The devolution of authority from central to regional and local governments is a widespread trend in many countries. Differences in the outcomes of devolution reforms are often significant, between countries as well as within a country. The work reported in this paper assumes that the dynamics of the implementation process and the way it is affected by the national tradition of governance and by the features of the politico‐administrative system is important in explaining such differentiation. The paper investigates devolution in Italy and proposes explanations for the substantial differentiation of outcomes that can be observed. The case of devolution in agriculture in Lombardy, investigated in depth in the article, is striking for the magnitude and rapidity of change as well as for the way the reallocation of the workforce to the lower levels of government has occurred. This case study provides the basis for some theorizations about the dynamics of devolution processes in countries that have a legalistic administrative tradition, especially those nations which have a ‘Napoleonic’ administrative tradition.  相似文献

This paper examines the epistemological bases for the inclusion of stakeholders in policy research. While it concedes that the input of stakeholders provides essential expert and experiential knowledge for the understanding of complex policies and programmes, it contends that the approach which assumes that all interpretations of policy including those of stakeholders should be afforded equal validity, which we term relativist perspectivism, undermines the possibility of robust research by allowing power to replace methodological rigour as the primary research dynamic. It is noted that this problem tends to be more acute when the research is qualitative. A study into the gendered effects of Common Agricultural Policy reforms is used as an illustrative example of how research can be compromised by relativist perspectivism. It is argued that realist research methodologies uniquely provide the capacity to maintain epistemological robustness, while also being able to take due account of the perspectives of stakeholders.  相似文献

This paper provides an account of the rising clamour for transparency in the Swedish healthcare field. Previous research into accounting, auditing and classification has shown that such visualizing technologies potentially have the capacity to create new objects and ideals in a field ( Miller 1994; Power 1997; Bowker and Star 1999 ). It is thus reasonable to believe that the simultaneous use of various visualizing technologies in a field might transform it. This paper provides an analysis of the early stages of such a transformation process. The carriers that promote transparency are identified and it is shown that the drive for transparency has opened up the field to new actors. It is also shown that the drive for transparency has changed the quality discourse and as a consequence of that, the National Quality Registries are beginning to be opened up to the public.  相似文献

ABSTRACT

The purpose of this study is to identify factors which affect the success of electronic commerce applications in federal agencies and to explore the role of transformational leadership and strategic planning for Web sites in the success of electronic commerce applications designed to serve citizens. Based on the literature review relative to electronic government commerce, the research model in this study postulates that transformational leadership, strategic planning for Web sites and other factors such as the size and complexity of the Web site influence the success of electronic commerce applications in federal agencies. The success of electronic commerce applications is the dependent variable and is measured by a combination of user-based criteria and system-based criteria. This research employed a combination of an online questionnaire survey and a Web structural survey. Questionnaires were electronically mailed to IT managers and/or users who have e-mail addresses at federal agencies. The results of the research confirmed the close association between organizational factors (transformational leadership and strategic planning for Web sites) and the success of electronic commerce applications in federal agencies.  相似文献

The potential of an ironic perspective for understanding public service change is portrayed through a re‐analysis of data on a merger between two English primary sector schools, an extreme change involving organizational termination alongside phoenix‐like emergence. The ironic perspective focuses on synchronic dissonance and diachronic divergence in meaning underlying verbal and situational forms of irony respectively, endemic sources of organizational ambiguity, its exacerbation by change which creates conditions favouring irony, and the dynamics of their relationship. The case illustrates how ironic consequences flowed iteratively from diverse sources of ambiguity for those managing the merger, often recursively generating further irony. It is suggested that an ironic perspective can deepen theoretical understanding of the relative unmanageability of public service change, within structural parameters delimiting its scope. This perspective also offers a generic heuristic for organizational analysis with potential to inform efforts to cope with ambiguity and consequent irony in the change process.  相似文献

The goal of this symposium is to encourage the exploration of the topic of policy and organizational termination. This introductory article reviews the most recent published literature in this field and summarizes the articles included in this symposium. Four original, commissioned, research articles are included in this symposium. Although the topic of policy and organizational termination continues to be underattended, this symposium is the latest of a number of recent publications that have contributed to greater understanding of the phenomenon of termination.  相似文献

Like all public sector agencies police forces are under constant pressure to improve their performance through better management of existing resources. However, little research has been done that explains how officers' organizational commitment, an essential requirement for above average employee productivity, can be improved. Using a whole population survey of a county police force in the UK, managerial, job, and demographic variables are analysed that influence officers' organizational commitment. Experiences of the way officers are managed were found to have the strongest influence on their organizational commitment while job related variables were found to have a lesser influence. The decline in organizational commitment found in the early years of officers' careers should be a cause for concern for senior managers in the police. The paper concludes that much need to be done to make police policies more effective in achieving promotion of officers who have the managerial competences needed to engender higher levels of organizational commitment.  相似文献

Theory and evidence on the diffusion and antecedents of innovation in public organizations demonstrate that organizations respond to their environment and react by being more or less innovative. However, questions about the limits of responses to organizational task environments remain unexplored: in short, what is the appropriate level of environmental capacity and when does the environment become too complex or dynamic for innovation to occur? This study examines non‐linear capacity, complexity, and dynamic environments in an archival panel of 405 English local governments using primary and secondary data from a number of sources. Findings indicate that non‐linearities effect perceived innovativeness in relation to political and social capacity, and political dynamism in an inverted U shape, and in a U shape for community capacity. The implications of these findings for the study of public service innovation are considered.  相似文献

During the past few decades traditional state‐centred governing arrangements have been critiqued and replaced by alternative modes of governance. Higher education is one of the public sectors where such shifts in governance have been seen. As a consequence of the reshuffling of authority and responsibilities across the different levels in Dutch higher education, universities as organizations have become important foci of attention in the system’s coordination. The main question addressed in this article is to what extent we can speak of an organizational transformation of Dutch universities. Based on conceptual ideas from researchers such as Greenwood and Hinings (1996), Ferlie et al. (1996) , and Brunsson and Sahlin‐Andersson (2000) , we use a framework that focuses attention on the concepts of the construction of identity, hierarchy and rationality to systematically analyse the various aspects of transformations of professional organizations.  相似文献

So‐called servant leaders strive selflessly and altruistically to assist others before themselves, work to develop their followers' greatest potential, and seek to benefit the wider community. This article examines the trust‐based mechanisms by which servant leadership influences organizational commitment in the Chinese public sector, using data from a survey of civil servants. Quantitative analysis shows that servant leadership strongly influences affective and normative commitment, while having no impact on continuance commitment. Furthermore, we find that affective trust rather than cognitive trust is the mechanism by which servant leadership induces higher levels of commitment. Our findings suggest that in a time of decreasing confidence levels in public leaders, servant leadership behaviour may be used to re‐establish trust and create legitimacy for the Chinese civil service.  相似文献

This study examines whether the various leadership roles undertaken by public sector managers have an important association with subordinates' levels of affective commitment to the organization. Our empirical findings suggest that not all leadership practices matter. It appears that only relations‐oriented and change‐oriented leadership, and to a far lesser extent integrity‐oriented leadership, have a substantive association with affective organizational commitment. Task‐oriented leadership and, to a large degree, integrity‐oriented leadership, are found not to matter much for employees with lower levels of affective commitment, but they look to strengthen fondness of the organization among those with already high levels of affective commitment. Results also suggest that the diversity‐oriented leadership role has no association with affective commitment to the organization.  相似文献

Drawing on debates about the nature and significance of quasi‐autonomous government organizations, this article asks what happens when trends towards agency creation by government and trends towards stakeholder participation in policy processes come together. Issues are considered through an examination of the National Institute for Clinical Excellence, one of a series of new regulatory bodies set up in Britain after 1997 and given the task of providing national guidance on treatments and care for people using the health service. The analysis points to the emergence of a new form – the dialogic intermediary organization. Such an organization, while maintaining close and informal links with government, attempts to build legitimacy for its activities through multiple and potentially competing engagements with diversely constituted publics. The potential theoretical and political importance of dialogic intermediary organizations, and some implications for their fuller empirical study are briefly explored.  相似文献

Health policy at national level is the product of a series of continuous and complex interactions between interest groups operating both inside and outside government. It is generally thought that these consultative processes are closed, elitist and dominated by the prestigious medical specialties. Yet there has been a rapid growth in the number of groups representing various interests, professions and care groups. Drawing on recent examples from the national health service, the paper explores the extent to which consultative processes in health policy have remained closed or have been opened up to new influences. The analysis suggests that consultation within the health department is more pluralistic than is usually appreciated. Also, while the closed, elitist mode of consultation with external interests has been eroded marginally, it remains more or less intact. Nevertheless, the ability of powerful medical interests to get their own way to the exclusion of other interests depends on the resources and sanctions available to other groups and on the particular policy issue. This paper adopts a comparative perspective towards the analysis of performance evaluation in the National Health Service. The NHS, it is argued, is best seen as an organization which is not unique but which ranks high on a number of dimensions: uncertainty about the relationship between inputs and outputs; heterogeneity of activities and aims; the ambiguity of the available information. These factors help to explain why performance evaluation in the NHS is both conceptually and organizationally problematic, and fragmented and professionalized in practice. By looking at the same factors in other organizations, it may be possible to start constructing a framework for examining the problems of performance evaluation in different settings.  相似文献

The aim of this paper is to provide an empirical contextual picture of what is truly valued most in different public and private sector organizations. Through a series of qualitative in‐depth interviews (n = 38), that were a follow‐up to an earlier survey study among public and private sector managers (n = 382), a number of crucial organizational values were presented to and discussed with a selection of top managers from a variety of Dutch public and private sector organizations. The decision‐making context from the interviews provides insight into why, when, how and to what extent specific values are important. A number of unexpected differences and similarities between organizations with a different sectoral status emerge from the data, which shed new light on existing predispositions on value preferences in government and business conduct.  相似文献

Administrative intensity is arguably a major determinant of public service performance. Although a large administrative function might constitute a bureaucratic burden, it could also enable organizations to better coordinate key activities. In particular, administrative intensity may strengthen or weaken the performance effects of other key organizational characteristics, such as size and task complexity. To explore these ideas, we analyse the separate and combined effects of administrative intensity, organization size and task complexity on the research and educational performance of UK universities between 2005 and 2011. The statistical results suggest that administrative intensity has a performance pay‐off for big and complex organizations.  相似文献

In recent years welfare services in Western Europe have been criticized for poor coordination. In response, ‘seamlessness’ has emerged as a vision for public administration with ‘one‐stop shops' viewed as means to reach this. This article conceptualizes the one‐stop shop and presents a three country case study to examine its drivers and its adaptation. In all countries the reforms meant mergers driven by hopes for a single entrance to services as well as proximity to citizens. However, the analysis of task portfolios, participant structure, instruments and autonomy reveal important variations in the adaptations. The specific configurations of one‐stop shops that emerged were partially a product of compromises and negotiations influenced by the political and performance priorities of central government. The classical trade‐off between specialization and coordination persists, but by offering users ICT‐based services one can to some extent maintain specialization behind the frontline and still provide services that are coordinated from a user perspective.  相似文献

Many aspects of public policy delivery involve complex networks rather than independent agencies. Yet little work has been done to understand the nature of performance measurements in settings where the performance of one agency is heavily dependent on the activities of other agencies. The issue of dependence has implications for operational and reputational risks. Our case study is focused on performance reporting by the Australian Federal Police (AFP). Our findings indicate that performance reporting remains heavily focused on input and process measures with relatively few output or outcome measures. Contrary to expectation, the AFP did not claim credit for success and attribute poor performance to other stakeholders. However, a higher than expected proportion of the dependent performance measures were positively framed.  相似文献

Local government is the subject of official review. This paper suggests that any review of the system of local government should consider at the outset the purposes or values which provide the rationale for local government, and should examine how the institutional framework and prevailing organizational practices promote or hinder achievement of those values.
