Abstract

Some versions of capacity building construe the goal of North?South partnerships as rendering African laboratories, doctors, scientists, and universities indistinguishable from their counterparts in wealthier nations. The specificities, histories, peculiarities, or inner workings of African institutions and individuals are black-boxed ? no one needs to know about them. This article draws on research at Malawi’s College of Medicine and the work of other social scientists and historians to sketch out a more capacious model of capacity, one in which capacity building is grounded in specificity, attends to material difference, is flexible and innovative, and involves as much learning as teaching. This model of capacity building requires consideration of areas in which the Northern partners in “global health” can be brought to the level of their colleagues in Africa.  相似文献

ABSTRACT

This research focuses on parents’ participation in their children’s education via self-organizing through non-profit organizations (NPOs). The aim of this article is to uncover the factors which have an impact on Russian parenting organizations participating in collective coproduction in schooling. Quantitative analysis revealed three groups of explanatory variables: a) the “economic” variables, namely GRP per capita and poverty rate; b) a “high status” of a school; and c) variables capturing the “federal district effect” on the probability of collective coproduction. Results of the quantitative analysis highlight the significant discrepancies in regional conditions for emerging NPOs in coproduction in schooling.  相似文献

Abstract

This article analyzes contextual and organizational challenges and constraints faced by think tanks in Bangladesh. It argues that while think tanks have been visible in the policy discourse through fostering policy debates and advocating policy proposals, their direct impact on policy outcomes remains limited. Think tanks’ research findings are often interpreted through the prism of politics. A number of think tanks are institutionally weak and face challenges in funding, attracting researchers, and retaining research focus. Think tanks can potentially focus attention to the wider policy community, and emphasize intermediate influences, such as, building capacity, wider networking and interacting with a broader base of policy-makers, in order to be effective and relevant in the policy discussions.  相似文献

The article analyzes the process of building italianità in the case of migration of population from Pola/Pula that started as early as May 1945 and culminated in an organized process that officially began on 23 January 1947 and lasted until 20 March that same year. The article sheds light on the premises of that identity by analyzing complex activities of the Italian authorities who wanted to “defend Italianism” in Pola/Pula, as well as in other border areas of former Venezia Giulia. At the state level, they were mainly carried out by the Office for the Julian March/Ufficio per la Venezia Giulia and following reorganization beginning at the end of 1946 by the Office for Border Areas/Ufficio per le Zone di Confine, and at the local level by a network of pro-Italian organizations and groups. Analysis contributes to the understanding of the top-down and bottom-up italianità building process. On the local level, common identity was built upon the myth of the patria, reiteration of traumatic/“wounded” memories and victim presentation of the “Italian” population, fear to be separated from the patria, and unjust peace treaty propaganda. Simultaneously, the “Italian” population understood the Italian state as their defender.  相似文献

Abstract

The essay posits the question of the end of May Fourth as a properly political sequence. If we consider May Fourth as a political movement, asking how it ends implies asking what kind of political subjects and political organizations were active then and ceased to be active at a certain point in time. Asking when and how the May Fourth movement ended implies, therefore, asking what ended. The essay analyzes a series of statements and actions signaling the “end” or the “defeat” of May Fourth in order to question whether there were collective practices, locations, and categories proper to the May Fourth period and how they got exhausted. Two elements appear to be crucial: the organizational structure of the xuehui and the category of “student.”  相似文献

Abstract

Conflict resolution is a widespread challenge in organizational life. Many common sense ideas about conflict fail to take into account communication behavior in a psychosocial context. Instead, they focus on “moves” and established techniques as the way to solve problems. This article presents a deeper conceptualization of conflict, mediation, and peacemaking that focuses upon psychosocial and existential issues embedded in both conflict and peacemaking. The central theme is that a host of human developmental variables interfere with “authentic dialogue.” These are the key for constructive and lasting dispute resolution.  相似文献

Abstract

In an age characterized by “strong-man” or “leader-centered” leadership styles, Joseph Smith, the Mormon Prophet, set himself apart by leadership behaviors that centered in the conviction that the world of human interaction is governed by interpersonal and moral laws in just the same sense that the physical world is governed by the laws of nature. If one could identify these correct or “fixed principles,” and live in harmony with them, one would thereby gain leadership power and influence. From this belief grew his leadership dictum, “I teach them correct principles, and they govern themselves.” Specifically, we note Smith's emphasis on integrity as a foundation for leadership interaction, both in truth-telling and in living in harmony with the correct principles one knows. In addition, Smith underscored the importance of unleashing the creative talent of followers by trusting them with sizeable responsibilities (empowerment, in today's terms), in demonstrating love for followers, and in having the courage to think and act independently of mainstream thought and practice. His chief concerns in selecting a leadership team included his focus on character, building an organizational structure which would institutionalize over time the principles he taught, and then motivating followers in pursuit of challenging goals.  相似文献

Australian Meals on Wheels (MoWs) is a well-known, traditional nonprofit organization operating for over 60 years in a mixed economy of welfare, where it is positioned between the increasingly complex demands of state regulation and market efficiency. These contextual challenges cause critical tensions to an organization reliant on humanitarian principles and a large volunteer workforce. Findings show that this organization is experiencing conflicting and multiple identities which are having a significant impact on volunteer recruitment and retention. Specifically, data highlight the external challenges that threaten volunteers relating to regulation and funding, and internal challenges that tend to ignore volunteer value and instead picture volunteers as ageing and resistant to change. Findings suggest that the organization needs to work with all stakeholders to develop a shared organizational identity that blends humanitarianism with managerialism. New inclusive processes can enable better recruitment and retention practices, enabling the organization to “unfreeze” its traditional ways of operating to build a sustainable future for this much-needed organization.  相似文献

Contrary to claim, the Liberation Tigers of Tamil Eelam (LTTE) are not overwhelmingly secular in their practices. While their successes as a liberation movement have been built on organizational skills and techno-military prowess, they mobilize both the Hindu majority and a significant Christian minority within the Sri Lankan Tamil population via modalities that are deeply rooted in the lifestyles and religious practices of Tamils in India and Lanka. To grasp these capacities a reading of the deep history of Tamil civilization writ-large as well as the anthropological literature on religious cross-fertilization in Sri Lanka is essential. The weight attached to propitiatory rituals in Tamil culture inform the LTTE's burial of the dead and the building up of a sacred topography centered on their fallen (the mavirar). Just as heroic humans were deified in southern India's past, regenerative divine power is conceivably invested in today's Tiger mavirar. These facets of Tamil Tiger practice suggests that “enchantment” can nestle amidst secularized rationality in the structures of a modern political movement.  相似文献

ABSTRACT

This research note offers first-hand accounts of the plight of “non-indigenes” who became victims of Boko Haram terrorism in the North, and their resettlement back in their “homeland” in Orlu (Imo State). As “strangers” in various towns of the North, they were victimized by Boko Haram and had to develop various strategies to survive. Many of them, however, returned to their “homeland” only to become victims of new forms of social exclusion, as “strangers in their own land.”  相似文献

Recent years have seen a “wave” of national climate assemblies, which bring together randomly-selected citizens to deliberate and make recommendations on aspects of the climate crisis. Assessments of the legitimacy of these interventions and their capacity to improve climate governance have focused on their internal design characteristics, but the fundamental question of how they are integrated into complex constellations of political and policy institutions is underexplored. This article constructs a framework for understanding their integrative design characteristics, drawing on recent work on “robust governance.” The framework is used to explore the connection of six national-level climate assemblies with political institutions, public debate, and civil society. Our findings highlight significant variety in the integrative design of these climate assemblies. This variety challenges the view of assemblies as a standardized object with predictable effects on legitimacy and governance capacity, while also refining deliberative systems theory's highly abstracted conceptions of integration and impact.  相似文献

In this era of anti-corruption policy-making, the Internet provides a potentially critical strategic resource for anti-corruption agencies (ACAs) aiming to promote organizational and policy learning. Realizing its potential is a creative challenge that will tap different types of capacities in the agency and its environment. We present a framework for understanding the information-related functions that underpin policy and organizational learning for ACAs, develop a rating criteria to assess strategic information usage, and then assess five ACAs in the Asia Pacific region on one aspect of strategic information usage: dissemination via the Internet. Agencies differ markedly in the degree to which their use of public information dissemination via the Internet is “strategic” in nature, pointing towards a new arena for capacity building and strategy development.  相似文献

Abstract

Group weddings have commonly been associated with Republican China under Guomindang rule. Wedding ceremonies involving multiple couples, however, continued to be held in the People’s Republic of China throughout the 1950s and after. During the early 1950s, Shanghai’s commercial group wedding agencies marketed their services to local couples, and district governments organized what they termed “collective weddings,” hoping that couples would be more amenable to state marriage registration if they could participate in a ceremony. In 1956, the municipal government considered instituting a unified collective ceremony across Shanghai. By examining meeting minutes, letter exchanges, and records of internal government and business discussions, this article explores entrepreneurial and governmental attempts to standardize Shanghai’s group and collective weddings. Although commercial group weddings and state collective ceremonies served different purposes, their proponents faced similar organizational difficulties in the search for a standardized, economical wedding ceremony befitting “New China.”  相似文献

Abstract

This article analyses the shifting rationales for scientific collaboration in the work of the United Nations Economic, Scientific and Cultural Organization (UNESCO) in the science sector in Africa from the late colonial period through to the era of capacity building. Focusing on the late colonial period and the post-independence decades of “national science” in Africa, it analyses UNESCO’s role in science policy, engineering training, and natural resources research. It demonstrates that in the era of national science UNESCO’s activities were couched in the language of independence: developing capacities in the sciences was regarded as the key to obtaining “scientific independence” to match the recently obtained political independence. This marked a significant change from the 1950s when UNESCO based its operations in Africa on collaborations with the European colonial powers. The article argues that the link between scientific independence and political self-determination gave way as UNESCO rebranded scientific capacity-building activities as efforts in the pursuit of an unclearly-defined common good.  相似文献

Abstract

Turkey arranges for the protection of about 1.7 million Syrian refugee children on its territory. This article addresses initiatives and policies towards Syrian children in Turkey, considering characteristics and paradigm shift of refugee education in which hosting large refugee populations. It focuses on experiences of refugee community organizations (RCOs) working on the matter of education. Drawing on an exploratory case study with purposively selected Syrian RCOs in Istanbul, it particularly investigates to explore activities of “Temporary Education Centers” emerging in the emergency-based perspective in early times of Syrian refugee migration and radically disappearing in the integration-based interventions of the State. We will discuss handicaps of making schools refugee places linking with the socio-political conditions of post-displacement and possibilities of cultural orientation of the refugee agency.  相似文献

Abstract

This article treats terrorist organizations as political interest groups. Starting from the assumption that terrorists are rational political actors, it follows that organizational considerations will play a role in the formation and decline of terrorist groups, just as is the case in other political organizations. The effects of several factors, including recruitment, ability to provide selective and purposive incentives, the need for entrepreneurial political leadership, competition from other organizations, the ability to attract outside support, and the ability to form coalitions with other groups, are considered.  相似文献

Abstract

This study examined the impact of hospital restructuring moves on a sample of Australian nurses' health. The role of organizational support, assessed via levels of consultation with staff, social support, and nurses coping were examined as further contributors or mediators of the relationship between the impact of restructuring and nurses' health. Data from 201 hospital nurses indicated that the factors in the model explained 41% of the variance in nurses' health. “Top–down” communication style by management contributed negatively to nurses' health and increased their perceptions of the impact of restructuring. Support from peers, supervisors, and family together with seeing the demands of impact of restructuring as a challenge, contributed positively to nurses' health and reduced the level of avoidance strategies used. Abstract

This article examines the relationship between government performance and quality of life in the American states. We contend that the management capacity of state governments should have direct, tangible impacts on the overall social and economic well‐being of state citizenry. In order to test this idea, we examine the influence of state management capacity (using the 1999 Government Performance Project grades), alongside other economic and political variables, on two prominent measures of state quality of life—The Morgan Quitno “Most Livable State” Index and State Policy Reports' (SPP) “Camelot Index.” We find that both state economic conditions and governmental policy priorities have significant impacts on state performance levels. But, our results clearly indicate that the management capacity of state governments also contributes directly to improving the overall quality of life for state citizens.  相似文献

The VW diesel emissions scandal (“dieselgate”) recounts how Volkswagen became ensnared in a self-inflicted and staggeringly costly cheating scandal that started in the U.S. and then spread to the European Union. This case study shows how fundamental differences in comparative public administration (CPA) between the U.S. and the European Union (EU) led to different consequences for one of the world’s largest and most highly-regarded European auto manufacturers with respect to four institutional variables: (a) approaches to decentralization, (b) the role of non-governmental organizations (NGOs), (c) civil (tort) law, and (d) regulatory environment.  相似文献

The information technology, or “IT,” functional area has been examined in some detail. This article summarizes the manpower reductions that have occurred in IT and displays the demographic impact (experience, age, educational level, race and gender mix) of these reductions. The author suggests that similar changes may be anticipated, or may have already occurred, in other functional areas that experience personnel reductions.
