Government policy seeks to introduce competition into the supply of social care through the separation of purchasing and providing responsibilities. A study of 24 local authority social service departments has explored the initial steps taken to prepare for the new enabling role, including the creation of a mixed economy of care. Very few were seeking to create a market in social care. Most argued that the inherent nature of social care rendered the introduction of service specifications and price mechanisms neither approriate nor feasible. Many authorities interpreted the enabling role in ways significantly different from that of the government. The study raises questions about the extent of local discretion in a context where the range of values and interests of implementing agencies may differ from those of the centre.  相似文献

It is often assumed in the literature on public management reforms that radical changes in values, work and organization have occurred or are under way. In this paper our aim is to raise questions about this account. Focusing on three services in the UK, each dominated by organized professions – health care, housing, and social services – significant variations in the effectiveness of reforms are noted. The available research also suggests that these outcomes have been inversely proportional to the efforts expended on introducing new management practices. The most radical changes have been in housing, where, paradoxically, successive UK governments focused least attention. By contrast, in health and social services, management restructuring has been less effective, despite the greater resources devoted to it. This variation is attributed to professional values and institutions, against which reforms were directed, and the extent to which different groups became locked either into strategies of resistance or accommodation.  相似文献

Government contracting with private service organizations has grown rapidly in the United States in the last 25 years. Advocates of contracting hope that it will spur competition among service agencies, lowering costs and improving service quality. In practice, however, contracting departs significantly from this competitive model. Instead, government and private agencies develop long-term relationships which can be considered regimes governed by specific norms and expectations. These regimes profoundly influence the delivery of services and the politics of contracting. This article analyses these regimes in the context of the contested nature of public authority. The article concludes with suggestions for reforming public policy to improve the performance and effectiveness of contracted services.  相似文献

This article addresses the recent claim that cross-national policy variations reflect in part differences in institutional origins and state characteristics. It provides a detailed analysis of how states institutionalized public employment exchanges. The authors argue that public employment exchanges will shape the legitimacy of government intervention in the labour market, and thus affect the environment for subsequent labour market policy. Two measures of legitimacy are used. First, the attitude of employers and trades unionists toward exchanges. Second, the role of exchanges in administering unemployment benefits. Cross-national differences in exchanges' legitimacy contribute to an explanation of why different states have different labour market policies.  相似文献

Third sector organizations (TSOs) have emerged as key players in the delivery of public services to assist jobless people to improve their employability and move from welfare to work. Drawing on in‐depth research with employability providers in Scotland, this article explores how TSOs have responded to the challenges of a rapidly changing public services environment. Specifically, we use the concept of the ‘New Public Governance’ to explore TSOs' relationships with UK, devolved and local government stakeholders. TSOs demonstrated a pragmatic approach to shaping their services to reflect the priorities of public funders, and identified some opportunities arising from the new emphasis on ‘localism’. However, the evidence suggests that opportunities for collaboration at times remained constrained by certain forms of ‘contractualism’ and top‐down performance management. Based on the evidence, lessons for future policy and practice are considered.  相似文献

This study contributes to research examining how professional autonomy and hierarchy impacts upon the implementation of policy designed to improve the quality of public services delivery through the introduction of new managerial roles. It is based on an empirical examination of a new role for nurses – modern matrons – who are expected by policy-makers to drive organizational change aimed at tackling health care acquired infections (HCAI) in the National Health Service (NHS) within England. First, we show that the changing role of nurses associated with their ongoing professionalization limits the influence of modern matrons over their own ranks in tackling HCAI. Second, the influence of modern matrons over doctors is limited. Third, government policy itself appears inconsistent in its support for the role of modern matrons. The attempts of modern matrons to tackle HCAI appear more effective where infection control activity is situated in professional practice and where modern matrons integrate aspirations for improved infection control within mainstream audit mechanisms in a health care organization.  相似文献

By focusing on institutions (rules for action) and routines (patterned behaviour) our intention is to contribute to the understanding of government policy and its outcomes in health and social care. We analysed data to show how the relationship between a new idea for a routine and new rules from the government on the one hand, and existing rules and routines in society on the other, as well as the interaction between rule makers and rule takers (i.e. those who are governed by those rules), have an impact on the change or maintenance of routines. The data concern the case of government policy for need assessment (that is, assessment of needs) in The Netherlands. As our discussion will show, even a national government, however, is not able to completely impose its will on other agents in order to change existing routines. The concept of ‘negotiated order’ helps us to understand why. In the case reported here, the Dutch government and the home care agencies had to exercise give and take, the outcome being a suboptimal result for both.  相似文献

Significant difference emerges between the spirit of the recommendation system, (the idea to strictly prevent from redundancy, select genuine talents, and make up for the incompleteness in regulations involving personnel management, performance evaluation and seniority computation), and the reality. This paper is to analyze the activity of recommendation by taking the promotion system by recommendation applicable to the police officers above the middle class in Taiwan area as example. Its purpose is to explore the reliability of recommendation, find out the factors affecting promotion, and the conditions pertain to promoters and beyond them. Besides, it investigates into personnel's response to this system. The results will be of benefit to personnel managers and administrators, within these police and public department organization and business in provision of useful guidelines for human resource management.  相似文献

Administrative intensity is arguably a major determinant of public service performance. Although a large administrative function might constitute a bureaucratic burden, it could also enable organizations to better coordinate key activities. In particular, administrative intensity may strengthen or weaken the performance effects of other key organizational characteristics, such as size and task complexity. To explore these ideas, we analyse the separate and combined effects of administrative intensity, organization size and task complexity on the research and educational performance of UK universities between 2005 and 2011. The statistical results suggest that administrative intensity has a performance pay‐off for big and complex organizations.  相似文献

This article assesses the contribution of management of knowledge across organizational and professional boundaries towards improved public services. We empirically investigate the potential for knowledge sharing within the context of the NHS modernization agenda, taking as our focus the current ‘patient safety’ policy agenda. Specifically, we evaluate the introduction of a knowledge management system, namely the National Reporting and Learning System (NRSL) and its impact in the area of operating theatres within a university teaching hospital. We suggest that government policy in this area needs to reflect more upon limits to the management of knowledge and issues of the nature of knowledge, professional cultures and institutional power and politics.  相似文献

The creation of the new Social Security Benefits Agency in 1991 coincided with the final installation in local offices of the first Operational Strategy computer systems, which automated large parts of social security benefits administration. Since then the agency has refocused its strategic thinking towards a ten-year development programme which is centred around plans for'one-stop'benefits delivery. The article shows why this programme is dependent on'informatization'- the generation from, and application to, social security administration of new kinds of information, made possible by information and communications technologies ( ict s). It assesses the feasibility and implications of informatizing benefits administration and the likely effects of continuing pressures to reduce administrative costs. It argues that, whilst the agency will become more customer focused, the practical outcomes are likely to be two-edged for claimants. At a policy level, informatization will reinforce political pressures to rationalize and target the benefits system, especially if information-management problems are controlled by a shift to the client group principle.  相似文献

The article provides a comparative exploration of New Public Management (NPM) funding models on the non‐profit sectors in the UK and Australia, and the implications for services, employment conditions, and worker commitment. A degree of convergence exists around the principles of NPM in the two case studies, creating employment regimes of low pay, casualization, and work intensification. Enhanced vulnerability to pay cuts in the UK, and insecurity in Australia are explained by national differences in exposure to recession, industrial relations institutions, and competition, leading to diminishing worker commitment and raising important concerns for policy‐makers as benefits gained from outsourcing to non‐profits are eroded.  相似文献

Voluntary Environmental Programmes (VEPs) have become increasingly popular in addressing environmental risks. While VEPs have attracted much scholarly attention, little is known about how they achieve their outcomes. This article seeks to better understand whether and how the roles of governments in VEPs affect their outcomes in terms of (1) attracting participants, and (2) their contribution to a desired collective end. Using fuzzy set qualitative comparative analysis (fsQCA), this article addresses a series of 31 VEPs in the building sectors of Australia, the Netherlands, and the United States. Of particular interest is a better understanding of what configurations of five specific governmental roles in VEPs are sufficient to attract participants and contribute to a desired collective end. Three ideal type roles for governments in VEPs, that are positively related to the two outcomes under scrutiny, are uncovered, and the article concludes with lessons on how governments may be best involved in VEPs.  相似文献

Independent regulatory agencies, faced with multiple and often conflicting demands from regulatory stakeholders, yet operating at arm's length from government, may be under considerable pressure to demonstrate the legitimacy of their decisions and the regime they administer. This article considers how regulators employ presentational strategies to establish and maintain their legitimacy by documenting the findings of a comparative study of two independent agencies responsible for the regulation of trade practices in their respective jurisdictions: the UK Office of Fair Trading and the Australian Competition and Consumer Commission. Its findings demonstrate that presentational activities may be an important means by which regulators give concrete expression to their obligations of transparency, promote the effectiveness of the regime they administer, and publicly demonstrate how their work serves the community. The mass media is relied upon by both agencies as the primary vehicle through which they seek to communicate to their targeted audiences and the public at large, actively seeking to manage the ambivalence that infuses the regulatory enterprise.  相似文献

There is a general consensus that individuals who are driven to serve the public interest can possess a mix of public service motives for engaging in altruistic actions. This article proposes that when analysed simultaneously, some public service motives may play a more important role than others in influencing work outcomes. The pressing questions are which ones and how? Through a survey of a group of Australian public sector employees, this article explores the relationship between the various dimensions of public service motivation (PSM) and the common work outcomes: organizational commitment, job satisfaction and job motivation. The combinations of PSM dimensions that had a greater impact on these work outcomes are also found to vary with different outcomes.  相似文献

In Britain black leaders are generally less well integrated into community agencies and local administration than their counterparts in the United States. This is partly explained by reference to the American 'arms length' approach to funding community development which, in contrast to the more centralized British approach, enables black leaders to work 'within the system' apparently without sacrificing too much of their political independence. A number of countries use forms of interactive policy‐making to increase the influence of citizens on decision making. Since there has also been an increase in citizen participation in The Netherlands over the last decade, in this paper, we provide a comparative analysis of 8 interactive projects initiated by the Dutch central government. The central aim of the paper is to understand processes of power in interactive policy‐making. We do so by raising two central questions: (1) how do power processes influence the setting‐up of a project, the negotiations within a project and the translation of the results of interactive projects into formal decision making circuits?; (2) to what extent and under what conditions do citizens and other stakeholders obtain influence in interactive projects, especially in defining problems, selecting solutions/instruments and realizing outcomes? Our findings show there is relatively little translation of the outcomes of the projects in regular decision making.  相似文献
