ABSTRACT

As people age and mature, their interest in the social and behavioral sciences increases. Occupations where personal experience becomes increasing valuable intellectual property are viewed as professions and desirable paths to pursue versus occupations where valued knowledge has a half-life and decays over time. Employers competing for competitive advantage and talent understand and value having the human energy of their organizations capable of contemporary work skills. Improvements in and the availability of information processing technology and tools allows collaboration and distributed learning. The right equation for teaching the social sciences in the future lies in the active mixture of an environment that is friendly to adult learners, satisfies the needs of the stakeholders, and leverages investments made in technology.  相似文献

Abstract

This investigation revisits Robert Merton’s concepts of “locals” and “cosmopolitans” with respect to academic organizations. It explores the normative structure of electronic governance by analyzing the discourse of a virtual bulletin board. Data from a sample of faculty at a large state university are analyzed to conduct a semi-ethnographic exploratory analysis of the professional role structure and organizational consequences of a virtual academic community. A traditional organizational model used for understanding the public administration of higher education is one of bifurcated governance. In the context of this model, faculty and administration may have separate and conflicting interests. To negotiate and articulate competing interests, members of each constituency organize a formal forum of civil dialogue to initiate and resolve disputes (e.g., faculty meetings; unionized groups such as the American Association of University Professors). Two diverse professional role orientations emerge for airing concerns—locals and cosmopolitans. Formal interactions seem to be a mainstay and vehicle for cosmopolitan interests; locals, who rely more typically on informal discourse, have not found ample outlets for communication. The advent of e-bulletin boards has made possible a virtual community distinguished by norms for both formal and informal discourse, allowing for the clear identification of local and cosmopolitan interests and their competing agenda. The virtual context of discourse was expected to blur the distinctions between locals and cosmopolitans; because of the medium, institutional and local goals become aligned and apparent as opposed to discrepant and inaccessible. But in fact, electronic governance that seems to encourage coalition in the approach to solving tasks makes the demarcation more pronounced, whereupon conflict ensues and the localism and cosmopolitanism professional role structure persists.  相似文献

Globalisation shifts the balance of power from public to private interests, including NGOs. However, sustainable development requires a change in power relations that runs much deeper than this: a shift from using power over others to advance our selfish interests, to using power to facilitate the self-development of all. This demands constant attention to personal change, and a series of reversals in attitudes and behaviour. In this paper we argue that NGOs-as explicitly values-based organisations-have a crucial role to play in supporting these changes through their programme activities, constituencybuilding work and organisational praxis. The decline of paternalistic foreign aid and the rise of more genuine international co-operation provide an excellent opportunity to advance this agenda. The paper provides a detailed rationale for these claims and a set of examples that show how power relations could be transformed by civic-led approaches in economics, politics and the structures of social power.  相似文献

Abstract

This paper sets out a conceptual framework for studying the conditions under which presidential leadership in the United States can be thought of as autonomous. Unlike others, who view executive institutions as reflections of conflicts between dominant societal forces, I examine the case of the American presidency and focus on organizational–institutional considerations. Specifically, I focus on the process of institutionalization as a means of building capacity, which I argue, in contrast to others, is a necessary condition for autonomy. Additionally, Iargue that work on the presidency, and the American state in general, suffers from a level of analysis problem, which obscures opportunities for identifying and analyzing autonomous presidential leadership. I conclude with thoughts for a research agenda.  相似文献

Think-tanks and their researchers are located within an interstitial and ill-defined ‘space between fields’; a space both constituted and divided by the worlds of academia, politics, journalism and business. This liminal position can be problematic for a think-tank researcher’s intellectual credibility as they lack the recognised cultural and symbolic capital derived from being located within an established profession’s jurisdiction. The question arises, how do think-tanks gain intellectual credibility? Drawing on interviews with think-tank researchers, this paper explores how these interstitial intellectuals produce policy reports. In following this process, we find that credibility emerges from a complex web of relationships across established fields/professions. Think-tank researchers must engage in a complex ‘dance’ of positioning the symbols, capitals and interests of a number of professions. To maintain their integrity, researchers must try to keep in step with competing interests from different professions; at times aligning them, at other times blocking or obscuring them from one another.  相似文献

This paper argues that whether developing countries will be able to protect their plant genetic resources and the right of local communities to control and enjoy the benefits of their traditional knowledge will be determined both by policies adopted by the World Trade Organization ( wto ) and by the domestic policies these nations implement within their respective countries. Drawing on empirical data from a survey of various stakeholders on the issue of 'patenting of life forms', we argue that developing countries must unite behind the demand for a minimum wto standard that recognises and upholds the principle of 'prior informed consent'. 1 The paper also presents a number of domestic policy options available to developing countries to protect their key social, cultural and economic rights with regard to the patentability of life forms.  相似文献

Abstract

Many studies have argued that corruption undermines perceived democratic legitimacy, trust in state institutions, and government support. However, few prior studies have included transitional or hybrid regimes in their analyses, or simultaneously examined multiple aspects of this relationship. Using focus groups and a nationally representative survey conducted throughout a tumultuous transitional period in Kyrgyzstan, we find evidence for our hypotheses that citizens with greater corruption concerns will be more pro-democratic when evaluating democracy or its institutional components in the abstract; yet, they distrust existing government institutions. Even in a hybrid regime lacking democratic experience, citizens exhibit attributes of distrusting democrats.  相似文献

Many professionals, especially organizational ones (managers, controllers, strategists), face difficulties in organizing their professional fields. Work ambiguities and dependencies on outsiders make it difficult to set homogeneous standards and shelter occupational domains. Professionalism tends to be fragmented. It is questionable, however, whether professionalization is a matter of either enforced regulation or fragmented regulatory forms. More connective forms of professional control might enable groups to establish professional domains, despite ambiguities and dependencies. In order to understand professionalization dynamics in public domains and the relevance of connective professionalism, we study the development of one particular field, strategists in government. We show that the professionalization of Dutch strategists is fragmented: strategists are a varied and mobile group; they have different ideas about work; they depend on many other actors and factors. We also show that strategists opt for either more enforced forms of professionalism, or less professional control. Finally, we show how they might establish connective professionalism. By enacting embedded work spaces, strategists can reconfigure their work. This is also relevant for other (organizational) professionals.  相似文献

Abstract

Limitations in access to welfare services for noncitizens of a host country are structured through conditional entitlements, which require benefit claimants to meet certain conditions to access welfare services. This article explores the conditions and regulations determining access to state-organized accommodation facilities for non-removed rejected asylum seekers in Austria, the Netherlands, and Sweden and the way in which these conditions are implemented. Based on qualitative interviews with stakeholders and analysis of policy documents, I argue that qualities of deservingness, such as vulnerability and performance, determine noncitizens’ access to state-provided accommodation, which strengthens the logic of migration control.  相似文献

Abstract

In this essay we argue that changes in political structures in post-Soviet Ukraine have affected the potential for conflict during transition. Relying on organisational theory to determine the potential for conflict in Ukraine, we argue that this potential is structurally determined by the changing character of societal relations within and beyond Ukraine. The potential for conflict was always present in post-Soviet Ukraine, but this essay examines the facts of when, how and why conflict happened, and how it was related to weak state institutions, centre–periphery relations and an unsettled relationship with Russia. Relying on our analytical framework, we conclude that the conditions for further conflict greatly outweigh the conditions for peace.  相似文献

Abstract

This article describes the establishment and maintenance of a successful Executive MBA program in Central Europe funded initially by USAID. The dynamics of a society in transition to a free market economy create special problems of management that require the capabilities of skilled managers. We argue that Executive MBA programs are efficient and effective vehicles for developing managers with the requisite skills. As new conditions occur in rapidly evolving legal and institutional environments, however, the curriculum and organizational structure has to be continuously adapted to these new challenges.  相似文献

Abstract

The transition and consolidation of democracy in Southeast Asia has proven fragile and tenuous some 30 years after the current wave of democratization began. A critical ingredient in the process of democratization is the role of public opinion and the extent that the public supports the democratic ‘rules of the game’. This study uses 2006 and 2007 public opinion data from the AsiaBarometer Survey of six Southeast Asian countries (Indonesia, Malaysia, the Philippines, Thailand, Cambodia and Singapore) to examine popular perceptions of democracy and democratic principles and practices. Specifically, it seeks to shed light on the following interrelated questions: Do democratic institutions in Southeast Asia work well in the short and long term? To what extent are citizens in these countries satisfied with various political and civil freedoms? Do citizens trust specific institutions to operate in the best interests of their society? Today, three independently originated interests are led by their implications to converge upon needed reform of public education. One of these interests arises from the shift by employers from the “command and control” model of management to a model of managers as facilitators. Another arises from the demand for “more integrity” in business, public administration, and the professions, in response to repeated exposures of corruption over the past decade. The third is the autonomous interest of education in preserving and supporting, rather than extinguishing, the innate motivation to learn that is evident in infants and young children.

At a time when proposals for educational reform are coming from many quarters but differ widely on principles and aims, my argument is that the three national interests that are identified above can be shown to converge upon the direction educational reform should take. That direction is away from education as “jug to mug” knowledge transference (the educational equivalent of “command and control” management), and into participatory education in which the spontaneous interests of students have an important role in shaping the curriculum, and the initiatives of students are utilized in the conduct of their classrooms and their schools. Only in this way can schooling serve to develop the autonomous initiatives of individuals that are required alike by facilitative management, by the educational goal of lifelong learning, and for the acquisition by persons of the cardinal moral virtues whose backbone we term integrity.  相似文献

This study examined individual and work group correlates of organizational citizenship behavior (OCB) among a group of 340 technically skilled, professional, and managerial hospital employees (261 women and 79 men). Individual as well as group characteristics influenced organizational citizenship behaviors (OCBs). Implications for leaders and leadership are discussed. The story of local government over the last few decades is often summarised in the assertion that there has been a move away from institutional authority embodied in the structures of councils towards more complex networks of local governance, incorporating a range of stakeholders and other agencies, alongside a shift of power from local to central government. But local government has been at the centre of wider processes of restructuring - of attempts to modernise the welfare state, and specifically the local welfare state. Underpinning the changes that have faced local government (and created new forms of governance) has been a series of assumptions about welfare and how it is best delivered. These combine notions of community, neighbourhood, personal responsibility, workfare and partnership with a distrust of 'bureaucracy' and professional power. It is in this context that the 'modernisation' agenda - promising cultural change - has been driven forward, paradoxically combining a rhetoric of decentralisation and empowerment with an increasingly direct involvement by the institutions of central government and a range of other state agencies in the practice of 'local' governance. The emergent arrangements are increasingly characterised by forms of self-regulation as well as more differentiated management from above.  相似文献

The article highlights the rationale of the special issue in terms of its objectives and guiding principles. It maps different evolutions and challenges within three analytical streams (1) regarding the field of policy analysis, (2) concerning the interaction between domestic and international affairs, and (3) with regards to the transformation of European Union governance in troubled times. These three research avenues highlight how not only European governance itself has evolved in a changing world, but also how the analysis of interests, institutions, and policy-making has morphed, oftentimes transgressing disciplinary and methodological boundaries.  相似文献

paper analyses a case of contract reversal in the market for ambulance services. The paper suggests that the sociology of markets-literature provides insights into market institutions of importance to relations between government and contractors that will benefit contracting out theory. Building on document analysis and interviews with 19 key stakeholders, it is demonstrated how a regional government in Denmark tried to wrestle the service provision from a long-time private provider and create a competitive market, only to discover that the implementation of the new contract was beset by obstacles largely stemming from informal norms in the market and attempts of the existing provider to hamper market entry for challenger firms. The result was a contract reversal: from private provision to government-provided service delivery. The paper contributes to the contracting out literature by providing a more elaborate understanding of the institutional conditions under which contract reversals can take place.  相似文献

ABSTRACT

This article builds on insights from the coalitional presidentialism literature and a more ideational regime-based approach to examine the reasons behind Indonesia's ongoing democratic stagnation. It argues that this stagnation is not, as institutionalists might posit, an ultimately inevitable result of the institutional setup of multiparty presidentialism. Nor is it merely a manifestation of unchallenged oligarchic domination or the cartelization of party politics as other influential approaches to Indonesian politics have argued. Instead, this article argues that presidential politics in Indonesia is above all a reflection of a complex regime configuration in which presidents need to navigate between popular demands from the electorate, the interests of powerful veto actors who use democratic procedures only as an instrument to defend their predominantly material interests, and a constantly evolving but still inefficient set of political institutions that has largely failed to ensure accountability and transparency.  相似文献

As voluntary and community organizations in the UK (VCOs) expand their role in the provision of public services, they are under increasing pressure from governmental funders to improve their management and organizational systems - to “build their capacity.” This paper considers the theoretical and practical challenges posed by the idea of “capacity building.” It also looks at the challenges for VCOs of meeting the capacity building agenda while simultaneously retaining organizational distinctiveness and independence.
