ABSTRACT

This study analyzes Nigerian public managers' perception of the importance of managerial skills and management principles. The study presents an argument that national and state governments in Nigeria should use management principles to “steer, not row” their respective societies. It outlines some of the major steps required to create a dynamic public management and governmental machinery capable of both planning and execution of comprehensive development plans in the future. The study addresses the question: How can Nigeria's government extract management resources from its society and deploy them to create and support a cohesive and innovative administration? It further suggests reasons why public management in Nigeria needs to be reformed to play a more developmental and accountable role in the future. New public management principles are also utilized in evaluating how the reform can be accomplished.  相似文献

Africa, and more specifically Sub-Saharan Africa, is faced with severe economic problems. The public sector, both the political and the managerial, is under severe attack to change its approach to the organization and management of society and its administrative System.

There is today, external, and to some extent internal, pressure to downsize the administrative system, to privatize, and to generally give up the prominent role played by the administrative system in the production and distribution of the general welfare.

This study attempts to assess the attitudes of public sector managers in Sub-Saharan Africa to what may be called universal managerial concerns such as problem-solving, leadership, job challenge, change, and organizational culture. It also assesses the level of satisfaction with career and particular positions of Sub- Saharan African mangers. In assessing attitudes and levels of satisfaction, we compare managers' attitudes with managers from other third world countries. The study concludes with the findings that routineness of work generates negative attitudes while bureaucratization and experience initiate positive attitudes towards universal managerial concerns.  相似文献

Abstract

This paper examines the performance of public administrators at the local government level in Nigeria. It traces the development of local governments in Nigeria from 1945 to present times. It argues that the shift in the critical decision‐making powers and functions of local government requires its public administrators to be better‐trained professionals. However, without citizens' participation in governance, public servants' accountability will be low. The study addresses the following questions: How do public sector performance and development of actions by citizens affect accountability in the local governments? How much training do public administrators in Nigeria's local governments have in public management? What is the relationship between performance and citizenship participation in local governments' development process? The question of interests in this study is how public administration at the local government level can better serve Nigeria's communities and in so doing develop authentic relationship with citizen groups, and equitably enhance public trust, legitimacy, and performance of the public sector in the nation.  相似文献

Abstract

Western governments have increasingly sought to tap the potential of the voluntary and community sectors in delivering neighborhood-based initiatives to combat social exclusion. The particular attributes claimed for the ‘third sector’ include closeness to the community and a capacity for flexibility and innovation. In-depth evaluation of the UK’s Neighbourhood Support Fund, a ‘flagship’ program designed to combat the social exclusion of disaffected young people living in deprived inner urban areas, demonstrates that to operate successfully in the current policy environment, community-based projects not only need these skills but must also acquire managerial capacity. In particular they have to be able meet the increasing demand from central government for detailed performance data. Successful community based projects therefore not only need to have the capacity for entrepreneurial activity but must now also have managerial skills not traditionally associated with the ‘not for profit’ organisations.  相似文献

This article examines the relationship between Marshall Dimock's positive, broad-based concept of public administration and his approach to writing undergraduate textbooks. Analysis shows that both Dimock's American government and public administration textbooks provide a different slant on public agencies than that available in most current introductory volumes. In particular, his American government textbook is more positive in tone about agencies than are its modern counterparts. The public administration textbook has comparative material that rarely appears in introductory-level textbooks.

This article analyzes how Marshall Dimock's conception of public administration as an important area of study with links to policy and leadership anchored his textbook writing. In the 1950s Dimock co-authored two popular textbooks for basic undergraduate courses, one in American government and the other in public administration.(1)

Scholars still debate what textbooks in either field should teach students about public agencies. Cigler and Neiswender argue that current American government textbooks portray administration in a negative light. All authors see bureaucracy as a problem of some sort, few explain the role administrators play in shaping policy and none discuss reasons to enter the public service.(2) Cigler and Neiswender suggest that American government textbooks must change to aid accurate perceptions of the administrative role. In particular, they believe the texts must add material on the public service as a profession and compare American agencies with those in other nations.

Since public administration textbooks are a key way that majors in the field learn material, debate ensues on what material they should contain. Recent articles explore how textbooks define key terms such as policy and how they integrate the work of various theorists.(3)

While all widely-used textbooks deal with both the political environment and internal agency functions (e.g., personnel, finance), no consensus exists on how to allocate space between political and managerial concerns nor on exactly which subtopics should be covered. No consensus exists on how much space should be devoted to policy making and policy analysis with some textbooks covering this topic and others skimming it lightly.

One often cited problem with contemporary texts is the lack of a comparative focus and a concomitant need to internationalize the curriculum.(4) The thrust of current proposals is that students need a more broad-based education to prepare them for global leadership.

Interestingly, Dimock's approach to public administration led him to write textbooks that in some ways surpass what is available today. While the majority of the topics he presents (and their ordering) are similar to current efforts, he offers unique emphases that deal with the above mentioned criticisms. Far from being an exercise in academic nostalgia, examining Dimock's textbooks is a useful way of giving current writers new insights.

To appreciate Dimock's approach to textbook construction we first have to identify the core concepts behind his approach to public administration education. Afterwards, we can analyze the treatment of public agencies in American Government in Action, relating it to Cigler and Neiswender's critique of contemporary textbooks, and -examine how various editions of Public Administration conceptualize the field.  相似文献

Management pressures in fields like education force managers to control professionals. This generates friction. Professionals will not easily comply with control objectives; they feel responsible for clients and quality. Researchers have studied how professionals are affected and how they resist managerial interference. How managers themselves are affected by managerialism, whether they adopt control logics and are ‘driven away’ from work floors, is hardly studied. This paper studies how school managers relate to managerialism and whether they are primarily loyal to managerial agendas, or to professional workers and clients. On the basis of a qualitative study, we conclude that school managers are important mediators of managerialism. They feel loyal to performance pressures, but also to teachers and pupils. How they act in specific situations depends on how they deal with this friction within managerial work.  相似文献

This paper considers the impact of quality approaches within the personal social services over the last decade. In particular it examines how applicable private sector approaches to quality, such as Total Quality Management, are in the public and personal social services. Both the hard and soft tools of Total Quality Management are critically considered in terms of their relevance and ability to modernise service provision. In the context of the managerial discourse presently dominating the public sector, it is argued that the hard tools of Total Quality Management, such as performance measurement and review, will only add to managerial control; whilst the soft tools of empowerment and cultural change will lose their critical effect. It is the contention of this paper that unless the current Labour government's Modernising Services Policy succeeds in democratising the process of developing quality then it will only add to the managerial agenda at the expense of improving service provision.  相似文献

Abstract

This article examines the implications of globalization in the teaching of public administration in Nigeria. It explores the teaching of public administration in Nigeria before and after 1986. The study argues that the teaching of public administration in Nigeria followed the British educational pattern before 1986, but changed to the United States model between 1987 and 2002. It also argues that for public administration training to be meaningful in Nigeria, it should be designed and implemented with relevance to the sustainable development mission of the nation. The article examines the poor fit between the British and American models and the political environment in Nigeria. This wrong fit between the western models of teaching public administration and the appropriate model for Nigeria has been a major concern to those advocating sustainable development in the nation. Some suggestions are given on how to improve the teaching of public administration in Nigeria in the future.  相似文献

Abstract

While debates continue about China’s role in sub-Saharan Africa, there is growing consensus that China is a different kind of development partner. One distinct feature of Chinese partnerships is that they include support for the tobacco industry, a sector other donor states and institutions shun. Not only is tobacco a primary agricultural export in a number of Africa states, the state-owned Chinese National Tobacco Corporation is the largest tobacco company in the world. This paper analyses Chinese support for the tobacco industry in three states – Zimbabwe, Malawi and Zambia – documenting how co-operation is shaped by Chinese state capitalism and assessing the development and governance implications. Following an introduction situating the analysis within the context of China–Africa co-operation and tobacco’s global value chain, Chinese engagement in each country is analysed. Findings indicate that, despite differences across case studies in terms of development outcomes, common governance implications are apparent. African elites initiated tobacco-related co-operation to meet their interests, but Chinese interests dominated implementation. Consequently, Chinese investments have maintained hierarchal governance of an exploitive and harmful industry. Analyses of Chinese African co-operation need to move beyond public–private paradigms and interrogate the nuances of Chinese state capitalism in Africa.  相似文献

An enduring challenge of public administration research is examining whether public management affects the delivery of public policy results. This study extends managerial influence to include public policy delivery in an active conflict environment. Individual manager training is critical in conflict environments because limited bureaucratic capacity and general environmental confusion are common. Organizations under stress use substitute managers. We argue that substitute managers' effectiveness is conditioned by two factors: managerial capability and networking capability. We examine substitute managers in a unique context, the US–Iraq War. Managers coordinated private military and security companies (PMSCs) to provide coalition forces and the civilian population with multiple services. We argue that managers with prior management experience and network capability are more effective substitute managers. The results suggest that managers with prior experience and networking capability are associated with decreases in civilian casualties. The results provide important policy insights into public management and defence policy.  相似文献

Abstract

This study examines members of cross‐functional teams in the public sector for the necessary knowledge, skills, and ability (KSA) to be effective team members. It was determined that members of cross‐functional teams in the public sector possess the necessary KSA to perform effectively. The following characteristics are statistically significant factors: (1) years of professional work experience; (2) frequency of team participation; (3) the type of team training, i.e., collaboration and performance management; and (4) situational entry to team assignments (volunteered, assigned, requested), specifically volunteer and requested. The findings are significant in that managers within the government have some guidelines on team formation. They now know who should be team members, team members should be volunteers, and management should ensure that the team members have specific training in the areas of team collaboration and performance management. The findings are significant for employees as well. To acquire experience, employees should be interested in participating in a team environment (i.e., volunteering for the assignment). They should participate on numerous teams, so that they can become more effective as team members. Employees should acquire training in specific team skills (i.e., collaboration and performance management) to help them better understand how to work within the team and the team members and get results.  相似文献

Abstract

This article tells the story of the Uganda Cancer Institute over the past 50 years. I discuss the fundamental dynamism of research collaborations and the ways in which they bring vital yet partial investments in improving the capacity of medical facilities in sub-Saharan Africa. I explore the ways in which patient populations and the needs of caretakers themselves shape research collaborations. I also show how extreme oscillations in the capacity to conduct oncology research and provide care were (and are) tied not only to shifting international research priorities, but also to broader upheaval and periods of stability in Uganda since independence in 1962. Rather than dwelling on the debris, ruins, or an emptying of capacity in the health sector in Africa, this article highlights how this experimental infrastructure in East Africa not only survived, but also fundamentally shaped a culture of care and oncology practice that lived on.  相似文献

Abstract

Child abuse and neglect are regarded as a public health problem in the United States and around the world. While refugee families experience extreme parenting stress as they resettle, little attention is placed upon how refugee women themselves view child abuse and neglect. The primary objective of this qualitative exploratory research project was to document, through interviews, the compelling narratives of 17 refugee women regarding child abuse and neglect. We discuss the unique struggles faced by refugee families while parenting their children as they resettle in the United States. Recommendations are provided for professionals working with children and refugee families.  相似文献

ABSTRACT

The capacity of a governance system to act and the integrity of its actions are increasingly recognized as foundations to society’s advancement and development. Globalization influences on governance, particularly its administrative side, are creating new needs and demands. Even when the outcome of globalization is debatable, its impact on today’s public managers clearly calls for expansion of their intellectual horizons and refinement of their operational skills. Managers must improve their communication and negotiation skills, conform to higher standards of accountability, transparency, and ethics, and master the complex new technologies within e-government. In fostering reform, public institutions must rely on their own internal learning processes while adapting to international standards and practices. The lesson: Within the still-unfolding global conditions, systems of governance everywhere have a choice of adapting or losing the game.  相似文献

ABSTRACT

As government and public administration lag behind the rapid development of AI in their efforts to provide adequate governance, they need respective concepts to keep pace with this dynamic progress. The literature provides few answers to the question of how government and public administration should respond to the great challenges associated with AI and use regulation to prevent harm. This study analyzes AI challenges and former AI regulation approaches. Based on this analysis and regulation theory, an integrated AI governance framework is developed that compiles key aspects of AI governance and provides a guide for the regulatory process of AI and its application. ABSTRACT

In recent years, mediation has become increasingly popular as a means to resolve conflict. One important issue that arises out of the recent explosive growth in the practice of mediation is: what do mediators need to know in order to assist the parties in resolving their conflicts? To answer this question I conducted participant observation of the Federal Mediation and Conciliation Service's (FMCS) new mediator training program. This case study is unique in that to date, no one from outside the agency has been permitted to observe the FMCS training program. This case study makes a contribution to the existing body of knowledge in that it analyzes the FMCS' new mediator training and development program and shares the best practices from the premier provider of mediation services in the United States. In doing so, this case study sheds light on the knowledge, skills, and abilities that are essential to mediators in a variety of contexts.  相似文献

ABSTRACT

This article highlights the objective of the special issue which is to understand the status of public administration in six profiled countries – Egypt, Jordan, Lebanon, Libya, United Arab Emirates (UAE), and Turkey – in the Middle East and North Africa (MENA). The special issue explores public administration as a concept—the diversity of guiding general principles that determines how governments administer the affairs of state in the context of their governance frameworks—and as praxis—the diversity of public administration structures, procedures and practice, and reform initiatives. It is evident that the countries profiled have adopted a mode of public administration and governance that mirrors its history, and its cultural, geo-political, socio-economic, and conflictive environments. In this context, the editors hope that the articles presented in this special issue will contribute to advancing the public administration literature in MENA.  相似文献

ABSTRACT

The public and private sectors are different in terms of ownership, funding, and control. The degree of publicness influences the decision-making processes, strategies, and actions, thus severely impacting the performance levels. This study contributes to the existing literature on managerial efficiency environmental factors by proposing a framework and methodology for estimating the influence of the “publicness effect.” A new method is tested, relying on the combined integration of three different data envelopment analysis models in the Italian waste management sector. Results show that the “publicness effect” accounts for 33.87% of managerial efficiency for public companies and 11.6% for mixed ones.  相似文献

Abstract

Our paper shows that the deficient educational system and the large share of unskilled foreign workers in the Gulf countries are serious impediments to a successful implementation of the strategies of these countries to reduce their dependence on foreign technologies and to restructure their economies in order to make them less dependent on oil exports. A novel element in our analysis is that we emphasise the role of the deficient educational system as an important problem, next to the well-documented quandary of a high incidence of unskilled foreign workers in the workforce. We use new survey data, both at an establishment level and economy-wide, to provide evidence on how the poor educational facilities lead to a poor provision of training, low skill levels, serious skills mismatch and deficient transfer of knowledge. These inadequate facilities and the lack of incentives to improve them also lead to low R&D efforts to promote local technologies and hamper a restructuring of the economy.  相似文献

ABSTRACT

This essay provides a global perspective on the democratic transformation of the state in societies undergoing democratization. Comparative research indicates that the development and effective performance of democratic political systems require the establishment of honest and competent public bureaucracies that avoid political partisanship and demonstrate respect for the diverse values and interests of the populations they serve. Especially important in democratizing the state is the development and practice of the norms of secondary democracy. The practice of these norms of mutual respect, fairness, and collaboration create the essential culture or modus vivendi of democracy. The Republic of South Africa is analyzed as an important case study of a contemporary state that is attempting to create a democratic and corruption-free public service in a country with an extremely racist, authoritarian, and corruption-ridden past. This case study reveals that the democratization of the state in South Africa, as in the case of other countries around the world, requires the members of the state bureaucracy to practice the norms of secondary democracy in their daily relations with one another and in their relations with the citizenry.  相似文献
