political-societal dynamics (defamation and libel as means to punish journalists, verbal and physical assaults on journalists). The media in the WB region do not serve as the watchdog of democracy but are instead used as a means to reinforce illiberal regimes.  相似文献

A distinguished American specialist on Soviet and Russian politics addresses the lessons of the seven years leading to Russia's crash of 1998 for how US scholars, journalists, and politicians have analyzed Russia under Yeltsin. Citing a wide range of academic and journalistic sources, including materials published from October 1998 to January 1999, the article surveys and criticizes the mainstream concepts employed for comprehending social, political, and economic life in that country. It proposes both an alternative vocabulary and different comparative references for explaining and predicting developmental trends in Russia.  相似文献

Political histories composed by contemporaries (or near contemporaries) are affected by the predicament of confronting the tacit in a past. Three case studies of famous writers of histories of politics in their own times are used to suggest an additional epistemology for political history which relies rather less on representations than has been common since the “Linguistic Turn” privileged the propositional thrall of discourses. My extra element attends to the tacit in human lives: affects and effects in context of the lived‐in and lived‐around of politics. My three case studies suggest that histories of politics and policies by contemporaries and near‐contemporaries do not simply amount to a re‐representation (broadly defined) of past representations (broadly defined). A wide angle is adopted; three case studies treat renowned political historians, ancient, mediæval and modern: Procopius in the mid‐sixth, Commynes in the late‐fifteenth, and A.J.P. Taylor in the mid‐twentieth centuries. Each of these “great” historians of politics was driven to discount the lived‐out‐loud of politics they narrated in, or close to, their own times. The predicament and the response is more general, I believe: all historians of politics have to try to situate and narrate things once taken‐for‐granted. That predicament prompted each of my three — and still prompts historians — to have to transcend “representationalism”. The three cases show how and why history writing about politics also needs to attend to the habitual and tacit in a past, the ubiquitous things seldom represented. A controversial foundation for such an “extra” epistemology is then suggested: Dasein, the being‐of‐being, a key concept of Martin Heidegger's. The writing of political history by contemporaries (or near‐contemporaries) is then conceived as also a (ethnography‐like) study of past life‐worlds‐in‐being. This extra foundation for (very‐old and still current!) writing practices about power and politics emphasises metonyms over metaphors. Surprises discerned from contexts are emphasised over propositions peddled in representations. The metonyms disclosed by my three case studies, which I think apply in most writing about politics by contemporaries or near contemporaries, had to be inferred from contexts, rather than read as discourses. The tacit is elicited by contemporaries from (1) records and recollects of predicaments and situations, and from (2) reading actions as texts. Histories of politics are really about things people once felt and did, more than what they said, in their there‐and‐then.  相似文献

The Student Movement of 1968 was a watershed in Mexican political history. This article explores how it was reported in the daily newspaper Excélsior and the weekly magazine Siempre! from August to October 1968. It analyses the work of specific journalists to reveal the extent to which criticism of the government was voiced in a climate of apprehension and oppression. In doing so the important role played by Carlos Monsiváis in promoting and sustaining the students' cause, and the commitment to impartial news coverage of editors Julio Scherer García and José Pagés Llergo, become evident.  相似文献

During the 2009 election campaign, Twitter not only served as a source of news for the media but also became a public stage for active political users. In particular, hopes were raised about a pluralistic grass-roots sphere of public communication in which political information can be shared in a non-ideological, decentralised and egalitarian manner. To test whether Twitter led to new patterns of political interaction and to determine the beneficiaries, we present findings from a large-scale network analysis investigating about four million tweets by more than 33,000 users including citizens, journalists and politicians in the 2009 National Election. Our analysis identifies the most popular users, contents and topics in this political sphere, revealing the Pirate Party movement as the most influential group during the campaign. A network analysis of the participating actors confirms the strong position of established online activists and bloggers in contrast to traditional mass media, politicians and parties.  相似文献

Making extensive use of Russian and Western documentary sources, as well as three research trips that included formal and informal discussions with politicians, scholars, and journalists, the article examines both the rise of new major players in the Russian political economy and the transformation of old ones. SUMMARY

Traditionally political history tells the factual story of those who are in power and of those who want to be, often accompanied by studies of the formal expressions of power in the state and its institutions. During the past two decades this ‘old’ history of politics has been renewed and enriched by research from the perspective of political culture. Both in the Netherlands and abroad pioneering studies of political practices, concepts and styles of leadership have resulted from this new approach. In the next few years this cultural angle in the history of politics will be intensified, for instance in research of the understanding and institutionalization of democracy. The recently established research programme ‘Representation and Governance in the Netherlands’ (RGN) at the Institute of Netherlands History wants to take on board this ‘new’ type of political history as well as the ‘old’ variety in order to facilitate both the efforts of those scholars who want to explain cultural traditions and inherited appreciations in the day-to-day routines of politics as well as the work of historians who want to intensify the study of the formation and reach of the state. The RGN project ventures far back through the ages to explore the historicity of political institutions and bureaucratic procedures by opening up materials for analysing both the culture of governance and the practices of politics. In projects that link up the Middle Ages with the twentieth century, from the administrative organization of the counties of Holland and Zeeland during the Hainault period up to and including the establishment and reform of the constitutional state, sources will be recorded and made accessible. The interaction between society and government, often personified by intermediaries such as office-holders, civil servants, journalists, political advisers and the like, will become visible in the many documents to be edited. Upon their publication these sources will enable future researchers to study not only the history of the governing bodies, but also the role that subjects or citizens played or wished to play in shaping the state.  相似文献

This article begins with a re-evaluation of political communication research based on Habermas' original theory of the public sphere. It presents Habermas' alternative framework for assessing communication in contemporary 'actually existing democracies'. The model is then tested with a case study of the UK parliamentary public sphere based on 95 semi-structured interviews with political actors (politicians, journalists and officials). It concludes that parliament today operates rather better, according to public sphere norms, than the public sphere described in Habermas' accounts of 18th and 19th-century England. Such a finding, on its own, is clearly at odds with public perception. The research accordingly offers two explanations for this disparity and the (perceived) crisis of political legitimacy in UK politics.  相似文献

Abstract — This article examines the writings of the Mexican literary journalists, Guadalupe Loaeza and Cristina Pacheco. It traces the political agendas of the writers through an analysis of their work in two collected volumes, Las niñas bien (Loaeza) and Sopita de fideo (Pacheco). The paper argues that while each author focuses on opposite ends of the social scale, each piece of writing contains an implicit or explicit attack on the Mexican ruling classes which mismanage the economy, squander its wealth and condemn the majority to economic misery.  相似文献

A growing number of scholarly studies have been published about Zimbabwe's white population, especially since the highly publicised state-driven land takeovers which began in 2000. Much as these studies have produced useful insights into the histories, attitudes, experiences and lives of white Zimbabweans, aspects of these representations also raise important questions and concerns. Looking critically, particularly at recent ethnographic works on white Zimbabweans by anthropologists, this review essay discusses some of the social and historical amnesia and certain erasures apparent in these works. These have often produced homogenised and essentialised, or unfair, representations of white Zimbabweans. This essay suggests that an uncritical use and perpetuation of certain myths and discourses that have powerfully come to the fore in the political, social and economic crisis of the last 15 years has led to the problems evident with these ethnographies.  相似文献

This paper explores the dynamics of negotiations between the Salvadoran government and the street gangs, called maras. The paper argues that state negotiations with criminal groups can occur when organized crime is a significant part of the social and political order. This tacit order allows a great deal of coordination between and within criminal organizations and the focus of negotiations from the state's point of view is limited to the management of violence, not the dismantling of gangs' territorial control. This article draws on seventeen in‐depth interviews with middle‐level gang leaders, government officials, and participants of the truce negotiations from 2012 to 2016; it also relies on public information published by Salvadoran journalists and government sources about the truce.  相似文献

ABSTRACT

This article examines the role of loyal addresses, petition-like texts that emerged during the Cromwellian Protectorate in England, as repositories of public memory. It contends that loyal addresses were a particularly mnemonic form of political communication: not only did addresses themselves incorporate historical narratives but their reproduction in contemporary newsbooks facilitated their later collection in compendia and histories of addressing. These volumes in turn gave an overall ‘sense’ or character to public opinion nationally and allowed its shifts to be charted over time. The article uses the case study of an address to Richard Cromwell issued in 1658 from the corporation of Great Yarmouth to demonstrate how this text was redeployed to wage a political campaign against leading magistrates in the town in the 1670s. The address gained renewed political significance in the late eighteenth century, as the interplay of local political and historical interests made its depiction of the influence of religious factions in the borough once again relevant. This local memory in turn fed upon a wider national use of the Cromwellian addresses as an example of political faithlessness and duplicity. Combined, these local and national discussions demonstrated the importance of addresses in defining public opinion and political identity over time.  相似文献

This article is part of a broader project on the social history or histories of anarchism. The standard accounts of anarchism (Nettlau, Joll, Woodcock, Marshall etc.) have been combinations of the histories of ideas and political/social movements. A larger project I am engaged in uses another methodology and is reliant upon the vast outpouring of published and unpublished academic writing on social history that has been produced since the 1960s. I will cover only several interconnected themes here: anarchism, internationalism and nationalism in Europe. This article will give a synoptic overview of the internationalism of the European anarchist and syndicalist movements during the “classical” period of anarchism (1860–1939). It focuses on the First and Second Internationals and the birth of the Third. It examines the ideology and culture of Internationalism, which was the nursery of the modern anarchist movement. The linkage between federalist and regionalist republicanism is stressed and the legacy of the Paris Commune of 1871 is highlighted. The desire to secure a global level playing field in labour markets promoted labour internationalism during the First International and a revival of this strategy by anarchists and syndicalists during the era of the Second International. The mismatch of industrial development and union density between industrialised Britain or Germany and artisanal and industrialising France and southern Europe limited internationalism in the 1860s and the 1900s. Equally the patriotic legacy of the Commune of Paris undermined the internationalism of anarchists and syndicalists when war broke out in 1914. In 1917–1918 anarchist and syndicalist internationalism seemed to be revived as Europe entered a period of revolutionary discontent. But very quickly the Bolsheviks and the Soviet Union channelled this wave into the Third International and ultimately the interests of the newly born Soviet State. Anarchist and syndicalist internationalism had little effect on the fortunes of the anarchists in the Spanish Civil War in a world of nation‐states and state‐centric political parties and movements.  相似文献

The article considers European economic news coverage on British television and its relationship with the UK public's perceptions of and identity with Europe. Stress is placed on the symbolic content of news about Europe; stories about the economic entitlements offered to citizens within the European Union; and portrayal of material benefits or losses for Britain. The results suggest that coverage offers mixed signals about Europe. As yet, they offer an unlikely platform for the development in the United Kingdom of European solidarity or identity. The results are assessed in the light of the way journalists approach political issues. The implications for statistical modelling of the media's relationship with attitudes towards Europe are also considered.  相似文献

The relationship between Australian political and social history has received little historiographical attention. Political history has been lauded or, more often, dismissed as traditional historical practice, while from the 1960s social history took its place as a catch-all phrase for various "new" histories concerned with everyday life. This article examines the place of political and social history in the nascent Australian academic historical profession of the 1950s to the early 1970s, and then explores the impact of the new social history on academic political history. It will suggest that while there was only limited exchange before the late 1980s, in the last twenty years social history has contributed modestly to a reconstituted understanding of political history as part of lived experience.
