Understanding how public organizations prioritize goals is crucial in studying goal-setting in the public sector. However, the extant literature has mostly adopted a sole-goal perspective and neglected the influences of the interplay among multiple goals. This article extends the literature by going beyond the sole-goal perspective and adopting a multigoal perspective to further explore the complexities in public organizations' goal prioritization when facing multiple conflicting goals. Drawing on the theoretical perspectives of performance information use and interorganizational interactions, the main arguments of this study are twofold. First, an organization's prioritization of a particular goal will be positively associated with the performance gap in its conflicting goal. Second, organizations tend to adopt a differentiation strategy in the prioritization of multiple conflicting goals. Empirical findings based on the investigation of Chinese city-level governments' prioritization of environmental goals when confronting conflict between environmental protection and economic development goals support our arguments.  相似文献

As the Association of Southeast Asian Nations (ASEAN) governments are facing new challenges, the need to re‐evaluate the significance of the track‐two activities has been recognised. As there has been insufficient research on the ASEAN Institutes of Strategic and International Studies (ISIS), this article analyses their role in the development of security cooperation. It shows that ASEAN‐ISIS has contributed to the establishment of the ASEAN Regional Forum (ARF) by analysing the common/cooperative security thinking, the establishment of an inter‐governmental forum for a security dialogue, and the extension of ASEAN's diplomatic style over a larger geographical area. As ASEAN‐ISIS has contributed to inter‐governmental cooperation by promoting ideas, this article concludes that the significance of their activities in contemporary Asian politics should be understood in terms of the introduction and promotion of such innovative ideas.  相似文献

Public employment is a dynamic field of study, buffeted by the ever-changing and reforming public sector environment and by external events such as changing demographics and the global financial crisis. This first article to the special edition on contemporary public sector human resources provides a broad overview of recent developments, starting with the nature of public sector reforms and proceeding with analysis of the far-reaching effects on public employment. For many western countries, this has led to a hybrid model of old and new practices, with many internal contradictions and a confusing array of accountabilities. The new arrangements led to a de-privileging of public servants through reductions in merit and tenure. They also reduced the institutional capacity of central personnel institutions to co-ordinate and monitor public employment and public management. The article proceeds with a review of the implications of these changes in the face of new challenges such as skills shortages and economic pressures. This overview provides a backdrop for the variety of articles presented in the special edition.

Administrative decentralization to government agencies (so‐called ‘agencification’) has attracted much attention in recent years, increasingly for its longevity or evolution after the ‘high’ managerialism of the 1980s, and largely through a neo‐positivist epistemology. Drawing on techniques of narrative and discourse analysis, and a model of incremental ideational change, this article identifies the necessity of supplementing those existing large‐N analyses of agencification's expansion and decline with qualitative attention to the endurance of policy meaning. It demonstrates how the original foundations of managerialism, civil service empowerment and decentralization from the UK's seminal ‘Next Steps’ agency programme are eschewed in contemporary reform discourse, where agencification is instead advocated as centralized, politically proximate and departmentalized governance. This substantial reinterpretation of the arm's‐length concept not only challenges existing claims of continuity in UK administrative policy, but also demonstrates the utility of interpretive methods for exploring longevity in public management more widely.  相似文献

ABSTRACT

This study overviews and appraises Turkey’s contemporary public administration system. Its prominent characterizing features are discussed, with an emphasis on both the achievements and problem areas. Turkey has a long history of strong traditional bureaucratic practices and culture, from which its contemporary public administration system has emerged since the Republic was established almost a century ago. Despite its many achievements, public administration has its problems, generally the product of conflicts between tradition and modernity. Due emphasis should, however, be given to addressing the challenges of its over-politicization, strengthening governance practices, enhancing the human factor, and instituting further modern administrative reforms.  相似文献

The aim of this article is to help frame the China–EU dialogue on energy security, formally established in 2012, yet in reality adding to decades of sustained dialogue and collaboration to address energy development and policy-making in China. The paper begins by noting that the lack of mutual energy dependence between the EU and China can place a limit to the attractiveness of the security dimension of energy as a topic for further dialogue. China's energy challenges require fast delivery of industry-level results, against ideational aspects associated with search for energy security on the global scale. Then, the article proceeds in four parts: (1) a review and analysis of European and Chinese energy security concepts; (2) an explanation of the rationale for EU–China energy security cooperation and policy coordination; (3) an overview of the past and current undertakings in the energy field between China and the EU; and (4) a set of ideas to consider in making this new layer of formal dialogue effectual.  相似文献

The emphasis on public participation in contemporary policy discourse has prompted the development of a wide range of forums within which dialogue takes place between citizens and officials. Often such initiatives are intended to contribute to objectives relating to social exclusion and democratic renewal. The question of ‘who takes part’ within such forums is, then, critical to an understanding of how far new types of forums can contribute to the delivery of such objectives. This article draws on early findings of research conducted as part of the ESRC Democracy and Participation Programme. It addresses three questions: ‘How do public bodies define or constitute the public that they wish to engage in dialogue?’; ‘What notions of representation or representativeness do participants and public officials bring to the idea of legitimate membership of such forums?’; and ‘How do deliberative forums contribute to, or help ameliorate, processes of social inclusion and exclusion?’  相似文献

ABSTRACT

Libyan public administration has been shaped by Libya’s history, ideology, and economy. It has been negatively affected by the political changes occurring since independence in 1951, particularly Gaddaf’s distinctive initiatives, and by upheavals in the post-Gaddafi transition. Libya’s rentier economy has had its impact on public administration, particularly through its promotion of widespread public corruption. This article analyzes the history of Libya’s politico-administration system before describing the current administrative arrangement, identifying the essential factors that have given rise to those arrangements, and analyzing the contemporary characteristics of public administration that constitute the key future challenges Libya faces.  相似文献

Growing concerns about small-scale, low sophistication terrorist attacks, and the difficulties they present for security services, make public coproduction of security increasingly necessary. Communication to ensure that the public(s) is aware of the role they can play will be central to this. This article, based on interviews with thirty expert practitioners, explores challenges associated with communication designed to prevent radicalization, interdict attack planning and mitigate the impacts of a terrorist attack in the United Kingdom and Denmark. The interplay between these challenges and the contemporary terrorist context are analyzed, highlighting that new, or adapted, communications and approaches may be necessary.  相似文献

This article examines the relationship between Marshall Dimock's positive, broad-based concept of public administration and his approach to writing undergraduate textbooks. Analysis shows that both Dimock's American government and public administration textbooks provide a different slant on public agencies than that available in most current introductory volumes. In particular, his American government textbook is more positive in tone about agencies than are its modern counterparts. The public administration textbook has comparative material that rarely appears in introductory-level textbooks.

This article analyzes how Marshall Dimock's conception of public administration as an important area of study with links to policy and leadership anchored his textbook writing. In the 1950s Dimock co-authored two popular textbooks for basic undergraduate courses, one in American government and the other in public administration.(1)

Scholars still debate what textbooks in either field should teach students about public agencies. Cigler and Neiswender argue that current American government textbooks portray administration in a negative light. All authors see bureaucracy as a problem of some sort, few explain the role administrators play in shaping policy and none discuss reasons to enter the public service.(2) Cigler and Neiswender suggest that American government textbooks must change to aid accurate perceptions of the administrative role. In particular, they believe the texts must add material on the public service as a profession and compare American agencies with those in other nations.

Since public administration textbooks are a key way that majors in the field learn material, debate ensues on what material they should contain. Recent articles explore how textbooks define key terms such as policy and how they integrate the work of various theorists.(3)

While all widely-used textbooks deal with both the political environment and internal agency functions (e.g., personnel, finance), no consensus exists on how to allocate space between political and managerial concerns nor on exactly which subtopics should be covered. No consensus exists on how much space should be devoted to policy making and policy analysis with some textbooks covering this topic and others skimming it lightly.

One often cited problem with contemporary texts is the lack of a comparative focus and a concomitant need to internationalize the curriculum.(4) The thrust of current proposals is that students need a more broad-based education to prepare them for global leadership.

Interestingly, Dimock's approach to public administration led him to write textbooks that in some ways surpass what is available today. While the majority of the topics he presents (and their ordering) are similar to current efforts, he offers unique emphases that deal with the above mentioned criticisms. Far from being an exercise in academic nostalgia, examining Dimock's textbooks is a useful way of giving current writers new insights.

To appreciate Dimock's approach to textbook construction we first have to identify the core concepts behind his approach to public administration education. Afterwards, we can analyze the treatment of public agencies in American Government in Action, relating it to Cigler and Neiswender's critique of contemporary textbooks, and -examine how various editions of Public Administration conceptualize the field.  相似文献

This article offers a three-pronged critique of Robert A. Pape's book Dying to Win. The first section of the article highlights problems related to the book's definition of key concepts, its assessment of existing research on suicide terrorism, and its presentation of data. The next section challenges the book's argument that suicide attacks have a high success rate of 54 percent. The alternative analysis offered here arrives at a significantly lower success rate of 24 percent. The last section argues that Pape exaggerates the link between occupation and suicide terrorism, especially with regard to the case of Al Qaeda. In this context, a distinction between traditional (localized) and contemporary (globalized) patterns of suicide attacks is introduced. It is argued that the occupation thesis may help explain the traditional (localized) pattern of suicide attacks, but falls short of illuminating the causes of the contemporary “globalization of martyrdom.”  相似文献

Despite claims to the contrary, governments have frequently talked to groups branded as terrorists in their efforts to find peaceful solutions to longstanding armed conflicts. The rhetoric of the so-called War on Terror has tended to portray an uncompromising and extreme, monolithic Islamist enemy with whom such accommodation is unthinkable. Therefore, it is not surprising that the potential for dialogue and negotiation with Islamist terrorist groups has been relatively neglected. This article examines the character of the contemporary Islamist threat and explores the prospects for selective engagement with terrorist groups that may not share Al Qaeda's global jihadist agenda.  相似文献

This paper explores the dialogue about innovation in public services currently found within public policy and creates an interaction between research and practice about its strengths and limitations. It argues that this dialogue is a flawed one, often both at odds with the existing evidence and lacking a holistic understanding of the nature of innovation and its distinctive policy and managerial challenges. It therefore synthesizes existing research to challenge current public policy thinking about the role and determinants of innovation in public services. It concludes by offering five lessons towards effective policy‐making and implementation that would provide a more sophisticated and evidence‐based approach to the encouragement and sustenance of public service innovation – and four key areas for further research.  相似文献

Luther Gulick's two contributions to the Papers on the Science of Administration are often regarded as a statement of the “orthodoxy” in the field of public administration in the pre-war period. This paper challenges this view. It argues that the two basic claims in Gulick's work--the notion that public administration could be considered as a science, and that field could be studied without regard to politics--were widely contested throughout the 1920's and 1930's. Gulick adhered to these claims in part because they were useful in protecting a young and weakly-institutionalized field against powerful critics. By the late 1930's, academics in public administration may have confronted a dilemma: the position staked out by Gulick and others, while essential to the development of the field, was regarded by many within the field as being intellectually untenable.  相似文献

This short article explores the introduction of directly elected mayors in England and identifies that the case for mayors, as made within New Labour's agenda of 'modernisation', has proceeded on the basis of inconsistent arguments. The article suggests the failure of the reforms either to deliver empowered 'big hitters' or to transform levels of interest in local electoral politics. It explores the diminishment of the public discourse of mayoralty, from one of high ambition and capacity to a more beleaguered discourse of enfeeblement and disenchantment. It argues that while it is easy to explain the project's lack of early impact as being the result of effective resistance by vested interests, critical attention must be paid to the problematic nature of the proposals themselves and that the experience of mayors is symptomatic of a broader incoherence within the 'modernisation' agenda.  相似文献

There has been a resurgence of interest in values in recent public administration research, based on two distinct arguments. For different reasons, neither approach is likely to secure a robust normative basis for public endeavours. These reasons are assessed, using an alternative body of theory rooted in contemporary social theory that we term, ‘new pragmatism’. New pragmatic ideas are deployed to critique the divorce of values from facts; the abstraction of values from concrete situations; the anthropocentric foundation to social choice; the poorly developed understanding of the process of governance, with its inherent pluralism; and the seeming reluctance to articulate principles of political discourse.  相似文献

The primary professional society of American public administration has developed a code of ethics that appears to be largely irrelevant to the realities of bureaucratic experience. An explanation of this paradox can be found in the sociological literature on the professions and code-writing. Professional codes are designed to reyulate the behavior of a profession's members, but this is generally seen as a secondary aspect of a more fundamental objective: the need to assure the public at large that the profession's power is being exercised responsibly. From this perspective, the public administration code can be interpreted first as part of an attempt to legitimate the profession in the face of hostile challenges to its authority, and second as an effort to engender ethical behavior. Such an interpretation helps to explain the profession's failure to confront the organizational and political barriers that impede effective implementation of the code. The paper concludes with an observation on the implications of the argument for the further development of ethics in public administration.  相似文献

This paper is concerned with the appropriateness of various structural approaches t o the problem of medically underserved areas (MUAS). The failure of the private sector in this regard and the experience with public sector responses to the problem are noted. The paper compares the merits of applying the device of the special district to MUAs with arguments favoring a general government solution. The experience of the state of Arizona with Health Service District legislation is observed.

The logic of the special district and the nature of medical underservice offerslim hope that this device might materially ameliorate the problem. A t the same time, the past initiatives of general purpose government have not served t o erase medical underservice. The point is made t h a t empirical evidence is needed t o fully test the assumptions underlying the arguments of the respective approaches.  相似文献

The National Performance Review was one of the most ambitious, far-reaching and thoroughly prepared management reform efforts of the twentieth century. This article examines some of the main themes and principles of the NPR. It begins with the Clinton administration's marketing of the effort and goes on to analyze the arguments of its major scholarly critics. It then presents the more practical public management critiques of the NPR implementation. The article concludes with a comparison of the most important contributions and drawbacks of the total effort and delineates the public management dilemmas that the NPR presents to federal managers.  相似文献

The spate of public sector reforms which have taken place in recent decades has triggered the development of a new body of research around public sector accounting and performance measurement both in public administration as well as in the (public sector) accounting literature. However, studies in accounting and public administration have at times ignored each other, proceeding in parallel. This symposium encourages the adoption of interdisciplinary perspectives in exploring the myriad roles played by accounting and performance measurement systems in contemporary public administration. Emphasizing that accounting and performance measurement systems are socially, politically, culturally constructed and, in turn, are implicated in the creation of organizations, society and political values, this symposium aims to extend the dialogue between accounting and public administration scholars in exploring how accounting, accountability and performance measurement considerations are connected to policy-making, public services and, more generally, the building and maintenance of modern states and democracies.  相似文献
