Abstract

The purpose of this article is to point out that the standard statistical inference procedure in public administration is defective and should be replaced. The standard classicist approach to producing and reporting empirical findings is not appropriate for the type of data we use and does not report results in a useful manner for researchers and practitioners. The Bayesian inferential process is better suited for structuring scientific research into administrative questions due to overt assumptions, flexible parametric forms, systematic inclusion of prior knowledge, and rigorous sensitivity analysis. We begin with a theoretical discussion of inference procedures and Bayesian methods, then provide an empirical example from a recently published, well-known public administration work on education public policy.  相似文献

This article argues that powerful organizations at the margins of government (i. e,, contractors, franchisers, quangos, state-owned corporations, etc.) which provide vital public services are able to impose public policy on the electorate and elected officials in democratic countries. These organizations' enormous resources, including not only their tangible assets, but also freedom from accountability and dependent clientele, constitute both a source of power and vital vested interests. Illustrating with the example of the Kupat Holim Sick Fund of Israel, it shows how when these interests are significantly jeopardized, the organizations impose veto power: a preventive veto at the policy making stage or an obstructive veto at the policy implementation stage. Both types of veto enable them to appropriate the major instruments of policy making - allocation, regulation, and restructuring - from elected government. This ability undermines the traditional relationship between the electorate and elected and raises questions about the risks to democracy inherent in the proliferation of such bodies on the margins of government.  相似文献

The environmental justice movement challenges public administrators to develop appropriate administrative and policy responses to environmental racism claims. Public administration scholarship has focused little attention on claims of environmental racism and the environmental justice movement, in part as a result of a too narrow conceptualization of racism. The theoretical and empirical literature on racism would be useful in guiding research on environmental racism and contribute to developing effective administrative responses by local, state and federal government.  相似文献

ABSTRACT

This study explores how public sector reform discourses are reflected in Russian central government budgeting. Through the lenses of institutional logics, Russian central government budgeting is considered to be a social institution that is influenced by rivaling reform paradigms: Public Administration, New Public Management (NPM), the Neo-Weberian State, and New Public Governance. Although NPM has dominated the agenda during the last decade, all four have been presented in “talks” and “decisions” regarding government budgeting. The empirical evidence illustrates that the implementation of management accounting techniques in the Russian public sector has coincided with and contradicted the construction of the Russian version of bureaucratic governance, which is referred to as the vertical of power. Having been accompanied by participatory mechanisms and a re-evaluation of the Soviet legacy, the reforms have created prerequisites for various outcomes at the level of budgeting practices: conflicts, as in the UK, and hybridization, as in Finland.  相似文献

Migration has emerged as a key issue for governments in the 21st century. While multiple disciplines address migration, the study of public administration has been slow to do so. Given the complexities of migration policy implementation, and the multiple levels of government involved, public administration can add significantly to the current understandings of the phenomenon. Abstract

Concerns for restoring citizens' trust in government are at the core of public sector modernization. Public distrust is often blamed on the bad functioning of public services, and in political discourse well‐functioning public services are said to create trust in government. This is a very rational and mechanistic reasoning, only part of which corresponds to reality. The link between performance and trust can only be made when very specific conditions are present. The core of the discussion deals with causality: it is obvious that performance of the public administration has a certain impact on trust in government, but existing levels of trust in government may also have an impact on perceptions of government performance. In this article, we outline a framework for research on this performance–trust relation.  相似文献

Abstract

The role of local government has recently come under debate, in the context of state retrenchment, public sector cuts and the marketisation of welfare. Recent discussions have centred on local authorities as leaders, on enterprise and on democracy, but there has been little discussion of local authorities in relation to equalities issues and minority groups. This article examines the role of local government in relation to one minority grouping, Lesbian, Gay and Bisexual (LGB) people, drawing on empirical material gathered from 2007 to 2010 as part of a large Economic and Social Research Council research project. It describes the importance of equalities legislation and related implementation mechanisms in driving forward the LGB equalities agenda, explores aspects of welfare delivery to LGB people and addresses democratic processes. The article suggests that a collision of different forces is currently taking place: the legislation supports the protection of the LGB communities, but this support is undermined by the recession-related and ideologically driven public sector cuts. In addition, aggregate approaches to local democracy may override the interests of minority groups such as LGB people.  相似文献

Abstract

Northern Ireland is emerging from violence but still living with conflict. The recent flags protests in Belfast represent a challenge to public administration to transcend the contested politics of local government in Northern Ireland and to navigate a way through a symbolic legacy issue. This article draws on a longitudinal hermeneutic analysis of empirical research conducted on Northern Ireland local government over a decade, where these concerns dominated much debate. Additional analysis of the research findings reveals broader problems applicable to any public administration faced with managing situations in which good governance in public participation and procedural correctness operates alongside fundamental political disagreement and distrust. These conclusions are particularly pertinent for local administrations in societies transitioning from conflict.  相似文献

Abstract

The authors draw on public and official perceptions to discuss the discontinuities between various interpretations of transparency in local government jurisdictions. The article seeks to establish a theoretical understanding of transparency in public administration literature. Transparency in the formative years of a nation is not necessarily the same idea as transparency in a globalizing information age. Likewise, the meaning of transparency in least developed countries is changing with their acquisition of sophisticated information technologies and pressures to reduce corruption. Scholarship on transparency needs to recognize the different changes in meaning ascribed to this very important administrative principle. Evidently, universal lessons might be brought to bear to help develop a coherent theoretical basis on stages and interpretations of transparency reforms in local governments.  相似文献

ABSTRACT

In local government systems worldwide, financial pressures have obliged local authorities to focus on cost-efficient methods for providing local services, including inter-municipal agreements and public–public partnerships. However, in comparison with municipal mergers, privatisation and other approaches to the problem, the cost impact of the cooperative provision has not yet been thoroughly examined empirically. Moreover, available empirical research has largely concentrated on waste disposal in developed countries. The present paper seeks to contribute to the empirical literature on inter-municipal agreements and public–public partnerships by comparing their impact on costs with ‘stand-alone’ provision in a range of non-waste local services. In contrast to the bulk of existing studies, our analysis takes place in a developing country context by examining Brazilian local government over the period 2013/15. We found that – on the whole – cooperative provision is less expensive than the ‘stand-alone’ provision for the services studied. Our results can be explained by the size and composition of the population, together with the politics for cooperation.  相似文献

ABSTRACT

Given the limited knowledge about the effect of contextual factors of organizational ownership types on emotional labor, this research addresses two main questions: (1) whether emotional labor varies among organizations with different ownership types; and (2) whether emotional labor and emotional intelligence relate to job performance in different ways in public and private organizations. This paper examines the research questions with 306 self-report questionnaires from the public sector, domestic privately-owned enterprises and foreign-invested firms in China. Significant differences were found in the emotional labor reported in public and private organizations. Overall, emotional labor was found to have a significant effect on in-role performance, and emotional intelligence moderated the link between emotional labor and job performance in public organizations, but not in private organizations.  相似文献

Abstract

This paper examines the performance of public administrators at the local government level in Nigeria. It traces the development of local governments in Nigeria from 1945 to present times. It argues that the shift in the critical decision‐making powers and functions of local government requires its public administrators to be better‐trained professionals. However, without citizens' participation in governance, public servants' accountability will be low. The study addresses the following questions: How do public sector performance and development of actions by citizens affect accountability in the local governments? How much training do public administrators in Nigeria's local governments have in public management? What is the relationship between performance and citizenship participation in local governments' development process? The question of interests in this study is how public administration at the local government level can better serve Nigeria's communities and in so doing develop authentic relationship with citizen groups, and equitably enhance public trust, legitimacy, and performance of the public sector in the nation.  相似文献

Abstract

The basic research concepts of intergovernmental and network management are examined with regard to blending the two into a unified theory of collaborative management. A substantial literature in both fields has emerged and is ripe for conceptually enhancing interorganizational management in the public sector. The collaborative management concepts forwarded emanate from the authors' comprehensive study of collaborative public management in 237 cities. The major concerns that are found to be ready for knowledge unification include: (1) multiple network complexity and the emergence of governance through policy networks, (2) strategic behavior and its implementation through networks, (3) the role of government institutions in network governance, and (4) the use of myriad policy instruments and multiorganizational activity. Each of these research arenas are representative of the kind of knowledge base that can be blended and extended to help public managers understand how to operate in the vertical/horizontal matrix of intergovernmental network management.  相似文献

Abstract

The transition to an information society requires the implementation of effective actions by the different actors of the new society and economy. The private sector has already started to get involved. It is now public administration’s turn, and, although far behind the business world, it has been provided with an important tool: the electronic government model.

Although several projects have been carried out all over the globe, the development of such initiatives is very much unequal, depending on not only the region of the world but also varying from country to country within each region. Thus, while countries such as the United States, Great Britain, Sweden, Singapore, Australia, and Canada are the leaders when it comes to implementing electronic government programs, the same cannot be said about most Latin American nations.

It is the intention of this article to address this unequal situation, which will be called the e-government divide, emphasizing the global and the regional e-government gaps.  相似文献

Abstract

This article analyses the successes and shortcomings of eGovernment reform in Russia in the context of three main aspects: public services provision; state regulatory activities; and interdepartmental interaction. The research was prompted by the rapid ascent of Russia in international eGovernment rankings, which reflects a more intense utilisation of information and communication technologies in the sphere of public administration. Within a short period of time, reformers were able to install a considerably advanced eGovernment architecture, supporting interactive and transactional remote access to government services. Yet, further progression towards a more responsive government and eDemocracy requires the adoption of higher standards of openness and accountability.  相似文献

The theoretical and empirical analysis of administrative activities has been an important area of research since the establishment of political science as an academic discipline in Germany at the end of the 1960s. But is administrative science still a significant part of political science in Germany today? I argue here that in Germany a political science oriented administrative science has developed from a science focused on public administration, that is, on organizational questions, to one focused on public policies and thus on questions concerning the conditions and consequences of political problem solving and control (Steuerung). The question of the internal organization of government is increasingly regarded as an irrelevant one; in addition, the institutional promotion and funding of political science administration research has dramatically decreased since the 1970s. Today's new challenges (economization and internationalization) for both government and public administration seem to exceed the capability of political science administrative research. These challenges open up new opportunities, however, since, in the search for solutions beyond the dichotomy of market/managerialism on the one hand and traditional bureaucracy and state government on the other, political science in particular regains more importance. As will be shown, there are now tendencies which indicate that political science administrative research might encounter a stronger political demand. If the consequent research is able to find a new mixture of theory and practice, this in turn could help revitalize political science administrative research in Germany.  相似文献

ABSTRACT

Between merit principles and social contacts, how they facilitate individuals to obtain a government job in the United States remains unsettled. Based on a survey administered via Amazon Mturk, this study finds that merit-based selection constitutes the most significant means to obtain public jobs, particularly so in state and local governments despite of sizeable respondents claiming other venues. The use of social contacts, including both strong and weak ties, shows little advantage on obtaining public employment but proves significant in private organizations. Controlling individuals’ previous job obtaining experience, the study contends that variations on job obtaining methods can be reasonably attributable to institutional distinctiveness that features different rules, procedures and regulations. Merit principles are kept alive in governments, though challenges persist, particularly so in federal government. The study ends up with a discussion of research findings and their implications in HR practices.  相似文献

ABSTRACT

There is debate in the literature on whether or not general management principles are applicable to the study and practice of public administration. This research responds by exploring how local officials manage the performance of public services with private good characteristics, where general management principles could be embraced for service delivery. The relationship between operational and financial indicators is explored within the functional areas of water and sewer, with the hypothesis that operational outcomes impact financial outcomes similar to private enterprises. Because the findings do not support this hypothesis, the authors conclude that general management principles may not be applicable to all forms of administration given that public cannot be removed from the management of public services even with private good characteristics.  相似文献

For the first time in decades, coalitions of politicians on the left and right are seeking criminal justice reform. What is the place of restorative justice in these efforts? What is the depth and breadth of restorative justice implementation? How familiar is the American public with restorative justice? How successful is the restorative justice movement? This article discusses the factors public administration faculty should incorporate into the curriculum in order to equip students to engage in the policy legitimization process. In order to produce leaders, public administration programs should emphasize the nature of the political system, an understanding of the legitimacy of subgovernments, the importance of coalition building and the psychological factors associated with policy choices.

Integration of policy analysis into the public administration curriculum requires that students be equipped with an in-depth understanding of both the political environment and the political process. This is true because public administrators are deeply involved in the stages of policy development, adoption, and implementation; activities which reach beyond the narrow confines of program management and into the realm of politics. Consequently, public administrators serve in a variety of capacities: as policy advocates, program champions, or as defenders of client interests. It is in these roles that public administrators move into the political arena. Policy analysis activities provide the discipline with the opportunity to move beyond an emphasis on a narrow concern with simply “managing” government and into the realm of policy choice, policy advocacy, political power and the exercise of leadership.

Public administration as a discipline, and teaching faculty in particular, face the challenge of increasing the relevance of the master's degree to policy leadership. Astrid Merget, past president of the National Association of Schools of Public Affairs and Administration, expressed this need for increased emphasis on policy leadership training quite eloquently in 1991:

“Our vision of the holder of a master's degree in our field is that of a leader, not merely a manager or an analyst. But we have not been marketing that vision.”(1)

Merget attributes partial responsibility for the low public esteem of government service to the attitudes, teaching, and research activities of public administration faculty who have failed to link the “lofty” activities of government (environmental protection, health care, the promotion of citizen equality) with public administration. Accordingly, the academic standard of “neutrality” governing teaching and research acts as an obstacle to teaching the fundamentals of the goals of public policy. This professional commitment to neutrality places an emphasis on administrative efficiency at the expense of policy advocacy. The need, according to Merget, is to reestablish the linkage between policy formulation and policy management. Such a teaching strategy will enhance the purposefulness of public administration as a career. Failure to do so will relegate public administration programs to the continued production of governmental managers, not administrative leaders.

The integration of policy analysis into the public administration curriculum affords the discipline with the opportunity to focus on policy leadership and escape the limitation associated with an emphasis on program management. Teaching policy analysis skills cannot, and should not, be divorced from the study of politics and the exercise of political power. This is true because politics involves the struggle over the allocation of resources, and public policy is a manifestation of the outcome of that political struggle. Public policy choices reflect, to some degree, the political power of the “winners” and the relative lack of power by “losers.” The study of public policy involves the study of conflict and the exercise of power.

Teaching public administration students about the exercise of power cannot be limited to a discussion of partisan political activities. Public administrators serve in an environment steeped in the exercise of partisan and bureaucratic power.(2) It is practitioners of public administration who formulate, modify and implement public policy choices. Such bureaucratic activity is appropriate, provided that it is legitimated by the political system. Legitimacy can be provided to public administrators only by political institutions through the political process.

Teaching public administration students about policy analysis and policy advocacy necessitates an understanding of the complexities associated with the concepts of policy legitimacy and policy legitimization.  相似文献
