A growing body of research suggests the existence of a disconnection between citizens, politicians and representative politics in advanced industrial democracies. This has led to a literature on the emergence of post-democratic or post-representative politics that connects to a parallel seam of scholarship on the capacity of deliberative democratic innovations to ‘close the gap’. This latter body of work has delivered major insights in terms of democratic design in ways that traverse ‘politics as theory’ and ‘politics as practice’. And yet the main argument of this article is that this seam of scholarship has generally failed to explore the existence of numerous pedagogical relationships that exist within the very fibre of deliberative processes. As such, the core contribution of this article focuses around the explication of a ‘pedagogical pyramid’ that applies a micro-political lens to deliberative processes. This theoretical contribution is empirically assessed with reference to a recent project that sought to test different citizen assembly pilots around plans for English regional devolution. The proposition being tested is that a better understanding of relational pedagogy within innovations is vital, not just to increase levels of knowledge, but also to build the capacity, confidence and contribution of democratically active citizens.  相似文献

As part of the proposed modernisation of Irish local government a directly elected mayor with executive powers will be introduced in Dublin in 2011. It is then anticipated that the system of elected mayors will be extended to the whole country. However, it is not known what impact this new form of executive leadership will have on the prevailing system whereby city and county managers are dominant. Drawing from experiences in the United Kingdom and the United States, this paper suggests that Ireland needs clear, unambiguous mayoral models. As a political leader with executive powers it is imperative that the mayor's relationships with both the council and the city/county manager are tightly defined. A US-style recall option would also enhance the Irish system.  相似文献

While much of the focus of terrorism research is on successful terrorist attacks, the most significant lessons for terrorism prevention may come from examination of terrorist plots and attacks that do not succeed. This article analyzes 176 terrorist plots against American targets that have been thwarted or otherwise failed during the past 25 years. It considers what kinds of intelligence and security measures are most useful in counterterrorism, and argues that the conventional wisdom about why intelligence fails—because analysts and agencies are unable to “connect the dots”—is wrong. Most plots, especially domestic terrorist plots, are not foiled through imaginative analysis, but through conventional law enforcement efforts and aggressive domestic intelligence collection that reveal to authorities just what the plotters are up to.  相似文献

Based on in-depth interviews with 26 Somali women refugees, this article discusses structural arrangements around their settlement in the United Kingdom (UK). Their “male-centered” migration can be viewed as a specific form of patriarchal institution where men control women's trajectories. Based on Bourdieu's concept of social capital, I introduce a new category of knowledge capital—supplementary capital—to discuss sociocultural/political stratifications that affect integration of my informants in the UK. I show how a lack of familiarity with the dominant language became central to their integration difficulties. These underexamined problems are key factors in immigration processes.  相似文献

For all governments, the principle of how and whether policies are implemented as intended is fundamental. The aim of this paper is to examine the difficulties for governments in delivering policy goals when they do not directly control the processes of implementation. This paper examines two case studies – anti-social behaviour and street crime – and demonstrates the difficulties faced by policy-makers in translating policy into practice when the policy problems are complex and implementation involves many actors.  相似文献

This article examines the reform of the health care system in England in terms of the risk assessment and risk management. Three major health policies are examined, the Health of the Nation strategy, community care and the Patient's Charter. The article demonstrates that effective risk assessment and risk management is an important component of each initiative. The Health of the Nation strategy is based on epidemiological evidence on the nature of health risks and is linked to specific targets for the reduction of harm that require effective management of risks. Community care is a well established policy designed to provide long term and continuing support for vulnerable individuals in the community. With high profile incidents in the 1980s, there has been a greater emphasis on effective risk assessment and risk management, especially to protect the public. The Patient's Charter is designed to empower users of service.

Central to this strategy is informed consent. Effective empowerment depends of the provision of adequate information, especially on the risks of treatment. Although competent adults may formally be autonomous risk-taking decision-makers, their ability to assess risk and make decisions depends on having adequate information.  相似文献

As the United Kingdom has placed some of its Prevent strategy on a statutory footing and is proposing to introduce a Counter-Extremism Bill, this article argues that a legal definition of extremism must be carefully drafted to provide legal certainty. The main recommendation is that all forms of violent and nonviolent extremism comes under the definition, ensuring it is differentiated from activism. Activism may hold radical views counter to the mainstream opinion, but it is required in liberal democracies as it encourages healthy debate and can prevent the policing of thought in any government strategy or legislation.  相似文献

Freedom of Information Acts (FOIAs) aim to provide a channelled exchange between citizens and public officials that, irrespective of the citizen's identity, results in the provision of timely, relevant, and often new information about policy. We evaluated Mexico's FOIA by submitting 307 information requests on behalf of an average male citizen to government entities in the years 2007, 2013, and 2015. In 2007, we also submitted the same requests to 87 comparable entities on behalf of a male citizen who signalled economic and political clout. Encouragingly, entities do not discriminate between regular and seemingly influential citizens. Entities also answer more frequently and provide more information in 2015 compared to earlier years, but they are taking longer to answer, frequently charging fees, and often failing to provide quality information to questions they are legally bound to answer. Mexico's FOIA is a functional system demanding significant improvements.  相似文献

The 1990s have become a decade of reflection and rethinking of foundational concepts in the field of public administration. Public adminstrationists are attempting to bring the best of management approaches to bear on the problems facing public organizations. Strategic management has been widely used in the private sector since the 1960s, and has gained increased acceptance in the public sector since the 1980s. It is a management approach that synthesizes much of what management theorists have long recognized as essential to effective management practice. This article traces the development of strategic management and examines what has been learned from the past that will improve future implementation efforts in public organizations.  相似文献

Freedom of information (FOI) laws aim to improve the public’s opportunities to access official information from public authorities and hence to increase the level of transparency. Thus, it is important to know whether and to what degree the effects intended by establishing FOI laws are achieved and how their implementation could be improved. In order to answer these questions, FOI laws have to be evaluated. Unfortunately, attempts to evaluate FOI laws are still in their infancy. Abstract

Recent years have witnessed an entrenchment of restorative justice principles and practices in the youth and adult criminal justice systems of the United Kingdom. This research presents a comparative analysis of the findings of two empirical studies—one of a police restorative cautioning scheme conducted 15 years ago, and the second a contemporary study of youth offender panels. In this research, we argue that restorative justice practices in the United Kingdom are repeating history, rather than learning from it. Specifically, we argue that if restorative justice programs continue to proliferate with the same shortcomings—most notably, inadequate victim involvement, failure to provide a genuine role for the community, and targeting only relatively low-level crime—the future for restorative justice in the United Kingdom is likely to be bleak.  相似文献

Abstract

While scholarly work on Europe’s latest “refugee crisis” has blossomed, less attention has focused on the United States and Canada. My research centers on newspaper coverage of refugees entering these two countries, before and after the Paris terrorist attacks of November 13, 2015. I conduct a comparative, cultural sociological analysis of 318 online news articles, reconstructing a system of meaning I call the Politics of Selectivity, in which refugees are portrayed as deserving or undeserving of resettlement. A deep, interpretive reading of the data reveals three dimensions of this political arena in which explicit, implicit, and conditional criteria for accepting refugees are articulated.  相似文献

This article analyzes one of the first surveys of Nicaraguan electoral opinion prior to the 1990 election in which Daniel Ortega was defeated by Violeta Chamorro. Although this survey, like many others, predicted an Ortega victory, the analysis reveals that the impending FSLN loss was in fact evident had this survey and others been scrutinized more carefully. Moreover, the nature of both FSLN and Chamorro support departs from the traditional division of political loyalties in Nicaragua and shows surprising similarities with electoral trends in more advanced, industrial democracies. The essay suggests that in tense political situations, such as preelectoral Nicaragua, particular survey problems may arise and special tactics may be necessary, including earlier rather than later opinion polls. Leslie Anderson is assistant professor of political science at the University of Colorado. Her interests include peasant studies, subordinate protest, motives to and forms of protest, and democratization. Recent publications include essays on the moral and noneconomic motivations to protest and revolution and a study of cooptation among popular organizations. A forthcoming book proposes a new theory of peasant political action—the political ecology of the peasant—that combines and moves beyond rational actor and moral economy arguments in explaining political action. Anderson’s more recent interests are reflected in several publications on democratic development in newly democratic societies. She is researching a book on the contribution of subordinate protest to the process of democratic development.  相似文献

This paper reports comparative research comparing the relationship between supervisor-subordinate relationships, teamwork, role ambiguity and discretionary power for nurses working in public and private sector hospitals in Australia and the UK. The findings indicate that the four factors accounted for approximately a quarter of the variance for nurses in the UK and almost a fifth of the variance for nurses working in public sector hospitals. Moreover, the findings identify a significant difference across all variables for nurses working in public sector hospitals compared with private sector with nurses in the private sector having higher satisfaction levels and perceiving lower levels of role ambiguity. There were fewer differences for nurses working in Australian hospitals compared with UK hospitals with nurses in Australia perceiving a better supervisor-subordinate relationship and nurses in the UK perceiving greater satisfaction with teamwork.  相似文献

Using data for the period 1989 – 2002, we examine the determinants of income inequality in post-communist economies. We find a strong positive association between equality and tax collection but note that this relationship is significantly stronger under authoritarian regimes than under democracies. We also discover that countries introducing sustainable democratic institutions early are characterised by lower inequality. We also confirm that education fosters equality and find that larger countries are prone to higher levels of inequality.  相似文献
